Scope of Works
Project Kaizen will run for a duration of 3 years with a 1 year extension applicable.

The formalisation of the ATCO Gas Australia & UrbanGrid approved contractor relationship is testament that we uphold the
same values as ATCO Gas Australia and will strive to maintain the highest standards, look after the smallest details and
commit to going the extra mile in everything we do.
The inclusion of the ATCO Gas Australia brand alongside our UrbanGrid Australia brand is significant and as a result we
expect all employees to ensure that we maintain the highest standards of behaviour at all times.

Any behaviour deemed to damage this approved contractor relationship and/or either brand will be dealt with appropriately.

HSEQ Management Plan Overview


The HSEQ Management Plan has been developed for Project Kaizen to outline our approach to managing:

Health
Safety
Environment
Quality

across ATCO Gas Australias gas distribution system (GDS)

Roles and Responsibilities

UrbanGrid Policies
The following UrbanGrid policies apply to Kaizen works

Hazard Identification and Risk Management


While UrbanGrid will identify and management hazards and risk according to HSE PRO 04 Hazard and Risk Management onsite
it is captured via:

Job Risk Assessments (JRAs) or


Take 5s
Hazard reports
Near miss reports

Hazards and risks shall be managed using the hierarchy of controls

HSE Reporting
The reporting of hazards, near misses and incident is covered in the UrbanGrid induction, though its important to remember

All hazards, near misses and incident must be reported


The shall be reported immediately to your Supervisor and UrbanGrid representative (as soon as area is made safe)
ATCO Gas control room is notified
A documented report form must be submitted to UrbanGrid within 24 hours.

High Risk Work


High risk work during the Kaizen project have been identified as:

Entering and working in confined spaces


Working in excavations over 1.5m deep
Working hear energised electrical installations
Working near road or railways
Working near mobile plant
Use of forklift

Personnel shall hold suitable training and accreditations to conduct any of these tasks.

Emergency Preparedness
Onsite to ensure appropriate response to emergencies the following shall apply:

All personnel to hold current Apply First Aid and CPR accreditations
Fire extinguishers available
Stock first aid kits in all fleet vehicles
Spill kits

Should an emergency occur the following shall be followed:

Stop work immediately and vacate the workplace or site


Assist anyone in the workplace or site who may not be familiar with the evacuation procedures
Call emergency services on 000 or on 112 from a mobile phone. Other emergency numbers are on display in on all HSEQ
communication noticeboards and at the bottom of the HSE PRO 04 FRM 01 Job Risk Assessment
Notify a UrbanGrid supervisor
Notify ATCO Gas control room 13 13 52
Assemble in the nominated muster point until you receive further instructions from an UrbanGrid supervisor or representative or
emergency services employees

Report the incident to your Supervisor as soon as it safe.

Training and Inductions


Before any workers attends site the following must be completed:

UrbanGrid Induction
Appropriate ATCO Gas Training
Relevant employer (contractor) induction

Training records shall be submitted to the UrbanGrid Compliance Manager

Consultation and Communication


Consultation will take the form of:

Toolbox meetings
Stop work for safety meetings
Informally during the planning of activities or the development of Safe Work Method Statements
When changes to workplace arrangements
During investigations into any incident UrbanGrid Health and Safety Committee

Communication will take the form of:


Induction
Toolbox meetings
Stop work for safety meetings
Sharing hazard reports
Sharing incident reports and outcomes
Rectification and non-conformance actions
Distributing HSEQ Communication, and ATCO Gas specific Safety Alerts

Site Set-Up
All Project Kaizen sites will meet the minimum requirements as per SWI SSU 001 Site Setup .
Depending on the task the following signage shall be displayed at all times:

Men at work sign


Danger flammable gas
Pedestrian beware

Task specific SWIs or SWMS must be referred to for further information on site set up .

Construction Hazards
The HSEQ Management Plan outlines how other construction hazards will be managed. Other construction hazards that are
reference in legislation include:

Falls from height


Falling objects
Excavation works
Trenching
Working near overhead and underground services
Electrical items
Working near mobile plant

Section 9.3 provides information on how these hazards are managed.

Construction Hazards
Other hazards that form part of Kiazen project works include:

Ladder safety
Manual tasks
Slips, trips and falls
Hand operated and power tools
Sun safety

Section 9.4 provides information on how these hazards are managed.

Quality Management
UrbanGrid will ensure works meet ATCO Gas standards by:

Conducting inspections
Issuing non-conformances and reifications
Ensuring equipment is maintained and calibrated
Handling and assistance in the management of complaints
Sharing compliments
Auditing against SWIs
Maintaining certification to AS/NZ and ISO standards
Supporting and educating sub-contractors

Site Inspections and Safety Conversations


While UrbanGrid have HSEQ personnel to conduct site inspections, Supervisors are also responsibly for site inspections and
safety conversations.
Sub-contractors who operate more than one Gas Services or MRA fleet will be allocated site inspection and/or safety
conversations to be conducted on a monthly basis.
Site Inspections cover:
Personnel requirements - PPE and Training
Vehicle and Tooling
Standard of works being carried out or completed
Document and environmental management

Safety Conversations involve:


Work practices
Health and safety issues
Innovations

End of Month Reporting


UrbanGrid must submit a report by the third working day of the new month.
The report covers all aspects of HSEQ, relating to Kaizen works. Including:

Carbon emissions
Incoming and existing employees
Non-conformances and rectifications issued
Number of drug and alcohol tests conducted
Number of self-inspections
Number of FAI, RWI, LTI
Training completed
Employees numbers and hours worked

Sub-contractors are responsible providing the Compliance Manager with the following information:
Kilometres travelled
Litres of fuel used
Machinery hours worked
Details of employees who ceased employment during the month

Environmental Management
Due to the different working environments and location of Kaizen works will be completed the HSEQ Management Plan outlines
the method in which works will be managed to minimize the impact to the environment

Flora, fauna and weed management the following documents will be used as a reference HSE PL00001 GL0001 Weed and
Pathogen Management and Vehicle Hygiene Guideline HSE POL 01 PL 01 FRM 01 Environmental Management Guideline
Noise works will be undertaken during the hours of 0600-1800 Monday to Saturday
Spoil and dust control
Contaminated soil

Where noxious weeds, contaminated spoil or spills occur these shall be reported to the UrbanGrid Compliance Manager
