1MALAYSIA GLOBALLY RECOGNISED INDUSTRY AND
PROFESSIONAL CERTIFICATION PROGRAMME
(1MALAYSIAGRIP)
SECTION 1: GENERAL

1.

PURPOSE
The purpose of this guideline is to inform employers, applicants and appointed
training providers on the procedures and implementation mechanism under the
1Malaysia

Globally

Recognised

Industry

and

Professional

Certification

Programme (1MalaysiaGRIP).

2.

OBJECTIVE OF THE 1MALAYSIAGRIP


The objectives of the 1MalaysiaGRIP programme implemented by the
Government are:
2.1

To provide opportunity to employees to increase their skills by


participating in specific fields of training to be an expert that would
enhance their career development and earn higher income;

2.2

To provide employers with skilled workforce that will enable them to


explore business opportunities in higher valued chain that is related to
Knowledge Intensive activities that are knowledge-based, high-tech and
high value-added products / activities in order to be continuously
competitive in the global market; and

2.3

To increase labour supply in the strategic and high impact areas that were
identified to reduce countrys dependency on external expertise and
support the Governments aspiration to achieve developed nation status
by the year 2020.

TARGET GROUP
3.1

Target group for the 1MalaysiaGRIP programme are Malaysian


Employees who are striving to upgrade their skills and knowledge through
upskilling and reskilling programmes, either:

i.

Employees of HRDF registered employers; and

ii.

Employees of non-registered employers with HRDF.

TRAINING COURSES OFFERED

4.1

In order to support Malaysia aspiration to upskill the current workforce, the


courses offered under 1MalaysiaGRIP are professional certification
which focuses in up-skilling and re-skilling. In this regard, the training
programmes offered are recognised globally either by the local or
international body and selected by the industry experts. Below are
some of skill areas of courses offered under 1MalaysiaGRIP programme:

4.2

The information of training programmes that have been approved can be


viewed in PSMB portal at www.hrdf.com.my (Schemes- Government
Schemes-GRIP) and NHRC portal at www.nhrc.com.my. The list is nonexhaustive and will be added from time to time to ensure courses
offered are in line with the industry requirements.

4.3

In the event the courses offered under the 1MalaysiaGRIP are not in line
with the industry / employer requirements, the employers may suggest
skill areas of courses to PSMB for further consideration.

5.

METHOD OF TRAINING

5.1

Under the GRIP Programme, training can be conducted either as a fulltime or part-time basis at declared venue in the session plan. Classes for
full-time and part-time courses must be conducted separately and the
combination of classes for these two categories is strictly prohibited.

5.2

Training providers are advised to plan the training session carefully to


avoid disruption of companys productivity. As such, classes are advised
to be conducted at the weekend.

SECTION 2: APPLICANT

6.

ELIGIBILITY AND ENTITLEMENT OF APPLICANTS


6.1

All employees from companies established in Malaysia are eligible to


participate in the 1MalaysiaGRIP programme. However, training providers
need to ensure the applicants have fulfilled the pre-requisite of the training
programme determined by the certification body if any.

6.2

Employees of HRDF registered employers may utilise more than 30% of


the levy paid for 1MalaysiaGRIP to attend the training courses. In the

event the fund is insufficient, the Government incentive will be used to


cover the course fees.

6.3

Employees are required to obtain the endorsement from their respective


employers to validate their employment status. The application form needs
to be endorsed at least by their employees immediate supervisor (at least
one level up).

6.4

There be will be no monthly allowances to be paid for trainee participating


under 1MalaysiaGRIP. HRDF registered employers are not entitled to
claim other allowable costs for training attended by their employees under
1MalaysiaGRIP programme.

6.5

Financial assistance for training fee and examination fee is only one off.
Any revision or re-examination attempt by the trainee will be under his/her
own cost.

6.6

Trainees must complete their tasks, assignments, projects and exam as


required by the particular course and participate actively in all practical
exercises, presentations and role play as directed by the trainers.

7.

PROCEDURES TO SUBMIT APPLICATION BY APPLICANTS

7.1

Submission of applications must be made through appointed training


providers using form PSMB/GRIP/1/15 with supporting documents as
follows:
i.

A copy of MyID card (Identity Card); and

ii.

A copy of applicant's latest salary slip.

8.1

Training providers are required to compile all trainees registration forms


(PSMB/GRIP/1/15) and relevant supporting documents as stated below
and submit the application via online before the commencement of
training:

8.2

i.

A copy of MyID card; and

ii.

A copy of applicant's latest salary slip.

Training providers are required to key in the trainees information into


PSMBs online system at least 1 week before the commencement of
training. Training providers are advised to submit the applications early to
ensure approvals are given before the commencement of the class.

8.3

Training providers must ensure that information of the trainees keyed into
the system are accurate, particularly the name and MyID number. All the
supporting documents need to be uploaded in the online application.
Training providers are required to keep the hardcopy of the application
forms and supporting documents for inspection purposes.

8.4

Training providers are responsible for ensuring that trainees fulfil the prerequisite determined by the certification body before information of the
trainees keyed into the system.

8.5

Training

providers

also

required

to

upload

session

plan

(PSMB/GRIP/2/15) for the particular class. The session plan is required


for the purpose of monitoring and inspection by PSMB. Any changes on
the Session Plan must be informed to PSMB. Session plan submitted to

PSMB need to take into account all public holidays and any additional
holidays declared. The session plan must in line with total training days /
hours approved by PSMB.

8.6

The applications will be queried if the details and supporting documents of


the trainees are not complete. Training providers need to reply to the
queried application before the commencement of the training. PSMB is not
responsible

to

any

queried

or

rejected

application

after

the

commencement of the training.

8.7

Withdrawal or replacement of trainees is not allowed. As such, training


providers are advised to only select committed trainees to be registered
for the training courses.

8.8

The maximum number of trainees for each class is 25 participants.


Training providers need to ensure the number of trainees for each class is
confirmed before the application to be submitted to PSMB. If the approval
has been given for 20 trainees, training providers is not allowed to add
additional trainees to maximise number of trainees in the class.

8.9

Any cancelation of the approved class need to be informed to PSMB at


least two days before the training session. Training providers are not
allowed to request for change of date. Once the training is cancelled,
training providers need to make new application at least 1 week prior to
the new date of the class.

9.

PROCEDURE FOR COURSE FEE CLAIM

9.1

Payment of the course fee to be made using form PSMB/GRIP/3/15 upon


the completion of each training session.

9.2

Payment of the course fee for the long-term programme (programme


conducted for MORE than one-month duration) will be made throughout
the classroom training duration. The course fee will be divided equally
based on month of programme duration and payment will be made after
the end of each month period.

9.3

Payment of the course fee for the short-term programme (programme


conducted for LESS than one-month duration) will be made after
completion of the training duration.

9.4

The claim form must be attached with attendance form (PSMB/GRIP/4/15)


and evaluation form (PSMB/GRIP/5/15) upon completion of the training.
Payment of course fee to training provider is subjected to attendance of
individual trainee as follows:

Payment of 100% course fee if trainees attendance is 80% and above;

Payment of 50% course fee if trainees attendance is between 50% 79%; and

9.5

No payment of course fee if trainees attendance is below 50%.

Financial assistance for the course fee and examination fee is only one
off. Any revision or re-examination attempt by the trainee will be under
his/her own cost.

9.6

Training providers must ensure that training is conducted as per session


plan and trainees attendance is recorded for each training day.

9.7

Training providers must ensure the claim is submitted within 3 months


after completion of training course.

9.8

Payment of course fee should cover notes, manuals, reference books and
professional examination fees; if any. Training providers are prohibited
from charging any additional fee to trainees in relation to training.

9.9

If payment of course fee has been made due to false and misleading
declaration provided by training providers, PSMB reserves the right to
demand repayment from training providers whether wholly or partially
together with action to be decided.

10.

INSPECTION

10.1

PSMB will conduct verification visit to training providers premise/ training


venue to check on the compliance and attendance of trainees. During the
verification visit by PSMBs officers, training providers must give their
fullest cooperation.

10.2

Actions shall be taken to training providers who did not comply with the
guideline.

11.

TRAINING EVALUATION
11.1

The Training Evaluation Form (PSMB/GRIP/5/15) will be provided to all


trainees upon the completion of the training. This is to obtain feedback on
the training they have attended.

11.2

As such, appointed training providers are required to ensure the Training


Evaluation Form (PSMB/GRIP/5/15) to be filled up by all trainees upon
completion of the training. Failure to ensure this will cause training
providers claim not to be approved.

11.3

Training providers are also required to ensure trainees complete the


Tracer Study Form (PSMB/GRIP/6/15), six (6) months after completion
of the training under 1MalaysiaGRIP. This Tracer Study is designed to
gauge the outcome of this programme.

SECTION 5: OTHER MATTERS

12.

AMENDMENTS
12.1

PSMB may from time to time change or amend the guideline. Training
providers, employees and employers will be notified for any changes
made

to

strengthen

the

implementation

programme.
