4.Themethodofrecruitment,thepayandallowancesandallother

10.TheDirectormayenterintoarrangementswithanypersonwho
employsandmaintainspersonnelorequipmentorbothforreghtingpurposes,

12.TheFireSafetyOfficersshallundergotrainingattheFireSafety
ManagementAcademyoratanyotheracademy,asmaybespecifiedbythe
Governmentinthisbehalf:

13.(l)TheGovernmentmay,bynotication,requiretheownersor
occupiersofthepremisesusedforpurposes,whichinitsopinion,arelikely
tocauseriskofre,totakesuchprecautionsasmaybespeciedinsuch
notification.
(2)Whereanoticationhasbeenissuedundersubsection(1),it
shallbelawfulfortheDirectororanyotherofficeroftheService,authorizedby

theGovernmentinthisbehalf,toordertheremovalofobjectorgoodslikely
tocauseariskofre,toaplaceofsafetyandonfailureoftheownerorthe

occupiertodoso,theDirectororsuchotherofficermay,aftergivingtheowner
ortheoccupierareasonableopportunityofmakingarepresentation,seize,
detainorremovesuchobjectsorgoodsorordertheclosureofthepremises.

15.(1)Anypersonproposingtoconstructabuildingtobeusedfor
anypurposeotherthanresidentialpurposeorabuildingproposedtobeused
forresidentialpurposeofmorethan15metersinheight,suchasgrouphousing,
multistoreyedats.walkupapartments,etc.,beforethecommencementofthe
construction,shallapplyfortheapprovalofFireFightingSchemeconforming
toNationalBuildingCodeofIndia,theDisasterManagementAct,2005
(53of2005),theFactoriesAct,l948(Act63of1948)andthePunjabFactory
Rules.1952,andissueofnoobjectioncerticateonsuchform,alongwithsuch
fee,asmaybeprescribed.

(2)TheDirectororanyofcerdulyauthorizedbyhiminthis
behalf.maytakecognizanceofanyapplicationandissuesuchinstructionsand

ordersregardingthebuildingplanandforconstructionbyissuingaprovisional

noobjectioncertificatebeforetheconstructionistakenup.
ExplanationIncaseanypersonproposestoincreasethe
numberofoorsonanybuildingalreadyconstructedinsuch

amannerthatitshallqualifyforbeingtermedasahighrise
building,shallbeforeconstruction,applyfornoobjection
certificate.

(3)Theprovisionalnoobjectioncerticateshallbeissuedwithin
60daysofsubmissionofapplicationalongwithsuchfee,asmaybeprescribed,
givingallthedetailsoftheconstructionbeingundertakenaswellastherescue,
repreventionandresafetydetailsrequiredtobeincorporatedduringthe
periodofconstruction.
(4)Duringtheprocessofconstruction,theinspectionofthe
constructionmaybeconductedandtheadviceaboutanyadditions,deviations,

modificationsthatarerequiredtobecarriedoutfromtheprecautionand
preventionpointofview,maybetendered.Suchadviceshallbemadeona
prescribedperformaandhandedovertothepartyconcerned.

(5)Oncompletionoftheconstructionofthehighwrisebuilding,a
noobjectioncertificateshallbeobtained.Intheabsenceofsuchcerticate,the

Providedthatthecompetentauthoritymayenterintoandinspect
anybuildingorpremisesatanytimeifitappearstoittobeexpedientand

necessarytodosoinordertoensuresafetyoflifeandproperty.
(2)Thecompetentauthorityshallbeprovidedwithallpossible
assistancebytheowneroroccupier,astlhecasemaybe,forcarryingoutthe
inspectionundersub~section(l).

(3)Whenanybuildingorpremisesusedasahumandwellingis
enteredintoundersuh~section(1),dueregardshallbepaidtothesocialand
