INTRODUCTION
1.1 Background of Study
Massive landslides in Nilgiris are mainly attributed to frequent and
prolonged rainfalls, in many cases associated with monsoon rainfalls. Of the
landslide prone areas in Nilgiris, Kaguuchi area has received the most
publicity. Kaguuchi is a residential area located at the distance of 8 km from
Ooty. The area has been constantly hit by fatal landslides since 1990, when a
block of residential apartment collapsed causing a tragedy involving 80 deaths
(2009). Over the following two decades, a series of catastrophic and small to
medium-sized landslides have been reported.
According to the data sources from Department of Stastistics and
ARC-GIS version 10.0, a total of 110 landslide events have been reported in
the Kaguuchi area from 2001 to 2010. They were generally scattered all over
the developed parts of Kaguuchi area implying hillside development has caused
disturbance to the ecosystem, and hence the stability of the natural slopes.
empirical threshold charts for the initiation of landslides in Kaguuchi area are
proposed based on the rainfall data that had resulted in the 20 historical
landslide events. These charts could serve as the basis for developing an
effective early warning system for the area concerned.
1.3 Problem Statement
On November 2009, a slope failure occurred in Kaguuchi which
consequently caused a block of residential buildings to collapse and claimed 43
lives. This strategy was contained by small to medium size of landslide
occurred in Kaguuchi area. A study found that most of the landslides in
Kaguuchi area was due to slope failures. However, prolonged and frequent
rainfall could be a major triggering factor as most of the landslides occur
during monsoon season.
Despite of the fact that abundance of relevant studies have been
carried out, landslide is still a recurring hazard in Kaguuchi area. It was either
due to the proposed mitigation measures and slope design guidelines were not
taken seriously by the engineers or the actual mechanism of the landslides have
yet been revealed, is still unclear. Abruptly halting all the hillside
developments, however, is not the best solution in view of growing land
scarcity issues in the urban areas.
