CCTV System
4.01.1

General

The CCTV(Closed Circuit Television) System shall be integrated with the other building
systems, such as the SCS, and Others.
1) Camera System
Having cameras at special places requiring security and surveillance, real-time
situations shall be monitored at the disaster control centre for immediate response
to an event.

4.01.1.1 System Architecture


CCTV stations shall be connected to the Security Server via local and wide area
networks with a dedicated or shared access connection. Networking functions shall be
based on the standard TCP/IP protocol, allowing easy integration with existing systems
and devices.
System Hardware
CCTV Stations shall comply with hardware specifications as detailed in next part.
Other security system components / field devices shall comply with specifications as
detailed in this section and on drawings
System Software
The DVR(Center & Site) Software shall be employed as a configurable security
management system that provides unprecedented control and management over
security operations. This Software features shall include:

Remote backup, monitoring, playback and recording
PTZ control, Camera Image control, Relay output control
Notify event detection
Popup window with the HNDR

4.01.3.1 The scope of work includes the following:


1) Design, deliver, install, test and commission Security System (as specified
herein), complete with all components and associated equipment, in accordance
with the specifications and associated drawings.
2) Connection of the IBS network onto other systems / components, including
backbone wiring, as specified. (Connection to the provided free contacts of
different components/systems in the building, supplied by different other subcontractors)
3) Provide all materials and equipment and perform all labour required to design,
deliver, manufacture, install, test and commission a complete Intelligent Building
System, and sub-systems as detailed, in accordance with this specification.
4) Provide Personnel and materials to perform all acceptance tests and to assist in
inspections.
5) Shop Drawings
Multiple copies of detailed working drawings and calculations shall be prepared
and submitted for approval before fabrication of the project. Working drawings
shall be submitted in complete sets, and shall bear the Contractors license stamp
and identification of the system designer. Sufficient information, clearly
presented, shall be included with Shop Drawings to determine compliance with
drawings and specifications. Manufacturers name(s), model numbers, ratings,
power requirements, equipment layout, devices arrangement, complete wiring
point-to-point diagrams and conduit layouts should be clearly indicated on such
shop drawings.
6) Upon completion of the work, the Contractor shall provide reproducible As-Built
Drawings to the Engineer. Final approvals are subject to receipt of acceptable
As-Built Drawings.
7) Three copies of Maintenance and Operational Manuals shall be submitted upon
completion of the installation. Manuals shall be supplied with reference to the
details:

Complete drawings/schematics as applicable

8) Full training of the Clients personnel on the operation and maintenance of


complete IBS system, and sub-systems.

9) The installation shall include a one year guarantee and free maintenance period.
10) After the one year guarantee and free maintenance period, a detailed standard
maintenance, service, administering and monitoring contract shall be submitted
to the Client by the supplier of the Intelligent Building System, with reference to
this particular installation, and for duration of a one year period.
11) Supply essential spare parts, as may be required for a one-year period of
operation.
The Contractor shall coordinate work with other trades to assure that conflicts shall not
arise with structural, mechanical, electrical or architectural features of the building. Any
changes required by field coordination, even after shop drawing review, shall be
provided at no additional cost to Sonangol.The IBS Contractor shall provide supporting
services as detailed in the following sections.
Submittals:
Submittals having any content, which is incomplete or unclear, will be returned without
review or approval.
Others scope of work:
The Intelligent Building System Contractors scope of work shall start from connections
of other services, such as Generator Control & Monitoring, Security etc.
This Contract forms a non-nominated sub-contract to the main contract for the
construction of the building.

4.01.3.2 DESIGN CONDITIONS


Power conditions
Nominal power supply and distribution shall be as follows:
Medium Voltage :15kV, 3 phase, 3 wire

Low Voltage

:230/380V, 3 Phase, 4 wire, effective neutral earthing.

Frequency

:50Hz

All equipment shall be designed for the system voltage and frequency unless
otherwise specified. Special provision shall me made for all equipment sensitive to
supply frequency and voltage variations and for equipment operated at other
voltages/frequencies or by direct current sources.
Climatic conditions
The Contractor shall satisfy himself that all equipment offered is suitable for
satisfactory operation under the specified site conditions.

4.01.3.3 CONTRACTUAL DRAWINGS


The following drawings form part of the Specification for the Works. The Contractor
shall request any additional plans that may be required.
Equipment locations shown on the Drawings are schematic in nature. Exact locations
shall be determined on site or according to shop and construction drawings, due
account having been taken of dimensions, weights, mounting methods and
accessories.
The symbols used on Drawings are symbolic in nature and shall not be used for actual
installation positions. Actual positions shall be determined taking into account all
relevant practical considerations. Details shall be followed where provided and
equipment positions shall be co-ordinated with furniture layouts. Do not scale from the
design drawings.

4.01.3.4 TRAINING
The Contractor shall provide full training to appropriate personnel covering the
complete operation of the various systems.
The users shall certify their satisfaction with the training provided on completion of
training, in writing. This certification shall be provided to the Engineer.

4.01.3.5 MANUALS & MAINTENANCE AGREEMENT


The Contractor shall provide full documentation for the entire systems, including but
not limited to the following:
General description of the system
Detailed specifications of all installed equipment.
Detailed operator instructions.
Full connection and termination wiring diagrams.
Full maintenance of the system shall be provided as part of the 12-month guarantee
and maintenance period.
The Contractor shall price for maintenance to commence after the 12-month guarantee
and maintenance period. The maintenance should include the following:

Repair of all faults due to normal wear and tear


Replacement of all failed components due to normal wear and tear
Repair/replacement of faulty instruments
Lightning damage. (Contractor to state limitation of lightning damage warranty)
The Contractor shall provide full details of the maintenance agreement in the schedule
provided for this purpose.

4.01.3.6 TESTING AND COMMISSIONING


All equipment shall be factory tested and test certificates shall be provided to the
Engineer. The Engineer reserves the right to request any additional testing should he
deem it necessary.
The Engineer or his representative shall inspect the installation from time to time
during installation.

4.01.3.7 SPECIFICATION AND STANDARDS


After successful testing and commissioning of the installation, the Contractor shall
make arrangements timeously with the Engineer for a Practical Completion Inspection.

Where and to the extent that materials, products and workmanship are not fully
specified, they are to be of a standard appropriate to the Works and suitable for the
purposes stated in or reasonably to be inferred from the Contract Documents, and in
accordance with good practice, including the relevant provisions of current standard,
regulations etc.
For products and materials specified to a national standard, such as BS or ASTM,
certificates of compliance are to be obtained from manufacturers when requested by
the Engineer or the Engineers representative. The specifications are intended to help
define the part or parts of the Specification, which apply to particular kinds of work or
parts of the Works, and must be seen as a whole applying to the Works.
The Contractor shall check all delivery tickets, labels, identification marks and where

appropriate, the goods themselves to ensure that all products comply with the
Specification.
