Project Overview
The city of Cheney Washington is home to a small and warm community. Within this Eastern
Washington town you will find lovely hiking trails and lakes; delicious and cozy cafs; and a passion for
Eagle football. However one item you will not find in Cheney is an area designated for community
members to recreate indoors. This is why we are attempting to create a spacious, comfortable, and
welcoming indoor sports complex for our locals. This facility will include two indoor soccer fields, and
plenty of other indoor recreational opportunities. There will be plenty of parking and space for spectators.
Our facility will welcome every individual with authentic care and compassion. Staff will always promote
the health and wellbeing of our facility participants. We feel that this facility will become essential for our
community, particularly during these winter months, when activity levels have shown to drop by 20%,
due to harsh weather conditions. We hope to see these numbers rise once community members have an
indoor sport complex readily available during these snowy times. Our mission is to create a localized
competitive soccer facility for the community. Our vision is to see more participation in competitive
indoor soccer from the Cheney area. Our goals are to encourage healthy competition, bring in more
support for local indoor sports, and promote year round recreation. Our objectives are to create a safe
competitive environment, help promote active lifestyles, and have fun.

Needs Assessment and Survey Report


Executive Summary
In todays society soccer is one of the most played sports around the world, and is ever
growing in popularity. Outdoor soccer fields are easy to come by, but indoor soccer complexes
are slim and in high demand. We believe Cheney needs an indoor soccer complex for youth to be
able to compete year round, and not have to drive to Spokane to participate in a competitive
indoor league. This would provide the residents of Cheney a competitive sports option close to
their homes. Cheneys participants would benefit gratefully from an indoor facility, from the
sports aspect to a great social setting for people in the community to come watch some indoor
soccer.
Purpose
The purpose of our survey was to collect information from the individuals in the
community to see if putting in an Indoor Soccer Field would be of interest. In order to move
forward, we needed to learn the general demographics of the individuals we were polling, i.e.,
age and gender. Since Cheney, has a large amount of youth who compete in sports we wanted to
determine, what sports they feel are most important. We also wanted to know if the community
believes it would benefit from creating an Indoor Sports Complex. In addition we wanted to
determine, how many of the people surveyed would or knows someone in their family that would
use this facility. Lastly, we wanted to know if the people of the community wanted to see an
Indoor Sports Complex be built. This information would help us determine if putting an indoor
soccer field in Cheney would be useful to the population of Cheney.
Overview of Methods and Procedures
As we were forming our surveys, our demographic was aimed to the community
of Cheney. We decided to poll individuals outside of Mitchells so we could get a wide variety of
participants. We had individuals of all different ages interested in many different things. This
tactic helped us get more general data of the interests and demographics of the people of Cheney.

Indoor Sports Complex Survey


As members of Eastern Washington Universitys RCLS 360-Recreation Facility Planning and
Environmental Design class we are looking to get the communitys opinion on a multipurpose indoor
sports complex on the 50 acres of land across from the Eagle Point Apartments. This survey is to help
inform us on the number of participants we could expect to use it and what participants value most. Please

Conclusions
After collecting all of our data, we found that sports programs are important to the community of
Cheney. The most popular sports in Cheney are Soccer and Football. In addition to those being the most
popular two sports, it directly correlated to them being what they would like to see in an Indoor Sports
Complex. We also discovered that many of the people we surveyed would like to see an Indoor Sports
Complex. In addition many stated that the facility would be used, and that it would greatly benefit the
community. Based on our results, the community would benefit from putting in an Indoor Sports
Complex. To specify, from looking at the results, we believe the facility should be an indoor soccer field.

It would be the most beneficial and receive the most use from the general population, as for soccer was
the top vote of the people we surveyed in the community. So from these results, we narrowed it down into
an Indoor Soccer Complex. Possible future adaptions to the facility could include removable Football
uprights, or other sports adaptions.

Universal and Environmental Design


Universal Design
We are ADA compliant. Individuals who are in a wheelchair can easily roll across the turf and the
building is made accessible for all who are attending. Our facility also has high-grade turf that is
beneficial to minimize impact injuries. Our bleachers are accessible for all spectators. It serves a
community purpose. Our parking lot is also easily accessible. Our facility is a one story building that is at
ground level making it easily accessible for anyone with disabilities.

Environmental Design
In designing our facility, we went through and made sure we took the proper steps to make our
building Green Efficient, and in addition made sure we met the LEED certifications. We are building an
energy efficient building.
For our Sustainable site development construction zones will not extend past 40ft beyond our
building site in order to reduce disturbance of the natural land. In addition we will use river rock in
negative or open ground spaces that will help prevent erosion and allow for access with water run-off.
There will be no plants outside, reducing the need for sprays and insecticides. We have no need for
irrigation because we are using a high grade turf that requires no water. Well use Porous Concrete for our
facilitys parking lot. This will create a system for storm water runoff. Well no longer need to do more
construction for a detention facility, and the water and soil quality will be improved due to natural
filtration. The life of the parking lot will be increased, and the long term costs of filtration will be
decreased. Porous Concrete also reduces surface heat, and is ADA compliant.
Our building is water efficient because we do not have to water the area around our facility. We
are using river rock to landscape the outside of our facility. We also have high quality water efficiency
sinks and drinking fountains that help with water efficiency and water savings.
In addition we are striving to make our building energy efficient. We will use LED lights
because theyre energy efficient, and theyre easily disposable. These cost less to run and have better
lighting effect results. We will also be using a radiant barrier which will help reduce heat transfer, rust
and erosion. We will have insulation to reduce energy consumption for heating and cooling. For air
infiltration we have a top of the line HVAC commercial System that is systematically controlled for the
space we have. For renewable energy we will have one large, slant roof mounted solar panel that will help
our consumption of energy.
In our material selection, we selected Eco-Friendly building material. This material is easily
recyclable, and most of the steel you use has been from another site. In addition, steel does not give off
toxic fumes in the construction of the building and or in a fire or disaster. Steel is the least expensive and
most durable product we have out here. There is lower maintenance costs because there isnt much
upkeep to the building. And in addition the construction time for designing this facility isnt very long at
all, which reduces a lot of costs and potential injuries for all who are involved. In addition the steel
building has rot and fire resistance which makes steel a great material selection. Pre-engineered steel
helps reduce the island effect as well. We chose a high grade, arena turf that does not use a rubber infill,
reducing maintenance and material use.

In addition, for our environmental indoor quality, we will have an HVAC system. This system
has air control and ventilation to keep sustainable air quality and flow.
Lastly, after assessing our facility, we will be LEED certified based on the development plans of
our facility. Being LEED-certified means our building is resource efficient. It uses less water and energy
and reduces greenhouse gas emissions. In addition, being LEED certified saves our facility money in the
long run. Our building is LEED certified because we have implemented many green aspects when
building and maintaining our facility. Our facility scored a 52 on the LEED v4 for BD+C: New
Construction and Major Renovation, which in turn makes our facility LEED Certified. Our facility is
both energy and water efficient, and environmentally friendly.

Risk management plan


In this section, the risks of our indoor soccer facility is assessed at severe impact being
we scored 22 which is greater than 17, 13-16 being high, 9-12 is medium, and 9 and below is
considered low.

The total possibility of property exposure and vandalism scored a 7, employee


misconduct scored a 4, and personal injury an 11. Indoor soccer facilities are considered to be
low risk facilities, but in personal injury aspect there is a higher risk associated with sports.

Conclusion
In looking at our risks we have developed a sound risk management plan to help reduce
the risk associated with our indoor facility. We covered our facility property with insurance, site
monitoring, and security measures. Secondly we are managing the risk of miss conduct of
employees by requiring background checks. Implementing extensive training, and setting clear
values and rules. Lastly, we are managing personal injury cases by implementing liability
waivers, keeping first aid supplies, and having our employees be certified in first aid training.
Overall, this helps to minimize risk and loss for our facility, and promotes a safe and fun
environment.

Capital Budget
We are using cost effective concrete which will continue to save money on maintenance
and repair costs. Also we are purchasing a full pre-engineered building. This reduces
construction time and costs, and reduces certain maintenance costs. Most of our items are
purchased through online suppliers and contracted companies for better materials and supplies at
lower cost.

Facility Budget
Our annual maintenance fees are $21,062.72 a year. This includes a full time Janitorial
service. This also includes Waste Removal, water and energy expenditures and other
maintenance costs.
