2 Overview

Overview

2.1 Introduction
To construct a network with a large capacity, wide coverage, and good performance, an operator
needs to deploy a large number of BTS sites. Generally, the power consumption of BTS
equipment and air-conditioning equipment takes more than 90% of the power consumption of
the radio access network. In addition to paying a high cost for power, the operator needs to
conform to the social responsibility of energy saving, emission reduction, and environment
protection.
By introducing the solution of intelligent power consumption decrease to the BSS equipment
and adopting the advanced power control algorithm, Huawei can help the operator solve this
problem.
Intelligent power consumption decrease refers to the solution of decreasing power consumption
of the BTS or even a coverage area through hardware or software without deteriorating network
performance and BTS hardware performance.
The BTS site power consumption includes BTS power consumption and air-conditioner power
consumption, where, based on the BTS power consumption, the air conditioner is selected.
Therefore, intelligent power consumption decrease aims to decrease the BTS power
consumption.
The BTS power consumption includes cabinet power consumption and TRX power
consumption, as shown in Figure 2-1.

The power consumption of other BTSs is similar to the BTS3900 power consumption.

Cabinet power consumption


The cabinet power consumption, a small part of the BTS power consumption, is generated
by the TRX supporting system and basic site control and transmission equipment.

TRX power consumption


The TRX power consumption constitutes a primary part of the BTS power consumption.
The power consumption of TRXs is related to factors such as number of configured TRXs,
traffic volume, output power, and working mode. The TRX power consumption includes:
Dynamic power consumption of the power amplifier: power consumed by the power
amplifier for carrying services.
Static power consumption of the power amplifier: power consumed by the static current
that ensures the normal operation of the power amplifier. Dynamic power consumption
of the power amplifier and static power consumption of the power amplifier constitute
the power consumption of the power amplifier.
Baseband power consumption: power consumed by Digital Signal Processor (DSP),
Field Programmable Gate Array (FPGA), and Central Processing Unit (CPU).
Power consumption of the Radio Frequency RF signal: power consumed by the digital
intermediate frequency (IF) circuit, Digital-to-Analog/Analog-to-Digital (DA/AD)
circuit, and low-power RF signal circuit.

Through intelligent power consumption decrease, power consumption of the power amplifier,
baseband power consumption, and power consumption of the RF signal are decreased.
Therefore, the BTS power consumption is decreased.
The technologies involved in the intelligent power consumption decrease are TRX power
amplifier intelligent shutdown, TRX power amplifier intelligent shutdown on the timeslot level,
intelligent combiner bypass, intelligent adjustment of TRX working voltage, channel allocation
algorithms concerning power consumption decrease, Power Supply Unit (PSU) smart control,
Discontinuous transmission (DTX), power control, power optimization based on channel type,
enhanced BCCH power consumption optimization, active backup power control, and dynamic
cell power off.

2 Overview

Intelligent power consumption decrease can save energy, reduce emission, and save capital
expenditure (CAPEX) by decreasing the BTS power consumption. In the case of the BTSs with
storage battery and other power backups, intelligent power consumption decrease can prolong
the serving time of the storage battery and shorten the serving time of the generator. Intelligent
power consumption decrease can also prolong the serving time of cells and reduce the number
of storage batteries, saving CAPEX.

3 TRX Power Amplifier Intelligent Shutdown

TRX Power Amplifier Intelligent Shutdown


The TRX power consumption is mainly generated by the power amplifier. When there is no
traffic, only static power consumption of the power amplifier is generated, that is, the dynamic
power consumption is zero. When there is traffic, dynamic power consumption is generated.
The dynamic power consumption increases with the TRX output power.
Generally, a cell is not always in the busy state. When the TRX Power Amplifier Intelligent
Shutdown feature is enabled, only some TRXs carry the traffic in a cell, and the power amplifiers
of the TRXs not carrying traffic are shut down. That is, the power amplifiers of the TRXs whose
dynamic power consumption is zero are shut down. Therefore, the BTS power consumption is
reduced.
The TRX Power Amplifier Intelligent Shutdown feature has no adverse effect on network
quality. If the MS is assigned with channels of TRXs whose power amplifiers are shut down,
however, the MS takes a longer time to access the network, because switching on the power
amplifiers of the TRXs is time consuming.
To minimize the impact of TRX power amplifier intelligent shutdown on the network quality,
the parameters StartTimeTACloseTrxPA(BSC6900,BSC6910) and EndTimeTACloseTrxPA
(BSC6900,BSC6910) can be specified at the BSC. The traffic volume on weekends and holidays
are higher than on weekdays, and the busy hours in weekends and holidays are more than
weekdays. You can set StartMonthDSTPA(BSC6900,BSC6910) and StartDayDSTPA
(BSC6900,BSC6910) at the BSC so that the BSC disables the TRX Power Amplifier Intelligent
Shutdown feature from the specified date. You can also set EndMonthDSTPA
(BSC6900,BSC6910) and EndDayDSTPA(BSC6900,BSC6910) so that the TRX Power
Amplifier Intelligent Shutdown feature is enabled again from the specified date.
The TRX whose power amplifiers can be shut down must meet the following conditions:
l

The TRX works normally.

The maximum operation interval of the TRX is greater than ProtectTimeTrxPowerOn


(BSC6900,BSC6910).

After the TRX is shut down, an idle standalone dedicated control channel (SDCCH) is still
available for use in this cell.

There is no packet traffic channel on the TRX.

No channel under conversion exists on the TRX.

The TRX does not carry the broadcast control channel (BCCH).

If the TRX Power Amplifier Intelligent Shutdown feature is enabled in a cell, the BSC predicts
the number of channels that the cell requires in the next one minute based on the history channel
usage when the TRX Power Amplifier Intelligent Shutdown feature is not prohibited. If the
number of channels that the cell requires is smaller than that of the remaining channels after a
TRX is shut down, and the number of the remaining channels is greater than the value of
ReservedIdleCh(BSC6900,BSC6910), the BSC attempts to shut down a TRX having no PDCH
and whose channel usage is the lowest.

If no channels carried by the TRX are seized, the BSC shuts down the TRX.

If TCHs carried by the TRX are seized, the BSC hands over the services on the TRX to
other TRXs, and then shuts down the TRX.

If SDCCHs carried by the TRX are seized, the BSC does not shut down the TRX until the
SDCCHs are released.

The BSC preferentially allocates channels carried on operating TRXs to the MS. If there is no
channel available carried by the operating TRX in the cell, the BSC allocates channels carried
by the TRX that is shut down to the MS. The BSC notifies the BTS to switch on the power
amplifier of the TRX, and then activates the channels carried on the TRX and allocates the
channels carried by the TRX to the MS. To speed up channel assignment, the parameter
ReservedIdleCh(BSC6900,BSC6910) is configured. When the number of idle TCHs is smaller
than the value of this parameter, the BSC notifies the BTS to switch on a TRX that is shut down.

NOTICE
It is recommended that ReservedIdleCh(BSC6900,BSC6910) be set to a value less than the
number of available TCHs carried on the BCCH TRX.
Baseband power consumption, RF signal power consumption, static TRX power consumption,
and dynamic TRX power consumption constitute the power consumption of the TRX board.
When the power amplifiers on a TRX board are all shut down, the BTS can shut down the lowpower RF signal circuit of the RF signals to further reduce the TRX power consumption.
When any of the TRXs on the double-transceiver unit needs to be switched on, the BTS
automatically switches on the RF signals. The TRX Power Amplifier Intelligent Shutdown
feature is a prerequisite for TRX low-power signal intelligent shutdown. That is, the TRX lowpower signals are shut down only after the power amplifiers of the TRX are shut down. You are
advised to enable the low-power signal intelligent shutdown feature when the traffic volume is
low, for example, at night.
The BSC can control TRX power amplifier intelligent shutdown only when the parameter
BSCDynSwitchTrxPAAllow(BSC6900,BSC6910) on the BSC level, the parameter
DYNOpenTrxPower(BSC6900,BSC6910) on the cell level, and the parameter CPS
(BSC6900,BSC6910) on the TRX level are all set to YES(Yes).
In a cell enabled with baseband FH or hybrid FH, if all the TRXs in a same baseband FH group
meet the requirements for the TRX Power Amplifier Intelligent Shutdown feature, then all the
TRXs in the baseband FH can be shut down. When the TRXs are powered on again, the TRXs
in the same baseband FH group need to be powered on at the same time.

When the BCCH TRX participates in baseband FH, the TRXs in the cell cannot be shut
down. Therefore, the TRX Power Amplifier Intelligent Shutdown feature cannot be used.

3 TRX Power Amplifier Intelligent Shutdown

When the BCCH TRX does not participate in baseband FH and all the TRXs (excluding
the BCCH TRX) in the cell are idle, the TRXs can be shut down.

Generally, the TRX Power Amplifier Intelligent Shutdown feature is used together with channel
allocation optimization. The channels on the BCCH TRX are preferentially assigned so that the
utilization of the non-BCCH TRX channels is decreased and the overall power consumption of
the BTS is reduced. In addition, the BTS allocates channels based on the priorities of TRXs.
Channels on the TRXs with high priorities are preferentially assigned to MSs. In this way, the
BSC centralizes busy channels into a few TRXs so that as many idle TRXs as possible can be
shut down.

TRX Power Amplifier Intelligent Shutdown


on Timeslot Level
The optimized double-transceiver unit supports separate control of two power amplifiers.
Therefore, the TRX Power Amplifier Intelligent Shutdown on the Timeslot Level feature is
supported and the power consumption of the power amplifier on the timeslot level is zero. There
are eight timeslots in a TRX.
If only one timeslot has traffic and the other seven timeslots are idle, the power amplifier is
working only in the timeslot with the traffic, and is shut down in the other seven timeslots. The
power amplifier on the double-transceiver unit is switched on or shut down during the time on
the timeslot level.
In this manner, when timeslots are idle, the power consumption generated by the power amplifier
can be reduced during the fixture of offset voltage in the linear area. TRX power amplifier
intelligent shutdown on the timeslot level does not affect channel assignment and traffic.
Therefore, it has no adverse effect on network quality.
The power supply of the power amplifier is controlled inside the BTS, and the power amplifier
can be switched on or shut down during the normal traffic processing procedure. This is achieved
by the Huawei technology of high-speed power supply control of power amplifier, where the
power amplifier can be switched on or shut down in a very short time (close to 0s).
The power amplifier is a field-effect transistor. One of the main factors that affect the life cycle
of the field-effect transistor is the high temperature caused by high electrical current. When the
power amplifier is shut down, there is no current and the accumulated heat is released. Therefore,
when intelligent power amplifier shutdown on the timeslot level is enabled, the lifetime of the
power amplifier is preserved.
Compared with the TRX Power Amplifier Intelligent Shutdown feature, the TRX Power
Amplifier Intelligent Shutdown on the Timeslot Level feature enables the switch on and
shutdown of the power amplifier on the timeslot level. When there are idle timeslots, the TRX
that cannot be shut down by using the TRX Power Amplifier Intelligent Shutdown feature can
be shut down using the TRX Power Amplifier Intelligent Shut Down on the Timeslot Level
feature. Therefore, the power consumption of power amplifier can be reduced to the greatest
extent.
The TRX Power Amplifier Intelligent Shutdown on the Timeslot Level feature is controlled by
TSSHTDOWNEN(BSC6900,BSC6910), and can be applied to only the double-transceiver unit.

Intelligent Combiner Bypass

Intelligent Combiner Bypass (ICB) applies only to double-transceiver units. When the nonBCCH TRX is idle, the BCCH TRX is in ICB mode with a capacity of one TRX. The lowest
voltage is used by power amplifier on the BCCH TRX, and the output power of a single power
amplifier on the BCCH TRX is 15 W/10 W.
After Power Burst Technology (PBT) is used on the BCCH TRX, the output power at the top
of the cabinet of the BCCH TRX is the same as that of a single power amplifier, that is, 60 W/
40 W.
Take an S4 cell for example. To meet the coverage requirement of the cell, the output power on
the TRX port must be 30 W. Generally, the output power of the TRX is 60 W. After the
combination, the output power of both TRXs is 30 W so that the coverage requirement of the
cell is met. When the traffic volume is lower than that in S2 cell, the output power of each TRX
can be reduced to 15 W if the PBT mode is used, so that the combination output power remains
30 W, as shown in Figure 5-1.
In this case, the cell capacity is reduced to S2. The TRX power, however, decreases from 60 W
to 15 W. As a result, the power consumption of the TRX is greatly reduced and the power
consumption of the BTS is lowered.

Enabling the ICB feature saves energy only if either of the following conditions is met:

To enable the intelligent combiner bypass feature, you should set the OPTL

The BTS power consumption can be decreased through proper channel allocation.
The channel allocation algorithms concerning intelligent power consumption decrease include
preferential allocation of channels on the BCCH TRX and preferential allocation of channels on
the TRX with a good power-saving performance.

Preferential Allocation of Channels on the BCCH TRX


Regardless of whether channels on the BCCH TRX are seized, signals are transmitted with full
power. When channels carried on the BCCH TRX are seized, normal bursts are transmitted;
when channels carried on the BCCH TRX are idle, dummy bursts are transmitted. TRX power
amplifier intelligent shutdown on the timeslot level, power control, and DTX cannot be applied
to BCCH TRX. With the introduction of preferential allocation of channels on the BCCH TRX,
the BSC preferentially allocates channels on the BCCH TRX to the MS to reduce the utilization
rate of channels carried by non-BCCH TRXs so that intelligent power consumption decrease
can be applied to the non-BCCH TRXs.
Preferential allocation of channels on the BCCH TRX is controlled by OPTL
(BSC6900,BSC6910). The higher the OPTL(BSC6900,BSC6910), the lower the priority of
channel allocation. Therefore, preferential allocation of channels on the BCCH TRX can be
achieved by raising OPTL(BSC6900,BSC6910) of the non-BCCH TRX.

Preferential Allocation of Channels on the TRX with a Good Power-Saving


Performance
With different power-saving performance of various chips, TRXs produced at different periods
and of different types have different power-saving capabilities. When there are TRXs with
different power-saving performance in a cell, you can preferentially use the TRXs with good
power-saving performance and apply power-saving technology to the TRXs with poor powersaving performance to decrease the BTS power consumption.
When a TRX is powered on, the TRX reports its power-saving performance to the BSC and then
the BSC preferentially allocates the channels on the TRXs with good power-saving performance
to the MS.

This chapter describes the GBFD-111606 Power Optimization Based on Channel Type feature.
Different channels use different modulation modes. After the Enhanced General Packet Radio
Service (EGPRS) feature is introduced to the GSM network, the 8PSK modulation mode is added
to the GMSK modulation mode. With the same output power, a higher voltage is required by
the TRX power amplifiers in 8PSK modulation mode than in GMSK modulation mode.
Power optimization based on channel type refers to the technology that the voltage is provided
for TRX power amplifiers based on different modulation modes of channels so that the BTS
power consumption can be decreased. If the channels on a TRX are all TCHs, the TRX works
in GMSK modulation mode, and the TRX power amplifiers are provided with a voltage in
accordance with the GMSK modulation mode; if there are static or dynamic PDCHs on the TRX,
the TRX works in 8PSK modulation mode, and the TRX power amplifiers are provided with a
voltage in accordance with the 8PSK modulation mode, as shown in Figure 7-1.

8.1 Overview
When the mains supply is cut off, the BTS uses the storage battery as a backup power supply
source. To prolong the battery discharge time, the system reduces the BTS power consumption
by shutting down some TRXs or reducing the maximum TRX output power. After the mains
supply recovers, the system activates all the TRXs and restores the maximum transmit power
of TRXs.
The Active Backup Power Control feature applies to centralized power supply scenarios. In
distributed power supply scenarios, if Active Backup Power Control is enabled and the power
supply of an RRU is faulty, the BSC may reduce the power of all the RRUs in the cell. As a
result, ongoing services are affected.
Figure 8-1 shows the BTS3900 (48 V DC) cabinet with centralized power supply.

l Centralized power supply: The power supply devices of main BTS equipment (BBU and RFU/RRU
modules) are deployed together, and all the devices report power alarms when the mains supply
becomes unavailable.
l Distributed power supply: The power supply devices of main BTS equipment (BBU and RFU/RRU
modules) are not deployed together, and some devices may not report power alarms when the mains
supply becomes unavailable.

When the mains supply for the BTS is cut off, batteries are used to supply power for the BTS.
After the period specified by PWROFFPROTECTSTARTTIME
(BSC6900,BSC6910,eGBTS) expires, the system shuts down some TRXs based on the battery
power reduction algorithm, and gradually reduces the transmit power of the remaining TRXs
with a certain step until the entire BTS is powered off. This function is enabled with
BAKPWRSAVMETHOD(BSC6900,BSC6910,eGBTS) set to BYPWR(Reduce Backup
Power).
Two critical actions are involved in battery power reduction: shutting down some TRXs and
reducing transmit power of the remaining TRXs gradually.
l

Shutting down some TRXs


The system shuts down all the non-BCCH TRXs for which the SDFLAG
(BSC6900,BSC6910) parameter is set to ENABLE(Enable) on the BTS. The system also
shuts down the BCCH TRX when the BTSPOWEROFFLOCKBCCH
(BSC6900,BSC6910) parameter is set to YES(Yes).

Reducing transmit power of the remaining TRXs gradually


The system gradually reduces the maximum transmit power of all the working TRXs on
the BTS.
For a GBTS, the system reduces the transmit power of all the working TRXs at an
interval specified by DROPPWRINTERVAL(BSC6900,BSC6910). The
DROPPWRSTEP(BSC6900,BSC6910) parameter specifies the amount of power
reduced at a time. The MAXDROPPWRTHRESHOLD(BSC6900,BSC6910)
parameter specifies the maximum power reduction amount.
For an eGBTS, the system reduces the transmit power of all the working TRXs at an
interval specified by DROPPWRINTERVAL.

The Active Backup Power Control feature supports three battery power reduction policies based
on the cell coverage, cell capacity, and backup power supply duration: BYCOVER(Cover
Priority), BYCAP(Capability Priority), and BYSAVING(Saving Priority), which can be
specified using the BAKPWRSAVPOLICY(BSC6900,BSC6910,eGBTS) parameter.

8.2 Battery Power Reduction Policies


BYCOVER(Cover Priority)
If BAKPWRSAVPOLICY(BSC6900,BSC6910,eGBTS) is set to BYCOVER(Cover
Priority), the system shuts down some TRXs and then reduces the transmit power of the
remaining TRXs gradually.

With the increasing GSM/UMTS network convergence, GSM TRXs, UMTS TRXs, and GSM
+UMTS dual-mode TRXs are used in a site or even in a BTS cabinet (dual-mode in a BTS
cabinet). Moreover, when a GSM+UMTS dual-mode TRX is used, the GSM network and UMTS
network share a TRX (GSM+UMTS dual-mode in a TRX).
This feature is applied to the scenario where GSM TRXs and UMTS TRXs, or GSM+UMTS
dual-mode TRXs, are in the same BTS cabinet, and uses the same BBU and groups of storage
batteries. If the mains power supply fails and therefore the base station is provided with power
by storage batteries, operators can automatically shut down GSM TRXs (or UMTS TRXs) or
stop providing GSM services (or UMTS services) by using the function of Active Backup Power
Control according to the priorities of the GSM network and UMTS network.
In this manner, the UMTS network (or GSM network) has more backup power, and therefore
provides services for a longer time. By using this feature, operators can shut down TRXs or stop
providing services according to the requirements for GSM/UMTS network coverage.
(GBFD-511206 GSM and UMTS Intelligent Shutdown Based on RAT Priority)
This feature is implemented by setting PWROFFPROTECTSTARTTIME
(BSC6900,BSC6910) for both GSM and UMTS. If GSM services have a higher priority than
the UMTS services when the mains power supply fails, PWROFFPROTECTSTARTTIME
(BSC6900,BSC6910) concerning the UMTS network is set to a small value.
In this manner, the UMTS TRXs can be powered off rapidly and therefore the lifespan of the
GSM backup power is prolonged. Similarly, if UMTS services have a higher priority than the
GSM services when the mains power supply fails, PWROFFPROTECTSTARTTIME
(BSC6900,BSC6910) concerning the GSM network is set to a small value. In this manner, the
GSM TRXs can be powered off rapidly and therefore the lifespan of the UMTS backup power
is prolonged.

10 Weather Adaptive Power Management

10.1 Overview
As operators pay more attention to energy saving and power consumption reduction,
regenerative energy such as solar energy, wind energy, and biological mass energy have been
widely applied to the emerging wireless sites. To configure regenerative energy sources on site
in an accurate and cost-effective manner, you must ensure that the generation capacity of the
regenerative energy exactly matches the energy consumption on site.
The quality of wireless services is primarily defined by the coverage of BTS and the downlink
output power. The serving time of wireless services is represented by the duration of service
provision and the probability of energy exhaustion on site. Weather adaptive power management
is to balance the wireless service quality and the serving time.
Based on the estimation of regenerative energy generation and the energy consumption on site,
this feature dynamically determines the energy consumption behavior, serving time, and service
quality on the site. This feature helps minimize the possibility of the site running out of power,
increase the reliability of energy provision, prolong the serving time of the site, and reduce or
optimize the configuration costs of regenerative energy, when ensuring the desirable service
quality.
Weather adaptive power management determines the proper volume of energy consumption
based on the available energy sources (the electric power is generated by the solar battery, not
by the algorithm or storage battery). The general principle is to keep balance between energy
consumption and generation, to prevent power failures and energy wastes at the same time. If
the ratio of energy consumption at a level higher than the average energy generation capacity
increases, the ratio of energy consumption at a level lower than the average generation capacity
increases either, or the probability of power failures increases. The algorithm allows customers
to choose from the radical, balanced, and conservative energy consumption modes.
Currently, weather adaptive power management is applicable to sites using combined energy of
solar energy and battery. The feature will be applied to sites using regenerative energy such as
wind energy and biological mass energy later.

10.2 Principles
The weather adaptive management algorithm works cyclically. Its working principle is as
follows:
At a certain moment, the algorithm calculates the allowed power consumption of the BTS in an
algorithm period based on the obtained remaining capacity of the storage battery, the calculated
power generation capacity, and the local average power consumption value and power
consumption trend.
After the BTS runs for an algorithm period at the corresponding power level, the algorithm is
called again to calculate the allowed power consumption of the BTS in the second period based
on the obtained remaining capacity of the storage battery, the calculated power generation
capacity, and the local average power consumption value and power consumption trend.
The algorithm is called again and again at the interval to calculate and the power consumption
of the BTS, and therefore the power consumption is controlled.

Power consumption control module


The module calculates the planned output power of the BTS based on the currently available
capacity of the storage battery, currently estimated power generation capacity, energy
consumption trend, estimation period, current input power, and the high (medium or low)
capacity threshold of the storage battery.
The U2000 supports weather-adaptive energy conservation operations for a GBTS. The
operations include creating, modifying, starting, deleting, and viewing a task. After a user
creates and starts a weather-adaptive energy conservation task on the U2000, the U2000
estimates the amount of electricity that can be generated by the GBTS solar panels based
on weather data. Then, the U2000 periodically generates the power levels available to the
GBTS based on information such as the generated amount of electricity, remaining battery
electricity, and GBTS power consumption.

11 Intelligent Power Measurement

Intelligent Power Measurement

With Intelligent Power Measurement, a BTS measures its power consumption and reports it to
the U2000 so that operators can know the BTS power consumption. This feature enables a BTS
to calculate its power consumption by means of direct measurement or accumulation.
l

Direct Measurement
Only a BTS configured with the PMU supports direct measurement. In direct measurement,
the PMU measures the current and voltage, calculates the overall BTS power consumption,
and reports the measurement results to the main control board. The main control board
periodically reports the BTS power consumption to the U2000. Direct measurement results
have an error margin of around 5%.

Accumulation
Accumulation applies to all BTSs. In accumulation, the BTS searches a power consumption
table for typical power consumption of each configured board. The BTS then adds up the
power consumption values to obtain the overall BTS power consumption. The power
consumption of an RF board equals the sum of the products of the current and voltage on
all the power amplifiers of the RF unit. Accumulation results have an error margin of around
10%.
In a multimode base station, each mode reports its own power consumption (including
power consumed by non-RF boards and RF boards) to the U2000. The U2000 then adds
up the power consumption reported from each mode to obtain the overall power
consumption of the multimode base station.

For a GBTS, the SPRECM(BSC6900,BSC6910) parameter determines whether to enable


Intelligent Power Measurement. For an eGBTS, no parameter determines whether to enable
Intelligent Power Measurement.
A BTS can report either AC or DC power consumption to the U2000. To determine whether a
BTS reports AC or DC power consumption, operators can specify the ECMP
(BSC6900,BSC6910) parameter for a GBTS or the MP parameter for an eGBTS.
The power system of a BTS configured with a PMU converts the AC power supply into the DC
power that the BTS can use. Because power loss occurs during power conversion, the value of
AC power consumption is different from that of DC power consumption. To learn how much
power consumption is lowered for a BTS, enable the BTS to report AC power consumption.

Based on the predicted weather condition, estimated available energy of storage batteries, and
predicted changes in the traffic load during future working periods, the Weather Adaptive Power
Management feature increases or decreases system capacity to extend the service time of the
BTS.

This feature adjusts the transmit power and system capacity to achieve energy saving. The change
in the transmit power has the following impacts on the network coverage:

If the available energy is insufficient, this feature decreases the transmit power and system
capacity, causing risks of weak coverage and insufficient system capacity in certain areas.

If the available energy is sufficient, this feature adjusts the transmit power and system
capacity based on the traffic load, meeting the coverage and capacity requirements.

14.1 When to Use Intelligent Power Consumption Decrease


14.1.1 TRX Power Amplifier Intelligent Shutdown
With this feature, the BSC decreases the BTS power consumption by shutting down idle TRXs
in a cell when the traffic is low. Therefore, it is recommended that this feature be used at night
when the traffic is constantly low. On the BSC, you can set a daily period in which this feature
is enabled or dates during which this feature is disabled. You are advised to disable this feature
during festivals to ensure normal traffic processing.

14.1.2 TRX Power Amplifier Intelligent Shutdown on Timeslot


Level
It is recommended that this feature be used on a network where dual-transceiver RF modules
are configured.

14.1.3 Intelligent Combiner Bypass


It is recommended that this feature be used on a network where dual-transceiver RF modules
are configured.

Allocation Algorithms Concerning Power Consumption Decrease feature enables the
preferential allocation of channels on the TRXs with good power-saving performance function,
but not the preferential allocation of channels on the BCCH TRX function.

Add a BTS3900E that supports GBSS saving energy management.

3.

Set the counters related to energy saving management to the measurement state for the
BTS3900E in the U2000 performance management. In addition, set the measurement
period to 60 minutes. The following table lists the counters.

Actual weather data is the data obtained on the current day. Weather forecast data is the
data predicted for the following three to five days. A file interface is used between a thirdparty device and the U2000. The third-party device must upload files containing weather
data and weather forecast data to the specified directory of the U2000 server by FTP before
21:00 every day. The data files must be in .xml format.
Actual weather data
Actual weather data consists of radiant intensity data on the horizontal surface and

When the Function Is Disabled based on site requirements.
Step 2 Run the SET GCELLBASICPARA command to enable the TRX Power Amplifier Intelligent
Shutdown feature for the cell. In this step, set Allow Dynamic Shutdown of TRX to YES
(Yes).
Step 3 Run the SET GTRXDEV command to allow the BSC to disable the TRX power amplifier based
on the traffic volume. In this step, set Allow Dynamic Shutdown of TRX to YES(Yes).
Step 4 (Optional) Run the ADD BSCDSTPADATE command to specify a period during which the
TRX Power Amplifier Intelligent Shutdown feature is disabled in heavy traffic scenarios.

When configuring the TRX Power Amplifier Intelligent Shutdown feature on the CME, you must perform
a single configuration first, and then perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter. You
are advised to perform batch modifications before logging out of the parameter setting interface.

14.7.4 Activation Observation


Observing the gains brought by Multi-Carrier Intelligent Voltage Regulation is difficult on live
networks because traffic loads change in various ways at long intervals and the power
consumption is likely to fluctuate. Therefore, select site models in several different areas, for
example, heavily-populated areas, urban areas, suburbs, and countryside, to observe the feature
gains in a laboratory.
You can use either an external instrument or the intelligent power consumption detection
function. You are advised to monitor the performance on 2 days with similar traffic volume.
NOTE

l Ensure that batteries are fully charged because battery charging affects power consumption.
l The power consumption measured by using the intelligent power consumption detection function is a
little different from the actual power consumption. In addition, this function has special requirements
for the power system. Therefore, use this function based on site conditions. For details about the
intelligent power consumption detection function, see 11 Intelligent Power Measurement.

Using an External Instrument


Step 1 Do as follows without enabling Multi-Carrier Intelligent Voltage Regulation:

Mains Input Out of Range or the mains supply cutoff alarm, and starts power supply by the
battery.

3.

Calculate the interval from when the GBTS generates ALM-25622 Mains Input Out of
Range or the mains supply cutoff alarm to when the GBTS generates ALM-21807 OML
Fault.

Step 2 Perform the preceding steps in the same time period on different days after activating the feature.
Step 3 Compare the interval calculated in 1.3 performed before and after activating the feature.
Expected result: The interval calculated prolongs after the feature is activated. This indicates
that the Active Backup Power Control feature has taken effect.

Using MML Commands

Step 1 (Optional) Configure the mains supply cutoff alarm if the eGBTS uses a third-party power
system.

Run the SET ALMPORT command to configure parameters for the mains supply cutoff
alarm input port. In this step, set the following parameters:
l Set Switch to ON(On).
l Set Port Type to BOOL(Digital Port).
l Set Alarm ID. to the value specified in the network data plan.
l Set Alarm Voltage based on the dry contact alarm output condition on the power
system.

2.

(Optional) Run the SET ENVALMPARA command to configure the mains power cutoff
alarm information. In this step, set Alarm Name, Alarm Level, and Event Type based on
the network plan.

3.

Run the MOD NMSABIND command to configure parameters for the mains supply cutoff
alarm input port. In this step, set NodeB Almport Switch to ENABLE(ENABLE), and
set Almport Cabinet No., Almport Subrack No., Almport Slot No., and Almport Port
No. based on the network plan.

Step 2 Run the SET GBTSENERGYMGTPARA command to configure the active backup power
control parameters for the eGBTS. In this step, set Backup Power Saving Method to BYPWR
(Reduce Backup Power), and set Backup Power Saving Policy, Phase 2 Start Time, Drop
Power Time Interval, and Power-off Protect Start Time based on the network plan.

Step 1 Choose Maintenance > Energy Power-Saving Management > GBTS Weather Adaptive
Energy Management. The GBTS Weather Adaptive Energy Management window is
