1.

A ZONING ORDINANCE TEXT AMENDMENT TO ARTICLE 11 TO PROVIDE FLEXIBILITY IN


TELECOMMUNICATION FACILITY SETBACKS - Under the existing Zoning Ordinance
regulations, towers must be set back one foot for every foot in height when adjacent to zoning
districts that allow residences. New construction technology, called "break-point"
technology, can reduce the fall zone for towers because they break apart when collapsing. This
text amendment would allow the Board to approve a lesser setback for telecommunication

facilities utilizing the break-point design. The Board of Supervisors initiated this amendment on
October 13, 2016. The Planning Commission voted 4 to 0, with one member absent, to
recommend approval of the Ordinance, as amended, on October 20, 2016. (Richard Gerhardt,

A RESOLUTION TO APPROVE SPEX-16-005832 - CASANOVA TOWER - AN APPLICATION


FOR A CATEGORY 20 SPECIAL EXCEPTION TO CONSTRUCT A 140 FOOT MONOPOLE
TELECOMMUNICATIONS TOWER AND ASSOCIATED EQUIPMENT COMPOUND (PIN
7902-23-8746-000), CEDAR RUN DISTRICT - The applicants are requesting a Special
Exception to construct a 140 foot telecommunications tower. All tower requests exceeding 80
feet in height require a Special Exception. In addition, a new telecommunications facility, not
concealed as a silo, must be surrounded by wooded areas for at least 100 feet on all sides. The
area surrounding the proposed facility does not meet the definition of a wooded area, further
necessitating the Special Exception. The property is located at 5348 Casanova Road (Route
616), Warrenton. The Planning Commission conducted a public hearing for this item on
October 20, 2016 and voted 4-0, with one member absent, to recommend approval of the
application, subject to conditions and the approval of Zoning Ordinance text amendment TEXT16-005927. (Mary Jo Pohzehl, Owner/Calvert Crossland and Verizon Wireless, Applicants,

A RESOLUTION TO AMEND THE FY 2017 ADOPTED BUDGET BY $6,120,931 - Staff will


provide an update on FY 2016 year-end status to the Board of Supervisors at a work session on
November 3, 2016. During the presentation, staff will identify a number of incomplete projects
and other needs in various funds requiring FY 2017 appropriation or transfer of funding.
Requests totaling approximately $8.3 million including appropriations of $6,120,931 and
transfers of $2,199,460 will be identified at the presentation. The Code of Virginia, 15.2-2507,
requires a public hearing when amendments to the budget exceed 1% of total expenditures,
