A ‘Complaint Manager will be assigned and will fully investigate the complaint. ‘The Superintendent will be informed of every complaint and a written decision shall be provided to the Complainant, If the Complainant is not satisfied with the decision they may appeal it to the Board of Education, The Complaint Manager will forward all materials relative to the complaint and appeal to the Board of Education. The Board of Education will render a written decision which shall be provided to the Complainant. Board of Education Policy 2.260 8/04/04 September 16, 2016 Complaint against Superintendent Dr. Doug Moeller Detatls of complaint: Dr. Moeller and I had worked together from 2007-2009 at Elgin High School where we were colleagues, working alongside one another as Division Chairs. We spent time with the same group of people from the school as a social group on occasion. ‘After we went on to different districts, Dr. Moeller and I had been in contact as friends, meeting up a few times over the course of the next few years. Once he came by my house. We sat out in my back yard and we socialized for hours before he left. Another time, he called me to come and see the new high school. It was still being built and we walked the unfinished structure as he explained what the finished school would look like, We then went to a local establishment for food and drinks before I returned home. After that, Doug asked that I keep in touch and come out half way to get together with him sometime, We never contacted each other until the spring of 2016, In April of 2016, I received a call from Dr. Moeller explaining to me that they were hiring a principal for the high school and he urged me to apply. At first | was not interested because I had been serving in an Interim position at Bolingbrook High School, and I was fairly confident the principal was not going to return. It was very likely that | would inherit that position. He offered to show me around the school so 1 could get a feel for it.I came out, loved what I saw in the facilities and students, and decided I would consider it. I decided a week later to apply. Dr. Moeller had promised that if | wanted the position, it was mine. | applied and was offered the job, which | accepted. At that point, Doug and I revived the friendship from years before. We were in contact regularly, with Doug finding reasons to begin stopping by my house on occasion, The text messaging was very regular, increasing to a nearly daily occurrence. This was the case up to the month of june, when he and | had met up a few times. By the end of june/early July, my and Doug's communication took a turn toward a personal interest in each other. We expressed this through texts mostly, but we both acknowledged the inappropriateness of any “real” relationship. We were in agreement that between the fact that he is married and the fact that he would soon be my boss, we could never cross that line. Our texts and conversation evolved for about the next month and a half into sexual innuendo, jokes, friendly banter; but there began what I would later see as a pattern of odd behavior. Any situation that he witnessed my getting close, either physically or in a personal professional relationship, with another male, he would find a way to strike out at me. The first few times, I wrote it off. Doug’s behavior the last few weeks, however, I have witnessed extremely erratic and alarming behavior. At least as long as a few weeks ago, | was clear with Doug verbally, and stated in texts, that we were friends only. He then began a pattern of reacting angrily and then very kind and apologetic. This turned into an inexplicable events that culminated the night of Sunday, September 11. The previous week, Doug conducted what some staff termed a “witch hunt” in my building, Wednesday evening at approximately 7:20, Doug called me despite my request not to talk on the phone and we ended up in an argument regarding my interactions with a couple of people at the EC. Previously, he supported my concerns about the difficulty with them, but this time (on the heels of my reminding him again that we are only friends), he chastised me and told me that it was my fault for not being able to get along with these few women. It got very heated and we did not end the conversation well, | told him thatis the reason I did not want to call him (per text messages attached) but he did not heed this and he called me anyway. That same evening, Doug sent me an email (attached in packet) at 9:55 PM on September 7 notifying me that he intended to “meet with a few staff members for candid discussions about the climate and culture within the high school...” He also stated, “My expectation for you is to respect the confidentiality of my conversations with these individuals.” He carried this out on Thursday, September 8. He then stopped in at the end of a meeting I was conducting and asked if "I had a few minutes.” We went to my office where the only feedback he had for me was that he “clearly had to have some conversations with [his] people at the EC.” He also told me that he “never wanted to have a conversation like the one the night before again.” agreed. Later that day, some of the staff came to me and some to my AP, Al Biancalana, to describe how uncomfortable they were with Doug's line of questioning, They also communicated how much they supported me and they did not appreciate the witch hunt they felt he was conducting. Following all of this, I received a number of phone calls from Doug on the night of Sunday, September 11°, The first was 8:00 PM, He sounded drunk as he was a bit loud and I could detect some slurring. He began by asking how the house walk was (my excuse to not meet up with him on Sunday night). I told him my brother's plans changed at the last minute so we didn’t get to go. I told him I went into work instead. He became angry and said | should have told him. He told me Victoria and other Board members came to his office earlier that day “hence the meeting tomorrow’ with me. | asked what this meant and then he said they did not talk about me atall, “They were there for another matter.” Then he said a community member “came knocking on his office window” and he had to talk to him “for two and a half fucking hours.” ‘The conversation jumped to many topics, including problems he is having with the Board. He then asked how my day was and I responded, “Shitty.” He asked why and I told him because of the email he had sent me requesting yet another meeting with no explanation as to why. He asked if that ruined my whole day and I said yes, He said we would talk about it tomorrow. | asked if we could just talk today and he said, “That’s work, this is personal.” I then asked if it was wise to meet right before Curriculum Night and could we reschedule. He said he had commitments every night, but then we agreed to meet at 6:15 in the morning, Shortly after, we ended the conversation. Doug called me again at 9:05 PM. He was very clearly drunk, slurring many of his words and hai stop and repeat himself. He was very angry and was hollering about having to talk with| “four fucking times" that day. He said that the Board was throwing MM under the bus" and they “expected (him] to be the hatchet man.” He started ranting about how he was considering suing the DCTA for slander and libel because they were saying he was friends with Jim years ago and that was “undermining his credibility.” He went back to ranting about how after he told the Board negotiations would get ugly. He said Mey ‘who wanted to blow up the salary schedule. Doug then began saying the told him that carries on to anyone who would listen that he was “fucking He then said, "Michele, have we had intercourse?” I was shocked by what | thought I had heard and then not sure because of his lack of. clarity so I asked him what he said. He repeated even louder, “Have we had intercourse?” I said no. He said “Exactly. If] wanted to have intercourse with anyone in the district, it would be you!" had nothing to say to this. He carried on with a great deal of profanity and anger about the Board and how they are trying to drive him out. After much of this, he paused before telling me he wanted me to be successful and that he is not on a witch hunt for me. | told him it was interesting he used that language because that is exactly the wording staff used when they came in to tell me about Doug's conversations with them. This incensed him to hear about this. He asked me what I was talking about. I told him how staff came to me and Al to let us know how they thought it was wrong what Doug was doing after only 13 days of school especially. They said they are very happy with me and the administrative team and that it was around school what Doug was doing. This angered him even more. I told him he has not done this to any other standing principal and he said he talks to teachers at Huntley. 1 said not about the culture and climate with questions about how ‘Tom Kim is doing a leader, He then said he would see me in the morning. I said Good night, but he then asked if don’t have anything else to say to him, I had no idea what he was talking about so I paused, then said no. He angrily said "Wow. Good night then.” I received one of the final and most disturbing texts from him after midnight that night (attached) that accused me of trying to have sex with him multiple times. Nearly everything in the text is a fabrication. ‘was so appalled and frightened by his accusations and frame of mind, particularly as my boss, that I did not sleep more than an hour that entire night. When | finally did get up for work, I emailed to decline the meeting, This led to what has felt like stalking and harassing actions on his part despite my requesting he not contact me except in the event of work- related issues. He called me eight times in less than 40 minutes Monday morning insisting he had "work- related issues to discuss.” When I finally called him back (I asked Al Biancalana to be present, [closed my door and put him on speaker so I had a witness to his state of mind), he went from sobbing and begging my forgiveness, to acknowledging that the text was a fabrication and stating, “I don't know why I did that to you,” to then asking me to his townhouse “for a drink,” to then asking how he “could make it up to me.” He then asked if he could pay off my mortgage. Al took notes on the entire conversation. | am frightened by the person who is now my boss. Despite my continual communication that lam not comfortable meeting with him alone, he has tried several times to meet with me alone. At one point when he sent his secretary out of his office, refused to speak with him and he finally said, “Ok, thank you." do not trust he will accurately report what is stated without a witness. Iam not comfortable being by myself in the building. lam not comfortable going home as I live alone and he has a house not far from mine and his daughter, [just learned, lives “right around the corner” from me according to him. He has bragged numerous times about his guns and the fact that he carries a loaded one in his car. He has made it a point to show me his gun and holster that he rides on is Harley with, even taking the gun out and popping bullets out ofthe cartridge. Given his explosive attitude, the anger he has displayed toward me, which often will suddenly switch to apologies and sometimes crying, and the fact that today, he decided to take off a day from work shortly after I emailed him last evening that I was also taking the day off, I fear for my safety. I feel he has been harassing me, particularly as I recently learned from a community member that he spoke with on Sunday that he said very disparaging things about me.
