LEGAZPI CITY-President Dutertes impromptu remarks that veered away from the prepared text of the State of the Nation Address was
greeted with applause by around 150 students,
teachers, non-teaching staff who stayed glued to
some 10 television screens in offices, classrooms
and lobby of the building of the College of Arts
and Letters (CAL) at Bicol University (BU).

EDITORIAL

The right thing to do


It was a relatively long State of the Nation
Address but it was worth the wait.
For us in the media, President Rodrigo
Dutertes determined stand on the right
of the people to be informed as enshrined
and guaranteed in our Constitution and
for which he had already issued an EO
to ensure transparency in the Executive
Department; makes him more credible than
for instance, former President Benigno
Aquino III. Dutertes predecessor made the
FOI a campaign promise and made it just
that, an empty promise.
An informed citizenry certainly makes for
a strong nation. That is one way the people
can guard their elected officials, from
Punong Barangays, to city and municipal
mayors, to Governors, to Congressmen
and ensuring good governance.
Another brave direction of the Duterte
administration is its stand on mining.
Certainly, he is for responsible mining, that
is, where the people of the place where
these are located are benefitted; and that
the environment is protected.
This is a tall order for sure for Sec. Lopez.
For one, in an archipelagic country like
ours, mining poses great danger to our
fragile ecosystem. Balancing the interest
of business, the government and the people
will definitely be a difficult act.
The Presidents directive to the DILG to
wage an information campaign on the move
to a federal system of government also
shows his seriousness in implementing
a campaign promise. We do agree that
federalism, just like improving public
transport system for Metro Manila, is the
right thing to do to correct a historical
injustice, to borrow the Presidents term;
to the other regions of the country.

Amending our Constitution?


(Atty. APA chairs Acyatan & Co.,
CPAs-DFK International is past chair of
ASEAN Federation of CPAs, PICPA past
president and Hall-of-Famer, and ACPAPP Lifetime Achievement Awardee).
CONCON VS. CONASS: It seems
the idea of amending our organic law has
become popular with the entry of the
new administration. The remaining issue
is how to propose the amendments. The
Constitutional Convention (Con-Con)
is favored by Senate leaders, among
them outgoing Senate President Franklin
Drilon and incoming Senate president
Sen. Aquilino KoKo Pimentel. Leaders
of the House of Representatives are
generally in favor of a Constitutional
Assembly.
All these issues over the manner of
amending the Constitution should be resolved as early as possible. Afterwards,
we can turn to what changes must be
made in our government structure. This
ultimately is our principal concern. We
will be drawing up a new Constitution
that will be the heart and soul of our nation, the basic law that will govern our
lives in the coming years. The major
proposal of our first president from Mindanao is to shift from our present form of
government to federalism!
IMF ADVISORY: The International
Monetary Fund - from where we usually draw financial succor, now supports
higher deficit for our country even as it
recommends tax reform. The deficit is
justified so we can fund our infrastructure
and social needs. IMF is supportive of the
planned 3% of GDP budget deficit ceiling proposed by the Duterte administration for the funding of more infrastructure

projects in areas outside of Metro Manila.
The IMF officials also encouraged the
new government to adopt a comprehensive and equitable tax reform package
that should produce substantial additional tax revenues to finance higher productive spending which would draw in private
investments. Among the key proposals of
President Rody is the simplification of the
personal income tax structure, indexed
tax brackets for inflation, removal of value-added tax (VAT) exemptions, higher
excises on fuel, and imposition of beverage tax.
ELECTRONICS: Exports revenues
of the countrys electronic industry increased by 2.05% in the first five months
of 2016. Outbound shipments for the period reached a total of US$11.15B from
US$10.92B in the same period in 2015.
Five out of nine subsectors had increased
exports. The industry gainers are electronic data processing (+ 3.4%); consumer electronics (+79.6%); telecommunications (+131.2%) radar (+43.4%) and
automotive electronics (+62.1%).

Conversely, office equipment went


down by 44%, followed by control & instrumentation (-12.4%) medical and
industrial instrumentation (-11.4%),
semiconductors at 0.3%. For May
alone, electronics exports slightly increased to USD2.26B. The industries
shared 48% of the countrys total exports in May (amounting to USD4.71B).
Top exports destinations of the electronics industry are Hong Kong, United
States, China, Japan, and Singapore.
WIDER HIGHWAYS: Almost everywhere in the country roads and bridges are being repaired and expanded.
Our Lucena Diversion Road (near
where the new City Hall was built) is
being widened to eight (8) lanes! This
could be the aftermath of the Napoles
PDAP controversy. More DPHW projects are actually being constructed.
(But contractors still say that the commissions for politicians and officials
continue, albeit at more modest rates!).
Business establishments along the
main highways are happy with this
development. They now have wider
parking areas for their trucks and vehicles. Coming to think of it why are
we widening our roads when the constricted, narrow lanes remains to be
where traffic passes by since the sides
are occupied by parked vehicles not
only at nighttime but even during the
day! The Highway Patrol Group can
do a lot for our motorists by removing
these obstructions in our thoroughfares!
WISDOM: God so loves us that He
always pardons our sins so long as we
acknowledge having committed them!

Fair is Fair
While almost every news report is about
drugs in our country and the continuing raids
and surrender of drug pushers and users
by the hundreds everyday. The police has
estimated that there are four million drug
addicts in the country. Imagine the drugrelated crimes they can commit! I did not
vote for Duterte, but I am in favor of giving
the chance to do his campaign promise to
get rid of drugs and criminality in three to
six months. Drug lords can threaten or buy
politicians. How dangerous!
Heres also a good proposed bill in the
Legislative branch reported in the column
of Ninez Cacho-Olivares of the Daily
Tribune dated July 19, 2016:, which I favor
to promote justice and stop or prevent
injustice.
Heres one Senate bill filed by Sen.
Panfilo Ping Lacson that really should
have full congressional and presidential
support to make this bill into law.
Lacson filed a bill seeking stiffer penalties
against lying witnesses, imposing heavier
penalties on witnesses who give false
testimonies.
If passed into law this will serve to amend
Articles 180 (false testimony against a
defendant), 183 (false testimony in other
cases and perjury in solemn affirmation) and
184 (offering false testimony in evidence) of
the Revised Penal Code.
Said Lacson: This pernicious practice is
aimed not only to harass innocent persons
but also to put them behind bars and make
their families suffer. It is noteworthy that
because of these untruthful and inconsistent
statements, we have witnessed how some
men were robbed of their youth and freedom
for a long period of time only to be freed
later on account that the reason for their
incarceration was based on a polluted
source, Lacson said in the bill.
The senator believes that false
testimonies and sworn statements are
utilized to support malicious complaints,
to harass and persecute others that are
becoming prevalent.
He added that those who encourage
and induce witnesses to give false
testimonies are public officials and
employees with some public prosecutors
suppressing facts and concealing witnesses
who can vouch for an accuseds innocence.
The bill says any person who shall give

false testimony in any criminal case shall
suffer the same penalty for the crime of
which the defendant is being accused.
The bill also says that public officers and
employees who order false testimony may
suffer such penalty in its maximum period,
along with a fine of up to P1-million, and
perpetual absolute disqualification from
holding any government position.
It is fairly common knowledge, especially
in times of political vindictiveness by a
powerful political figure against a political
foe, that charges filed whether in the fiscals
offices Department of Justice (DoJ), or
the National Bureau of Investigation (NBI),
or the Sandiganbayan, or any other court
of law in the country, that testimonies
are coached against the accused, and
these lying witnesses are quickly granted
immunity for their false testimonies, along
with fabricated evidence and are even
placed under the Witness Protection
Program of the DoJ.
Too many times, even the legislators
are guilty of this through their so-called
investigations in aid of legislation, that
are really in aid of persecution, where
these legislators use these forums to
destroy whoever they wish to destroy,
by coming up with so-called witnesses
and whistleblowers who are self-admitted
crooks who falsely testify and under oath
against the person whom the legislators
want his reputation destroyed and his
political dreams aborted.
And these legislators and their polluted
witnesses dont care about providing
media false testimonies and manufactured
evidence, since such legislators are
protected from suit when they speak out
in Congress and these whistleblowers are

immediately granted full immunity.


These come from the likes of Senators
Sonny Trillanes, Alan Cayetano, who
were engaged in the political destruction
of then Vice President Jojo Binay who
was at the time, the front-runner in
the presidential race, as well as the
former blue ribbon committee chairman,
former Senator TG Guingona, in the
investigation against the three opposition
senators: Juan Ponce-Enrile, Jinggoy
Estrada and Bong Revilla.
They have gotten away too often
and too much and dont even seem to
care that part of their productive life had
been taken away from them, what with
their long detention while trial is ongoing,
and lifetime sentences, while the lying
witness and those prosecutors, Justice
Secretary and even the Ombudsman
who ensure that their self admitted
crooks turned state witnesses through
coaching, get away with it without any
penalty.
Think of Hubert Webb and the others
accused with him, jailed for close to 20
years because of a coached eyewitness,
a drug addict who moreover was lying
through her teeth. The convicted boys
were acquitted by the High Court. No
penalty was imposed on the lying and
coached Jessica Alfaro. Not even perjury.
And neither, for that matter, were there
any penalties imposed on the NBI agents
that coached their asset in her testimony
against Hubert et. al. Why, even the judge
who refused to accept bonafide evidence
presented by Webb, such as his being
in the US when the murder and rape
occurred, was promoted to the Court of
Appeals.
It is really time for those officials
who coach witnesses, and for these
whistleblowers who give false testimony,
for the government agency officers, such
as the Anti-Money Laundering Council,
the Commission on Audit, along with
the Ombudsman and prosecutors who
withhold evidence that would clear
the innocent accused or manufacture
evidence, to finally get penalized.
They deserve to be punished with
the same penalty they seek against the
accused.
Fair is fair.

with constraints such as pest
and diseases, low farm productivity, limited production
inputs and low investments in
post harvest, and most of the
farmers are resource poor.
Imperial underscored the
need to upscale the production of cacao in the Bicol
region. She claimed that the
cacao found in the Bicol is

the best in terms of taste and


aroma. But as of this writing,
Bicols average production
is only 600 kilos per hectare
while the average production
in the entire country is 909
kilos per hectare. In 2015,
the Bicol region produced
a total of 35 MT from small
scale cacao plantations found
in Albay, Camarines Sur and
Sorsogon.

agencies such as the DA, Bureau of Agriculture and Fishery Standards (BAFS), Bureau of Plant Industry (BPI),

(PCA), Philippine Statistics
Authority (PSA), Department
of Trade and Industry (DTI),
Department of Agrarian Reform (DAR), Department
of Science and Technology
(DOST), DOST-PCARRD,
and Department of Environment and Natural Resources

various programs in support
to the cacao industry.
The DA regional office has
distributed a total of 305,000
pieces planting materials
from 2013-2015. While PCA

distributed 750,000 and the


DENR distributed 1,552,500
cacao planting materials in
the same year.
Current buying price of
cacao per kilogram at farmgate price is P38.00 for wet,
P125.00 for dried beans and
P140.00 for dried fermented
beans. Local processors can
sell cacao nibs at P350.00 and
pure tablea at P600.00. Buying price of cacao powder is
P300.00 while P600.00 for
cacao butter. There are 13 varieties of cacao in Bicol, but

Gadgets are
here but
be careful
Gadgets are important. It could be said that our daily living
depends on technology, . In our our simple day to day activities
in school, we find gadgets a necessity.
There are lots of advantages brought by technological advancement. These gadgets which include cellphones, laptops,
etc. help us accomplish our tasks in an easier way. Actually,
I make use of computer laptop daily in doing my assignments,
researches, and reports. With just a few clicks I easily accomplish these. Presentation of reports becomes very realistic
and interesting. These gadgets, especially the computer also
improves my typing skill. Most importantly. I get connected to
my father who is frequently out of the country.
But there are also instances when these gadgets have
their disadvantages. For example, children dont have time to
talk to their parents and spend quality time with the them and
their siblings because they are in one corner busy gaming.
They barely see relatives and friends personally since texting
or chatting is easier to get in contact with them. Parents find
it hard to talk to their children who are glued to their gadgets.
According to an eye doctor there are many children who go to
their clinic for check up and it is found out that most of them
develop eye problems caused by too much exposure to gadgets. It is also a finding that children neglect their studies for
the same reason... they are addicted to their favorite gadget.
Definitely, I consider gadgets very important. But using
them requires that I take responsibility. Used properly, with
limitation, I am certain I will not be left behind in terms of technological advancement, I have also all the guarantee that I am
growing up in an environment that is healthy, with technology
very much around, with my favorite gadget with me but I am
careful.

Nagas tourism growth

The Canadian Ambassador to the Philippines, Neil


Reeder, a recent Naga City
visitor expressed satisfaction
over the rising number of
tourists to metro Naga.
It is worth the visit as
were pleased that the programs weve done to promote
tourism and to conduct trainings had a good impact. It is
good to see the growth in the
number of tourists in the city
and the increase of jobs being generated, commended
Reeder.
The ambassador, together
with his wife, paid a courtesy
call to Mayor John Bongat in
his visit to Naga, July 21, as
the couple toured some of the
citys historical and best places.
The Canadian International
Development Agency (CIDA)
is the funding institution that
supports the developmental
programs being managed by
the Metro Naga Development
Council (MNDC), in partnership with the Arts, Culture and
Tourism Office (ACTO), as
tourism development is one of

the biggest income generating


projects that ushers much revenue in the city.
The CIDA supports the activities of the Naga eXcursions
(Naga X) which promotes the
different attraction spots in the
metro Naga.
With the Great Women
Project (GWP) being funded
also by the CIDA, Reeder, together with the involved mayor-member of the council will
be having an evaluation with
regards to the accomplishments of the project.
The GWP has been helping
women from across the metro
with their livelihood programs.
Two of the projects being sustained are the bamboo craft in
Bula and the crab paste industry in Gainza.
Accordingly, a new program will be sponsored still by
CIDA which will help assist
with the nutrition of the pregnant and lactating mothers as
well as for new born babies in

Scholarship
Program
(CSP) and are currently
enrolled in various schools
in the country. They are the
new addition to the growing number of scholars of
CARD Mutually Reinforcing Institutions (CARD
MRI). Twenty five of them
are CARD MRI clients
and 1,309 are children of
CARD MRI clients.
CSP, is one of the community development services of
CARD MRI for its members
and their children who find it
difficult to attend school or
in the case of the clients, to
send their children to school
due to financial difficulties.
It started in May 2000 and
is now on the 17th batch of
scholars.
As CARD MRI expands
our membership base, services and programs also
grow and develop. Our aim
is to continuously support
students in need over the
years. With this, I know that

that the LGU will also see to
it that the provisions of Republic Act 10755, otherwise
known as an act expanding
the benefits and privileges of
PWDs will be fully implemented.
Aside from the usual discounts on fare, medicines,
entertainment, medical and
dental check-up and on other
fees, the law also extends its
incentives to those who are
taking good care and extending care to the PWDs.
LGU Pili is also working
on finalizing their concept for
Alalay sa Bagong Buhay, a
program which endeavors to
give livelihood opportunities

DOJ-PPA celebrates 40th


anniversary with clients

The Department of
Justice Parole and Probation Administration
(DOJ-PPA) in Bicol region celebrated its 40th
anniversary, June 18-22,
marked with activities
which center on their clients.
A fun run activity in
Legazpi city jump start
the week-long celebration,
followed by the 2-day re-

One of the highlights
of the activity is the 3-day
tiangge bazaar that showcased the different product
and handicraft outputs of
their clients from across
their 12 offices in the region.

clients are being productive while under probation, clarified Bornas.
A photo exhibit telling
of the historical journey of
the PPA was also made to
display to orient the audience of the activities of the
PPA.
The PPA has the tasked
of supervising the prisoners who, after serving part
of their sentence in jails,
are released unto them
with certain conditions.
Envisioning social justice
and development, the PPA
is committed in enhancing
the quality of life of its clients through its disciplinary programs.
We want them to feel
the sense of inclusion in
the community, added
Bornas.
One of the goals of the
PPA is to promote correction that is individualized
of the clients and a better
opportunity for reformation.
To help them know also
of their clients personal
condition and psychological state, one of the
activities that lined their
celebration is the pottery
painting competition that
themed on the clients life
with the PPA.
Bornas said that through
such artwork, they would
be able to strategize still of
better treatment programs.
A Got-Talent for their
clients was also organized
by PPA to let them share
their gifts to the community.
With their theme, 40
Years of Engineering Performance, Professionalism and Accountability,
Bornas said that they are
still aiming to improve on
the services they provide,
being responsible all the
more for the welfare of
their clients.

PILI, Camarines Sur --In recognition of the various


restrictions and challenges
that Persons with Disability
(PWDs) are facing, Mayor
Tomas Bongalonta vowed
to pursue various endeavors and programs to ensure
that privileges and incentives due them will be unfailingly served.
Sharina Palmero-Bergantin, LGU Pilis Consultant for
Media Affairs relayed this information to the members of
the local media during Pilis
celebration of the 38th National Disability Prevention
and Rehabilitation week in
consonance with Proclamation No. 361.
Mayor Bongalonta intends to come up with more
free services for the PWDs
here in Pili, especially for
those who are orthopedically
impaired. He plans to pursue
free cataract operation, distribute free reading glasses
and free hearing aids to various beneficiaries. He also
plans to put up a health center
for the PWD sector and many
more programs that would
respond to the needs of this
sector.

Bergantin said that as


much as Bongalonta intends
to grace the occasion, he
previously committed to an
equally important meeting
with Department of Agriculture (DA) Secretary Manny
Piol in Metro Manila, discussing among others, farmto-market road projects to be
implemented in the municipality of Pili.

Maximo Dalmacio Jr who
was also invited to grace the
event stated that they would
appreciate any help coming
from various organizations
but reiterated the need to look
into the strict implementation

of the national mandates like


the Batas Pambansa (BP) 344
otherwise known as the enforcement of the accessibility
law along national roads.
He also lamented the
many contributions being imposed on them despite their
condition. In an emotional
tone, Dalmacio stated that
most of the PWDs are indigents and cant even raise a
penny to fend for themselves,
much more give contributions to gain membership to
other PWD organizations.
As the most neglected
sector of the society, I believe
that the government should
really look into the plight of
