INTRODUCTION
I want to really appreciate you for laying your hands on this guide.
You will surely find it useful as you carefully implement what are
contained in it. Before I proceed,I will like to tell you more of what
PayPal means should in case you've not in one way or the other
heard of it which I doubt. PayPal is an online merchant company that
allows payments and money transfers to be made through the

sending of payments/funds through credit or debit card linked to
ones Nigeria PayPal account for the primary sake of becoming
verified but they do not allow receiving and withdrawing of funds.
Lo and behold! The restrictions of not being able to receive
payments and withdraw earnings via PayPal has never for once been
an issue for me and some other smart Nigerians. Many smart
Nigerians have been operating the so-called widely used USA PayPal
account and other countries PayPal account without stress. To be
sincere with you, I received over $86,000 from January 1 st to
December 31st in the year 2014 alone with my USA PayPal account
that I've been operating in and from Nigeria without being restricted
or limited. Check the screen shot in the next page taken from my
PayPal account to verify my claim noting that I still have one more
USA PayPal account and a UAE PayPal account that I've as well been
making use of from Nigeria.
Note that they only allow two PayPal

accounts for an individual in which one
should be personal account and the other
one being a business account. One can open
more than one business account with the
same ownership name but different
business name if the need be with reasons.
The image above shows total of money I've received with my main
USA PayPal account let alone with my second USA PayPal account not
to mention my UAE PayPal account in the year 2014. To cut the story
short, having and operating foreign PayPal account in Nigeria and
even as a Nigerian is highly possible and visible if one open it the
right way following the right guide and guidance for legit purpose.
As I've always been saying,opening PayPal account is not the main
issue but operating and maintaining it from being banned is the main
task which I will be showing you how to go about at the extreme end
of this e-book. Note that I will only be showing you how to open
United Arab Emirates PayPal account shortly referred to as UAE

PayPal account in this e-book as you see it reflecting in its first page
because:
It is easier to open
It is easier to operate and manage because they are not too strict
and don't ask for SSN/EIN/ITIN or Tax ID as USA PayPal does.
It is easier to withdraw from anytime which I will as well be
guiding you on how to go about that carefully without you
getting your account banned in my upcoming version of this
guide as this version is only meant to teach you how to
open,operate and maintain UAE PayPal account and many more
compared to that of USA I do recommend as well and has expertise
knowledge about. As said above,opening a UAE PayPal account is as
easy as ABC. It also require the normal processes you went through
when you were opening your Nigeria PayPal account. For this reason
along with other reason that PayPal only allow one PayPal account
person, you might need to close your Nigeria PayPal account
(although it is optional and not compulsory) before opening this one
that allows receiving and withdrawing of funds.
Note that your account cannot be re-opened but you can still open
another Nigeria PayPal account later once you optionally close the
one you currently have. Any scheduled or incomplete transactions
are canceled;for this reason, don't close your account yet if you are
expecting a refund (money back) from anyone you initially paid until
after you've received and confirmed the refund has entered your
card. Once that has been confirmed;
1. Log into your PayPal account.
2. Click Profile near the top of the page.
Click My settings.
4. Click Close Account in the Account type section and follow the
steps listed.

REQUIREMENTS:
To be able to open, verify and operate your UAE PayPal account after
you must have optionally closed your Nigeria PayPal account

You can even use Nigeria IP to open,verify and for accessing

your UAE PayPal account but the issue there is Nigeria Internet
Service Providers IPs are not stable and static. For that reason,I
kick against you using it and as well warn you not to just use any
IP but use IP you are sure you'll always have ultimate access to

thread fraudulently. Another reason is that PayPal accepts any
of the Nigeria Identity cards listed above even before they
accepted Nigeria mid 2014 because I once got my UAE PayPal
account limited mistakenly by their robot in 2010.I gave them
my Nigeria Drivers license and they restored/reinstated it. It was
likewisely done for some people that got into such mess, told
them to do likewise when they contacted me and their accounts
were restored.
Nationality is also very paramount as there is a section on the

signup page that will request for that. Just select your
Nationality as Nigeria, proceed on to the next item and you are
good to go.
Date of Birth you must use should be your actual date of birth as
it reflects on any of your Identity card.
City and State including Postal Code to use are also very
paramount of which you can use any of those ones listed below
both as City and State
Dubai , Abu Dhabi , Sharjah , Al Ain , Ajman , Ras Al Khaimah , Fujairah

Um Al Quwain , Khor Fakkan , Dibba, Dhayd , Falaj-Al-Moalla
Each City/State has Postal Code which you can get from google.com
but below are examples of postal codes of some well known places in
UAE that you can as well make use of but I advice you search for that
of any of the States or Cities above that you want to use.
Al Dhafrah, Abu Dhabi Postal Code that you can use is 97126
Bur Dubai, Dubai Postal Code that you can as well make use of is
251788 and many more that you can get from google.com.
Phone Number to use should be in the format of the samples

given as follows : +971 4 3362794, +971 4 3320011 and +971 4
3341936 and many more that you can get when you search for
phone numbers in UAE with the help of google. Any of the
phone numbers you want to make use of can be made unique

by changing the last 4 digits of the phone number to that of
your Nigeria phone number or in any form you see alright. The
main point is to make any one you want to use unique. That is
that when it comes to the phone number to use and below is
the screenshot of the UAE PayPal account sign up page which

Credit/Debit Card : This is the most important aspect you must

pay full attention to because you might need to tender its
statement called Credit Card Statement soon or later if
required. For that reason,using virtual credit card with your UAE
PayPal account is a capital NO aside that using it is illegal but I
want you to thread legally on their system. For this reason,I've
made enough researches to be able to recommend any of the
four cards listed below that you can get right here in Nigeria for
verifying your UAE PayPal account.

www.payoneer.com with any of your Identity card, getting
yourself the First Bank Dollar Visa Prepaid Card from any First Bank
branch will cost you $30 , getting Diamond Bank Savings Account
Visa Card is N1,000 once you open or have an account with them
while GTBank Dollar Visa Debit Card will as well cost you $30 or so in
as much you have a domiciliary account with them.
Once you get any of the cards, just make sure you leave a balance of
at least $5 or N1,500 in the card or account the card is connected to.
Once you've done that,you are set to proceed with the opening of
your UAE PayPal account following the steps highlighted below.
Procedures To Follow In Opening Your UAE Account

To open a PayPal account, follow the steps outlined below:
1).
Go to https://www.paypal.com/ae on your
browser that has been configured for the Static/Dedicated IP.
Kindly note that your surest bet of getting your account lasting
is to open,verify and be accessing your UAE PayPal account with
the Static/Dedicated IP recommend above because bot don't
like one to be accessing his/her PayPal from different IPs else it
will put a limit on the account. It will require you upload some
documents until a customer care agent or account specialist
review your submitted documents before restoring your
account or not depending on how satisfied he/she is or how you
tendered your case either via e-mail or call.

2). Click on the "Sign Up for Free" link on the center of the page, OR
on the blue-colored "Sign Up" link button on the top right of the
page.
On the "Sign Up With PayPal" page that opens up, make sure Your
country or region section is showing United Arab Emirates and your
language as English which should show had it been you went
through https://paypal.com/ae said above as you can see in the screenshot
below:
Click on "Open an Account" for Individual account (if you will only
buy and sell online). Do not open Business account for a start to
avoid complication for yourself because they can start asking for
documents to prove your business existence.
3). On the "Enter Your Information" page that opens up, fill in your
details as said earlier on including a valid fresh/new email address
that has never been used on Paypal before. Click the yellow-coloured
"Agree and Create Account" button. If a security challenge comes up,
type in the characters shown in the image and click "Continue".
4). On the next page that comes up, a prompt for your card details
appear. Enter your card number, the expiry date and the 3 CVV digits
at the back of your card in the spaces provided. Ensure the billing
address matches the address on the bank account associated with
your card that you submitted on the previous page.
Click "Continue" to create your PayPal account. Congrats! You now
have a PayPal account. Easy, wasn't it?
However note that your new UAE PayPal account is still unverified.
You will need to verify your newly created account by verifying the
email address you signed up with and as well confirm the linked
(credit or debit) card whose details you have just submitted.
One major advantage of account

verification is that your sending
and withdrawing limits are raised.
Steps To Verify Your PayPal Account
Verify Your Email Address

Upon creating your new account (step 4 above), PayPal sent a
activation message to the email address you signed up with. You will
need to verify that you own this email address by signing into the
email account you have just registered with PayPal. Look for the
email message sent from PayPal. If you do not see it, check your
"Spam Folder". When you find the message, open it and click on the
verification link inside it if you are on the Static/Dedicated IP browser
else copy and paste the verification link onto the Static/Dedicated IP
browser.
The page that opens up which might ask you to input your password
and as well tell you to set up your security questions and answers
(you must save or master your security questions and answers
because you will surely need them soon or later especially for gaining
access to your PayPal account if the unexpected happens) confirms
your email address is verified and your PayPal account is active. You
may then sign into your active UAE PayPal account to verify your card
details in order to be fully verified without limit.
How To Verify Your Debit or Credit Card

Now, log into your PayPal account, and click the 'Get Verified" link or
the "Link and confirm credit or debit card" link located on the top
right hand side of your account. A new page will open up to confirm
your card for full verification. You will see the card type, the last four
digits of the card and the billing address displayed you previously
added when you were signing up.
If correct, click on "Continue" to proceed.
Now, PayPal will charge your linked card $1.95 to confirm you are the
real owner of the card whereas the $1.95 will be refunded back to
your PayPal within few minutes or at most within 24 hours
depending on your card issuer after you must have successfully
confirmed true ownership of the card with a unique 4-digit code. To
confirm ownership, you must provide PayPal with a unique 4-digit
code it will send to you.
Instantly or within few minutes/hours depending on your card issuer,
you will receive an SMS,email debit alert from your bank with the
unique 4-digit code inserted. Better still, you can check online
account for your card if it has any to get the 4-digit code in the
statement of the transaction in a format that will look like this
PP*7856CODE 0123456789LU
PayPal's unique code will be something like "7856" in part of the
message after the * sign and before the "CODE" (shown in the
quoted text above); and it is this 4-digit unique code that is
associated with the PayPal charge on your card. Copy or write it
somewhere safe.
Now that you have the unique 4-digit PayPal code, log back in to your
PayPal account if you've login session has been terminated else click
"Confirm my debit or credit card" located on the top right hand side.
On the pop up page that will open, enter the 4-digit code you copied
or wrote somewhere into the space provided and click the yellowcolored "Confirm Card" button.
Once you are successful and PayPal accepts your submission, a
confirmation page comes up congratulating you. You will as well get

an e-mail that your sending and withdrawing limits have been
successfully raised.
Congratulation!Your Paypal account is now active and verified.

If you have doubts about your verification status, log into your PayPal
account to check that the "Status" link reads "Verified". You find it
after the "Account Type" on the homepage immediately you log in.
Your new PayPal account can receive money/funds ,send
money/funds and lo and behold, you can withdraw from it here in
Nigeria within 24hrs without involving any third party. The verified
card (credit or debit) linked to your account will be automatically
charged naira or dollar equivalent in as much enough fund that will
cover what you want to pay for is available on it even if you do not
have enough fund to cover such transaction in your PayPal account
balance.

Since your UAE Paypal account can receive money,you can get

login to your paypal email to confirm it as a message concerning the
transaction will be sent to that your PayPal email.
ii. Don't log in into your PayPal account except you want to send cash
or make payment for anything and highly important is that you MUST

Avoid receiving large amounts of money soon after account
verification.
Avoid logging into your account from different IP ranges but stick to
one that is static and dedicated like the one recommended in this
guide.
Avoid frequent changes to your account information
Avoid unnecessary adding or removing of credit cards to your
account.
Avoid withdrawing large amount of money you receive
immediately or trying to send it to another account not to be
suspected of fraudulent activities.
Avoid keeping more money in your account.
Make sure your website is in compliance with Paypals latest and
