Throughout the world, poor quality supply of electrical power is no longer acceptable
to consumers. In many countries, regulatory standards have been defined in order to
ensure a minimum standard of electrical service quality.
The most common indicators employed are:
SAIDI: Standard Average Interruption Duration Index - e.g.: 96 minutes/year
SAIFI: Standard Average Interruption Frequency Index - e.g.: 1.2 interruptions/year.
In order to respond as effectively as possible to the globally recognised indicators
for measuring their power quality, power distribution companies are looking for
new products and solutions, focused principally on reducing the following:
The number of interruptions to the supply
The duration of power outages
The areas affected by faults.
The above targets can be achieved by carrying out several actions, including:
Establishing preventive maintenance on the networks
Reducing the length of supply lines to limit the impact of a fault
Equipping the network with suitable equipment for better local and remote
operation.
For power distributors, an increase in service quality must be linked

Easergy T200 I & E: solutions

Easergy T200 I & E are control units designed for installation in MV substations
to control any type of switch remotely.

Easergy T200 I & E have been specially designed to meet the needs of customers
in managing MV substations, offering compact and open-ended solutions:
T200 I: management of 1 to 16 switches of any type
T200 E: 1 to 4 switches, Ringmaster or other type

Two versions of T200:
The T200 E is a specific version of T200 I managing a maximum of 4 channels and
designed to be used with Ringmaster type cubicles.
The T200 I is used with standard SM6, RM6 type or other cubicles.

Overall improvements in power provision rely on ensuring the constant availability


of equipment responsible for reconfiguring networks during an incident.
Easergy T200 I & E perform numerous auto-tests, particularly on the power supplies
and battery.
The power supply module is sized to power a conventional radio in order
to transmit an alarm if the battery fails.
The alarms transmitted to the control centre during a fault enable immediate
corrective maintenance.
The auto-tests ensure the availability of equipment without the need
for preventive maintenance.

Compact enclosure

The equipment is housed in a basic enclosure containing all the functional elements
needed to control 1 to 4 switches (1 to 4 channels) and for the T200 I in an expansion
enclosure to expand the capacity to 16 switches (16 channels).
The T200 I enclosure is entirely of stainless steel. The T200 E enclosure is painted the
colour of the cubicle. Both ensure compliance with EMC standards. These enclosures
are provided with a padlocking system.
All information relating to the status of switches, fault currents and power supplies
is visible on the front panel of the rack (without opening the enclosure on T200 I).

Power Supply

High-availability back-up power supply

The power supply module supplies the back-up operating voltages for the:
MV switch motorisation
transmission equipment, such as radio
control unit.
A battery ensures the operation of the whole substation in the event of loss of the
mains supply. The power supply module ensures its charge and monitoring
(regulated and temperature-compensated charger).

Battery self-monitoring
Battery availability check
The power supply module tests the battery status every 12 hours. When two tests
are negative, an alarm is generated and transmitted to the control centre.

Prevention against serious discharge


Serious battery discharge is irreversible. T200 I protects the circuits and causes
the battery circuit to cut out when it detects:
A basic charger voltage fault
Consumption in excess of 1.3 A for over 3 minutes on the transmission output
Alarm transmission to the SCADA system
the power supply module is designed to power a conventional analogue radio with
a disconnected (faulty) battery
it is therefore possible to warn the control centre during a battery fault
(end of life, etc.) and to begin corrective maintenance.

Switchgear control-command

Direct connection by connectors

Information can be acquired and orders passed on via a direct connection between
the control unit and the switch. The connections are made using removable
connectors (polarised on T200 I) which enable:
Fast and secure installation
Simple start-up, with the control system, by fitting a simulator in place
of the switchgear
Reliable operation and maintenance due to servicing operations which
do not require a screwdriver.

These inputs are connected to the switches via connection cords.
This data is received by 0V polarity.

A rotary switch is used to select the operating mode:
Local: the command from the operator panel is confirmed. Any order from
the remote control centre is locked.
Remote: local commands are not permitted. Orders from the remote control
centre are validated.
Switch control
The switch must be in the local position. The control and validation buttons
must then be pressed at the same time.
Automation system activation
The automation system is activated and deactivated by pressing the control
and validation buttons at the same time.
Detector reset and indication test:
The reset button resets the fault detector
The test button checks all indications.
Connecting the PC to the front socket allows
internal data and parameter settings
to be consulted during commissioning

Additional information

6 general-purpose digital inputs per 4-channel control module (max. 24)

1 relay output to RESET an external fault detector
1 powered output for pulsed illumination of an external LED indicating
the detection of a fault current (visibility: 50 m; flashing period: 1 s).
These inputs are connected to a screw terminal block located on the interface
module front panel.
Note: when an automatic transfer system is used, certain inputs/outputs
are reassigned as follows:
If generator ATS automatic transfer system:
one dedicated relay output for control of a generating set
one digital input dedicated to retrieval of generator power-on information
one dedicated digital input to manually force switchover to the generator
channel
If network or generator ATS automatic transfer system:
One dedicated digital input to enable channel paralleling.

Current measurement and fault current detection on a single channel requires


the installation of a kit comprising:
A current acquisition card which is installed on the switchgear interface card. This
module provides direct acquisition and electrical isolation of the signal from the
current transformers.
A set of current sensors comprising (depending on the chosen assembly):
3 phase sensors
2 phase sensors and 1 zero sequence sensor
1 zero sequence sensor.
The current measurement kits are ordered separately from the T200 control unit.
They can be added later on site without modifying the Easergy T200 configuration.
Phase-to-phase and phase-to-earth fault current detection
Detection thresholds and sensing times are configurable.
Memorised faults can be cleared:
by remote control
by a time delay configurable for each channel
by return of AC supply configurable for each channel
by manual action on the operator panel.
Faults are indicated:
by the red LED opposite the rack
outside the station by flashing light
remotely via the communication protocol to the SCADA system.
Load current measurement on the line
The load current on the MV line measured by the detectors current sensors
can be recorded and sent to the control centre.
The measurements can be recorded in various ways (see Management
of variables).

Voltage measurement and monitoring

In addition to LV power supply presence monitoring by the supply module,


there are two options for measuring and monitoring the medium voltage:
From measurement voltage transformers
the voltage acquisition module T200-AT is responsible for the acquisition and
isolation of the three phase-to-neutral voltages produced by the measurement
voltage transformers
detection of voltage drops and presence of a residual voltage. The detection
and presence thresholds are configurable.
this option can be added at a later date on site.
From the LV power supply source for the Easergy T200 I unit
the measurement is scaled to provide a picture of the MV voltage
the detection and presence thresholds are configurable
this option has to be ordered with the control unit. It is installed on the last channel
of the control unit.
Voltage presence monitoring via capacitive dividers
Reconfiguration systems such as the power supply source changeover switch
require monitoring of three-phase voltages on the various channels.
In such a case we use the Easergy VD23 voltage presence relay,
which can be found in the accessories section.

The T200 can include two types of automation systems:


preset automation systems: some automation system functions are factory defined
and integrated (optional) in the basic functions of the T200. These functions require no
on-site programming. They correspond to known operations widely used for the MV
substation switch management application.
an IEC 61131-3 programmable logic controller: an RTU Control programming
workshop is used to create automation functions in addition to the preset ones of the
T200, in order to create and tailor specific applications.

Paralleling upon Auto return

Changeover conditions

Changeover takes place if the following conditions are met:

Earthing switch absent on the two channels
MV voltage absent on the active channel

Return to the main channel for the Auto modes occurs if:

The MV voltage on the priority channel is present during time delay T2.

Generating set connections

Relays are installed in factory in the T200 enclosure to provide interfacing with
the generating set (Generator ATS version only). Connection should be performed
as follows (see diagram opposite):
Voltage: contact closed if Generator started, to be wired on the two available
terminals (do not wire if detection of power on is performed by a relay VD23)
Start-up: Generator start-up order, to be wired on terminals C and B
Stop: Generator stoppage order, to be wired on terminals D and B.

Detection of voltage presence

Voltage presence on a channel managing the Generator can be executed by


two processes:
Either by a dedicated Voltage digital input
Or by voltage relay VD23 (via cubicle cable).

Override setting on generator (Generator ATS only)

For routine test or reduced pricing requirements, it is possible to perform override


setting of operation on the generator manually, remotely (from the supervisor) or
locally (activation by a dedicated digital input).
When the override setting is terminated, the automatic transfer system places itself
back in the initial mode, i.e. in the mode that was active before the override setting
(ON or OFF). During override setting, the automatic transfer system is set to ON
for channels 1 and 2.

Upon transfer to the Generator, if the latter doesnt start, the automatic transfer
system waits for a period of 60 s at most before stopping changeover, then:
in SW SWG mode: the automatic transfer system is locked and must be reset
(on the Control panel) to restart the device.

operational.

The BTA (Bus Tie Automatism) is an automation system for switching sources
between two incoming lines (SW1 and SW2) and a busbar coupling switch (SW3).
It must be used in conjunction with VD3H type voltage presence detectors and the
fault current detection function on the busbar incoming lines.
NB: the VD23 relay cannot be used with a Ringmaster type cubicle.

Coupling interlock

A dedicated digital input allows changeover to be locked if a problem occurs


on one of the devices related to the changeover. This input is generally connected to
the downstream circuit breaker. Local and remote controls are no longer possible
in this case.
Locking the automation system
The BTA automation system is locked if one of the following conditions is met during
the coupling process:
Failure of a command to open or close a switch
Indication that an earthing switch has closed
Appearance of a fault current
Switch power supply fault
Appearance of the coupling interlock
Manual or remote ON/OFF command from the automation system.

Paralleling upon Auto return

A software-configurable option allows the automation system to disable or enable


paralleling of the channels upon automatic return to the main channel (in Auto mode).
Enabling of paralleling must be confirmed by the activation of a dedicated digital input.
If paralleling is disabled: Auto return to the normal channel involves opening
the coupling channel (SW3) and, when it is open, closing the normal channel.
If paralleling is enabled: Auto return to the normal channel involves first closing
the normal channel and, when it is closed, opening the coupling channel (SW3).

The programmable automation system option also includes a complementary


function for communication between equipment including a Modbus exchange via a
TCP/IP link between T200s and/or Flair 200Cs connected on the same MV loop.
This communication allows the exchange of a data table between these T200s and/
or Flair 200Cs, for instance in order to contribute (with no other PLC than the T200s
and/or Flair 200Cs) to an automation system function serving to detect and remove a
current fault on an MV loop. This communication between equipment is typically

specifically).

Counters
A counter can be declared for each remote indication (TS) and remote measurement
variable internal to the T200 or coming from a device connected to the local network.
Counters can therefore be declared in order to establish:
The number of operations of a switch
The number of fault current passes
etc.
There are 5 types of counter
Counters for digital data TSS
pulse counter: counts the number of high or low state transitions (configurable) by
a TSS. The theoretical scan interval for this counter is 10 ms
time counter: counts the time spent in the high or low state by a TSS

Configuration, operation and diagnosis are carried out by connecting a laptop


equipped with a web browser. Internet Explorer version 6, 8 or 9 is required running
in Windows XP or Seven.
The menu on the home page enables the user to select the menu display
language.
Access is secured by entering a login name and password.
The web data servers HTML-format pages are used to:
display page: view states and measurements
control page: issue open/close orders and counter preset commands
diagnostic page: read and save archives
maintenance page: substation parameters, software version update, configuration
download, network analyser
parameters page:
Communication configuration, protocol, switch control, measurement and detection,

Remote and local connection

Local access is achieved by connecting the PC to the USB or Ethernet port.


Access to remote data parallel to the control system is possible via the GSM,
GPRS, 3G, Ethernet or PSTN transmission networks regardless of the
communication protocol.
With local connection, pages are refreshed automatically either cyclically
or on a change of state. The embedded web server is used for local supervision
of the substation.

Configuration by the SCADA system

Some parameters are designed to be modified by the SCADA system via the
communication protocol. These are mainly parameters connected to network
operation:
Fault current detection thresholds and voltage monitoring
Measurement recording value for min., max. and dead band thresholds.

Operation and control

Alongside operation and control of the network from the SCADA system, it is also
possible to operate the equipment locally or remotely using three pages:
Display of states and measurements
Issuing commands: switches, counters (initialisation), automation system on/off,
fault detector reset and other digital outputs. The issuing of commands is made
secure by a selection and confirmation process.
Consultation of transmitted and archived data
on-screen consultation of archive logs
extraction of logs on a PC as an SCV file for analysis.
The views are refreshed periodically or automatically on a change of state.

Maintenance
Update of software versions or change of protocol
A new version of the communication card software or protocol can also
be downloaded from a PC. Two software versions are saved. It is possible
to switch between the two versions.
System events log file analysis
Memorisation of transmission events (to determine the origin of a recurrent
communication fault)
Indication of transmission errors (CRC error, collisions, PSTN line disturbance,
redundant changeover, etc.)
Indication of system events (T200 start-up, T200 reset, configuration modification,

Test socket

The test socket is mounted in place of a cubicle connection socket on the Easergy
T200 I. It can be used to simulate the presence of a switch by looping control outputs
onto position inputs.
These sockets are used during commissioning for testing the entire communication
chain without actuating the switches.

Simulate digital inputs.

Test case for testing states, voltage and current injection

The T200-TESTCASE test case is used to carry out all operational tests on site.
It operates independently using power supplied by the T200. It includes connection
cables and does not require any modifications to the T200 wiring. In addition to
the T200-ST functions, it is also used to:

Simulate a fault cycle (automation system test).

Relay VD23

The VD23 is a voltage detection relay for medium-voltage electrical networks from
3 kV to 36 kV, 50 or 60 Hz.
The VD23 is in DIN 96 x 48 mm format and is designed to be installed in the front part
of the cubicle.
Relay VD23 can detect the presence or absence of phase voltage or a phase-tophase voltage imbalance, on line-to-neutral or line-to-line voltage, with choice of
phases to be monitored (one phase or 3 phases).
The VD23 self-adapts to the MV network voltage. No network voltage adjustment
is therefore needed.
It is generally used for automatic reconfiguration systems such as automatic transfer
systems or applications of earthing switch locking upon voltage presence.

The VD23 requires the use of a capacitive divider and a VPIS-VO to acquire voltage
measurement. A specific connector is provided for connection of the VPIS-VO.

2 relay outputs are available on the VD23, allowing two operating modes:
R1 = detection of voltage presence (for source changeover application)
R2 = detection of voltage absence (for applications of earthing switch locking upon
voltage presence).
These two relay outputs can be used in normal or inverted position and their action
can also be time-delayed by configuration.
VD23 parameters setup allows definition of the detection thresholds with a percentage
of the line-to-neutral voltage (V) or the line-to-line voltage (U) or the residual voltage
(V0):
R1: 40% to 90% of the rated voltage (in 10% increments)
R2: 10% to 30% of the rated voltage (in 10% increments).
