Drilon to Panelo on martial law: Review basic legal principles
Senate President Pro-Tempore Franklin Drilon chided Presidential Chief Legal Adviser Salvador Panelo on
Thursday for claiming that the magnitude of drug cases may warrant the declaration of martial law.
I think Panelo is rewriting the Constitution, Drilon, a lawyer and former justice secretary, said in a statement.
I think it is time that Atty. Panelo review basic legal principles to better serve the country as the Presidents
chief legal counsel and to avoid issuing erroneous and reckless statements, he added.
The senator was reacting to Panelos reported statement that the President, under the Constitution, can declare
martial law not only in cases of invasion or rebellion, but when public safety requires it.
Right now, the safety of the public is in imminent danger, the chief legal adviser was quoted in the media as
saying.
But Drilon said even a freshman law student can easily debunk Panelos statement as having no legal basis.
I do not know which Constitution he has learned in law school but our present Constitution has only provided
two grounds for the declaration of martial law invasion or rebellion. Drug menace is definitely not one of
them, he said.
The senator noted that Article VII, Section 18 of the 1987 Constitution clearly states that: In case of invasion
or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the
privilege of the writ of habeas corps or place the Philippines or any part thereof under martial law.
Drilon said the phrase when public safety requires it was not a ground upon itself but a condition that
qualifies the two grounds provided under the Constitution.

Pokemon GO away: Judge bans game from Cebu court
MANILA If you are going to play Pokemon GO, you better do it away from a court room, or you might face
jail time or pay a fine.

A judge in Cebu City has threatened to charge anyone caught playing the popular mobile game in her court with
contempt, as she said it disrupts proceedings.
"Under pain of contempt, Pokemon catching inside the court is strictly prohibited. Justice may be blind but it
can see Pokemon catchers. Violators will face fine and imprisonment," said a sign written in blue and red
marker on bond paper posted by Judge Yvonne Cabaron Artiaga in her courtroom.

She put up the warning after seeing a witness' companion "smacking" his phone, which she thought was a sign
that he was looking for the virtual creatures in the room.
"It is my inherent power to cite anyone in contempt if they disrupt the proceedings in court. They can be fined
or jailed," said Artiaga, who presides over Municipal Trial Court in Cities Branch 3 in Cebu City.
The judge likewise posted a sign outside her office door warning visitors to keep their Pokemon hunting away
from the judge's chambers.
"Lawyers & Litigants: There is no Pokemon in my chamber. I will use to the full extent of my contempt power
for any Pokemon related disturbance. Knock at your own risk," the sign said.

In the Philippines, direct contempt of an inferior court such as the Court of Appeals, the Court of Tax Appeals;
the Regional Trial Courts, the Metropolitan Trial Courts; and the Sandiganbayan is punishable by a fine not
exceeding P200 or imprisonment not exceeding one day, or both.
People found guilty of contempt of the high court, however, may pay a fine not exceeding P2,000 or
imprisonment not exceeding 10 days, or both.
Pokemon GO, developed by US-based Niantic, Inc. was launched on August 6 in the Philippines, to the delight
of numerous fans of the Japanese animated series. It was initially launched in select countries in July, but fans
of the anime in other countries installed illicitly-circulated copies of the game, causing the games servers,
unprepared to handle the massive traffic, to crash.
The augmented-reality game uses GPS positioning to guide players around an area to find cute animal-like
creatures called Pokemon, which players can see on their phone overlaid on the image of a location in the real
world. Players walk around to hunt and catch Pokemon, which they can then pitch in battles against other
players.
Around the world, people are either supportive of or irritated by the players who often walk around parks,
buildings, and tourists spots with phones in hand. Some have put up signs either welcoming players or shooing
them away from private property.
Upon launch, the game reportedly beat popular social media applications such as Tinder, Twitter, and Facebook
in number of downloads from mobile app stores.

Pinay domestic helper falls to death in Hong Kong


Authorities are investigating the death of a Filipino domestic worker who fell from the 56th floor of a building
in New Territories, Hong Kong on Tuesday.
A report from Coconuts Hong Kong said the 35-year-old Filipina was cleaning windows at a high-rise building
in Tseung Kwan O bay when she fell.
In a DZMM interview Thursday, Philippine Consul General to Hong Kong Bernardita Catalla said the fall was
likely an accident, according to initial reports.
But investigators, she said, are not ruling out foul play in their ongoing probe.
Catalla said three relatives of the victim positively identified her as Renalyn Doloog at a morgue in Hong Kong.
A vice consul and welfare officer accompanied Doloog's kin.
The official urged Filipino helpers to be cautious in doing their tasks, especially at high-rise buildings.
Catalla also mentioned that Tuesday's bail hearing for a Filipina drug suspect was postponed to October 24
because of a delay in the release of necessary laboratory tests.
The Consul General said suspect Anne Ryan Cruz is facing criminal charges after a packet of cocaine was
discovered inside her luggage at the Hong Kong International Airport.
Cruz has identified her African-American boyfriend who allegedly instructed her to carry the drug-loaded
luggage.

MANILA Former couple Gerald Anderson and Bea Alonzo have repeatedly said they are not pressuring
themselves to get back together as they are enjoying their rekindled friendship.

The two were in a short-lived relationship in 2010 and became estranged for six years after they broke up.
They only got the chance to talk to each other again and revisit their past when they were paired in the Star
Cinema movie How To Be Yours, which is currently on its third week in theaters.
Both believe it is better for them to get to know each other more since a lot of things have happened in the last
six years.
In an earlier interview, Alonzo and Anderson have expressed their willingness to keep in touch for the sake of
their renewed friendship even after they finish working on their movie.
True to their words, the two have been spotted having some quality time together outside work along with their
group of friends just recently.
A few days ago, several fans spotted them at an indoor trampoline park. Alonzo and Anderson also played
bowling with some staff members of Star Cinema after a block screening of their movie.
Furthermore, Anderson took Alonzo to a shooting range where the actress learned how to fire a rifle.
Many of their fans remain hopeful for them to get back together, citing their natural chemistry on and off
camera.

Hidilyn Diaz eyes gold medal in 2020 Olympics
The weightlifter, who was given a hero's welcome at the Ninoy Aquino International Airport Terminal 3 on
Thursday, also thanked her supporters for helping her win the silver in Rio de Janeiro through their prayers.
"Sa pagkapanalo ko pong ito naipakita natin na kaya nating lumaban sa Olympics," the 25-year-old
Zamboanguena said at a press conference at the airport.
Prior to her success in Brazil, Diaz was already planning to retire from national duty.
But her silver medal win changed that.
"Parang ayaw ko nang mag-retire kasi ngayon pa lang nami-miss ko na ang pagbubuhat," said Diaz.
"Siguro hindi na ko papayag na silver lang; gusto ko ng gold po."
