INCIDENT
Spill or leak of a hazardous chemical while being transported to site
(Prampus) from Jelemuq mainly. Main concern is contamination of water in
local streams or storages. See also EEP10 for oil spill.

CONTROLS
All trucks used to transport hazardous chemicals also carry emergency
equipment as detailed in individual Emergency Procedure Guides for
transport (as attached, both in English & Indonesian), also carried in each
truck. Emergency Procedure Guides have been produced for the following
substances:

Ammonium nitrate (Nitropril)


Caustic soda solution
Diesel / Oil
Hydrochloric acid
Lime (calcium hydroxide)
Sodium cyanide
Sodium percarbonate
Petrol

See also EEP03 for general information. Training in transport emergency


procedures will also be given to truck drivers and the Emergency Services
personnel and Supply Superviser in charge of transport.

ACTIONS
The driver of the truck that has spilled the chemical must follow the
instructions on the Emergency Procedures Guide for the chemical that is
spilling.
Emergency Services personnel will:
1. Immediately attempt to stop the spill / leak if possible (eg. close valve),
to stop chemical entering drains.
2. Block flow into drains using a shovel to make a sand or earth bund.
3. Report leak to Environmental and Supply. Clearly say where the spill is.
4. Mark off spill area to keep out traffic and unnecessary personnel.
5. Investigate extent of flow.
The Supply Superviser in charge of transport will:
Send 2 people to the nearest spill shed. They will collect appropriate
absorbents and proceed with them to the spill site.
The Environmental responsible person will:
Send a person to the spill site to supervise placement of absorbent. This
person will call for placement of booms at appropriate river locations if
there is a chance of the chemical escaping to a river.

SAFETY PRECAUTIONS
Use rubber gloves when handling chemical soaked absorbent. Wear a
buoancy vest if working near deep water. Keep all sources of ignition (eg.
no smoking) away from spill area.

RECOVERY
1. Environmental employees will check the river for any effected fauna and
collect them if any are found.

2. Community Relations will inform people near the area of the spill, and
down river of the spill if it is not fully contained, and provide explanation
and remedial supplies if required.
3. Retrieve absorbents when spill has been contained and dispose of to the
hard waste dump.
4. Pump free liquid chemical from bunded containment into drums for
disposal / reuse.
5. Dig up sand and contaminated topsoil and truck to an area defined by
Environmental (usually the hard waste dump area).
6. Fill out Incident Report Form as per EIP04.
7. Submit Incident Report Form to Safety Superintendent.
