LOST 16 ponies arrived at the property of Liam Penns (pictured) parents on the Greendale/Trentham road, with the owners still to be found. Photos Helen Tatchell

Lost neigh-bours

By Jessica Howard
Steve Penn didnt believe his son when he
called to say there were 16 wandering ponies
in their front yard.
Neither did Moorabool Shire Council but
young Liam Penn certainly wasnt lying.
The group of ponies was found out the front
of the Penns Greendale property on Tuesday
September 20; however, how they came to be
there still remains a mystery.
Mr Penn said he was driving home from
work when Liam rang him with the news.

He says to me, Dad, theres about ten

horses out the front, and I didnt believe
him, but as I came round the bend towards
our house I realised he was serious, he said.
I pulled over to count the animals, and
heres 16 little ponies out the front of our
house. I gave them a bit of a clap along and
they all ran in the front gate, off the road and
onto our property.
I was bewildered; how often do you see 15
horses sitting on the side of the road?
I rang Council right away and I think they
thought I was giving them the run around,

but I sent them a photo and they rang back

right away saying something needed to be
done.
Council visited Mr Penns five-acre property
the following day. Acting Senior Community
Safety Officer Shannon Walsh declared
the livestock impounded, however, with
nowhere to go, the ponies remained on Mr
Penns property for a week.
A vet was sent on the Thursday, who said
despite one horse having a bit of a gamey leg,
they were all in reasonably good health, Mr
Penn said.

Council obviously didnt have anywhere

to put them right away so weve kept them
here for the week. Theyve been mowing our
grass down and pooping on my front porch
so theyre obviously pretty happy.
Moorabool Shire CEO, Rob Croxford said
the 16 ponies were impounded in accordance
with the Impounding of Livestock Act,
however to date there had been no luck in
locating their owner.
The ponies will go into the care of Horse
Shepherd in Gordon, where they will be
health checked, and Horse Shepherd staff
will find them suitable homes.

Man steals from

community
By Jessica Howard
An 18-year-old man involved in a string of breakins and robberies has been
offered one more chance to
turn his life around.
Joshua Fuller appeared in
the Ballarat Magistrates
Court on Thursday September 29.
Police alleged that over
an eight-day period Fuller
broke into a number of local
businesses and community
clubs, included the Springbank, Gordon and Ballan
Recreation Reserve clubrooms and the Ballan Hospital Opportunity Shop.
The string of break-ins commenced on September 18 of
this year when Fuller gained
entry into the Springbank
clubrooms through an ajar
window, the court heard.
Accompanied by three unknown people, Fuller fled
the premises empty handed
after the clubs security
alarm system was set off.
On the same evening, Fuller
attended the Gordon clubrooms, where he forced open
a side door to gain entry. The
man and the three unknown
co-accused allegedly entered the club bar and stole
12 slabs of beer and a black
colour television, the court
heard.
Two days later it is alleged
Fuller gained entry into the
Ballan Hospital Opportunity Shop (Opportunity on
Inglis) by forcing open the
rear door. A computer hard
drive, $60 worth of donations and an assortment of
watches and jewellery were
stolen from the premises.
On September 26, Fuller
appeared on CCTV cameras

Sedan, driven by Fuller, was
also captured on the footage. Fuller notices the CCTV
camera pointing at him and
flees the premises with an
unknown accomplice.
Five minutes later he is alleged to have returned with
a black jumper over his face.
Police alleged Fuller gained
entry through a window
and broke the door handle
of the fridge, in an attempt
to steal more alcohol, before
accidentally setting off the
alarm system and fleeing the
premises again.
On September 28, police
observed Fuller working on
a car in OHagen Place in
Bacchus Marsh. Upon closer
inspection, the vehicle was
identified as the one seen at
the Ballan Football Club two
days prior. The vehicle was
subsequently searched and
nine Carlton Draught beer
cans were found in the boot,
which Fuller admitted were

The accused, who was already on two sets of bail
following a number of driving offences including theft
of registration plates, driving an unregistered vehicle
and driving with a learners
permit without supervision,
was arrested and remanded
in custody.
Appearing before the court
on Thursday, Fuller was supported by family members.
His lawyer, Mr McKenzie,
said the 18-year-olds life had
taken a turn for the worse
after a recent introduction
to bad company and the
drug ice.
My clients life has really
unravelled in recent times.
It spiralled downwards after
he began dabbling recreationally in the drug ice and
therefore being in bad company, however when I saw
him yesterday in the cells
I could tell that he was extremely distressed, Mr McKenzie said. This has been a

big wake-up call and a very

sobering experience.
However, Magistrate Robertson said ones actions
should not depend on the
people they spend time with.
I do not swallow the line
that this has to do with the
people you are hanging out
with. You are an adult and
you are responsible for your
own actions, she said.
You have potential to be
better than this and you
need to wake up to yourself,
because if you keep coming
back you will go to prison.
I will give you one more
opportunity but you have to
treat this very seriously. Its
time to do something and its
time to grow up.
Fuller received a 12-month
Community
Corrections
Order, including 120-hours
of community work and ongoing drug assessment and
treatment.
He was also ordered to pay
$1,600 in compensation.

Funds return to core focus

By Jessica Howard
Bacchus Marsh shop owners are willing to fight for
Moorabools annual Literacy
Trail.
The popular event will no
longer run after a review
of the Moorabool Best Start
Program showed the need
for a greater focus on improving services for families experiencing significant
challenges.
Moorabool Shire Council CEO, Rob Croxford
said the State government
funds available to the Best
Start Program would now
be put towards supporting the communitys most
vulnerable.
Best Start is funded to support families, caregivers and
communities in providing
the best possible environment, experiences and care
for children from birth to age
eight. The program places a
strong emphasis on prevention and early intervention,
and has a particular focus on
children experiencing vulnerability and all Aboriginal
children, he said.
In the context of the Best
Start program, vulnerability
can refer to a broad range
of factors that may prevent
children from reaching their
potential for example, children in Out of Home Care or
at risk of abuse or neglect,

newly arrived migrants/

refugees, children with a
disability or developmental delay, isolated and rural communities, transient
populations and areas of
entrenched disadvantage.
However local traders, such
as Sharyn Baxter from Bacchus Marsh caf Micky Bz,
say theyre willing to raise
the funds to continue to run
the popular literacy trail
themselves.
Ive had conversations
with Bacchus Marsh Farm
Supplies, Linda from Just
Jeans and Karen from Bacchus Marsh Florists who all
agree that this is a disappointing decision, she said.
Weve discussed the option of raising money to put
it on ourselves, however
theres a lot of logistics in
running something like this.
We would need to make sure
we have public liability and
insurance, and I wouldnt
want to go out and raise
$15,000 to find that it only
just covers those costs. If
we could get a committee
together we could start approaching businesses for
donations and apply for
funding through the Moorabool Shire council and the
Bacchus Marsh Community
Bank but it could be quite a
long process.
Ms Baxter said if the event
went ahead under a com-

Moorabool Literacy Trail funding breakdown:

Total funding from State Government: $125,000
Staffing costs: $80,000
Direct Costs (costumes, performers, traffic, etc.): $15,000
Other costs: $10,000
munity-driven committee, a
number of changes would be
made in order to cut costs.
We wouldnt want to
spend a lot of money on
paying performers when
we have so many people in
our own community. We
would rather go to the Performing Arts Headquarters,
the drama classes at local
schools, dance studios, cheer
leading, boot scooters and
local bands that way we
can organise our own enter-

tainment with local people.

Im sure there would also
be plenty of mums and dads
willing to dress up and read
to the kids.
The literacy trail brought
the whole town alive and the
event is just such a memorable experience for the whole
family.
Mr Croxford said Council
would be happy to work
with any potential organisers in the future.

Sharyn Baxter
joined in the
Literacy Trail
with other main
street traders
and now plans
to advocate and
fundraise for
the return of the
event within the
community.

Super low prices

below farmers costs
By Jessica Howard
The plight of farmers continues as local growers
struggle to keep up with the
unsustainable prices set by
big supermarkets.
Strawberry punnets were
selling for as low as 80 cents
in Coles supermarkets across
Victoria last week a price
that is well below production cost for local farmers.
In a Facebook post published by a Bacchus Marsh
grower, the cost of production was stated at around
$1.25 per 250 grams of
strawberries.
Throw in labour to pick,
pack and grade and that
figure pretty quickly heads
towards the $2 mark, the
post read.
A good season might last
for about six months and
those revenues and profits
are expected to not only get
you through the off season,
but allow you to prepare for
the next seasons crop. You
get an early frost, a summer drought, a mid-season
hail or an unexpected flood

and your crop is lost. You

are then expected to fulfil a
completely one-sided contract with a supermarket
that loses you what little
money you may have had
throughout the season. We
grew for Safeway/Woolworths for 20-years and
never will again.
Whilst the 80-cent punnets
of strawberries were only
sold at Coles supermarkets
as a one off flash sale, the
current prices are still alarmingly low, with online Coles
sales set at three 250-gram
punnets for just $5. Safeway
prices sit at $2.50 per 250gram punnet and Aldi offers
a super Wednesday deal of
$1.69 per 450-grams.
The local grower said no
matter the industry, the
farmer was expected to wear
the cost.
Eventually the farmer has
nothing more to lose and
leaves the land to a new
generation so they can try to
make a change. The way it is
going, they will inevitably
lose too. I will be back on the
farm one day but for now I

have seen my parents sacrifice too much.

We farm because we love
it and you need it, however
we need your support too.
Support our farmers and
support local business.
Without them, we will be
swimming in a creek full of
s***, sipping lattes made of
powdered milk from a factory overseas.
The Facebook post, which
was shared online on Tuesday (September 20), received
over 100 shares and an enormous level of community
support.
One user said as soon she
saw the news broadcasting
the super low prices, she
thought what a slap in the
face to farmers who work
their butts off to produce the
product.
Its not that much different
to the milk argument from
earlier in the year. I will happily pay more for my berries
if it means Im getting them
from the people who worked
hard for them.

These legislative changes will better reflect

The Moorabool Drug Action Group have welcomed

a state government grant
aimed at delivering local initiatives to young people.
The group will share in
$118,000 worth of funding
under the Community Ice
Action Grants program.
Delivered to 12 Victorian
community groups, the
grants will help deliver local initiatives such as workshops, forums, local campaigns and training.
Moorabool Leading Senior Constable, James Ross
said the grant would assist
in producing a series of ice
education projects for businesses and young people in
the area.
We have received $10,000
from the grant program,
which will be part of a
$16,000 project implemented
by the MDAG with the help
of Moorabool Shire Council
and YMCA, he said.
The project will have three
components. The first will
have a public information
session directed towards
Moorabools youth; the second will be for local businesses and organisations
and will focus more on the

issues in relation to people

Tasting Egypt in Moorabool

By Jessica Howard
A new book published
by Bacchus Marsh woman
Dyna Eldaief will teach
you how to cook like an
Egyptian.
The Taste of Egypt is filled
with more than 90 traditional recipes and is designed to
bring the flavours of Middle
Eastern cuisine to the modern day kitchen.
Dyna, a mother of three,
said she started putting the
cookbook together around
20-years ago.
Ive been working on it in
patches, but around three
years ago I really knuckled
down and started putting
my recipes on my blog and
YouTube channel, Dynas
Egyptian Cooking she
said.
In 2014, Dynas blog was
discovered by the Middle
East edition of the reality television cooking show The
Taste. She was handpicked

to compete in the show

against 35 people of varying culinary levels. During
the experience, Dyna met a
woman from Lebanon who
had published a cookbook of
her own.
I showed her the book
and she was amazed at how
many recipes I had actually
put together, Dyna said. I
think thats what really motivated me to start turning
the project into something
that I could have published.
Ive based the recipes on the
meals that I grew up with;
my home life was always
centred around food and I
was always eating my mothers traditional cooking.
Dyna said she had always
planned to document some
of her favourite recipes to
avoid losing them forever.
If I had never started making this type of food my kids
would never have known
anything about their Egyptian heritage, she said.

Its always been my dream

to take something from my
upbringing and pass it onto
my children, so I feel really
happy that I have now captured part of that.
People have described the
book as a bit of a culinary
journal as there is more
than just recipes. I have incorporated stories about my
upbringing and shown the
significance that each recipe
has to my family and myself.
There are illustrations and
photographs of everyday
Egypt and it really gives the
reader a whole feel of what it
is like there.
The Taste of Egypt was
officially launched at the
Lerdederg Library in Bacchus Marsh on Thursday
(September 22). The book
is available online and locally at Collins Bookstore.

Choose your candidate, carefully

By Kate Taylor
Come early October, postal
votes for the Moorabool Shire
Council elections will be appearing in letterboxes and with
many residents too time-poor
to read large amounts of election information, Kate Taylor,
a long serving reporter with the
Moorabool News, has compiled
a light-hearted snapshot opinion of what ratepayers are being
asked to vote on.
Firstly, West Ward is done and
dusted. The long-serving Tom
Sullivan has been re-elected unopposed, and is set to continue
his reputation of being the guardian of due process, ensuring that
council dots its Is and crosses its
Ts.
Woodlands Ward has two nominees the long-serving, ever-popular Pat Toohey who has farmed
the area for as long as many people can remember. Perhaps its
this local connection that makes
him one of the shires strongest advocates for the Moorabool
River, as well as for the protection
of natural assets; hes up against
maths, science and woodworking
teacher and former tradesman
Lawry Borgelt, who is not as well
known, but he did grow up and
lives in the area, and known in
Bacchus Marsh as an avid golfer.
Central Ward Councillor Paul
Tatchells legacy is fighting for the
less advantaged among us; Ballan
is full of rumours of him making

large philanthropic donations

to local causes out of his own
pocket, but he is keeping silent
about it. Hes known for pushing
hard to get good planning decisions made and this election, Mr
Tatchells opposition comes in the
form of John Kowarsky. John is a
long-time Ballan resident who is
passionate about local issues, but
it is difficult to get a good read on
him as so far he has declined requests by the Moorabool News to
answer questions for articles.
The only remaining battleground
is that of the East Ward and its
the most hotly contested.
All four spots are up for election,
but with John Spain deciding not
to re-nominate, theres guaranteed to be at least one new face on
council.
Of the incumbent councillors,
David Edwards is getting on with
the job, a behind the scenes front
runner he wants to provide more
sport and recreation facilities
in the shire, in particular, new
basketball courts; Allan Comrie
wants to keep working on the
problem of traffic in Bacchus
Marsh; and Tonia Dudzik wants
to work on a new youth space.
The East newcomers are Moira
Berry, a quiet achiever who promises to listen, represent, advocate
and connect with the community;
Margaret Scarff, an active member of the community plans to

There are some things to consider
with the East Ward elections Allan Comrie is the current Mayor
but it was at the last election that
for the first time in the shires history, ratepayers voted out their
sitting Mayor Pat Griffin.
And the addition of Moira Berry
or Margaret Scarff would boost
the representation of females on
council.
For the donkey voters, the current
councillors feature mid-strength
on the ballot draw, although one
challenger snaffled top spot:
John Keogh
Allan Comrie
Stuart Deagan
David Edwards
Moira Berry
Margaret Scarff
Jarrod Bingham
Tonia Dudzik
Donkey votes for the other

The playoff teams from the
Moorabool Division have been
confirmed.
Buninyong, Daylesford Red and
Avenue secured berths in the
Eastern Conference quarterfinals
to be played on Friday 7 October at
Sebastopol Bowling Club.
Buninyong captured both the
Moorabool Division Championship
and the number one seed in the
Eastern Conference after finishing
the regular season undefeated
following a straight sets victory
over Ballan Red. Buninyong will
now play Ballarat East White, which
claimed the last wildcard position.
It was Daylesford Red that fought
relentlessly to move into second
place with a 9-1, 8-3 triumph against
Daylesford Red. The two teams will
face off for the second consecutive
week in a knockout playoff game on
Friday.
In a battle for the wooden spoon,
Invermay proved to be the better
side in a tight contest with Ballan
Blue. Meanwhile, Daylesford Green

The National Disability

Insurance Scheme means a
lot of positive changes for
Moorabool residents and it
has forced council to review
service provision.
Earlier this year, concerns
were raised that funding for
councils disability respite
program would be cut as of
June 30, in favour of switching over to the NDIS.
Councillors requested that
a report on the matter be
prepared.
The September 7 council
meeting heard that since
then, council has been assured that funding will
continue at least in the
short-term.
The Councils current

are transitioned to the

region.
Under the revised funding
agreement, council is expected to receive
$217,000 in 2016/2017 for
HACC services for people
under 65 years.
The funding should gradually be reduced as eligible
clients transfer to the NDIS.
On that basis, the report
recommended that council
not register as an NDIS provider; however council has
re-qualified as a disability
services provider.
Council will, however, work
with Latrobe Community
Health Services as the Local
Area Coordination Service
in the Central Highlands Region to support
clients to transition to the
NDIS.
The report also recommended that council continues with business as usual
in terms of providing aged
care services for people over
the age of 65 through the
Commonwealth Home Support Program, and that it
continue providing aged services to those aged under 65
through the Victorian HACC
program for younger people.

Grants strengthen
communities
By Kate Taylor
From sporting groups to
community groups, there
was a little something for everyone in Moorabool Shire
Councils Winter Community Grants program.
Councillors voted to approve the funding allocations at the September council meeting but not without
some controversy.
The Community Grants
program enables not-forprofit community groups
to apply for funding under
the categories of community
strengthening, event grants,
and arts grants.
Groups can apply forup
to $5000 under the community strengthening category,
or $3000 for event and arts
grants, on a dollar-for-dollar
ratio of council matching the
groups own funds.
A total of $50,000 was
available for community
strengthening
projects,
$17,000 for events (including
$7000 carried over from unused funds in the Summer

grants) and $10,000 for arts

grants.
The Gordon Football/Netball Club received $5000
towards a reserve power upgrade; the Elaine Recreation
Reserve received $5000 for
emergency fire water storage; the Bacchus Marsh BMX
Club received $5000 for a
new electronic timing and
scoring system; the Bacchus
Marsh Family Drug Support Group received $1000
for education and awareness; the Coimadai Avenue

It was the funding of $5000

Do we fund schools now?
Where do we draw the line?
Theres no access for the

Sullivan said at the meeting.
However, a council officer
said Gordon primary School
is making the facility available to the community.
Cr Sullivan then seconded
the motion to approve the

A place to call home

It is official, the Bungaree Bowling Club not only has the

green light to commence their 2016/17 home and away
season, but eight rinks of green playing surface as well.
President Paul Elliott said the club was formed in 2014, had
30 odd members and two teams, but lacked a home base.
This community facility now exists out of pure passion and
determination.
Mr Elliott said the dream was now a reality.
It cost in the vicinity of $300,000 and we had a marvelous
pledge from Crs Toohey and Sullivan of $100,000 from their
Ward funds, $160,000 interest free loans from members and
over $40,000 in donations and sponsorships, to make this
happen.
West Ward councilor Tom Sullivan said Bungaree compete
in the Ballarat District Bowls Division and now have a home
facility.
Moorabool Shire Council saw great benefit in this project; a
home base and a facility for community use.
The Bungaree community rallied; rallied hard. This
magnificent effort typifies what can be achieved when the
community and council work together.
The official opening took place on Sunday 18 September
with a plaque unveiled by West and Woodlands Ward Crs
Tom Sullivan and Pat Toohey.
Mayor Allan Comrie attended alongside over 150 members
from the Bungaree community.

With at least 70 per cent of

Victorian homes sold privately, one of the most frequently asked questions of
estate agents is how to go
about making an offer on a
property being sold by private sale.
If you are thinking about
making an offer on a home
being sold privately, here
are a few tips to make sure it
proceeds smoothly.
1. Before making your offer,
it is always wise to have a
qualified professional undertake a building inspection. This is money well
spent and can save you a significant amount in the long
term, particularly if considerable defects are found.
Apart from informing you
of the structural condition of
the home, the inspection report will assist you in making a decision about what
price you are willing to pay
for the property.
2. Ask the agent for a copy
of the vendors Section 32
statement and, if available,
the contract and read them.
When you have finished
reading, you are bound to
have questions. Seek independent legal advice from
your lawyer or conveyancer.
Do not fall into the trap of
making assumptions when
it comes to Section 32 statements and contracts.
3. When you do decide to

make your offer, it will lead

to a negotiation about the
price and terms. You may
also be competing with other buyers.
4. If you are uncomfortable
about negotiating yourself,
think about engaging a buyers agent. A growing number of buyers are doing this,
both to negotiate for them
and to source properties.
5. When you make your
initial offer, make sure it is in
writing in person, by email
or text message and state a
time limit for the vendor to
accept. This indicates to the
estate agent your offer is serious. If it is not accepted in
your time frame, you then
have a free hand when deciding what to do next.
If your initial offer is accepted, you will be asked to sign
a formal contract and pay a
deposit.
6. As the buyer of a home
sold by private sale, you are
then entitled to three clear
business days to reconsider.
This is known as a coolingoff period. If, in that time,
you change your mind, you
can give the vendor or estate
agent written notice that you
are not going ahead with the
purchase. Your deposit will
be returned, except for an
amount equivalent to .02 per
cent of the purchase price
which the vendor is allowed
to keep as compensation for
losing the sale.
7. While house hunting,
keep in mind it is the vendor
who ultimately decides who
will be the buyer. The estate
agent works on behalf of the
vendor to achieve the best
price and terms possible.
However, by following
these tips, you should be in
the best possible position to
secure your preferred home
at private sale this spring.
