WHEREAS, the loading and unloading areas for public utility vehicles (PUVs) has long been
established and has become outdated with the advent of the recent traffic system in the City of Iloilo
such as the installation of traffic lights, construction of fly-over, road-widening and among others;
WHEREAS, there is a need to strengthen the traffic system, adopt safeguards to prevent
irregular use of the city streets and highways, prevent anomalous apprehensions and to streamline and
simplify the regulation thereof;
WHEREAS, the revision of the loading and unloading ordinance will enhance traffic flow and
will enable more effective traffic management and thus it is in the best interests of the road-users to
have a revised loading and unloading ordinance that addresses matters of public safety and
convenience.

ARTICLE I - Title and Definition of Terms

Section 1. Title. - This Ordinance shall be known as "The Revised Loading and Unloading
Ordinance oflloilo City".
Section 2. Definition of Terms. - For purposes of this Ordinance, the following terms and
acronyms shall be understood to mean as:
a. Crosswalk - any portion of a roadway, at an intersection or elsewhere, distinctively indicated
by lines and other surface markings for pedestrian crossing.
b. Loading - the halting of a motor vehicle temporarily for the purpose of and while actually
engaged in boarding either passengers or cargoes.
c. Loading/Unloading Zone - areas designated, marked as yellow rectangular boxes and/or with
corresponding signages whereby public utility jeepneys stop to discharge passengers or to take
aboard waiting passengers or to load or unload a small quantity of freight with reasonable
dispatch; areas where commuters must proceed to in order to get a public ride; an area where
parking and/or waiting is not allowed for all vehicles.
d. Medial Strip - a strip or area lying along the middle and between the paved portions of a
highway which is designated to divide vehicular traffic on such highway into two opposite
directions.
e. Park or Parking - the motor vehicle is considered parked when after a full stop on the
pavement, on the shoulder of the road or in a parking lot, the driver leaves the vehicle with the
engine and ignition stopped and remains inactive in that place or close thereto for a appreciable
period of time.
f. Sidewalk - that portion of the street between the curb lines or the edge of a roadway, and the
adjacent properly lines intended for the use of pedestrian.
g. Stand or Standing - the halting of a vehicle, whether occupied or not, otherwise done for the
purpose of and while actually engaged in soliciting or waiting more passengers.
h. Waiting - the act of public utility vehicles to remain stationary with the motor running within
the designated loading/unloading zones.
i. Unloading - the standing of an occupied motor vehicle temporarily for the purpose of and
while actually engaged in alighting either passengers or cargoes.
j. Public Utility Vehicles - public utility jeepneys (PUJs) and public utility taxis with certificate
of public convenience or franchise duly issued by the Land Transportation Franchising and
Regulatory Board (LTFRB).
k. TMTRO - Transportation Management and Traffic Regulation Office.
Article II - General Provision
Section 3. There shall be loading and unloading zones marked on the pavement or curb along
the major thoroughfares of the city. The same space shall be used solely for loading and unloading of
passengers and/or their cargoes by public utility jeepneys and public utility taxis.
Section 4. No person shall stop, wait, stand or park a vehicle for any purpose or period of time
other than the expeditious loading or unloading of passengers in any place marked as
loading/unloading zones.
Section 5. Loading and unloading, stopping, waiting or standing is strictly prohibited:

Within six (6) meters from either approach to an intersection or street corner;
Within ten (IO) meters on any approach to a signalized intersection;
Within six (6) meters of the driveway entrance to any fire station and on the side of a street
opposite the entrance;
e. Within two (2) meters of either side of a public or private driveway;

Within three (3) meters of either side of a school gate or entrance;

On traffic island or medial strip;
On the roadway side of any vehicle stopped or parked at the edge of the curb or a roadway;
Alongside or opposite any street excavation Of obstruction when loading and unloading would
obstruct traffic.
j. Areas between two succeeding designated loading and unloading zones.
k. Within 20 meters from either approach of a bridge or box culvert.

Section 6. Loading and unloading of products, freight and goods on the designated loading and
unloading zones shal I be prohibited.
Section 7 No person shall board or alight from any public utility vehicle while such vehicle is
in motion and it has not properly positioned in a loading/unloading zone.
Section 8. No person shall demand to embark on or disembark from a public utility vehicle at
any place of street not officially designated as loading and unloading area except those persons as
defined, prescribed and provided for by existing regulation ordinance.
Section 9. Whenever any curb markings are to be used to designate loading and unloading
zones, such markings shall be yellow in color. The TMTRO shall ensure the painting of all designated
loading and unloading areas within reasonable time from approval of this ordinance.
Section 10. It shall be unlawful for the driver of any taxicab to park and wait for passengers in a
loading and unloading zone except in the event of any emergency.
Section 11. Private vehicles shall be prohibited from parking, waiting or standing in the loading
and unloading areas for public utility vehicles.
Section 12. The ordinance exempting persons with disability, senior citizens and pregnant
women from the application of the loading and unloading zones shall remain effective and enforceable.

Article III - Designated loading and unloading zones

Section 13 The following shall be the exclusive loading and unloading areas for public utility
vehicles, to wit:

The loading and unloading area outside the University of the Philippines shall be
abandoned and set aside.

Section 14. The loading and unloading areas in the District of Lapuz shall continue to be
governed by the provisions of Regulation Ordinance No. 2013-384 (An Ordinance regulating the
public utility jeepneys (PUJ' s), cargo trucks and trisikads in the District of Lapuz, Iloilo City).
Section 15. Other loading and unloading areas already established by existing laws and not in
conflict with the conditions in Section S hereof shall remain effective and enforceable.

Article lV - Penalty, Amendatory, Separability, Effectivity Clauses

Section 16. Penalty Clause - Any person found violating any provision of this Ordinance shall
be penalized with a fine of Five Hundred Pesos (PS00.00) which shall be paid in the Office of the City
Treasurer. In case of non-payment, the violator shall be dealt with accordingly.
Section 17. Amendatory Clause - All Ordinances, Resolutions, Orders, Memoranda and other
issuances inconsistent herewith are hereby amended, repealed or modified accordingly.
Section 18. Separability Clause - If, for one reason or another, some part of this Ordinance is
found to be invalid or unconstitutional, all other provisions hereof not affected thereby shall remain in
full force and effect.
Section 19. Effectivity Clause - This Ordinance shall take effect after its publication in a
newspaper of general circulation in the City and Province oflloilo.
