AN ORDINANCE UPGRADING ONE (1) POSITION - LOCAL DISASTER
RISK REDUCTION MANAGEMENT OFFICER III, SIG 18 TO LOCAL
DISASTER RISK REDUCTION MANAGEMENT OFFICER IV, SIG 22
UNDER TIIE LOCAL DISASTER RISK MANAGEMENT OFFICE

WHEREAS, in a letter dated July 14, 2015, the Honorable City Mayor Jed Patrick E.
Mabilog requested for the passage of the ordinance upgrading one(!) position - Local Disaster
Risk Reduction Management Officer III, SIG 18 to Local Disaster Risk Reduction Management
Officer IV, SIG 22 under the Local Disaster Risk Reduction Management Office;
WHEREAS, the main goal and objective of upgrading to the position of Local Disaster

Risk Reduction Management Officer IV is to fully oversee the setting of direction, development,
implementation and coordination of disaster risk management programs within Iloilo City.
Additional functions and responsibilities that shall be performed by the LDRRMO IV are Research

and Planning. Administration and Training. Operations and Waining, and those that may be
authorized by the Iloilo City Disaster Risk Reduction and Management Council;
WHEREAS, No. 5.6 of the Joint Memorandum Circular No. 2014 - 1 of the National

Disaster Risk Reduction and Management Council, Department ofInterior and Local Government,
Department of Budget and Management, and the Civil Service Commission, (Implementing

Guidelines for the Establishment of Local DRRM Offices (LDRRMOs) or Barangay DRRM
Committees (BDRRMCs) in Local Governmem Units (LGUs) states that:

"If the LGU is financially capable and has not exceed the personnel
services (PS) /imitation, the Local Smggunian, may elevate the organization
and staffing ofthe WRRMO. LG Us shall be guided by the following standards
on position titles and salary grades of Department Heads {DH). Assistant
Department Heads (ADH), and the highest positions below the ADH. "
WHEREAS, the proposed abolition and creation entails minimal cost on the part of the

Iloilo City Government, as such said is deemed necessary, urgent and for the best interest of the
service.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City oflloilo,
that:

Section 1. - One ( 1) position - Local Disaster Risk Reduction Management Officer III,
S/G 18 upgraded to Local Disaster Risk Reduction Management Officer IV, S/G 22 under the

Local Disaster Risk Reduction Management Office;

Section 2. - There is hereby appropriated the necessary funding for the purpose.
Section 3. - This ordinance shall take effect immediately upon approval.
ENACTED. August 4, 2015.
