b) What has my country done to support or condemn this topic?
The Netherlands tops the list of 35 countries in the 2015 Euro Health Consumer
Index; the nation opened 160 primary care centers, open 24 hours per day, 7 days
per week and the delegate is proud to state that the nation of the Netherlands has
increased its budget on healthcare expenditure from 8% to 11.2%.
Netherlands, being a developed nation is part of a number of NGOs and charities
such as Action for Global health and Simavi- Supporting Vulnerable Communities
in Africa & Asia that provide aid to developing nations with emphasis on enhancing
infectious disease prevention. The Dutch government works towards creating a
world free of diseases, the government pays attention to sexual and reproductive
health rights (SRHR) and the nation strongly believes abiding to these rights in the
developing nations would progress towards eradicating infectious diseases such as
HIV/AIDS.
The Dutch government has launched programs in developing nations that promote
sexual and reproductive health rights such as improving sex education and
services for young people, better access to contraceptives, antiretrovirals and
other medicines and implementing sexual and reproductive health care as part of
an accessible, affordable basic healthcare. Some of these programs include
supporting the Universal Access to Female Condoms (UAFC) organization in
promoting the female condom worldwide; supporting the international HIV/AIDS
alliance LinkUp project, the Netherlands is encouraging integration of HIV/AIDS
services into primary healthcare and by supporting large-scale vaccination

The nation of the Netherlands is also collaborating with the WHO and UNICEF to improve
Malaria diagnosis procedures in developing nations by conducting public interventions to
elevate education, diagnosis procedures and treatment of Malaria.
The World Health Organization has established ambitious targets to eliminate the
transmission of HIV and TB by 2030; the Netherlands contributes 2.3 per cent to this
mission and hopes to eradicate the adverse effects of infectious diseases in the
developing world by 2030.
c) What does the delegate plan to do about this topic in accordance with your stance?
The nation of the Netherlands plans to implement a center for disease control (CDC)
framework to enhance infectious disease prevention in developing nations. This
framework consists of three elements, the first being strengthening public health
fundamentals, including infectious disease surveillance, laboratory detection and
epidemiological investigation. The goals of the first element are to modernize infectious
disease surveillance to accelerate public health action, expand the agenda of clinical
laboratories in disease control and prevention and implement elevated workforce
development and training to sustain and strengthen public health practice. The second
element is identifying and implementing high-impact public health interventions to
reduce infectious diseases. The goals of the second element are to identify and validate
high-impact tools for disease reduction and implementing new vaccines and tools for
infection control and treatment, conducting interventions to reduce disease transmitted
by animals or insects. Finally the third element is to develop and advance policies to
prevent, detect, and control infectious diseases. The goals of the third element are to
ensure the availability of authorized scientific data to support the development of
evidence-based and cost-effective policies, strengthen policies to improve prevention,
detection, and control of infectious diseases, increase community and individual
engagement in disease prevention efforts, and promote One Health approaches to
prevent emergence and spread of diseases between animals and humans. The delegate
of the Netherlands believes implementing this framework in the developing world would
move towards providing strengthened infectious disease prevention in all developing
nations. With an increased healthcare budget the nation of Netherlands is willing to
contribute and collaborate with other willing and able nations to enhance the prevention
of infectious diseases such as HIV/AIDS, tuberculosis and malaria that are abundant in
the developing world.
