GUIDELINES IN THE CONDUCT OF MAKE-UP CLASSES

A. General Provisions
1. Faculty members who choose to have policies related to attendance and make-up
work must distribute those policies by the end of the first week of instruction.
2. Students must adhere to each faculty members policies regarding attendance and
make-up work.
3. Faculty members who require attendance at activities or events that may conflict with
a students otherwise regularly scheduled classes are expected to be reasonable in
setting these requirements. If a faculty member will require student attendance at an

activity or event outside of the regularly scheduled class period, the affected students
must be provided with written notice at least 10 university class days in advance of the
event during the fall or spring semester and by the third day of the course for any
summer term class. The faculty member must provide each student with a notice that
can be given to the faculty member who instructs another course affected by the
required attendance of the student. It is then the students obligation to notify the other
faculty member. In the case of extracurricular activities, a semester-long schedule
should be prepared and distributed to the participating students at the beginning of the
semester. It is the students obligation to provide the schedule to his/her other faculty
members. A student may not be penalized for missing a course activity which is outside
of their regularly scheduled class time and conflicts with his/her other scheduled
courses. If a faculty member has course activities which require attendance outside of
scheduled class time, that faculty member must either provide the student an
opportunity to make up the missed activity or event, or have in place a make-up policy
that does not unjustly penalize a student for the missed activity or event.

Greetings!
With utmost urgency I am endorsing the memorandum of agreement entered by some
Computer Engineering students with Ms.Eugenia Ramirez, a faculty of the University of
Santo Tomas. The MOA is regarding the lending of the latters Masters Thesis which is
to be enhanced in the formers undergraduate thesis upon payment of a rental fee of ten
thousand pesos (Php10,000.00). Said undertaken had been entered without informing
this department and that the original manuscript and prototype should be returned on
April 30, 2015 which our student complied upon completion of their thesis.
It has been a policy of this department that after completion of the course Design
Project, all manuscript and prototype are to be copyrighted. This post a problem to this

department because we were not informed of the MOA beforehand. We only get a copy
of the said MOA last week. Our students were anxious that this might affect their
graduation and had been seeking our aid for this matter. Likewise, the MOA only
stipulated about the responsibility of the borrower and seemingly has not mentioned
about the responsibility of the original owner which to this department appear odd
because similar MOA on similar course had been entered into by students of this
department and Ateneo de Manila University. In addition, the witnesses who signed the
MOA were acquaintance of the author and our students does not know them. These
reasons prompted the department to submit for your scrutiny the said Memorandum of

REPORT OF PROCEEDINGS
ICpEP National Convention 2015
November 25-27, 2015
The Institute of Computer Engineers of the Philippines (ICpEP) held its
ICpEP National Convention 2015 last November 25-27, 2015 at Cebu Grand
Hotel, Cebu City with the theme Enhancing Competencies and Meeting
Future Challenges.
Day 1 Registration starts at 8am. Various delegates from the industry and
academe gathered from the different regions of the country. The first
speaker - Dr. Josefino Ronquillo a Supervising Education Program Specialists
of CHED Region 7 discussed the role of CHED and the challenges in the
Higher Educational Institutions the implementation of the K to 12 Program.
This was followed by a representative from the Department of Tourism
promoting Mega Cebu and Cebu as Resort and Heritage Destination.
In the afternoon Mr. Caesar Augusto of Cebu Mitsumi Human Resource
Manager discussed Jinisys Software and Above Infranet; Engr. Norman
Fuentes, the Director of Test Systems Development Asia discussed Industry
4.0; Vehicle Networking was discussed by Mr. Julius Jai Calzada of Lear
Automotive Services (Netherlands) B.V. Phil. Branch-Philippine Engineering
and Technology Center; Atty. Zeus Mabanag of IPSO-Visayas talked about
Patentable Works for Computer Engineers; another speaker Mr. Jungiel
Lobitao speaks of Kyocera Technolgy.
All participants were given the chance to mingle with one another
during the Fellowship Night.
Day 2 Assembly time was 8 am. Mr. Anton Schreibmueller, President and

It has come to my attention that some of my faculty members have unpaid Temporary
Substitution for the months of January, February and March 2016 based on your letter
to Dean Guillermo O. Bernabe.
This has been a problem since 1 st semester to our faculty having delayed payments
because according to Ms. Mherversall R. Salvador they do not have teaching
assignments or non-renewal of teaching assignments. The problem with Ms. Salvador
is that she was late or only at the end of semester she would call our attention or
sometimes when we show her the approved teaching assignment she will not accept it
because she always tells us that it should be indorsed by the HRD.
Given that fact, wasnt it part of her duty to follow-up with the personnel in the HRD as
to why she doesnt have a copy yet of the teaching assignment and the faculty
concerned were already furnished a copy? Our faculty are having a hard time as to
meeting their financial obligations because of late payments in their payroll. Proper
coordination to concerned offices should have been observed by Ms. Salvador so that
she could function well with her duties.
I hope that this will not happen again since she been assigned for almost a year in her
post.

I would like to inform your office about the case of our student Mr. Roger Louisse L.
Eustaquio whose grade in Circuits 2 last second semester of SY 2015-2016 is
INCOMPLETE. Said student was able to comply/complete the requirements, however,
the registrars office could not change his grade because the Professor on that subject
doesnt appear. I checked the the faculty loading and it was tagged to Engr. Ferdinand
O. Natividad. In the student grade file of Mr. Eustaquio the the faculty name was
missing.
It is in this regard that I appeal to you for assistance because Mr. Eustaquio could not
enroll the subjects Principles of Communication and Control System because the
prerequisite subject is Circuits 2. I hope that you will assist Mr. Eustaquio since the last
schedule for the tagging of subjects is on July 4, 2016.
