Port management is implemented by the cooperation of the three parties. Those
parties are the Government Institution, state owned cooperation and the other cooperate
Institutions. A port is ruled by the port Administrator, other institutions must coordinate
with the Port Administrator. Navigation District is a government institution that
responsible with in charge of implementing operational, supply of the sea

navigation supporting facilities, marine telecommunication and security

for the purpose of marine safety. Navigation district class 1 Surabaya
provide some facilities such as lighthouses, buoys, costal radio station,
state ship, workshop, wharf and sea observation laboratory.
Port health office is a technical executives unit in the field of
contagious disease prevention and elimination. Port health is under
Health Department that is under the supervision and responsible
directly to the Director of Epidemic and community sanitation. This office
is in charge of implementing the prevention and quarantine diseases
entry and exit certain epidemic disease by the vessel sanitation
maintenance and improvement at the port.
Facilities provide by the port Health Office are ; laboratory
Vaccination service such as yellow fever, cholera, and meningitis
quarantine instrument such as fumigation, shipping health checking,
sanitation instrument such as mosquito fogging set and mouse trap.
The Indonesia Port Corporations or PT Pelabuhan Indonesia
(Pelindo) are state corporations responsible for the governance,
regulation, maintenance and operation of ports and harbors in
Indonesia. Company numbers correspond to regional coverage of ports,
they are numbered 1 through 4 from west (Sumatra) to east (Papua).
Pelindo 1 is responsible for ports in Aceh, North Sumatra, Riau and Riau
Islands. Pelindo 2 is responsible for ports in West Sumatra, Jambi, South
Sumatra, Bengkulu, Lampung, Bangka Belitung, Banten, Jakarta, West
Java and West Kalimantan. Pelindo 3 is responsible for ports in Central
Java, East Java, Bali, South Kalimantan, Central Kalimantan, West Nusa
Tenggara and East Nusa Tenggara and the rest are under Pelindo 4.
