PROPOSITIONS
Send a strong signal with federal incentives, coupled with regional incentives
3 levers of actions:
22
Best practice:
11
Favourable taxation
CURRENT SITUATION
CIRCULATION TAX: Minimum rate for EVs
REGIONAL INCENTIVES:
- Flanders: No BIV tax as of 1 March 2012 (first admittance tax), Road tax only

EV Procurement
Providing incentives in the procurement of EVs in the public and
private fleets is essential to success. The public office and large private
investors should show the way and demonstrate the market
readiness of EVs.
Milan e-Taxi project: Municipalitys aim is to replace up to 1.000 Taxi
with EV, which means 20% of existing Milan Taxi fleet.
DHL EV fleet procurement: 40 e-NV200 to cover last mile deliveries in
city centre.
British Gaz EV fleet procurement: 100 e-NV200 in a plan to have 10%
of fleet as 100% EV
France (UGAP/Bailly national tender covering the postal service and
other key fleets)
UK Government to procure EVs through their public tender process are
key benchmark to be followed.
24
