Rock Star Arrival Down Under

Voreqe Bainimarama

Fijian Prime Minister Frank Bainimarama has touched down in Australia amid signs of thawing relations between the two countries.
THERE were further signs of thawing
relations between Australia and Fiji
with the islands Prime Minister Voreqe
Bainimarama making a surprise rock
star style entrance to Australia.
The Pacific Island leader looked
comfortable, as with a huge entourage
he arrived at Sydney Airport to chat
amicably with strangers, pose for
selfies and even sign autographs.
Despite there being no Federal or State
government senior official to greet
him off the plane or at the air hub,
he told News Corp Australia he was
happy to be in the country and it was a
continuation of strengthening relations

between the two countries.


Relations between Fiji and Australia
had been virtually non-existent since
the former army chief led the 2006
coup to topple the government and
assume power which prompted the
nations to throw sanctions and travel
bans at each other.
There were signs of improving relations
when Foreign Minister Julie Bishop
visited post the devastating Cyclone
Winston earlier this year and again last
month when Malcolm Turnbull became
the first Australian Prime Minister to
be photographed with a Fijian leader in
a decade when the pair met at the UN

in New York last.


Mr Bainimarama said relations were
strong; he was in Australia for trade
talks and understood why Mr Turnbull
or one of his senior ministers were not
available to greet him.
No talks (with Mr Turnbull) they are
having Parliament at the moment,
he said. So trade talks yes, I am
addressing a trade seminar.
He added the talks he had had with Mr
Turnbull in New York were good. He
had invited him to join him to celebrate
Fiji Independence Day in Sydney,
which was actually earlier this week but
was being celebrated in Sydney by the

local Fijian community this weekend.


Mr Turnbulls office declined to
comment on why no one official
greeted the Fijian leader nor whether
the leaders were planning to meet.
Also on this trip was Fijis Industry
and Trade Minister Faiyaz Koya who
said he was keen to promote Fiji
again in Australia as an investment
destination to grow their economic
base particularly through agriculture
and tourism.
Mr Bainimarama had visited Australia
last year but this trip would include
his first ever visit as leader to New
Zealand.

Allowance Parliament
Approves Raise For MPS
PARLIAMENT approved increases to
members' allowances amidst criticism
from the National Federation Party
that it was not fair for an in-house
committee of MPs to decide what they
should get in allowance.
Thirty nine parliamentarians voted for
the motion, two voted against it while
nine MPs abstained.
In tabling the report of the committee,
chairperson Dr Brij Lal said the new
allowances were a result of submissions
received from the Social Democratic
Liberal Party, FijiFirst and NFP.
The committee, in its report to
Parliament, stated that the value of the
Fijian dollar was weak compared to the
US dollar, Euro and British Pound and
that the other costs such as hotels, meals
and transportation were also factors in
their recommendation for the increases.
Opposing the motion, NFP leader
Dr Biman Prasad said the FijiFirst
Government prescribed emoluments
for itself and determined salaries of all
others stated in the Decree.
"This is totally against accountability
and transparency," Dr Prasad said.
He said every Parliament appointed an
independent Emoluments Committee
to determine salaries, perks and
privileges of parliamentarians.
"As legislators in the highest court
of the land, we need to practice what
we preach, more so when the Code
of Conduct Bill is being scrutinised
before being enacted.
"We strongly believe that the
Emoluments
Committee
should
recommend for the establishment of an
independent Emoluments Committee
which then can independently and with
impartiality recommend appropriate
salaries, perks and privileges for all

members of Parliament including His


Excellency the President, Honourable
Speaker, Prime Minister, Cabinet
Ministers, Assistant Ministers and the
Leader of the Opposition."
He said the report of the independent
Emoluments Committee would be an
act of transparency and necessitate
the repeal of the Parliamentary
Remunerations Decree 2014 that was
enforced by the Government.

Financial Inclusion
THE central bank will continue to push
the topic of financial inclusion, says
Reserve Bank of Fiji governor Barry
Whiteside.
"Insurance, or inclusive insurance to be
more exact, is something that has been
on our agenda, and that of the National
Financial Inclusion Taskforce, for
some time," Mr Whiteside said at the
Life Insurance Corporation of India
(LICI) 60th anniversary at the Grand
Pacific Hotel in Suva.
"LICI has been part of our financial
inclusion journey from when we
started back in 2009.
"The company was a pioneer member
of our taskforce when Narasimhan
Krishnan was stationed in Fiji as your
general manager, and is currently
represented on three of its Working
Groups covering inclusive insurance,
literacy and products and services."
Mr Whiteside said LICI was also one
of the first insurers to offer a microinsurance product called Microlife.

"Your early participation certainly


cemented the role that life insurers
have in financial inclusion in Fiji.
"But while we will continue our
important work in the inclusive and
micro-insurance space, it has been
made abundantly clear by our 2015
financial services demand-side survey,
that there is still much to do when it
comes to growing the overall insurance
cover in Fiji," he said.
LICI operates globally in 13 countries
and is headquartered in Mumbai.
The company began operating in Fiji on
October 8, 1956 and currently boasts a
staff of 50 as well as an additional 180
agents, operating across a network of
branches and agencies in Fiji.
He said about 60,000 policies were in
place and more than $37 million was
paid to policy holders or their families
in 2015.
"So this is an institution that is well
entrenched in Fiji as we might expect,"
he said.

Celebrate Our Identity


That Brings Us Together

Faiyaz Koya said says we are strongest


when we celebrate our shared identity
as Fijian.
The Minister for Industry, Trade,
Tourism, Land and Mineral Resources
was speaking to those who attended the
Fiji Day celebrations at Subrail Park in
Labasa.
That same theme is also deeply
engraved in our Bill of Rights in the
Constitution.
Theyre the basic protection that
levels the playing field for our people
are enshrined for all time and that is
very much worth celebrating as a major
milestone in our history.

He said that despite the major hurdles


that the country came across, it was
unity which enabled the nation to get
through this.
When Cyclone Winston ravaged our
nation, causing vast destruction, taking
lives and leaving many of our people
on their knees, we came together like
never before- to care for those affected
and rebuild the livelihoods that were lost.
In the midst of this tragedy, we also
experienced triumph when our rugby
sevens team took Rio by storm and won
our first every Olympic Gold medal.
The programme in Labasa started with
a march through the town.

Fiji Supports International


Aviation Agreement

FIJI will continue to manage its


international aviation emissions in
accordance with the State Action
Plan filed with the International
Civil Aviation Organization (ICAO)
although it is exempted from the global
market-based measure (MBM).
Attorney-General and Minister for
Aviation, Aiyaz Sayed-Khaiyum made
this comment in light of the adoption
of a resolution for a global marketbased measure (MBM) scheme to
reduce international aviation carbon
emissions after days of intensive
negotiations at the 39th Triennial
Assembly of the International Civil
Aviation Organization (ICAO) in
Montreal, Canada.
The overall objective for the MBM is
to meet the aspirational goal of carbonneutral growth of international aviation
emissions from 2020.
"Even though Fiji is exempt from the
MBM, Fiji will continue to manage
its international aviation emissions
in accordance with the State Action
Plan filed with ICAO and will update
this plan to ensure that appropriate
emissions data is collected," Mr SayedKhaiyum said.
He said this was also in alignment
with Fiji's commitment to the global
community through our intended

nationally determined contributions to


reduce carbon emissions by 30 per cent
by 2030.
The MBM scheme will be
implemented in the form of a Carbon
Offsetting and Reduction Scheme
for International Aviation (CORSIA)
which is to begin with the pilot phase
from 2021 to 2023, followed by the
first phase from 2024 to 2026, with
participation in both these phases
being voluntary. The second phase
from 2027 to 2035 applies to all States
except Lease Developed Countries,
Small Island Developing States,
Landlocked Developing Countries
and States with very low aviation
activity.
Pacific Island Countries, including Fiji,
are exempt from the MBM scheme but
may volunteer to participate.
A statement from Government said the
Fijian delegation was instrumental in
the inclusion of the exemption, which
caters for the unique circumstances
of particular countries and has been
negotiating the exemption since
February of this year.
The adoption of the resolution marks
a historic moment for the aviation
industry since aviation is the first
transportation sector to take a global
step to limit emissions.

Fijian Farmer To Receive FAO Award For


Leadership

Alfred John Sayaham of Labasa has


been nominated in recognition of his
commitment to practicing Sustainable
Land Management technologies for his
farm in Siberia
A Fijian farmer has been nominated for
a Food and Agriculture Organisation
(FAO) Award which he will receive in
Thailand this week.
Alfred John Sayaham, a farmer
from Labasa, has been nominated
in recognition of his commitment
to practicing Sustainable Land
Management (SLM) technologies.
He supports and shares knowledge of
building resilience to climate change
to other communities within the
peripheral, and to ensure the adoption
of SLM to all land users in Siberia,
Labasa.
Mr Sayaham will receive a Model
Farmer award along with others from
Mongolia, Pakistan, Thailand and
Vietnam to mark FAOs annual World
Food Day (WFD) celebrations in the
Asia-Pacific region.
He will join the World Food Day

celebrations in Bangkok where he will


be presented an award by Princess
Maha Chakri Sirindhorn of Thailand.
Mr Sayaham believes people have an
obligation to care for the land that has
taken care of them for generations.
He keeps the soil healthy by using
farming techniques like intercropping
and planting on slopes.
He is also part of the Siberia Land
Care Committee a group of farmers
established with the support of the
Ministry of Agriculture.
The committee dedicates their
experience to surrounding communities
to oversee proper land management
practices to conserve land from
degradation.
World Food Day
Climate change is likely to adversely
affect food production and there is
recognition that more effort is needed
to tackle the adverse effects of climate
change on food production.
This is particularly true for small
island developing states in the Pacific
which are some of the most vulnerable

countries when it comes to climate


change.
World Food Day is celebrated in over
150 countries across the world and is
one of the most celebrated days of the
UN calendar.
The theme for World Food Day 2016
is Climate is changing; food and
agriculture must too.
The UN FAOs Regional Office for

Asia and Pacific will celebrate World


Food Day on October 17.
The theme resonates with the crucial
time in which it will be observed, just
before the next UN Climate Change
Conference, COP 22, from November
7 to 18 in Marrakech, Morocco.
Fiji was the first country to sign the
Paris Agreement on Climate Change in
2015.

Mother Of Four

Sarita Devi-Naidu was still in a state


of shock and disbelief that the father of
their four children was dead.
She was too distraught to talk about
her husband, Praveen Naidu, who was
killed after a car accident last Saturday
night at Cuvu Top in Nadroga.
Mr Naidu, the sole breadwinner in his
family, was on his way home from
work when tragedy struck.
He was a driver at Pacific Green
Industries (Fiji) Limited.
Mrs Naidu said: I was informed by my
neighbour of my husbands accident.
By the time I reached the hospital he
was already put in the mortuary. I do
not know what will happen to us now.
Those were the only words she could
utter before she drifted again into
silence staring at the ceiling.
The elder brother of the deceased,
Arvin Naidu, said the family now
needed support.

We are waiting for the post mortem


report of my brother. From there we
will decide on the funeral and after
the funeral our family get together and
discuss on how to assist the mother and
children, Mr Arvin said.
He said the family which lived in
Nadiri, wouldnt be able to live in such
isolated area because the children had
to go to school.
We might try to relocate them because
we have to support the childrens
education, he said.
Mr Naidus family lives at least 20
minutes away from the main road and
their house is situated on an elevated
area.
Mr Naidu is survived by his wife,
Sarita, sister Arti Naidu and children,
Samuel, Shayal, Payal and Rachel.
The youngest, Samuel, is in Year 5.
Families from as far as Suva gathered
at Mr Naidus home in Naidiri to

comfort his wife and children.


Police spokesperson Ana Naisoro said
the accident occurred when the vehicle
Mr Naidu was driving allegedly veered
onto the opposite lane and hit an

oncoming vehicle driven by a 38-yearold businessman of Sigatoka.


Both were rushed to the Sigatoka
Hospital where the 44-year-old passed
away, Ms Naisoros said in a statement.

Man Seeks $500K In Damages From Westpac


A former Fijian businessman is seeking
$500,000 of damages from Westpac
Banking Corporation after money was
allegedly withdrawn from his account
without his approval.
Dinesh Chand of America is also
seeking $42,020 from the Bank for
loss caused to him by travelling to Fiji,
staying in a hotel and loss of income
in America when he had to travel to
Fiji after finding out money had been
withdrawn from his account.

fighting fraud and we work closely with
authorities to investigate all claims of
fraudulent activity.
The fraud claims raised by Mr Chand
are currently with the Fijian Police,
and the subsequent claims will need to
be resolved through legal processes.
As such, there is no further
information Westpac can provide to
media at this stage. We will continue
to do everything possible to assist

the authorities as they conduct their


investigations.
According to the writ, a Ba man
allegedly withdrew $15,000 from
Westpacs Ba branch and $5000 from
Lautoka branch, out of Mr Chands
bank account.

The writ states that when Mr Chand


accessed his account through online
banking, he saw the unauthorised
withdrawals. According to the
documents, this man presented a
purported authority given by Mr Chand
to withdraw the money.

Healing Water Village - Natadradave Village To Receive


Further Assistance

The Assistant Minister for the Ministry


of Infrastructure Vijay Nath and the
Chief Executive Officer of the Water
Authority of Fiji (WAF) Opetaia Ravai
visited the village of Natadradave last
week.
They held talks with the Natadradave
village elder, Mr Waisake Laulaba
regarding further assistance and
improvements needed by the village
to facilitate the growing number of
Fijians who visit the site of the healing
natural spring water.
The village elder was very
appreciative of the governments
assistance. We talked about doing
some toilet facilities and WAF will
work with the ministry to achieve
that, toilet facilities for both males
and females and at the bathing area
we will try to beautify the place in
putting embankments to create a small
pool that will enable people who are
waiting to have their showers to even
take a dip in the pool, said Mr Ravai.

Mr Nath said the Fijian government


wants all Fijians to benefit from the
healing water.
I came here today and I saw that
there are no washroom facilities and
we have promised the village elder
that my ministry will build washrooms
at the site and we will also install the
solar lights so that people can come
here at any time in the night to have
their shower. FRA is here too and I
have instructed them to make a proper
roundabout and the roads are a bit
narrow so we will push the shoulders
so that two vehicles can pass anytime,
said Mr Nath.
All the agencies are here; WAF, FRA
and we also have the team from the
Energy division who will look into
installing solar lights for those who
come here at night and also down in the
village where they will have the toilet
facilities, said Mr Ravai.
He said it was a good experience to
bath in the water as well and to witness

and observe the need of the people that


are flocking in and to actually know
the need on the ground.
I thank the Assistant Minister for
taking his time out to see the people
and relay back the message to the
ministry officials and all of us in the
various agencies to assist the people

here and not only the village of


Natadradave but also people from all
over Fiji and all over the world who are
coming to NatadradaveLet us make
the facilities better for them and make
it more comfortable.
The upgrade works is expected begin
this week.

PM Queries Abuse Claims


Prime Minister Voreqe Bainimarama
has questioned the Parliamentary
Secretariat about alleged abuse of
funds by some staff.
The Secretary General to Parliament,
Viniana Namosimalua, had disclosed
to Speaker Dr Jiko Luveni Mr
Bainimaramas concern.
Mr Bainimarama could not be reached
to elaborate as he was on Bau Island.
Dr Luveni had referred Fiji Sun questions
about the allegations to Mrs Namosimalua
who responded to Dr Luveni.
She said she didnt have any
information.
Dr Luveni then requested Mrs
Namosimalua to respond to the questions.
Ms Namosimalua then responded
stating that she was looking into the
issue.
In her correspondence to Dr Luveni,
Mrs Namosimalua said: I will handle
this Honourable Speaker, the Prime
Minister has also spoken to me about all
these allegations and I have responded
to him, she said.
Documents obtained by Fiji Sun

revealed training for four senior staff


in London, England, at the expense of
taxpayers costing close to $70,000 was
turned down.
According to a staff member who
wished to remain anonymous, the
training was turned down after a cost
analysis was conducted suggesting that
the cost of training was too expensive.
If it was held locally it would benefit
all senior staff of the Parliamentary
Secretariat rather than only some staff.
The training was scheduled for July 18
to 22 and August 22 to 26 this year.
Two senior staff members were
scheduled to attend the training from
July 18 to 22 and the other two senior
staff were scheduled to attend the
training from August 22 to 26.
The documents further revealed the
workshop aimed at organisation of
Parliamentary committees, setting up
and conducting an inquiry, legislative
committees, power and responsibilities
of the chairman, working with the
media, measuring the impact of
parliamentary
committees
and,

criticisms of Parliamentary committees.


Sources said a senior staff member who
was supposed to be part of the training
verbally abused the person responsible
for turning down the training and told
her that it was not her fathers money.

Commissioner of Police BrigadierGeneral Sitiveni Qiliho yesterday


said the Police was eyeing
community land in Kashmir and
other densely populated areas to
set up community posts to combat
crimes.
The land being eyed in Kashmir is
listed under community land under
the Housing Authority and is where
businessman Sanjay Lal, managing
director of Hari Lal Investments, was

suggesting to set up a Police post.


Mr Lals shop at Kashmir was the
centre of attention three weeks ago
when a familys vehicle parked outside
was carjacked and the incident was
recorded on CCTV camera.
Since then the Fiji Police Force has
arrested and brought to court seven of
the eight alleged carjackers.
Mr Lal has offered to pay for the
construction of the community Police
post and pay for the monthly water and

electricity bills.
Brigadier-General Qiliho said the
Police knew the identity of the eighth
person and are still hunting him.
He said community land at all densely
populated areas is ideal for Police
posts.
What Mr Lal has shown us gives us a
great idea where I am now going to ask
my officers to identify all community
land in major densely-populated
areas, he said.

Abhinesh Kumar was awarded the
Youth Entrepreneur of the Year award
at the 2015 Prime Ministers Exporter
of the Year Awards and the National
Young Fijian of the Year 2015 at the
National Youth and Sports Conference
Former national long distance champion
Abhinesh Kumar has overcome all kinds
of odds to now run a successful business
and an athletics club from Nadi.
The 32-year-old of Nasau in Votualevu
is leading his tiling company Quality
Tile Setters laying tiles for the leading
resorts: Westin Resort, Sheraton Fiji
Resort and Spa, Tanoa International
Hotel, Sheraton Tokoriki Island Resort
and Vomo Island Resort.
As well the versatile Year 12 drop outs
efforts have also received national
recognition after being awarded the
Youth Entrepreneur of the Year award
at the 2015 Prime Ministers Exporter
of the Year Awards and the National
Young Fijian of the Year 2015 at the
National Youth and Sports Conference.
For his volunteering work with the
youth, Mr Kumar has also garnered
accolades such as the 2015 Youth
Volunteer of the Year Award, the 2015
National Best Project of the Year
Award and Reserve Bank of Fiji Young
Business Recognition 2015.
His eight-year venture in business
not only has excelled in laying tiles
and diversified into the construction
industry. He hopes to rebrand the name
to Quality Tiling and Building Services
Limited next month.
Mr Kumars business venture is
now thriving under his unique brand
of leadership whereby he treats his
employees as his brothers rather than
his subordinates.
According to him, success is 100
percent guaranteed because of how
closely-knit his company is, resembling
that of a family.
It seems that from here on out, Mr
Kumars journey is one of smoothsailing as he has trodden the hard path
and turned shortcomings into success
and appears unscathed in his pursuit of
a better life.
Though he is now enjoying the fruits
of his labour and is still continuing to
reap the seeds of determination and
his efforts, life has taught him lessons
that is sure to remain at the back of his
mind, and as he passionately puts it,
You might not earn good money every
day but you can choose to always have
the right attitude every moment.
Such is the insight of a young man
who like all of us have scars of failure
to show for, like all of us who home
in our own ways failed but also had
victories at the same time.
Ones ability to overcome failure makes
him more a victor and Mr Kumar is a
victor in this regard.
After failing his Fiji School Leaving
Certificate examinations and becoming
a high school dropout, he continued
with his usual routine of grazing cattle,
milking cows and looking after the farm.
All of this accompanied his athletic

pursuits, something he describes as


being an integral part of his life.
To understand his aspirations and
entrepreneurial success, he shares his
lifes experiences by aptly saying, I
had a very hard life growing up.
Mr Kumar had a humble upbringing,
growing up on a sugarcane farm. He
describes his early days being raised
up in a rural setting as being the
cornerstone of his lifes successes.
My father was a farmer and I grew up
from a poor family. While growing up as
a little boy I remember having to graze
the cattle every morning and during the
cane cutting season I had to help around
the farm by bringing food to my father
and the cane cutting gang, he said.
During all weekends, from kindergarten
up till Class 3, Id accompany my father
to the market to help sell our produce
and from Class 4 onwards.
I had learnt how to sell vegetables and
would then go to sell the vegetables all
by myself and this was where I came
to know more about people, all from
selling vegetables as a young boy
which I still continue today. Also when
my classmates usually studied, I had to
work in the farm.
During my primary school days
while going to school, I had to walk
five kilometres on gravel and cane
roads and also cross two rivers every
morning and this same route, also take
when returning home every day.
Although he had dreams of becoming a
physical education teacher, Mr Kumar
got side-tracked due to his lapse during
the national external examinations but
that did not deter his spirits.
As a Form 3 (year 9) student of Nadi
College, I began running and used to wake
up at 3am in the morning for my run. Then
I would return to milk the cow, graze the
cattle and come prepare for school.
Only two years after taking up the
sport and because of his avid passion
for running, usually on dirt roads and
on rugged terrain, he qualified and
represented Fiji at the World Cross
Country Championships held in Belfast,
Ireland, his first athletic representative
duty as a cross country runner.
I remember my first trials at
athletics for the World Cross Country
Championships because I had to swim
across the river on that day as it was
flooded and after qualifying I was very
proud to represent Fiji at that age. I was
in Form 5 (year 11), he said.
A year after in Form 6 year (12), I
failed my FSLC but I chose to continue
on with my athletics and usual routine
at home and in 2002 I became a long
distance national champion. The
following year, I was selected for the
2003 South Pacific Games squad and
was also chosen to train in Brisbane,
Australia alongside top class athletes.
He went on to join the Campbell Town
Athletics Club based in Sydney and
returned home in 2006 and worked
for a locally-based New Zealand tiling
company called Quality Finishers (Fiji)
Limited as a labourer.

After the company wrapped up


operations in mid-2008, Mr Kumar
opted to begin his own tiling business.
After the closure of the company I
worked for in mid-2008, I chose to
begin my own tiling business. I had
only $1.00 to my name and my first
tiling project was worth $25.00 where
I laid tiles in a small bathroom in my
village in Nasau. From then on I did not
look back and formed my own company
known as Quality Tile Setters.
Earlier on, when my business began,
I was bullied by those who had already
established their businesses and they
made money through my services.
This was maybe due to me being a
school dropout and I was very fortunate
to be offered an AusAID scholarship to
study with the Australia Pacific Technical
College in 2009 alongside my brother
and it was there at APTC that I realised
that school dropouts also had talents.
After graduating with a Certificate III
in Wall and Floor Tiling from APTC in
2009 as one of the best students from
the Pacific, Mr Kumar was offered
another scholarship in 2010.
He undertook the Certificate IV in
Training and Assessment course which
is also known as the Trainer of Trainers
class, a programme which has assisted
him share his knowledge and skills with
his current staff members, who are,
ironically enough, also school dropouts.
After completing my studies with
APTC, I was offered employment
with them but I turned it down because
I realised my struggles as a school
dropout and I sought to employ school
dropouts as well through my company
as I had begun my company with that
in mind, he said.
I had a feeling that there were a lot of
young men who faced similar situations
like I had as a school dropout and I
offered them employment. And now I
treat my employees as my family and
brothers and I share all my knowledge
with them as I view it as a key to my
success in business.
He has a motto, a motto which is
ideally thought out and reflective of
his ideology, by the acronym KESA
which in long form reads Knowledge,
Experience, Skills and Ability.
I take my motto to communities,
youth clubs and during sporting meets
because I believe that through sharing
of our knowledge, experience, skills

and abilities we can develop together,


Mr Kumar said.
The intuitive and sports-loving Mr
Kumar also began the Jet Runners
Club of Nadi in 2012, with his own
company being major sponsors, Jet
Runners Club has organised around
65 events in Fiji like cross country
running, mountain running, fun runs
and track races, all conducted with an
objective to motivate young Fijians to
use running for health and fitness.
Mr Kumar, who also attained a Level
1 Athletics Certification for coaching
under the New South Wales Athletics
Association and is also a certified gym
instructor.
The Nadi man has a long term plan
to construct a youth and sports
development centre on the outskirts
of Nadi, something he envisages to be
completed by 2018. Its a project with
which he is receiving support and advice
from the Ministry of Youth and Sports.

Thushara Rajasinghe has found a

counts of bribery.
The three assessors had found Timoci

A BIO-MEDICAL engineer and a


doctor from India are in Fiji to check
on medical equipment, machinery and
apparatus for open heart surgeries next
month.
The open heart surgeries and other
procedures will be performed at the
Colonial War Memorial Hospital in
Suva by specialists brought in from
India by the Sahyadri Speciality Pacific
Hospitals Ltd Fiji (SSPHL).
Angiogram will be conducted for a
week from November 7 and heart
surgeries will be from November 21 to
December 2.
The operating theatre equipment is
owned by SSPHL Fiji which has been
left at the hospital since 2012 when the
company owned by New Zealand
citizens was registered in Fiji.
SSPHL Fiji official Dr Netra
Vishwakarma, who came from India
with a bio-medical engineer, says
it is always necessary to check and
calibrate medical equipment well in
advance before surgeries start.
"It's a routine servicing of the machines
which are here at the CWM Hospital
for the past four years and which we
use few times every year for heart
surgeries," she said.
"Many times some equipment and
other apparatus used in the operating
theatre during heart surgeries are
being brought from overseas when old
monitors or equipment become nonfunctional.
"Monitors and equipment are being
replaced with new ones as and when
required."
SSPHL Fiji director Professor Manu
Munibhargav said the company's
medical equipment were used when

paediatric cardiac surgeries were


performed at the CWM Hospital
recently by a team of doctors from
Raipur in India.
Mr Munibhargav said the equipment
was made available to other Indian
hospital teams at no cost.
"We, as a joint venture partner with
the Ministry of Health and Medical
Services, have obligations to work
in all possible ways in the interest of
Fijian patients."
Mr Munibhargav says the bio-medical
engineer will work on the machines for
a week.
"The health system has dramatically
improved in Fiji in recent years, more
so in the cardiology sector as doctors,
nurses and paramedical staff is trained
in India by SSPHL Fiji.
"And during the heart surgeries
performed in Fiji, they undergo further
training and there are some very good
operating theatre nurses here.
"We are hoping to conduct 40 surgeries
next month and some patients from
neighbouring Pacific Island countries
are also expected to take advantage
of the surgeries as it's cheaper to get it
done here and also convenient for the
patients," said Mr Munibhargav.
The Fiji Government has put the cost of
heart surgeries at $25,000 to $32,500
for different categories of patients who
are Fiji residents, insurance patients
and non-Fiji residents.
SSPHL Fiji says it is willing to provide
some financial assistance to needy
Fijian patients who cannot afford the
full cost of heart surgeries.

NZ PM Taking Bainimarama To Bledisloe Cup

FICAC lawyer, Rashmi Aslam
objected to the application saying
that name suppression is made for
serious offences. Aslam says holding a
prominent post does not make Maharaj
entitled to name suppression.
The defence lawyer then raised concern
on how the media was informed about
the matter and he did not expect a large
number of journalists in the court room.
Reddy says his client was charged at
12.30pm and he does not know how it
went out to the public.

In 2015, after Tropical Cyclone Pam,
Fiji was able to send its health team to
assist Vanuatu, he said.
Mr OConnor said this was a first of its
kind within this region.
Our medical doctors and nurses
are also being exposed to extreme
humanitarian areas such as being
deployed to the Golan Heights where
they are providing much needed
medical services, he said.

Substantial Amount Of Money Invested For Staff

LTA says it has invested a substantial
amount of money and also made it
mandatory for their staff to attend
training provided by FICAC to combat
corruption within the authority.
This was highlighted by LTAs
Mechanical Engineer John Macarthur
while presenting their Annual Report to
the Parliamentary Standing Committee
on Social Affairs when they were asked
by Committee member, Mohammed

Dean to talk about the public perception


that there is a lot of corruption within
the LTA in terms of people getting their
licences and vehicles passed.
Dean asked LTA what measures they
have in place in terms of vehicle
diagnostics to tackle this issue.
Macarthur told the committee that
LTA has invested a substantial amount
of money on the vehicle inspection
system.

Fast Ferry For Fiji

Fast ferry in South Korea


A new fast ferry, the first of its kind in
Fiji will be arriving soon.
The managing director Seaview
Shipping Limited Mr Durga Prasad
said he was now waiting for the legal
documents on the purchase of the new
ferry from his lawyers in South Korea.
This document he said would be
forwarded to the Maritime Safety
Authority of Fiji (MSAF).
He said the new ferry would be
travelling at 18 knots and again MSAF
would decide on that.
The cost would be FJ$7.2 million.
Mr Prasad said he had to go to South
Korea to see and try out the fast ferry.
He had left the shipping industry but
was returning because of the demand
from his customers.
When he was in the shipping industry
his company owned the MV Lady
Sandy 1 and MV Lady Sandy II.
He sold the two ships MV Lady Sandy
II to the Tokalau Shipping Company
Limited MV Lady Sandy I to Victoria
Marine Limited. The former Lady
Sandy II is now known as the Princess
Civa and Lady Sandy 1 as the MV
Brianna.
According to Mr Prasad the new fast
ferry will provide fast services to the
places they will serve Savusavu,
Taveuni, Lomaiviti and Lau.
Passengers now want to arrive early
to their destinations.
The fast ferry he said would be a boost
to Fijis shipping industry.
Mr Prasad said he had given specific
instructions to the company in South
Korea on the modifications to be

carried out.
He said he had given a list of
requirements to the owner in South
Korea on the upgrade to be made.
The modifications should be in line
with the MSAF requirements.
He wants more rooms and they are to
be spacious.
Mr Prasad said when all the
modifications were carried out,
pictures would be sent to him to have
a look.
When asked on the delivery of the new
ferry he said he would pick some of his
local crews and a ship master to fly to
South Korea to bring the new ferry.
In fact he said they would help the
South Korean master who would be
sailing the ferry to Fiji.
For his crews he said they would
go through a special training before
leaving the country for South Korea.
When asked if he had plans to buy more
ferries he said one would be enough at
the moment.
On the fare he said it would be
affordable to the passengers and
likewise for cargo.
He said there were other shipping
companies that serve the islands he
would also be serving and there would
be tough competition.
Customers, he said, would opt for the
fastest ship and also for good service.
A Taveuni businessman who wants to
remain anonymous said this was good
news to the people of Taveuni.
He said the competition would be
tough and shipowners should also
lower the fare.

He also revealed that only Valelevu


and Lautoka LTA branches have this
inspection system while the one in
Nadi has had some issues.
Macarthur says due to budget
constraints, other branches will have
this system by next year.
He says this system involves eight
stages of checks which is done
with sophisticated equipment and
machinery.

Macarthur says it is also mandatory


for LTA staff to attend FICAC
training and disciplinary action is
taken against staff that do not attend
the sessions.
He says they have also opened a toll
free complaints line which is being
strictly monitored.
Macarthur says they are also focusing
on reviewing their policies in place to
process applications.

The restraining order against Feroz Jan


Mohammed and his company TF Jan
Limited has been further extended till
the 12th of this month.
Feroz Jan Mohammed appeared at the
Suva High Court today in relation to
the case where FICAC filed an action
under the Proceeds of Crimes Act for
the forfeiture of property obtained by
TF Jan Limited using $3.1 million of
proceeds.
Feroz Jan Mohammed was convicted
for Bribery and Obtaining Financial
Advantage last year.
He is currently serving an eight year
prison sentence.

Citizenship Applications Plummet As Fees


Soar

The number of immigrants applying for


Canadian citizenship has plummeted
for the second year in a row in the wake
of hefty application fee hikes Ottawa
introduced in recent years.
The trend has prompted fears that the
current citizenship costs $530 per
adult, plus a $100 right of citizenship
fee is creating a growing underclass
of newcomers who cant afford the
fee and hence are prevented from
full integration and participation in
Canadian society, according to a report
published in the Institute for Research
on Public Policy.
According to the latest government data,
only 36,000 citizenship applications
were received from January to June in
2016, just more than one-third of the
number for the same period last year.
In 2015, a total of 130,000 citizenship
applications were submitted to
Immigration, Refugees and Citizenship
Canada, compared to an average of
200,000 received in previous years.
The decline is so significant that
it cannot be ignored, said retired

immigration department directorgeneral Andrew Griffith, who obtained


the government statistics for policy
analysis for the Montreal-based
Institute for Research on Public Policy.
I had thought the citizenship fee
increases would provoke a decline in
applications, but I was surprised by the
steepness of the decline.
Griffiths report came just as Canada is
celebrating Citizenship Week that runs
Oct. 10 to 16.
The former Conservative government
raised the citizenship fee to $300 from
$100 per adult in 2014, and again to
$530 last year to fully recover the
processing cost of applications. The
fee had been held constant at $100 for
almost two decades.
Although immigration officials said at
the time the fee hikes would have no
impact on the number of immigrants
applying to become citizens, Griffith
said the data clearly shows otherwise.
Besides the fee hikes, the only major
change to the citizenship program was
the new requirement for applicants

between the age of 55 and 64 to pass


the knowledge test.
Griffith said the group only represents
6 per cent of the new citizen population
and the current 2016 data provides a
clear picture of the impact of the fee
hikes on their own.
As the government considers further
increases to the number of immigrants,
current fees mean that fewer will apply
to become citizens. If the current 2016
trend continues, we will have 300,000
new immigrants and far less than 100,000
new citizens, Griffith cautioned.
This sets the stage for a growing
portion of Canadian residents who
are not citizens and are effectively
disenfranchised. From both a social
inclusion
and
social
cohesion
perspective, this risks the overall
success of the Canadian model of
integration.
Griffith said the increase of the
application fee to $530 from $300
appeared to be the tipping point as the
full cost recovery puts the financial
burden of the program on citizenship

applicants.
Citizenship isnt just a private good.
There are broader benefits to society,
he said. When you have a larger share
of the population that has little or no
interest and ability to participate in
political life, you run the risk of greater
exclusion, less inclusion and less
commitment to Canada.
The Liberal government is currently
reviewing Bill C6 to amend Canadas
Citizenship Act, but there is no mention
of any adjustment to the citizenship fee.
Griffith said Ottawa should split the
cost and reduce the fee to $300 or at
least offer exemptions and support to
groups who are most affected by the
financial barrier.
To be eligible for citizenship, a
permanent resident must have been
physically present in Canada for at
least 1,460 days during the six years
prior to the application. Those between
14 and 64 must also provide proof
of English or French proficiency, as
well as criminal clearances and pass a
knowledge test about Canada.

An exotic reptile breeder has been


fined $15,000 for illegally importing
five chameleons, one iguana, and
an American corn snake into New
Zealand.
Harrison Edward Sollis, 21, pleaded
guilty to one charge of attempting to
possess unauthorised goods, knowing
they were unauthorised, when he
appeared in the North Shore District
Court earlier this week.
The charge was laid by the Ministry for
Primary Industries after an investigation
which began two years ago.
The court heard that Sollis, an Auckland
student who keeps and breeds New
Zealand and exotic reptiles, arranged
for a contact in Sweden to post five
veiled chameleons, one iguana, and one
American corn snake to the address of a
friend in Hillsborough in October 2014.
The package was intercepted by MPI
staff at the Auckland International Mail
Centre.
The snake was euthanized as
a prohibited organism, an MPI
spokeswoman told the Herald.

One chameleon had died en route and


one sick chameleon was euthanised.
The three remaining chameleon and the
iguana went into permanent quarantine
at zoos.
When Sollis was interviewed by MPI
investigators, he said he had always
been interested in reptiles but denied
ordering reptiles from overseas.
He applied for a discharge without
conviction, on the grounds that a
conviction would interfere with his
studies in ecology and zoology and his
subsequent career aspirations.
The presiding judge declined his
application noting that Sollis' offending
was too serious.
He was convicted and ordered to
pay $15,000 towards the cost of the
investigation.

Northern region investigations manager
Simon Anderson said the investigation
involved a number of MPI staff and
domestic and international agencies.
"Thanks to the dedication of the MPI
staff involved in all aspects of this

investigation a positive bio security


outcome was achieved.
"This type of offending involved some
potentially very serious ramifications
for New Zealand's ecology, economy
and international reputation.
"The risks associated with illegal
importation of reptiles is two-fold.
Firstly there is the risk of the species
becoming established and devastating
our native species. Secondly, there is

the risk of parasites and pathogens that


various species may bring with them."
Both could be catastrophic for the
environment, he said.
"Snakes are totally prohibited in New
Zealand and are specifically designated
as prohibited under the Hazardous
Substances and New Organisms Act.
Anderson said any organisms not
normally seen or detected in New
Zealand needed to be reported to MPI.

An alleged thief who was tackled by


Bunnings security guards 12 hours
before he died in a Melbourne hospital
told them he could not breathe,
shocking footage has revealed.
Anthony Georgiou, 31, was leaving
a Bunnings Warehouse in Frankston,
south of Melbourne, on September
12 when he was pinned down by two
guards.
Distressing mobile phone footage

Pinned down on his front with his arms
twisted behind his back, Georgiou says:
"Somebody help me, please! Get them off
me! Help me!"
A female bystander can be heard telling
the guards to stop restraining him.
"You need to be careful. He's saying he
can't breathe, the woman tells the two men.
"It's called positional asphyxia. If you

put pressure on his back while he's


facing down, he can actually die. He's
saying he can't breathe."
There is no suggestion that Georgiou
was suffering from positional asphyxia
- when people find themselves unable to
breathe in certain positions - before he
died.
The guards eventually ease off of
Georgiou, who is alleged to have been
trying to steal something from the
store before he was caught, but he still

claims to be having trouble breathing.


Police arrived and called an ambulance,
with paramedics taking Georgiou to
hospital in a critical condition. He died 12
hours later and leaves behind a four-yearold daughter.
In a statement, Georgiou's family said
they were in a "state of shock and grief",
branding his death "unnecessary".
Bunnings declined to comment when
contacted by Daily Mail Australia.
A coroner is investigating.

Samsung Galaxy Note 7 Production Permanently


Discontinued
Samsung has announced it is
permanently discontinuing production
of Galaxy Note 7 smartphones, after it
earlier halted global sales of the starcrossed devices following reports of
replacement devices catching fire.
The South Korean company said in
a regulatory filing that it had decided
to stop manufacturing Note 7s for the
sake of consumer safety.
Samsung is struggling to regain consumer
trust after a first round of recalls in
September that prompted criticism
both for the faulty devices and for the
company's handling of the problem.
On September 2, Samsung announced
a global halt on sales of the Note 7 after
multiple reports of exploding batteries.
In Australia, major retailers like JB
Hi-Fi, Telstra and Optus immediately
stopped selling the phones, and

Samsung Australia recalled more than


50,000 devices.
After that initial recall, the company
said it had identified a manufacturing
defect in the batteries of its top-of-theline smartphone.
It started shipping new Note 7 phones
in late September that were thought to
be safer.
But reports the replacements were
catching fire led Samsung to announce
it was stopping sales of the devices on
Tuesday.
The South Korean firm did not
comment on whether it had identified
the cause of the fires in the replacement
devices, although officials in Seoul said
it was looking at several possibilities
including the batteries.
"It is more difficult to analyse the cause
of the accidents this time because of

various patterns of the accidents," an


official with the Korean Agency for
Technology and Standards, which met
with Samsung and experts, said.
The company is offering to exchange
Note 7s for other products or refund them.
Note 7 could cost Samsung $17 billion:
analysts
Samsung's decision to pull Note 7s
off the shelves not only raises fresh
doubts about the firm's quality control
but could result in huge financial and
reputational costs.
Analysts said a permanent end to Note
7 sales could cost Samsung up to $17
billion and tarnish its other phone
products in the minds of consumers
and carriers.
Investors wiped nearly $20 billion off
Samsung Electronics' market value
on Tuesday (local time) as its shares

closed down 8 per cent, their biggest


daily percentage decline since 2008.
"This is the first time that I have seen
a product recall go this badly wrong,"
financial analyst Richard Windsor said
in a note to clients.
"When it comes to the damage that it
will do to Samsung's brand, we are in
uncharted territory.
The premium device, launched in
August, was supposed to compete with
Apple's latest iPhone for supremacy in
the smartphone market.
Well received by critics, its first
problem was a shortage as pre-orders
overwhelmed supply.
But within days of the launch images
of charred Note 7s began appearing
on social media, in the first sign that
something was seriously amiss with
the gadget.

A woman has described how a taxi


driver locked her in his cab, forced
himself on her and when she got out
he pressed her up against the door and
felt her up.
Javeed Hameedi, 40, is on trial at the
Auckland District Court for allegedly
indecently assaulting an 18-year-old
woman heading home after a night out
celebrating her birthday.
The woman told the court the taxi
driver picked her up about 2am near
the Roxy nightclub on Fort St where
she had been partying with friends last
November.
She wanted to go home because she
felt sick and asked Hameedi, through
the car window if he would take her to
St John for $20 because that was all she
had.
Hameedi agreed. The woman sat in
the front seat and noticed he'd put

something over his identification tag


but didn't think anything of it.
But she said within two minutes of the
journey he started asking "strange and
uncomfortable questions".
"[He said] you look like a Russian
girl, I like your smile, do you have a
boyfriend, do you do drugs. He just
wanted to know everything."
The woman told him she smoked
marijuana and he tried to invite himself
into her house so they "could smoke
drugs".
She'd just celebrated her 18th birthday
the day before and he allegedly told
her: "You need to experience new
things, do new things".
When they pulled up to her house, he
locked the doors, took off his seat belt,
leaned over and pushed her seat back.
"He went over to hug me, I pulled
away, but he came back."

The woman described how Hameedi


allegedly tried to kiss her face and
chest while feeling "my chest, arms,
and neck, boobs, everything".
"I was kind of pressed against the door,
he was forcing himself on me a bit."
He told her: "I'll let you go if you give
me a hug."
"He was kissing my neck and feeling
under my dress, I was wearing a pretty
short dress. It was pretty gross," the
woman told the court.
After about five minutes, the woman
said she was going to vomit at which
point he opened the doors.
She tried to take her heels off so she
could run, but couldn't do it in time.
The woman said Hameedi got out and
ran around his taxi and pressed her up
against the door.
He allegedly felt her up again and only
let her go when she gave him a fake

phone number.
Under cross-examination by Hameedi's
lawyer Yoon Lee, she was asked why
she didn't scream.
She said she felt vulnerable because
she was a bit drunk and feeling ill.
"I just felt weak, I couldn't think
straight, I didn't really know how to
react best," the woman said.
"I thought being passive was the best
way out."
She said as she left, he asked if they
"could do it again" and smoke drugs
together some other time.
"I think he was a bit delusional about
it."
Lee submitted the security camera in
the car only showed Hameedi "gently
stroking" her shoulder and putting his
head in her lap once but the woman
said that wasn't how she remembered it.
The trial continues.

Three spoke anonymously, and one
allowed her name to be used. "I remember
putting on my dress really quick because
I was like, 'Oh my god, there's a man in
here,'" Mariah Billado, a former Miss
Vermont Teen USA, told BuzzFeed.
Trump, she told BuzzFeed News, said
"something like 'Don't worry, ladies,
I've seen it all before'."
The Trump campaign, BuzzFeed News
said, did not respond to requests for
comment. And BuzzFeed reported
that 11 more women who had been

Flying With Prescription Pot?


CATSA has finally clarified the rules
Passengers told to bring paperwork
and be prepared to talk to the police
After more than a decade of confusion
at Canada's airports, the country's air
transport security authority is now
providing guidance to passengers
travelling with prescription cannabis.
The
Canadian
Air
Transport
Security Authority website, updated
Wednesday, now tells people travelling
with prescription pot to be prepared to
show medical documentation and that
screening officers are obliged to call
police to verify the paperwork. That is,
unless the airport doesn't have officers
on site.
"In airports where there is not a police
presence the passenger's information is
noted from their boarding pass (name,
air carriers and departure time) and
passed along to local authorities," a
security authority spokesperson said in
an email.

While passengers may carry their


medical marijuana in their checked
luggage, CATSA recommends they
carry all medication in their carry-on.
The updated website guidelines follow a
CBC News report about the difficulties
passengers have experienced while
trying to fly domestically with their
medical marijuana. The complaints
were
contained
in
documents
obtained by CBC under the Access to
Information Act.
Some people reported long delays
waiting for police to arrive and
check their documents, and others
said they felt humiliated after being
questioned by police in front of
fellow passengers.
Given that Health Canada estimates
more than 82,000 Canadians are
registered to buy pot from licensed
producers, CBC had asked why the
CATSA website offered no helpful
information for people travelling with

prescription cannabis.
"We are following Transport Canada's
direction on this specific issue. A policy
issue would come from Transport
Canada," a spokesman said.
Yet Transport Canada said CATSA is
entirely in charge of what it decides to
post on its website.
'Put it in your carry-on'
Brent Zettl is just happy his clients now
have access to official guidelines. He's
the president of CanniMed, a licensed
producer of pharmaceutical-grade
marijuana.
"Very often [clients] had to wait for
confirmation from the police who
would come, and so forth, and it would
invariably delay their travel plans," he
said.
Zettl decided to post his own set of
helpful tips for travelling with cannabis
after clients repeatedly told him about
getting hassled at the airport. He
recommends that air travellers:

-Keep herbs and oils in their original


containers.
-Bring their Health Canada registration
certificate.
-Call airports ahead of time
-Pack cannabis in carry-on luggage.
"Put it in to the carry-on luggage to
carry it with them in their possession,
because if the dogs go into the back and
they smell it, they'll pull the luggage
off actually, so you've got to have it
with you," said Zettl.
Although Zettl said he's pleased with
the new information, he remains
confounded by the double-standard
that allows people to fly with powerful
prescription drugs such as opioids
without a second glance.
"As long as marijuana remains illegal
under the Criminal Code of Canada,
screening officers will continue to
notify police when it is discovered
during the course of a search," said a
CATSA spokesperson.



Student Gets Free Puppy - Which Turns Out To Be A Wolf


A student was elated to be given a
"free puppy" - only to discover that the
uncharacteristically wild dog was in
fact a wolf.
He came across the creature after
spotting a sign on a house in Tuscon,
Arizona, offering the animal free-ofcharge and decided to take him home.
But the "puppy", called Neo, proved to
be unusually nervous, would defecate
in his owner's car and would frequently
escape to the neighbour's house,
reported The Dodo.
As his owner was a full-time college
student and had a full-time job, Neo
spent extended periods of time in the
backyard - from which he would often
dig under or jump over the fence to
play with the dogs next-door.
"He built a higher fence to help contain
him, but Neo chewed through it and
continued to escape," Cate Salansky
of Wolf Connection told the animal
website.
Despite being initially welcoming and
allowing the wild animal into their house,
the neighbours became increasingly
suspicious of Neo's behaviour.

He avoided eye contact with them and


would hide in the bathroom and did not
show interest in dog treats.
Eventually, they decided to take him
to the Humane Society of Southern
Arizona who told them that the creature
was not a normal dog.
Neo not only looked like a wolf but
also demonstrated the behaviour of
the non-domesticated animal. Pictures
show him pulling at the leash, not
making eye contact with humans and
behaving like a pack animal.
The organisation's former CEO
Maureen O'Nell said she told them:
"You know that isn't a dog, right?"
The couple told her that they had been
"wondering".
She contacted Wolf Connection to
ask whether they would take him in
and after they agreed she spoke to
his owner about whether he would be
willing to give him up to the sanctuary.
When he agreed, Maureen said she was
"proud of his decision," adding: "His
boy had a wonderful life ahead of him
at Wolf Connection."
The sanctuary put Neo in isolation

when he arrived but they said he


quickly escaped to find their alpha
female Maya and on his first night
joined the "nightly howl".

wolf, Nova, when he arrived there
nearly two years ago.

US Men's Toilets To Get


Baby Facilities
Male toilets in public buildings in the
US must now have baby changing
facilities, according to a new law
signed by President Barack Obama.
Both male and female bathrooms
should have a "physically safe, sanitary
and appropriate" place to change a
nappy.
Known as the Bathrooms Accessible
in Every Situation (BABIES) Act,
it was first raised back in April by
Congressman David Cicilline.
"Federal buildings are paid for by
taxpayers," he said.
"It's important to ensure that they are
as open, as accessible, and as family-

friendly as possible."
The act makes public places "more
accommodating for working mums
and dads" across the US.
There is no specific legislation in the
UK regarding baby change facilities,
Raymond Martin, director at the
British Toilet Association (BTA)
said.
The organisation was set up almost 20
years ago to campaign for better public
toilets across the country.

'Sex Attack' Has Conviction Quashed
A woman found guilty of tricking
a female friend into sex by using
a prosthetic penis to pretend she
was a man has had her conviction
quashed.
Gayle Newland, 26, of Willaston,
Cheshire, had been jailed for eight years
over three counts of sexual assault, but
appealed against the conviction at the
Court of Appeal in London.
Ms Newland, who watched proceedings
via video link from prison, wept on
Wednesday as Lady Justice Hallett,
sitting with Mr Justice King and Mr
Justice Dove, announced their decision
and released her on bail.
She was convicted by a jury of three
counts of sexual assault at Chester

Newland was sentenced in November,

the defendant accused Newland of
creating a fake Facebook profile
under the male alias "Kye Fortune",
so Newland could build an intimate

relationship with her.

and 100 hours in each other's company
in hotels and the complainant's flat.
The accuser still believing Newland
was a man.
The pair had sex about 10 times until
the complainant ripped off her mask
and in disbelief saw Newland wearing
a prosthetic penis.
Newland claimed her accuser, always
knew she was pretending to be a man
as they engaged in role play while
struggling with their sexuality.
She said no blindfold was used and
she did not strap bandages to her
chest and wear a woollen hat and
swimsuit.

Rugby Player Convicted For Indecent Acts


A Southland Stags rugby player has
been sentenced to 18 months' intensive
supervision after admitting three
charges of masturbating in a public
place, twice in front of young girls.
Dillon Halaholo, 23, was convicted in
the Invercargill District Court.
He was unlikely to play in any further
Southland rugby games and it was
understood his Stags contract had
been torn up following his off-field
behaviour.
A police summary of facts say the first
offending was in a supermarket car
park in Invercargill, when Halaholo
began masturbating while in his car
which was parked beside another
vehicle containing 9- and 6-year-old
girls.
He returned to the same car park on
June 3 and masturbated in his car
beside another vehicle containing two

ten-year-old girls.
A week later, on June 10, he returned
again and masturbated next to a car
with a 23-year-old woman inside.
All Halholo's victims said they had
been deeply affected by his actions and
the girls' parents said he had "taken
away their innocence".
Halaholo's lawyer, Richard Smith, had
applications for a discharge without
conviction and final name suppression
for Halaholo denied by Judge Christina
Cook, given the seriousness of his
offences, Fairfax reported.
Halaholo had received counselling
immediately after being charged and
was unlikely to reoffend, Smith said.
"He has come a long way ... in terms
of dealing with these things because
they are extremely embarrassing and
confusing for him and he has had to
deal with that."

Child Bride To Be Executed Despite Retracting


Murder Confession
Amnesty International is pleading with
Iranian authorities to stop the execution
of a 22-year-old woman accused of
killing her husband when she was just 17.
After what was dubbed a "grossly unfair
trial", Zeinab Sekaanvand is due to be
executed by hanging on Thursday. She
was arrested in 2012 for the murder of
her husband, whom she married when
she was just 15 years old.
It is understood that Sekaanvand was
held in a police station for 20 days after
her arrest, where she says, according to
Amnesty International, she was beaten
by male police officers.
The young woman "confessed" that
she stabbed her husband after he'd
subjected her to months of physical
and verbal abuse and had repeatedly
refused her requests for divorce.
Zeinab Sekaanvand will be executed in
the next few days.
Amnesty International said her

subsequent trial was "grossly unfair", as


she was denied access to a lawyer during
her entire pre-trial detention period and
only met her state-appointed lawyer for
the first time at her final trial session on
October 18, 2014. At this session she
retracted "confessions" made when she'd
had no access to legal representation.
Sekaanvand told the court that her husband's
brother, who she said had raped her several
times, was responsible for the murder
and had coerced her into "confessing",
promising he would pardon her.
Under Islamic law, murder victims'
relatives have the power to pardon
the offender and accept financial
compensation instead.
This statement was ignored by the
court, which instead relied heavily on
her "confessions" to reach its verdict.
Two years later the Criminal Court of
West Azerbaijan Province sentenced
Sekaanvand to death.

Sekaanvand became pregnant while


behind bars, after reportedly forming a
relationship with a fellow prisoner. But she
delivered a stillborn child on September
30, meaning Iranian authorities have the
go-ahead for her execution because she is
no longer pregnant.
"This is an extremely disturbing
case," Philip Luther from Amnesty
International said in a statement.
"Not only was Zeinab Sekaanvand
under 18 years of age at the time of
the crime, she was also denied access
to a lawyer, and says she was tortured
after her arrest by male police officers
through beatings all over her body.
"Iran's continued use of the death
penalty against juvenile offenders
displays the authorities' contempt even
for commitments they themselves have
signed up to.
"The

authorities
must
immediately quash Zeinab Sekaanvand's

conviction and grant her a fair retrial


without recourse to the death penalty."
Another 49 people who were children
when they committed their offence are
said to be on death row in the country.

Jalebi
Ingredients:
1 and a 1/2 cup self raising flour
1 cup plain yoghurt
1 tblspn. vanilla essence
1 tspn. food colouring
3 cardamon pods - crushed
water for batter
2 cups ghee for frying
Syrup:
2 cups water
2 cups sugar
Method:
a) Mix together flour, yoghurt and
cardamon in a dish.
b) Add enough water to make a
batter.

Lakadi

c) Cover and set aside for 4 hours.


d) Add vanilla and food colouring to
the batter, mix well.
e) Make a syrup by boiling water and
sugar.
f) Warm up ghee.
g) Take a piping bag or a kitchen funnel
and fill mixture in. Keep finger over
funnel/bag end
to prevent dripping.
h) Release over hot ghee in spirals.
i) Cook both sides on medium heat.
j) Remove from ghee and transfer to
warm syrup.
k) Let jalebies soak for a couple of
minutes, remove and serve.

Suji Halwa

Ingredients:
500g Suji
6 cups Liquid milk
1 tsp Powdered elachi
1/2 tsp Powdered nutmeg
1 cup Sugar
1/4 cup Raisin
1 cup Ghee/Butter
Chopped almonds
Method:
Mix sugar and milk till sugar is
dissolved.
Peel almonds by soaking in hot water.
chop peeled almonds. (can also buy
chopped almonds)

Put ghee or butter in a big frying pan


and heat.
Pour suji in the hot ghee/butter and stir.
Fry suji in low heat. Keep on stirring
till suji is light brown.
Add milk and sugar mixture in fried
suji.
Stir well and add the other ingredients.
Let it cook till all the liquid is absorbed
well.
Notes:
Keep on stirring while cooking
otherwise it may get dark on some
places while other portion will remain
lighter colour.

Ingredients
2 cups flour
2 tspns. ground cardamon
cold water to make dough
(should be stiffer than roti dough)
oil
2 and a half cups sugar - set aside for
later
1 cup water - set aside for later
Method:
Add cardamon to flour. Mix well.
Then add a third of a cup of oil in flour.
Rub with fingers until it resembles
bread crumbs or near enough.
Add cold water to flour and knead to a
stiff dough consistency for 8 minutes.
Apply a little oil at the end for
smoothness.

Knead another minute.


Take a manageable ball of dough and roll
out using a rolling pin (roti thickness).
Cut into thin strips approx. 2 inches long.
Repeat this process until all the dough
is rolled out and cut.
Spread strips separately on a greased
tray.
Heat oil and fry lakadis until light
brown and crispy.
Set aside.
Boil sugar and water until syrup
consistency.
(This could be done simultaneously on
another burner while frying lakadis)
Add syrup to fried lakadi.
Mix all together very well.
Let stand for half an hour. Enjoy!

Ingredients:
Half a cup of yellow split peas, soaked
overnight
3 chillies, chopped
3 cloves garlic, minced
One teaspoon cumin seeds
One teaspoon haldi
Salt to taste
One onion finely chopped
One sprig chopped curry leaves
Quarter cup fresh coriander (dhania
leaves), washed and chopped
Oil to fry

Method:
Grind dhal, add garlic, chili, onions,
coriander leaves, curry leaves, haldi
and salt. Mix all up.
Dry roast cumin seeds in fry pan until
colour changes, crush and add to
mixture.
Shape into balls about the size of a
cherry and flatten in between palms of
hands.
Fry in hot oil until golden brown on
both sides.
Enjoy with tamarind chutney.

As per a recent research men, who
suffer from severe anxiety are twice
more likely to die from cancer than
men, who stay calm and relaxed.
However, women with the mental
health condition were at no greater
risk, reports Daily Mail.
Researchers suggest that anxious men
may be more likely to 'self-medicate'
their anxiety by drinking and smoking
more than women and both factors
increase the likelihood of getting
cancer.
Women are also quicker at going to
the doctor, allowing the cancer to be
detected earlier, making it easier to
treat.
A study of 15,938 people looked at
those, who had also been diagnosed
with generalised anxiety disorder.
The disorder is characterized by
excessive, uncontrollable worry about
many areas of life.
Symptoms can include muscle tension,
insomnia, an inability to concentrate
and restlessness. A total of 126 men
(1.8 percent in the study) and 215

women (2.4 percent) were found to


have the disorder.
Over a 15 year follow-up period, they
found the men with GAD were twice
more likely to die of cancer than men
who were not affected by anxiety.
There was no greater likelihood for
anxious women to die of cancer.
Researcher Olivia Remes said, "In
the past there have been inconclusive
studies of the relationship between
cancer and anxiety. However our
study is the largest one to look at this
relationship. We found that men with
generalised anxiety disorder are over
twice as likely to die of cancer as men
without this condition."
Adding, "This holds true even after
taking account of a range of additional
factors, such as age, major chronic
diseases, serious mental illnesses,
smoking, alcohol, physical activity,
and medications."
"Women did not show this association
between anxiety and cancer. The work
shows that anxiety is associated with
cancer deaths in men," she added.

It is possible that men with anxiety


have lifestyles or other risk factors
that increase cancer risk that ARE Not
accounted for completely, however, this
association does raise questions, and
society may need to consider anxiety as
a warning signal for poor health.
She continued "Researchers, policy
makers and clinicians don't give enough

importance to anxiety, and this needs


to change. A large number of people
are affected by anxiety and its potential
effects on health are substantial."
The study also shows that anxiety is
more than just a personality trait, it is
a disorder that may be associated with
risk of death from conditions such as
cancer.

Fiji To Join Australia's National Rugby Championship

Rugby Championship next year in a
historic development for the talent-rich
Pacific Island nation.

Australian Rugby Union boss Bill
Pulver to make the announcement at
ARU headquarters.
The plan, first reported last month by
Fairfax Media, will see World Rugby
fund the team to join the NRC from
next season. It is a major coup for the
ARU who, along with New Zealand,
are often criticised for drawing players
from the Pacific Islands but not giving
much back in return.
The All Blacks played a Test match
against Manu Samoa in Apia last year,
but inviting a team to join a domestic
competition on an ongoing basis has
the potential to do much more for a
country such as Fiji, which has long
been at the mercy of the lucrative rugby

markets in Europe and closer to home.


The announcement has been some
months in the making, after Fiji coach
John McKee approached the ARU's high
performance manager Ben Whitaker,
to discuss a way to improve the island
nation's development pathway. World
Rugby high performance general
manager Peter Horne was also closely
involved, as the global rugby body is
the main source of funding for rugby in
the Oceania region.
In a pre-cursor to the big move, a handful
of Fijian players joined the NRC this

FORMER Fiji FA vice-president
Mohammed Yusuf is willing to offer
his service to help the growth of
football in Fiji.
And he has set his eyes on applying for
the chief executive officer's position
that will be left vacant by Bob Kumar
at the end of the season.
Yusuf, who is now residing in New
Zealand said, he had wealth of
experience under his belt and was
willing to take up the position.
Yusuf, who is the FANCA Muslim
Federation president, said there would
be a lot of keen football lovers who
would apply for the position.
"I am willing to take up the position if
given the chance," he said.
"I believe there will be lot of keen
people who want to come back and
help Fiji soccer.
"Personally, for me I will have to wait

for Fiji FA to advertise the position


before I look at the requirements and
the selection criteria."
Yusuf was the president of the
Nadroga football that stamped its
authority in the local competition in
1998.
Meanwhile, Yusuf thanked Digicel
for its commitment to sponsor this
year's FANCA Muslim World Cup that
started at Nadi's Prince Charles Park on
Wednesday.
"Without the sponsor there would be no
tournament therefore we thank Digicel
for coming on board.
"I also thank all participating teams
from Canada, Australia, New Zealand
and the US for their presence.
"These participants pay huge sums
of money just to come and play,
socialising and meeting new friends."
The tournament ends on Sunday.

Suva soccer coach Gurjit Singh has


resigned from his post and will be
leaving for USA next Monday.
Singh told the media that he needed a break
after coaching for more than 30 years.
Singh who is originally from
Mataniqara, Ba will be best remembered
for Suvas historic Fiji FACT and IDC
wins in 2012 at Govind Park.

In both finals, Suva defeated Ba in their


home ground where the Capital City
side won Fiji Fact after 17 years and
IDC after a long 29 years.
He has also guided teams like Nadi,
Labasa, Navua, Lautoka Tailevu
Naitasiri, Nasinu and Nadroga and
all these teams have won titles under
Singhs guidance.

The Fiji Rugby Union has released the


names of a strong Vodafone Flying
Fijians team for the 2016 Europe Tour
in November.
The team consists of both local and
overseas based players and sees the
inclusion of Olympic Gold Medalists,
Josua Tuisova, Leone Nakarawa and
Vatemo Ravouvou.
Also included in the side are players
that missed out on selection for the
2016 Pacific Nations Cup due to
their rugby commitments but are now
available for the November tour.
Vodafone Flying Fijians Coach John
McKee says that they are pleased with
the selection for a very challenging
Test Series.
He says this Test series will be a
challenging one and will provide the
Vodafone Flying Fijians an opportunity
for Fiji to build on their RWC
performances against the No.2 team in
the world, England, and against Japan
who performed so well in the RWC.

The Vodafone Flying Fijians will play


the Barbarians on November 12th,
England on the 19th and Japan on the
26th.
