The parties have indicated their agreement by their signatures hereto. Therefore, the Commission adopts the party's agreement by issuance of this order. ‘The parties have agreed that Chris Burchell will receive a reprimand for having contacted Deputy Larry Pearson, on or about May 23, 1996, requesting Pearson's appearance in County Court at Law Number Six, in the DWI trial of Sandra Sanchez. ‘The Commission basis this disciplinary action on Chris Burchell’s violation of Sheriff's Civil Service Rule 9.02(P), with the underlying violation of Sheriff's Manual of Policies and Procedures: Rule 5.30, Conduct Unbecoming an Officer. ‘This order will restore Chris Burchell to the rank of Sergeant effective September 9, 1997. He will receive no back pay. However, tis order will restore his salary as follows: (1) he will receive the across the board, three percent raise that all Sheriff employees received in October 1996, (2) he will receive the eight percent salary increase he was making when the Sheriffs office originally promoted him to Sergeant on December 15, 1995, This order will restore Sergeant Burchell’s seniority in the rank of Sergeant with past seniority accrued from December 15, 1995 [date of original promotion] to December 12, 1996 [the date of Enactment of Demotion] and such past seniority will be credited to his current seniority. Thus, with seniority restored, Sergeant Burchell has now completed the probationary period for the rank of Sergeant, NOW THEREFORE, the Commission adopts the above settlement as the order of this ‘Commission. On behalf of the entire group, I wanted to thank you again for patting together a very successful program for the visitors. Their stay in San Antonio was trly unforgettable! This was mostly thanks to the incredible hospitality extended by so many. Linda was so gracious to spend not just one, but two days with us, taking us to some beautfa, fun and memorable places. The visitors particularly ‘enjoyed the San Juan Mission, the strest fair and laving an authentic Tex-Mex meal at Mi Tierra, Linda even treated them to Mexican pastries that day. ‘As Viold you over the phone, our informal meeting with Sergeant Burchell was excellent and ‘most likely one of the most memorable moments of the entire trip so far, We met over dinner af fhe County Line, where the visitors thoroughly enjoyed their taste of Texas BBQ. Chris spent beveral hours talking tothe visitors about his work, and imparted some invaluable edvice and jessons learned, He also spent time telling them about his ranching, which was neat forthe tesen ‘We took the water taxi to get there, which was fun, "The dinner with Heather and Juancho was also a great experience. They served up Texas cuisine as well, and were incredibly welcoming. They even went tothe lengths of finding an Algerian flag to place atthe center of the table and a CD of Algerian music. ‘The professional appointments were all successful as well. What a great time to meet with Carle ‘Vela of the Democratic Party... Hilary Chester provided some helpful information about Catholic Charities’ work, and the meeting with the US Attomey’s office was also very informative, and save the visitors a much better idea of how the judiciary works herein the US end in Texas (and related to border issues) in particular, Ifyou have any questions about the program, please let me know! PS — Could you please send me Linda's mailing address? I forgot o get her card before we left, ‘and wanted to be sure we send her a thank you letter. Best, Kelly Kelly A.
