It felt satisfying knowing
that all my training is starting to
pay off. Also relieving to know
the burden of winning my first
race is off my shoulders, Fox

said.
Despite record-breaking heat
and humidity, Fox was able to
finish the race in just 10 minutes
and two seconds. He beat second-place finisher Mark Miller

Water has been a topic of discussion in Moorestown for


months, and as progress continues to be made, a water allocation
plan has needed to be adopted. In
response, Township Engineer
Russell Trice was present at the
Town Council meeting on Monday, Sept. 12 to share three alternatives.
Although this workshop topic
required no official action from
council, a plan of action needed
to be submitted to the Department of Environmental Protection by Tuesday, Sept. 13. The
townships firm capacity is set by
the DEP and is based on how
much groundwater the wells can
withdraw from the aquifer, and
the designed treatment capacity
and the amount of water it is
under contract to purchase from
the New Jersey American Water
Company.
We evaluated three alternatives and a number of sub-alternatives for complying with your
water supply firm capacity requirements and water alloca-

tion, Trice said.


The first option discussed
would include upgrading the
North Church Street plant and
the Kings Highway Water treatment plant. The North Church
Street water treatment plant
would then include removing radium gross alpha particles and
manganese from the water using
a pressure filtration system or
doing these same processes along
with using advanced oxidation
and also removing the volatile organic compounds through the use
of a carbon filtration.
The second alternative would
increase the capacity of the Hartford Road plant to include the
North Church Street plant, and
would eventually seek to close the
North Church Street plant. Capacity at the Hartford Road plant
would be about 4.8 million gallons
a day.
To aid in the evaluation of this
alternative, a hydrogeological
firm would need to be hired to
drill two new test wells near the
Hartford Road plant to see what
effects would come with these

Sean Fischel Connect 5K and 1 Mile Fun Run returns to support
local children, raise awareness and fund pediatric disease research

native Sean Fischel lost his battle
to a rare and aggressive autoimmune disorder called Hemophagocytic Lymphohistiocytosis.
To keep Seans light shining in
the hearts of others, the Fourth
Annual Sean Fischel Connect 5K
and 1 Mile Fun Run will be held
on Sunday, Oct. 9 at noon at
Moorestown High School located
at 250 Bridgeboro Road.
The organization sponsoring
the event, Sean Fischel Connect
Inc., a 501(c)(3) tax-exempt corporation, was established by Seans
mother, Kimberly Fischel, to
honor the memory of Sean and to

The event was originally the
idea of Fischels neighbor and
best friend across the street,
Robin Rothman. In her efforts to
try to help Fischel through the
early stages of her grief and to
take her mind off the pain of the
situation, Rothman came up with
the idea to host the 5k and 1 mile
run.
Losing a child is something
you would never, ever want to experience. It was so hard to get
through life, and I initially kept to
myself and didnt want to bring
anyone down with that type of

pain, Fischel
said. What I
learned is that
I cant survive
this life that
Ive been given
without
the
support of my
community
and by connecting with
SEAN FISCHEL
those around
me. Life cannot be done in isolation.
Soon after the idea was established, the two women put together a team to help organize the

Foundation making a difference

The Department of Parks and
Recreation is pleased to support
the local non-profits and organizations that help to make recreation programs possible. This
week, we highlight the Monica
Buckley Foundation, which was
established to honor the memory
of Monica Buckley to promote
the education and recreation of
children and adults with learning
disabilities, autism and other related developmental disorders.
Buckley turned 19 on Aug. 17,
1982, and entered Villanova University on Sept. 5 of that same
year. Three weeks later a car accident claimed her life. During high
school, Monica spent many
evening hours as a volunteer for
the Association of Retarded Citizens in Atlantic County. Her ef-

forts to help individuals with special needs continue now through


the support of this foundation.
Since 1998, under the leadership
of local board member Sue
Williams, the foundation has provided funding for a wide variety
of special needs programs in
South Jersey.
Beginning in 2014, the Monica
Buckley Foundation helped to develop and fund special needs programming to the Moorestown Department of Parks and Recreation. Its most recent contribution has been the development of
the S.M.A.S.H. Program, an afterschool social club for special
needs teens. The S.M.A.S.H. Club

program that focuses on special
needs high school students and
young adults. This program provides individuals with special

Moorestowns Elder graduates


from Advanced Space Academy
Samuel Elder of Moorestown
recently attended and graduated
from the Advanced Space Academy at the U.S. Space and Rocket
Center, NASA Marshall Space
Flight Centers Official Visitor
Center.
The weeklong educational program promotes science, technology, engineering and math, while
training students and adults with
hands-on activities and missions
based on teamwork, leadership
and problem solving.
Elder was part of the Advanced Space Academy program,
which is specifically designed for
trainees who have a particular interest in space exploration.
Elder spent the week training
with a team that flew a simulated
space mission to the International Space Station.
Once aboard the ISS, the crew
participated in experiments and
successfully completed an extra-

vehicular activity, or spacewalk.


Elder and crew returned to
earth in time to graduate with
honors.
Space Camp operates yearround in Huntsville, Ala., and
uses astronaut-training techniques to engage trainees in realworld applications of STEM subjects.
Students sleep in quarters designed to resemble the ISS and
train in simulators like those
used by NASA.
More than 750,000 trainees
have graduated from Space Camp
since its inception in Huntsville,
Ala. in 1982, including STS-131 astronaut Dottie Metcalf-Lindenburger, European Space Agency
astronaut, Samantha Cristoforetti and Kate Rubins, who launched
to the ISS this summer. Last year,
children and teachers from all 50
states and 69 international locations attended Space Camp.

heres no doubt that New Jersey needs a financial fine-tuning, to say the least. Our state
is in debt, its credit rating has been
downgraded several times in Gov.
Christies tenure in Trenton and the
Transportation Trust Fund is in crisis
mode.
Theres no doubt that an easy fix is
out of reach, unless we band together
as a state, win the Powerball and Mega
Millions lotteries back to back, and
then donate all that money to our state
government. Even then, we might
come up short of what we need.
Theres little doubt that in someway,
somehow, the residents of New Jersey
are going to have to pitch in financially to help fix the problem. What form
that fix is well, thats anyones
guess at this point.

with Pennsylvania that allowed residents who worked on the other side of
the river to pay taxes where they live
instead of where they work.
Some estimates say New Jersey
could earn an additional $180 million
in revenue from Pennsylvania residents who work here, but it will also
be quite the hit to most of our residents who work over there.
The Senate Majority Office estimates that the 100,000 Jersey residents

who earn less than $110,000 per year


working in Pennsylvania will pay
about $1,000 more per year in income
taxes.
One could argue that the $180 million in revenue New Jersey will gain
far exceeds the $100 million total some
will lose is worth it. But is it really fair
that these specific 100,000 residents
bear the brunt of that trade-off ? It
doesnt seem so to us.
We recognize that something creative does need to be done to fix New
Jerseys atrocious financial health.
Our credit rating needs to improve,
and the TTF needs to be replenished
so our road projects can resume.
But relying on income tax increases,
of any sort, is not the right answer. We
would much prefer a boost in consumption taxes, such as the proposed
hike in gasoline tax.

Moorestown residents deserve
debate with council candidates
Once again, Moorestown citizens find
themselves with a choice for Moorestown
Town Council. Everyone can agree that informed voters are the best voters. Unfortunately this year, three local candidates are
evading a debate in front of voters.
With three out of five council seats up
for election, Victoria Napolitano, Phil Garwood and Michael Locatell have come up
with an especially creative and curious excuse to avoid debating the League of
Women Voters is politically biased.
In recent years, the Burlington County
League of Women Voters has successfully
moderated several debates in Moorestown
for the Moorestown Board of Education,
for the New Jersey Third Congressional
District, for the New Jersey Seventh Leg-

islative District and for the Burlington


County Board of Freeholders, without a
hint of political bias.
But it has been 10 years since
Moorestown voters have witnessed a debate for our town council.
There certainly has been interest. There
are most certainly issues and policies to
discuss. Contaminated water, municipal
budgets, economic development, increased
expenditures, use of liquor license revenue
and decaying infrastructure are critical issues for voters.
Apparently the only acceptable alternative for Ms. Napolitano, Mr. Garwood and
Mr. Locatell is rather unprecedented. They
will participate in a debate only if moderated by the Moorestown Ethics Board.
This unusual stipulation would be fraught
with conflict of interest. This would not
only be clearly outside the duties and responsibilities of the township Ethics

Board, but also more glaringly, Ms. Napolitano, Mr. Garwood and the current council
appointed the members of the Moorestown
Ethics Board.
To Victoria Napolitano, Phil Garwood
and Mike Locatell, please stop the nonsense. Your intransigence does not serve
the Moorestown citizens, only your political ambitions. You do not have the interests
of Moorestown first, but yours. You want
to be responsible for a $24 million municipal budget and to guide the future of
Moorestown. It would only be fair to the
voters to participate in a debate so they can
attend and be informed. The opportunity is
yours to make the best case for voters.

breakthrough agreement that
will save local property taxpayers an estimated $1.1 million this
year by amending the current
contract to cap the cost for water
purchased between Aug. 1
through the end of the calendar

year at a fixed fee of $1.5


million.
Garwood said the amended
contract will limit the exposure
the
township
has
for the purchase of water this
year.
This is a terrific result for our
property taxpayers, and proof
that elected officials in different
parties can work together effectively to get things done for their
shared constituents, Garwood
said. Assemblyman Singleton

has worked closely with us and


New Jersey American Water on
this issue, and we would not have
been able to secure this commitment from NJAWC without his
help and his hard work.

made clear from the start, ensuring high-quality drinking water
for all of our families should
never be about partisan politics,
but rather about bipartisan cooperation,

new wells. Trice suggested checking with the DEP to make sure
there are no fatal flaws, such as
unforeseen issues at the site of
the test wells.
The existing wells would be reused and a plant similar to those
would be constructed. To establish the test wells, the township
would need to acquire approximately a quarter acre of land to
pump water out and sample the
groundwater to ensure there are
no contaminants.
The third option would be to
close both the North Church
Street and the Hartford Road
plants and begin buying all water
from NJAWC.
Ultimately, there will be a lot of
moving parts involved in this
process, from identifying property
to acquiring property to drilling
test wells. Mayor Phil Garwood expects the entire process to span
the next three to four years.

Before it was determined that


the evaluation of these alternatives will continue, Councilwoman Lisa Petriello asked Trice
who came up with these alternatives. Trice replied that his office
determined these were the alternatives considered viable. Council
did not see the third alternative as
a fiscally viable option since
Moorestown water utility has
long been delivering water to residents at a fraction of what surrounding towns pay for water.
Switching to an outside source,
Mayor Garwood said, could lead
to an unstable rate structure for
future residents.
"I feel that the engineering concepts presented by Mr. Trice represent a forward-thinking, aggressive plan to address our firm
capacity needs not only now but
moving into the future, Garwood
said. There will be a great deal of
collaboration between township
engineering and NJDEP to assure
that these concepts are properly
vetted and implemented in the
safest and most efficient way possible.

MBA honors restaurant with award

a business or a job, it is their passion and it shows. In an industry in which 60 percent of restaurants fail in their first year and 80
percent dont make it past five
years, Passariellos marked its
20th anniversary in Moorestown
the week of Sept. 12. Moorestown
Business Association is presenting Passariellos with a Spotlight
Award to applaud the restaurants success as it celebrates this
important milestone.
Along with offering a large variety of fresh, delicious food in
short order, a unique food service
concept sets Passariellos apart
from traditional pizzerias. Instead of a wait staff, customers
can see and order everything they
might want to eat at different food
stations. Pasquale, who came up
with the idea, loves to tell how it
came about.
The native of Monte di Procida, Italy (near Naples) started his
food journey in the galley of a European cargo ship and followed
opportunities to build his skills in
different kitchens on Americas
East Coast. He spent the next
chapter of his career managing
quality control in Scotto pizza
outlets all over the country, and
eventually bought several Scotto
franchises the last one located
in South Jerseys Echelon Mall. It
was there that he developed his
idea for a food court style restaurant where patrons could walk
around and choose from different
categories of menu items. When
the property that would eventually become Passariello became
available in Moorestown, he and
his brothers jumped at the opportunity to build Pasquales dream
business.
The timing was perfect
Moorestown embraced the fun,
new family-friendly place, and 12
years later they opened a second
location in Voorhees. Currently

the Passariellos are looking to expand further, but only if they can
do it their way and they are very
particular. It is no accident that
the organization runs like clockwork. Each of the four brothers
plays an integral role in the family business, explains the companys director Ted Barber.
Pasquale is the visionary with
an instinct for planning and design who developed the overall
character of Passariellos. Giovanni is the culinarian, with a fastidious regard to purchasing and
management systems, as well as
having a keen eye on continuously upgrading and improving the
operation. Vincenzo oversees the
operational end of the bustling
business, including the product
flow and staff; and Sakari is the
landscape architect and problem
solver who keeps an eye on theming, decoration and the impeccable design of the interior and exterior of the business. The one
element that is common amongst
the family members, Barber says,
is an intense pride in everything
they do and a relentless commitment to excellence.
This vigorous dedication to
perfection shows in the details,
and nothing is done halfway. In
many restaurants, especially
those as busy as this, the booths
are bolted down but not at Passariellos. Every stick of furniture is moved each week so the
floor and hard to reach areas can
be scrupulously cleaned. There is
a staff member who spends more
than three hours every day seeing
to the exterior plantings and
cleaning. Another is hand-cutting
the chicken in the kitchen, while
someone else is making certain
the prep area is spotless. Food
safety is paramount. Barber, who
has worked on major food service
projects throughout the world,

gave me an advantage during the
race by making the race more of

some of the top runners have, and
so I have to pride myself on beating everyone mentally, which includes blocking out the heat and
the cramps.

The Cherokee Challenge,
being my first big win, was definitely an achievement that I have
been striving for, Fox said. I
was extremely nervous before the
race. I understood that this was
the perfect opportunity for me
since it was only a two-mile
course.
Over the summer, Fox swam to
stay in shape for running and
rode his bike to the high school
every morning to train with his
team. He also increased his miles
gradually to about 50 miles per
week, working to stay healthy
through stretching and freezing
ice baths.

you want to quit.
As for the rest of the season,
Foxs goals include winning a
team division championship and
team sectional championship. He
plans to continue running in college, and is considering attending
Notre Dame, Georgetown, Villanova or Mount Saint Marys,
with his sights set on someday
winning a team national championship.
