Integrated Risks Based Project HSSE Management, An Overview.

Abstract
Upstream oil & gas project facility development is a very high-risk in
potential health, safety, security and environmental (HSSE) incidents. Failures in
managing these risks will loss the opportunity to achieve the project goals, on
budget, on schedule, safe and reliable deliverables. The HSSE Incident Risks may
started and or initiated from the poor of front-end-loading HSSE risks
management or becoming frontally in construction project executions
Introduction
The initiation of project facilities production development is always
triggering by the potential business opportunity thats offered. It is always also
demonstrated by the feasibility of the rate of return promised. When we talk about
rate of returns, they always develop risks and manageability of the opportunity.
There are many reasons to response the situations such as:

A fact that HSSE is basically a moral obligation to make sure that the
project is really a big activity that sometime becoming an agent of changes
either to the country, social as well as the future of the nations.
A fact that HSSE is part of license to operate
A fact that HSSE is part of the success factor to demonstrate that the
project is handling by a professional project management team through
strong risk management system.

Professional Project Management Team leadership that can manage the project
risks can be identified as follow:
1. Demonstration of capacity in setting policy and standard performance
expectation, and work based on those.
2. Availability of the Business Process & management System as the basis of
planning, program, implementation and performance measurement.
3. Having an endurance and persistency to stewardship the above two as
shown in the day to day project execution as a feasible prove to all
stakeholders and customers in wide meaning.
All above is about leadership aspect in HSSE. How about the nature of the
HSSE risks management itself and its correlation to oil & gas facilities
development or projects. It will follow the nature HSSE Risk Control hierarchy

and the nature of the oil & gas technical business, either ups-stream portion or
down-stream portion.
The earliest stages of the project, the more inherent HSSE risks
management opportunity will be an advantage. Following with the lower
effectiveness risk control such as management system, operating procedures
etc., .This situation offers a message that better managing HSSE risk project since
early stage will give a big opportunity to have a sound HSSE risk control project
in execution stage.
In most of project situation, project management team only pay enough
attention when the project nearly to the execution stage. When most of the team
starting aware the magnitude of the HSSE risks faced. Project planning and
project control preparation do not incorporate appropriate resource and schedule
allocation HSSE risks management integrated into overall project strategy and
work breakdown structures. Complication cumulated when in fact, there are many
contract services involve in the overall project management teams in every stage
of the project, say, since Initiate stage, Front End Loading, Detail Engineering,
EPCI (engineering, procurement, construction and installation), etc.
Project Management is not Contracted Work Management. We need to
emphasize these phenomena. Project Management scope is always wider meaning
referring to the project development stages coverage. While, contracted work
management is only limited to the works that is being contracted to service
provider or contractors. A big contract

Lower effectiveness risk control such as management system, operating


procedures etc. can offers a message that better managing HSSE risk
project since early stage will give a big opportunity to have a sound HSSE
risk control project in execution stage.

Project Management is not Contracted Work Management

The role of Project HSSE professionals to facilitate and support designing


Project HSSE planning in such that all HSSE Hazards & Risks identified and
managed following the nature of the project stages since initiation, FEL, FEED
and Execution, including the nature of the complexity of the contracted works
strategy introduced and taking advantage of the power of HSSE Risks Control
Hierarchy.
As what we mention earlier, Project Management has their own language,
HSSE Risk Management has their own language, and Contracted Works
Management has their own language. Project HSSE Management needs to
integrate those languages in such that Project HSSE Risks Management can be
delivered effectively.

b. Risks Assessment

Conclusions

Understand the Hazards & Conduct risk assessments and evaluate the
manageability since earliest stage of Project will be leveraging.
Include HSSE Hazards & Risks exposure and Risk Reduction Control and
Mitigation Strategy into Project Development stages, project control and
schedule language will assure the effectiveness of HSSE risk management
and communication
Use the Project HSSE plans as a life document from the initial plan until
execution and integrate the overall Project Control and Schedule Planning
language
