1. What are we talking about using the expression low qualified?


A biographical vocational way:
1. What do typical ways of education look like to become a of low qualified
worker?
F.ex.: a participant, of mine working in a logistics company, he attended school
10 years, after this he passed the exam on the lowest level. He can read, but is
very insecure in writing. After this he got three years a vocational education as a
mason. After 6 years he became ill because of problems with his back. Then he
found a new job in a logistic enterprise which wrap and export paint buckets.
There he has been working for 8 years. This example shows some characteristics
marks of a low qualified worker in germany:
- low level school education
- formal qualification in one vocation
- work in a foreign job unskilled worker
- No practical training on the job he became a semi-skilled worker
This one example of a low qualified worker in Germany.
What are the characteristics of this special group in your country?
Task: Here I have some cards with expressions. Which do you associate with low
qualified? Please assign them to the other cards on the board.
Marks written on cards- chosen by agreement
(people without an exam; people without a vocation education; it`s a negative
label; the jobs find a low recognition, because of only physically and no mental
requirements; other expressions used in the society sounding negative: simple
work places; other expression: distant from education; lazy; very often ill;
low ability for conflict, no funding for educations, don`t like learning; dont attend
vocational trainings; don`t want to attend vocational trainings; don`t have access
to coaching, low payed; often no exams, most of them are immigrants, it`s easy
to substitute them; people who have a formal vocational qualilification , but they
have been working longer than four years in a non-skilled or semi skilled job
(SGB III); they aren`t in the focus of labour policy)

The low qualified workers get into the focus of labour market policy,
because
In the coming years there will be a lack of qualified employees
Low qualified people are threatened by redundancy
They are a long time unemployed
They can`t find work or loose it more quickly because the requirements
at the work place grow

3. What are the competences needed in different vocations, that


determined the contents for work related basic skill trainings?
Now I like to continue my story of the worker I trained in the logistic enterprise. He
had to pack buckets and to do other things for example:

The paint buckets had to be prepared for transport. (500 million litres each
year are delivered in the whole world)
- After a while he made suggestions for the organization, he had ideas for
improved workflow and how to avoid mistakes. Therefore he became a
team leader.
His abilities: organization, overview, a good rapport to the colleagues, to
issue instructions,
His problem: but he has to write as a leader and he can`t
- Therefore we started a training for one year one time per week during
working hours.
- Two aims should be reached: he should be able to write notes and to be
more self-confident.
What are the competences needed in different
vocations, that determined the contents for work
related basic skill trainings?
Task: These pictures can give some ideas of different competences. Now we want
to form three groups of three people. Please note skills on cards.

Result:

Little summary:
we described participants for basic skill training and saw, that skilled, unskilled
and semi-skilled workers have to manage a lot of challenges.
4. What are the marks of the trainers work?/What does the role of the
trainer look like?
Therefore they need a individual training. Such a training can`t be found in a
coursebook. There is needed a demand oriented offer, because different
competences has to be supported. In Germany trainers often are qualified for
special fields (examples. I can give trainings especially for literacy, Heike can give
dept advices), and someone who teaches literacy has no experiences how to get
in touch with enterprises with employers and employees.
We have to create new contents and work and demand oriented contents and
methods. For example my participant has to work in shift and as a leader he has
to write in a shift book. There he notes what happened in his shift and how many
buckets he packed. He was in fear about using it. So he decided to use his own
little shift book for a while to practice writing.
But one more challenge is supervision.
In two hours training we talked not less than half an hour about working
situations, problems, issues, colleagues and so on.
Some questions were:
How can I use the computer during work time?
I don`t like to do more than 30 minutes overtime hour daily, because in this time I
m not insured or payed. How can I change the situation?
