Proposed Structure of the Information and Communication


Technology Office
Mandate
The Information and Communications Technology Office shall be the primary policy, planning,
coordinating, implementing, regulating, and administrative entity of the Municipal Government of
Daanbantayan that will promote, develop, and regulate integrated and strategic information and
communications technology (ICT) systems and reliable and cost-efficient communication facilities
and services.
The ICTO supports the municipal governments mission and vision by providing the best possible
information services through the use of innovative ideas by trending technologies. It helps
develop processes throughout the government to improve its operations. It promotes
transparency in governance by using technology to optimize processes in public services and in
turn, these processes transform data into information available for the public.

Organizational Structure

Duties and Functions


ICTO Officer
1. Exercise general supervision and directs the overall operations of the office in
conformity with set objectives, policies and performance standards that are
designed to provide a fast and accurate systems of recording and accessing of
information needed by the municipal government in carrying its day to day
function;
2. Directly supervises the division heads of the ICTO;
3. Approves
recommendation
and
evaluation
of
proposed systems
for
computerization;
4. Recommends to the Mayor, the Municipal Administrator and other department
heads areas where information technology can be best utilized.
5. Evaluates the effectiveness and performance of vital office functions and running
information systems;

6. Researches and recommends new trends of technologies to


lead efforts in improving processes in alignment of municipal
mission and vision;
7. Updates job knowledge by tracking emerging Internet technologies, participating in
educational opportunities, reading professional publications, maintaining personal
networks, and participating in professional organizations; and
8. Other functions as the Municipal Mayor may assign.

Administrative Assistant

Office supplies, property and procurement management;


Inventory of office supplies and office equipment;
Updating of supplies and equipment records;
Preparation of maintenance contracts for equipment;
Preparation and dissemination of memos for inter and intra office communications;
Document filing system;
Preparation of office budget and procurement plan;
Perform personnel services including payroll processing, leave of absence
processing, time keeping supervision and 201 file maintenance among others;
9. Assist management in formulating office policies/standards in compliance with CSC
regulations; and

Prepare related administrative reports; and

Other functions as the Municipal Mayor or the ICTO Officer may assign.

Systems Division Head


1. Exercise supervision and directs the operations of the Systems Division in
alignment with the ICTO mandate;
2. Supervises all the personnel to perform effectively in their functions under the
Systems Division;
3. Recommend to ICTO Officer that uses systems to improve its operations;
4. Establish the project development cycle, related documents standards, and overall
procedures to be followed;
5. Provide oversight like audits and compliance with operational policies and
standards and direction to IT related issues to government organizations in the
different sections;
6. Ensure that all applications, IT specifications and design are integrated into one
municipal wide information system;

7. Ensures that all systems design cater for seamless integration


with existing systems and as far as possible anticipated future
ones; and
8. Other functions as the Municipal Mayor or the ICTO Officer may assign.

System Administrator
1. Conduct final testing for live systems. Provide final sign off for testing;
2. Verify that corrective action has been performed and that reported problems are
resolved;
3. Collate information to establish the overall map of the location of all data within
the electronic government system;
4. Implement version control and in charge of archiving of Information Systems;
5. Implement business process re-engineering activities to improve information
systems design and implementation;
6. Prioritize new project in terms of an organizations overall governance, project
portfolio processes and contingencies;
7. Produce documentation up to and including the phase of functions system
specification. Introduce completed projects to the user, and follow up the
integration of newly installed software in organizations;
8. Produce functional system specifications of new applications and applications to be
re-developed;
9. Testing of newly complete applications for conformity with technical system design
and specifications;

Test applications functionalities versus defined requirements;
11.
Test install production version of the application on client support machines;
12.
Monitor and review project performance and its effect on project delivery;
13.
Train users on the operation of new systems and applications deployed;
14.
Document new systems and applications user manuals and training modules;
and
15.
Other functions as the Municipal Mayor or the ICTO Officer may assign.

Data Administrator
1. Perform initial database build up for the new and deployed systems and
applications;
2. Research on new technology tools for system development;
3. Coordinate with Systems Development and Maintenance Division for its database
requirements;
4. Manage the provinces corporate database and metadata;
5. Initiate and oversee activities related to one-time master file build-up;

6. Prepare reports on database status, configuration and


utilization;
7. Design and implement data management standards; and
8. Other functions as the Municipal Mayor or the ICTO Officer may assign.

Computer Programmer
1. Carry out the coding as per the technical system design and specifications, in
conformity with coding standards;
2. Improve version control standards;
3. Develop applications that will be common to the whole of electronic government
network;
4. Installation of completed projects;
5. Maintain Application programs;
6. Assist in data conversion exercises;
7. Development of test plans; and
8. Other functions as the Municipal Mayor or the ICTO Officer may assign.

Infrastructure Division Head


1. Exercise supervision and directs the operations of the Infrastructure Division in
alignment with the ICTO mandate;
2. Supervises all the personnel to perform effectively in their functions under the
Infrastructure Division;
3. Recommend to ICTO Officer that uses infrastructure to improve its operations;
4. Conduct inventory and inspection of all IT equipment and software;
5. Assist the Systems Division in the deployment of developed applications and
systems;
6. Provide technical evaluation of all IT equipment and operating systems
requirements and ensures that all deliverables are met upon project completion;
and
7. Other functions as the Municipal Mayor or the ICTO Officer may assign.

Network Administrator
1. Manage the local area network and wide area network and the systems operating
in the:

2. Primarily responsible for the security of all application


software/OS and ensures protection from disasters by
formulating emergency procedures to be followed in case of
disastrous events;
3. Prepare and execute computer protection runs schedule;
4. Responsible for the physical security of the computer room or datacenter;
5. Review and make recommendations on status of the network;
6. Coordinate with the different client departments on their telecommunication
needs;
7. Prepare reports on network configuration, status and usage (voice and data);
8. Secure all databases and files;
9. Backup of all databases and files;

Maintain and manage storage devices; and
11.

Web Technologies Division Head

2. Supervises all the personnel to perform effectively in their
functions under the Web Technologies Division;
3. Recommend to ICTO Officer that uses web technologies to improve its operations;
4. Establishes Web project scope by studying strategic municipal missions;
5. Develops Web solution by formulating objectives and design of technical solutions;
6. Implements Web solution by monitoring project progress and coordinating
requirements with interested departments;
7. Assures quality Web solution by developing and completing test plans;
8. Accomplishes work requirements by orienting, training, assigning, scheduling, and
coaching employees to follow production, productivity, quality, and customerservice standards in the use of the municipal web technologies by identifying work
process improvements;
9. Provides project status reports by collecting, analyzing, and summarizing data and
trends; and
10.
Other functions as the Municipal Mayor or the ICTO Officer may assign.

Web Systems Administrator


1. Establishes Web system specifications by analyzing access, information, security
requirements and designing system infrastructure;
2. Establishes Web system by planning and executing the selection, installation,
configuration, and testing of server hardware, software, and operating and system
management systems by defining system and operational policies and procedures;
3. Maintains Web system performance by performing system monitoring and analysis,
and performance tuning; troubleshooting system hardware, software, and
operating and system management systems by designing and running system
load/stress testing; escalating application problems to vendor;
4. Secures Web system by developing system access, monitoring, control, and
evaluation by establishing and testing disaster recovery policies and procedures,
completing back-ups and maintaining documentation;
5. Upgrades Web system by conferring with service providers by developing, testing,
evaluating, and installing enhancements and new software;
6. Accomplishes organization goals by accepting ownership for accomplishing new
and different requests; exploring opportunities to add value to job
accomplishments; and
7. Other functions as the Municipal Mayor or the ICTO Officer may assign.

Web Developer

1. Meeting stakeholders to identify their needs and liaising regularly with them;
2. Researching, deciding and using current trends, best technologies and languages,
and standards in web technology to develop websites and create applications;
3. Writing code in one or more programming or scripting languages, such as PHP or
JavaScript to provide additional functionality of web services;
4. Planning and prototyping new applications;
5. Designing the architecture of the components of an application;
6. Testing sites and applications in different browsers and environments;
7. Testing new features thoroughly to ensure they perform the correct task in all
cases;
8. Building and testing Application Program Interfaces (APIs) for applications to
exchange data; and
9. Other functions as the Municipal Mayor or the ICTO Officer may assign.

Social Media Manager


1. Set up and optimize company pages within each platform to increase the visibility
of companys social content;
2. Generate & maintain social media toolkits to aid local and global social media
communications through new product launches, re-supports, brand equity
campaigns, influencer and advocacy initiatives.
3. Lead content planning, creative/copy briefing, calendar build, legal review/approval
and global distribution of all social media content across different platforms of
social media networks.
4. Implement live social event coverage for municipal events and ad-hoc needs tied
to amplifying real-time social and community engagement.
5. Monitor recurring local and global social reports across all platforms; measuring
growth, response rates, reach and engagement by platform.
6. Build and execute social media strategy through competitive research, platform
determination, benchmarking, messaging and audience identification
7. Generate, edit, publish and share daily content (original text, images, video or
HTML) that builds meaningful connections and encourages community members to
take action
8. Moderate all user-generated content in line with the moderation policy for each
community
9. Continuously improve by capturing and analyzing the appropriate social
data/metrics, insights and best practices, and then acting on the information
10.
Collaborate with other departments to manage good reputation of public
services, identify key players and coordinate actions
