1. The Superintending Engineer(R&B) NH Circle, Anantapuramu invites Bids for the
Construction of work detailed in the Table. The bidders may submit bids for the
following work.

2. The Authority intends to pre-qualify suitable Applicants (the Bidders), who have not
participated in pre qualification process, and they shall be eligible for participation in
the Bid Stage, for award of the Project through competitive bidding, in accordance with
the procedure set out in RFQ Document.

3. The bidders falling in the respective eligibility limit who were prequalified by
MORT&H/G.O.I./New Delhi under EPC and valid upto 31.05.2016 and to be qualified
by MORTH till seven days(7) before scheduled bid due date are requested to submit the
bids as per RFP Document.

[http://https://morth.eproc.in] from 06.10.2016 to 21.11.2016 (upto 1700 Hrs. IST). Bid
must be submitted online as well physical only at [https://morth.eproc.in] on or before
(21.11.2016 upto at 1700 hours IST). Bids received online as well physical shall be opened
on 22.11.2016 (at 15.00 hours IST).
Bids through any other mode shall not be entertained. However, Technical Bids, Bid
Security, document fee, Power of Attorney and joint bidding agreement shall be submitted
physically by the Bidder on or before 21.11.2016 (at17:00 hours IST), Please note that the
[Ministry/ Authority] reserves the right to accept or reject allow any of the BIDs without
assigning any reason whatsoever.

Pre-Bid Meeting will be held on 24-10-2016 at 15-00 Hrs at Office of the Chief
Engineer, (R&B) NH&CRF, AP Hyderabad, Erramanzil, Hyderabad to clarify the issues
and to answer questions on any matter that may be raised at that stage.

5. Bids must also be accompanied by scanned copies of Earnest Money Deposit

(EMD)/Bid security in the form of Demand Draft in favour of RPAO (NH) Hyderabad
or Bank Guarantee in favour of the Superintending Engineer, (R&B), NH Circle,
Anantapuramu for the amount specified above as per the format mentioned in AppendixII of RFP Document. Bid security shall have to be valid up to 180 days from the Date of
Receipt of Bids. The Bidders must invariably upload the Scanned Copies of EMD/Bid
Security, DD towards cost of Bid Document and DD towards APVAT and joint bid
agreement along with Tender Documents duly signed by them.
6. Bids shall be received only online on or before 21.11.2016 upto 17-00 Hrs.

Bids received online shall be opened on 22-11-2016 at 15-00 Hrs in the Office of
the Chief Engineer, (R&B) NH&CRF, AP Hyderabad, Erramanzil, Hyderabad

The original bid security and original demand draft towards cost of bid
document and AP VAT ,Tender Processing Fee and joint bid agreement shall be
submitted on or before 21.11.2016 upto 17-00 Hrs IST at any of the following
offices failing which bids of defaulting bidders will be rejected.
(i)

The authority will not be held responsible for the postal delay, if any, in the delivery
of the documents and non-receipt of the same in time.

INSTRUCTIONS TO BIDDER FOR e-TENDERING
1. Accessing/ Purchasing of BID documents
(i)

It is mandatory for all the bidders to have class-III Digital Signature Certificate (DSC)
(in the name of person who will sign the BID) from any of the licensed Certifying
Agency (Bidders can see the list of licensed CAs from the link www.cca.gov.in) to
participate in e-tendering of GOI, Tenderwizard.com/MORTH.
DSC should be in the name of the authorized signatory as authorized in Appendix II of
the submitted RFQ / RFAQ Application. It should be in corporate capacity (that is in
Bidder capacity / in case of JV in the Lead Member capacity, as applicable). Please
ensure the submission of document certifying the class III DSC.

(ii)

To participate in the bidding, it is mandatory for the bidders to get registered their firm /
Joint Venture with e-tendering portal of MORTH, Government of India i.e.,
[https://morth.eproc.in]to have user ID & password which has to be obtained by
submitting the application fee and necessary documents. Validity of online registration
is one year. Following may kindly be noted:
(a)
Registration should be valid at least up to the date of submission of BID.
(b)
BIDs can be submitted only during the validity of their registration.
(c)
The amendments / clarifications to the BID document, if any, will be
hosted on the web site. www.tenderwizard.com/MORTH.
(d)
If the firm / Joint Venture is already registered with e-tendering portal web site.
www.tenderwizard.com/MORTH and validity of registration is not expired the
firm / Joint Venture is not required a fresh registration.
(e)
Certificate / Copy of RFAQ eligibility limit assessed by the Ministry of Road
Transport & Highways; The Pre-qualified eligible contractors shall apply for the
bidding those were short listed upto 7days prior to Bid Due Date.
