DA chief recommends
dredging of Cagayan River
TUGUEGARAO CITY, Cagayan Agriculture Secretary
Emmanuel Piol will recommend to President Rodrigo
Duterte the immediate dredging of the Cagayan River here.
Based on what he saw during their aerial assessment
to determine the extent of Lawins damages, Piol said
should there be another typhoon that will hit region 2, lives
will really be at risk.
He said dredging should now be done because the
river is already silted.
Dredging could be the most possible solution to solve
the problem on perennial floods and bank erosions in many
communities along or near the Cagayan River, the Secretary said.
He recommended for the need of a separate authority
to manage the river where he cited Cagayan River Management Authority for that matter.

TUGUEGARAO CITY, Cagayan - The Department of Public Works and Highways (DPWH), through the Quirino
District Engineering Office, recently completed the construction of Rain Water Collection System (RWCS) in 19
different schools in Quirino province.
District Engr. Marifel T. Andes said the recipients of
the RWCS were elementary and secondary schools in the
towns of Aglipay, Cabarroguis, Diffun, Maddela and
Nagtipunan.
She said the project collects rainwater through pipes
connected from the roofing of the school buildings of
which, the accumulated rainwater is distributed to toilets,
washroom and other utilities.
Andes said this is one of the innovative ways to maximize rainwater for sanitation purposes.
There are lots of things that we can do with rainwater. We can use it to clean comfort rooms or as simple as for
watering the plants. Eventually, this contributes in ensuring cleanliness in the schools, especially the health of the
faculty and students, she said.

The day after his meeting with Abe,
Duterte said he was amenable to joint patrols
with Japanese naval vessels in Philippine
territorial waters in the South China Sea.
Weeks before, he stopped joint patrols with
the US Navy.
So is Duterte moving to a closer
relationship, even an alliance, with Japan?
Lets take a close look at three strategic
factors.
Japan needs a strong Philippines
First, Japan needs a strong, independent
Philippines for regional security, especially
on the high seas. Otherwise, we can easily
be taken over by a big power hostile to Japan.
That would threaten vital sea lanes and
fishing waters in the South and East China
Seas and the Western Pacific. It would also
complicate the deployment of US forces from
Guam, Hawaii, Australia, and the Indian
Ocean, to defend Japan.
So Tokyo has every reason to build up
Philippine defense capabilities, especially air
and naval power needed to counter foreign
pressure and aggression, and ensure freedom
of navigation in surrounding waters.
Wont that provoke China in the same way
that the US-Philippines alliance did?
Maybe not. Despite historical animosities
with China, Japan is not a rival superpower,
and the Japan Self-Defense Forces (JSDF),
dwarfed by the Peoples Liberation Army
(PLA) and with no nuclear weapons, does not
pose a strategic threat.
Moreover, due to restrictions in Japans
peace constitution, the JSDF cannot deploy
massive forces in the Philippines, as the US
Seventh Fleet would under the Enhanced
Defense Cooperation Agreement (EDCA).
Since it cannot garrison the Philippines,
so to speak, Japan needs to build up our own
defense capabilities if we are to resist
aggression, especially the anti-access/area
denial weaponry urged by security experts.
By contrast, the US preferred to escalate
its naval and air assets in Philippine territory
and bases, with little urgency in providing

Centre, lectured on how
Bhutan has successfully
incorporated the GNH in
its national development
policies and programs.
The thought behind
GNH is simple: incorporate
the status of the environment, good governance,
equitable and sustainable
socio-economic growth,
and the promotion and
preservation of culture
when measuring the
growth of countries. The
quality of life is just as important as the growth rates
that we have been working so hard to increase.
I have been urging
our government to adopt
the GNH concept and I
think this is possible if we
start in our communities.
My challenge, therefore, is for the DILG to look
into the four pillars of GNH
and see how it can be incorporated in the criteria
for the Seal of Local Good
Governance.
To our LGUs, my challenge is to ensure the
implementation of our
laws, especially our environmental laws that are
essential as we tread on
the path of resilient, inclusive and sustainable development.
I hope all LGUs
present here have already
submitted their Local Climate Change Action Plans
(LCCAP), have permanent
Local Disaster Risk Reduction and Management
Office (LDRRMO), and
are fully implementing the
Ecological Solid Waste
Management (ESWM)

DA assures farmers of
fast aid after typhoons
BAYOMBONG, Nueva Vizcaya The government is hastening the provision of various assistance for victims severely affected by previous typhoons Karen and
Lawin, Department of Agriculture (DA) officials here
said.
Celerina Miranda, DA provincial chief, said they have
already completed the report of damages caused by the
two typhoons right after their landfall since last week
which includes the proposed Rehabilitation Plan for the
affected farmers.
We had an overtime of work just to submit these
report requirements to top management so that immediate release of calamity assistance will also be released on
time, she said.
Miranda said in Nueva Vizcaya alone, typhoon
Karen has damaged more than 5,000 hectares of rice
plantations while typhoon Lawin also devastated more
than 6,500 hectares of the same crop.
We only have small damages on our corn crop during Karens fury but it rose to more than 709,000 hectares
when Lawin landed, she said.
On high value crops, Miranda said typhoon Karen
destroyed more than 168.7 hectares plantations in the
province while Lawin damaged more than 200 hectares.
Typhoon Lawin devastated those remaining plantations that typhoon Karen spared. With this, we are
encouraging our farmers to report any damage on their
crops no matter how small it is, Miranda said.
She also advised farmers to closely coordinate with
their Agricultural Extension Workers (AEWs) so that their
crop damages will be fully reported and validated.
They should also contact them regularly so that
they will be updated on our programs, projects and assistance later, Miranda said. Ben Moses Ebreo
