ABSTRACT
Layang and Lembo subsdistrict is an area through which the canal flows
panampu. Dense residential development on the banks of the canal panampu
cause degraded canal conditions, and environmental degradation. Problems
around the canal as the rules on the demarcation line of the river in the city, the
problem of settlement infrastructure in the complex, including land availability is
more limited, degree of building density is high, the declining quality of the
structure of housing, lack of green open land, as well as the condition of basic
infrastructure services poor, as well as the road, water supply, sewerage and
landfills for environmental health ,canals for rainwater drainage and silting
canals.
This study aims to identify the problems of the settlement area in the
review of social, economic, cultural, availability of infrastructure for housin, urban
design and environment. This research uses descriptive analysis of qualitative
and quantitative, comparative analysis and conceptual analysis. This result of
analysis that socio-economic conditions of society is low, the condition of
availability of environmental infrastructure are lacking such as roads, water
supply, sanitation, waste, drainage, layout of the building and the environment
are not yet fully meet the standards/guidelines for spatial planning, in terms of
condition of the quality of the building structure low, high building density, KDB,
KDH, GSB distance and river banks in the city does not comply with the RTBL
minimum standards. The concept of revitalization with tribina covers three major
aspects of community development, economic development and social
development. Environmental development is set by adjusting the building
structure and environmental regulations and improve infrastructure for housing,
economic development by utilizing its resources through business skills training,
provision of capital, as well as social development with community empowerment
and institutional strengthening.
