CAUAYAN CITY, Isabela A P2.5 million multi-patient ambulance was recently acquired by the city government here for better health services, Mayor Bernard Faustino

Dy said the multi-patient ambulance, which can transport four patients at a time, is
expected to enhance the citys disaster and emergency response capabilities.
This is considered economical since it can haul four patients at a time as compared to the single-patient ambulance, the mayor said, adding that more patients

DA chief recommends
dredging of Cagayan River
TUGUEGARAO CITY, Cagayan Agriculture Secretary
Emmanuel Piol will recommend to President Rodrigo
Duterte the immediate dredging of the Cagayan River here.
Based on what he saw during their aerial assessment
to determine the extent of Lawins damages, Piol said
should there be another typhoon that will hit region 2, lives
will really be at risk.
He said dredging should now be done because the
river is already silted.
Dredging could be the most possible solution to solve
the problem on perennial floods and bank erosions in many
communities along or near the Cagayan River, the Secretary said.
He recommended for the need of a separate authority
to manage the river where he cited Cagayan River Management Authority for that matter.

Caritas member countries pledge support for Lawin response

AT least eight Caritas Internationalis member-organizations
have pledged support for communities devastated by
supertyphoon Lawin (Haima), the National Secretariat for
Social Action (NASSA) or Caritas Philippines said Sunday.
Among Caritas organizations that have pledged their
support for NASSAs ongoing humanitarian efforts are
CAFOD (Caritas England and Wales), Caritas Belgium,
Caritas New Zealand, and Development and Peace (Caritas
Canada), NASSA said.
Caritas Espaola and Caritas Luxembourg also helped
in finalizing the response plans with NASSA, it added.
Earlier, assessment teams from the Catholic Relief Services (Caritas USA) were also deployed in Isabela, while
Cordaid (Caritas Netherlands) will join the rapid assessment mission on Monday.
NASSA said that Caritas member-organizations have
been partners of Caritas Philippines since the 1960s, helping the Philippine Catholic Church implement various development, advocacy and humanitarian programs.
One of the biggest humanitarian endeavors they have
helped support is the on-going Yolanda rehabilitation program, with assistance amounting to P4.6 billion so far,
NASSA said, adding that the endeavor has helped more
than 1.8 million Filipinos.
As always, our heartfelt thanks to the Caritas family
who worked side by side with us in bringing humanitarian
aid to Filipinos affected by strong typhoons since the time
of Typhoon Yolanda up to now, NASSA/Caritas Philippines Executive secretary Fr. Edwin Gariguez said.
Initially, the Philippine Catholic Church through
NASSA allocated P2 million from its emergency funds called
Alay Kapwa to support the on-going relief operations in
northern Luzon.
The Vatican-based Caritas Internationalis, the umbrella
organization of all Caritas worldwide, is currently headed

CABARROGUIS, Quirino - This province and one of its

towns, Saguday, were able to make it to the 2016 Seal of
Good Local Governance (SGLG) for the second time.
Interior and Local Government Sec. Ismael Sueno, in
his letter addresed to Gov. Junie E. Cua, said the province
passed all the minimum parameters of the SGLG core components, namely Financial Administration, Social Protection and Disaster Preparedness.
Sueno said it has also met the measures for all the
following three essential areas such as Business Friendliness and competitiveness, Peace and Order and Environmental Management.
In a different letter sent to Saguday Mayor Marcelina
M. Pagbilao, Sueno said the municipality also met the same
standards of three core areas and three essential areas.
Both the province and Saguday town are entitled to
access Performance Challenge Fund and loan facilitation
approval through issuance of Good Financial Housekeeping Certificate.
Cua and Pagbilao together with some DILG provincial
and municipal officials are set to attend the SGLG National
Conferment Ceremony on October 27, 2016 at the Sofitel
Philippine Plaza Manila, Pasay City.
The SGLG was launched in 2014 to challenge local
governments to continue good governance practices along
the six Thematic Performance Areas- the core assessment
areas (GHF, Disaster Preparedness and Social Protection)
and the essential assessment areas (Business-friendliness
and Competitiveness, Peace and Order, and Environmental Management).
In order for the LGU to be conferred with SGLG, they
must pass all the three core assessment areas and any one

P44 million worth of highimpact flood control
project in Nueva Vizcaya.
District Engineer
Ronald P. Reyes said the
project includes the construction of a revetment
to
support
the
Mangayang Bridge located at Brgy. Banganan
in Aritao which links
Aritao-Quirino Road.
He said a 636.0 lineal
meters revetment struc-
ture with a combination of

gabion and granular fill
embankment materials was
built to further strengthen
the said bridge.
The construction of
the flood control project
will help prevent inland
flooding. Most especially, it will protect lives
and properties of residents during heavy
rains, Reyes said.
He added that the
project is a blessing to the
residents for they can already have a peace of
mind even if the water
level in the river increases
because of continuous
rainfall.

Pack up and go, or come and invest?

THE question must be asked because many international
businessmen and prospective foreign investors do not now what
is really the policy of the Philippines on foreign investments.
The other week, just before he left for Tokyo for an official
visit to Japan, President Duterte declared that businessmen or
business who have been made uneasy by his inflammatory speech
and his war on drugs, should pack up and leave. That appeared to
close the door on foreign investors, especially Americans who tend
to be squeamish about human rights and the rule of law.
While the President was in Tokyo, his chief economic advisor,
Finance Secretary Carlos Domiguez, told a gathering of the
Japanese business community that the Duterte government has
crafted a business-friendly
socio-economic agenda that
reflects the Philippines
readiness to host foreign
investments and enable them
to do good business in the country.
Instead of allowing the confusing situation to fester, we believe
its imperative that the government hammer out quickly a coherent
and consistent policy on foreign investment. It should not let the
matter rest on the often whimsical and impulsive statements of
President Duterte.
It should emphatically declare that our country welcomes and
supports foreign investments as before.
The best way to do this is to place the policymaking in the
hands of Congress and the governments economic managers.
We should learn from the fact that Duterte issued the pack
up and leave statement without proper study, and in irritation
over the comments made by US assistant secretary of state Daniel
Russell about how the Presidents recent foreign policy
pronouncements have made many countries, not just the United
Sates, nervous about where our country is headed.
That the muddle has come at this time is unfortunate and
regrettable, because the Philippine economy is enjoying a spell of
stability and dynamism, a condition that is conducive for both
investments and trade. This should be a time to build on gains,
and not a time for retreat.
The good economic prognosis was matched by growing
international recognition of the strategic importance of the
Philippines in the Asia-Pacific, and its emergence as a new Asian
growth dynamo.

How Japan can become our leading ally

TALK about role reversal. After
meeting
Japanese
Prime
Minister Shinzo Abe on October
26, visiting President Rodrigo
Duterte assured his host that we
will not abandon Japan which
he called special friend closer
than a brother.
Ponder again those words
from the leader of the
Philippines, conquered by the
Empire of Japan nearly 75 years
ago, and now one of the biggest
beneficiaries of Japanese trade,
aid and investment.
Why on earth must Duterte
tell Japan our biggest aid donor
that the Philippines would not
forsake it, as if it depended on us
for some crucial need?
Well, in fact, Japan did need
President Dutertes assurance of
continued Philippine support, if
not alliance.
Heres why: During his state
visit to China the week before
going to Tokyo, Duterte
announced separation from
the United States and alliance
with China and maybe Russia
against the world.

Imagine China and the
Philippines joining forces in the
waters between them, through
which most of Japans oil imports
pass, and you see why PM Abe
needed to be assured that such a
naval nightmare isnt the kind of
alliance Duterte had in mind.
Tokyo got that assurance in
the joint statement issued by
Duterte and Abe after their
meeting. Eight of the 15 points in
the communique touched on
maritime security issues, with
repeated
references
to
cooperation between Japan and
the Philippines.
Along with words came
action: The Philippines is getting
two large patrol boats and ten
other patrol vessels from Japan,
along
with
two
marine
surveillance planes, and training
for the Philippine Navys pilots
and enhancing its infrastructure.

appreciation for Tokyos plan to

generator sets and water pumps to the severely-hit local
government units (LGUs) in this province.
Marcos said the generator sets and water pumps are
initial assistance of his office as he vowed to bring more
aid here and in other provinces severely affected by
Lawin.

hit the Northern Luzon is to give assistance for the affected victims, Marcos said, adding that he wants the

CAA Basic Military Training Classes 8,9,10 and 11-2016
last October 28, 2016 with Colonel Bartolome Vicente O.
Bacarro as guest of honor and speaker held at Isabela Hall,
Headquarters 77th Infantry Battalion, Camp Melchor F. Dela
Cruz, Upi, Gamu, Isabela.
The CAA BMT Classes 8,9,10 and 11-2016 started
last September 15, 2016 with 34 students from Cagayan
province and 170 students from Apayao province. The said
training was spearheaded by the 77th IB under the leadership
of Lieutenant Colonel Jose Arn M. Real, Commanding
Officer and Captain Roberto S. Maduli, Training Officer,
77IB. The Basic Military Training conducted are for the
newly recruited Civilian Volunteers to fill-up the lacking
strength of CAFGU patrol bases in Apayao and Cagayan
provinces that are securing the barangays from all threats.
The CAA students went through forty-five (45) days
of rigorous basic military training to include disaster
response training, environmental protection and seminar
on waste management and disposal - as one of the mandates
of Brigadier General Paul T. Atal, D.P.A. AFP to all units
under 5ID to comply with Republic Act 9003 known as the
Ecological Solid Waste Management Act of 2000 as the
modest contribution of 5ID in mitigating the harsh effect
of climate change.
The graduation ceremony were attended by Mayor
Rollie U. Guiano of Sta. Marcela, Apayao, families and
friends of the graduating students and 77th IB personnel.

TUGUEGARAO CITY, Cagayan - The Department of Public Works and Highways (DPWH), through the Quirino
District Engineering Office, recently completed the construction of Rain Water Collection System (RWCS) in 19
different schools in Quirino province.
District Engr. Marifel T. Andes said the recipients of
the RWCS were elementary and secondary schools in the
towns of Aglipay, Cabarroguis, Diffun, Maddela and
Nagtipunan.
She said the project collects rainwater through pipes
connected from the roofing of the school buildings of
which, the accumulated rainwater is distributed to toilets,
washroom and other utilities.
Andes said this is one of the innovative ways to maximize rainwater for sanitation purposes.
There are lots of things that we can do with rainwater. We can use it to clean comfort rooms or as simple as for
watering the plants. Eventually, this contributes in ensuring cleanliness in the schools, especially the health of the
faculty and students, she said.

along the Maharlika highway and we focused our
priority concern here so
that flow of commuters will
not be stopped for a long

Weeks before, he stopped joint patrols with
the US Navy.
So is Duterte moving to a closer
relationship, even an alliance, with Japan?
Lets take a close look at three strategic
factors.
Japan needs a strong Philippines
First, Japan needs a strong, independent
Philippines for regional security, especially
on the high seas. Otherwise, we can easily
be taken over by a big power hostile to Japan.
That would threaten vital sea lanes and
fishing waters in the South and East China
Seas and the Western Pacific. It would also
complicate the deployment of US forces from
Guam, Hawaii, Australia, and the Indian
Ocean, to defend Japan.
So Tokyo has every reason to build up
Philippine defense capabilities, especially air
and naval power needed to counter foreign
pressure and aggression, and ensure freedom
of navigation in surrounding waters.
Wont that provoke China in the same way
that the US-Philippines alliance did?
Maybe not. Despite historical animosities
with China, Japan is not a rival superpower,
and the Japan Self-Defense Forces (JSDF),
dwarfed by the Peoples Liberation Army
(PLA) and with no nuclear weapons, does not
pose a strategic threat.
Moreover, due to restrictions in Japans
peace constitution, the JSDF cannot deploy
massive forces in the Philippines, as the US
Seventh Fleet would under the Enhanced
Defense Cooperation Agreement (EDCA).
Since it cannot garrison the Philippines,
so to speak, Japan needs to build up our own
defense capabilities if we are to resist
aggression, especially the anti-access/area
denial weaponry urged by security experts.
By contrast, the US preferred to escalate
its naval and air assets in Philippine territory
and bases, with little urgency in providing
and developing the A2/AD gear we need, like

the marine surveillance planes now coming
from Japan.
The Philippines can secure Japanese
shipping
Even before the Philippines can attain
ample defense capabilities, it can already
help secure Japanese shipping even now, by
providing an alternative route skirting the
South China Sea and going through the
countrys archipelagic waters.
From the Malacca Strait and Singapore,
ships bound for Japan can sail into the Sulu
Sea, traverse the Visayas, and exit to the
Pacific Ocean, where they can be secured by
the US and Japanese navies operating out of
Guam and Japan.
To enable this alternative route via the
Philippine territorial sea, internationally
recognized under the UN Convention on the
Law of the Sea, Japan can help enhance port
and marine support facilities along the way,
so as to accommodate huge ocean-going
vessels. At present, most Philippine ports are
for domestic shipping only.
The Japan-Philippines economic synergy
The third strategic factor underpinningn
deeper Japan-Philippines relations is
economic synergy between ageing, workerdeficient Japan and populous, young
Philippines.
This symbiosis is partly seen in the influx
of nurses and caregivers into Japan, along
with growing ranks of Filipino workers in
various fields. This trend will become more
and more crucial as Japans population gets
even older, and its industries and its farms
find it harder and harder to get workers. Not
to mention willing hands for menial tasks.
In addition, Japanese industries should
find the Philippines a welcome alternative
to Malaysia, Thailand, and China, where
labor is getting most expensive and harder to
get. In addition, plants in the country would
be much closer to certain markets like the US,
Australia, and Japan itself. And Filipinos can
also address Japans fast-rising demand for
IT staff.
Add to the people factor the longstanding
bounties of Philippine agriculture, fishing,
and resources, and the economic synergy
further strengthens Japan-Philippine ties.
Yes, in our security and our economies,
we can indeed become closer than brothers.

fail, mainly because Duterte is much too
popular with the masses and even some in
the middle class, who are all rooting for him.
Duterte can easily do an Erdogan of
Turkey, when a segment of the military went
against him. All Erdogan did was to ask
people to go to the streets, which they did and
he not only stayed as Turkeys president, but
also obtained too much power and control, to
the point of jailing most of the mutineers and
firing people left and right, along with closing
down the media. He has become a dictator.
While there is a lot of opposition now
against Erdogan, he remains in control, which
is a bad thing for democracy.
This is likely to occur in the Philippines
under Duterte, should the yellows and their
allies try to unseat Duterte unconstitutionally.
On a defensive stance, Duterte will have no
choice but to declare martial law, which will
probably be granted by the House, or if need
be declared immediately, will be done
anyway by Duterte.
We have had too many democratically
elected Philippine presidents ousted through
unconstitutional means and worse, the
Supreme Court, in such instances, declares
such unconstitutional acts as constitutional,
to the extent of coming up with such
unconstitutional doctrines as constructive
resignation even when no such thing is
found in the Constitution.
It is time for the Philippines and its people
to stop all these undemocratic moves by the
elite against a president they dislike.
A better way is for the country to go for a
constitutional change through the cha-cha.
And this is the best time to do it, mainly
because Duterte has stated quite clearly that
all he wants is a constitutional change to
Federalism and that he will step down and
will not run for reelection. So in two years

time, Duterte will be out.
That way, the Filipinos can again vote for
another president or prime minister,
depending on whether the President will
retain important powers while the Parliament
will have a prime minister who will be head
of government.
And if the people no longer want the
prime minister to stay, then the
parliamentarians can pass a no confidence
vote to oust the head of government
constitutionally and legally, with new
elections called, should Parliament be
dissolved.
Of course, cha-cha can be a federal
system with a bicameral Congress, a copy of
America, which will probably be more
attuned to Filipinos who are generally not
familiar with the European parliamentary
system where the prime minister is the big
chief and with the president having hardly
any power at all.
There is the French model, where there
is a president who holds the powers of
defense, national security and other powers,
while in the parliamentary government, the
prime minister is the head of government and
governs through a Cabinet government.
It all depends on what kind of cha-cha the
people want in the end, and more
importantly, in an information campaign for
cha-cha, should the measure pass in Congress
and the Supreme Court, as it is almost certain
that there will be a challenge to cha-cha once
this is passed by Congress, there should be a
clear definition of what powers a president
and/or prime minister will have and what
power of the people can be had to remove a
president/prime minister in the event of
abuses or scandals.
It really is time for Filipinos to come of
age and embrace modern democracy. Coups
should be a thing of the past, and never again
should these yellow mobsters and their coups
ever be the norm in ousting presidents/

2016 Philippine Local Governance Congress

ALLOW me first to recognize the champions and
advocates of local autonomy from the national
and local governments,
civil society, business,
academe, media and international development
partners, who are present
to celebrate the 25th anniversary of the Local
Government Code (LGC).
Congratulations to
the Department of Interior and Local Government, under the leadership of Secretary Ismael
Mike Sueno, for convening the 2016 Local
Governance Congress in
partnership with the
Union of Local Authorities of the Philippines
(ULAP), led by Governor
Al Francis Bichara.
The future communities in the Philippines will
vastly differ from the
ones we live in today. As
we witness the 21st century unfold, our nation
faces a new set of technological, socioeconomic
and global challenges
that are more complex
than any of us have ever
experienced in our shared
history. They dramatically alter the way we live
in our communities, and
at stake is the quality of
life, not only of ours, but

of our children.
It is the responsibility of the government, especially local government
units (LGUs), to understand these challenges
and to take proactive
measures that will optimize our nations future
to plan, build and support sustainable communities.
We are a nation of
over 7,000 islands with diverse culture from more
than
a
hundred
ethnolinguistic groups
speaking different languages. How does the
State provide the services appropriate to the
needs of its diverse population? How can the State
effectively utilize its
peoples varied talents
and skills to contribute to
national growth? This is
precisely why the LGC
has been an important
tool for the State not only
to devolve the responsibility of governance to
LGUs but also to ensure
the participation of all
Filipinos in nation building.
I take note that we
are recognizing todays
awardees of the Lupong
Tagapamayapa Incen-
tives Award (LTIA) and

the Seal of Good Local
Governance (SGLC).
I commend the
lupong tagapamayapa for
promoting
the
k a t a r u n g a n g
pambarangay system and
settling disputes amicably in the barangays.
This has saved millions
of pesos that would have
been spent for litigation.
I likewise commend
the awardees of the Seal
of Good Local Governance, which has increased from 254 last
year to 306 this year,
marking an improvement
in the performance of
LGUs in the core and essential performance areas.
I understand it is not
easy to get the Seal of
Good Local Governance
because an LGU needs to
pass the three core componentsfinancial administration, disaster preparedness, and social protectionplus one of the
essential areasbusiness friendliness/ competitiveness, peace and
order, and environmental
management.
But I would like to
take the challenge further.
Allow me first to ask
the following questions

to our LGUs: are the
people in your respective
towns and provinces
happy? Is the ecological
integrity in your jurisdiction intact? Do you have
programs to preserve and
sustain your traditional
arts, crafts and industries? Are your communities resilient and sustainable to ensure that future
generations would still
enjoy the benefits of
abundant ecosystems?
Why do I ask these
questions? Because if we
look around us, this is the
unfortunate reality: for
every percentage rise in
our economic activity,
hectares of wondrous
and thriving biodiversity
are extracted from our
natural environment.
Economic gains from
exploiting and extracting
through unsustainable
mining, illegal logging,
overfishing and unabated
industrial production enter into statistical columns
for gain and growth. In
contrast, irreparable harm
and lasting damage are not
made part of the gain/loss
equation.
The skewed emphasis
on the gains has caused
government to fail on a

BAYOMBONG, Nueva Vizcaya The Department of Public
Works and Highways (DPWH) here has sent its heavy
equipment in the provinces of Cagayan and Isabela to augment the existing resources of both local government units
and national government agencies in the on-going road
clearing operations.
Engineer Glen Miguel, assistant district chief of the
DPWH Second Engineering District Office said their district alone has sent several heavy equipment to augment
agencies concerned in the clearing operations along the
Cagayan-Apayao road.
We were informed earlier that our personnel in
Cagayan are faced with 10,000 cubic meters of debris cause
by landslides in these areas, he said.
Miguel said the immediate response is needed to
enable the entry of workers from the Cagayan Electric
Cooperative (CAGELCO) to undertake restoration efforts
of power.
He said only two loaders and two dumptrucks are
now left in their district to undertake clearing operations
along road sections in Kasibu town, one of the sources

of upland vegetables of the province.
We are expecting that clearing operations on our
secondary roads will be completed this week so that our
farmers can transport their products to the market,
Miguel said.
He also appealed to Novo Vizcayanos of their understanding and cooperation since their resources are focused on priority areas such as the Maharlika highway
during major typhoons and the Nueva Vizcaya-Benguet
road as second priority during clearing operations.
Miguel said their heavy equipment have been deployed in these areas even before the occurrence of typhoons Karen and Lawin.
Please understand our services and focus of attention during typhoons and other calamities. Anyway, local government units, especially those with heavy equipments can act and respond immediately in clearing landslides in their areas and we can replenish their fuel expenses later, he said.

The other day, Dr.
Saamdu Chetri, Executive
Director of Bhutans Gross
National Happiness (GNH)
Centre, lectured on how
Bhutan has successfully
incorporated the GNH in
its national development
policies and programs.
The thought behind
GNH is simple: incorporate
the status of the environment, good governance,
equitable and sustainable
socio-economic growth,
and the promotion and
preservation of culture
when measuring the
growth of countries. The
quality of life is just as important as the growth rates
that we have been working so hard to increase.
I have been urging
our government to adopt
the GNH concept and I
think this is possible if we
start in our communities.
My challenge, therefore, is for the DILG to look
into the four pillars of GNH
and see how it can be incorporated in the criteria
for the Seal of Local Good
Governance.
To our LGUs, my challenge is to ensure the
implementation of our
laws, especially our environmental laws that are
essential as we tread on
the path of resilient, inclusive and sustainable development.
I hope all LGUs
present here have already
submitted their Local Climate Change Action Plans
(LCCAP), have permanent
Local Disaster Risk Reduction and Management
Office (LDRRMO), and
are fully implementing the
Ecological Solid Waste
Management (ESWM)
Law. It has been 15 years

since the ESWM law was
enacted but we have not
achieved even a 50% compliance rate among LGUs.
In the face of the climate crisiswhich affects
food, water, settlement,
jobs, livelihood, human
welfare, safety and security, poverty reduction,
and economic growth
we cannot and should not
stick to business as
usual in the way we pursue development.
We need to revisit
and rethink conventional
frameworks and strategies
for socioeconomic development. We should examine our respective development approaches and
ask these questions: How
can we further develop
our societies without
compromising the welfare
of generations to come?
How can we advance our
socioeconomic standards
without putting our
people at risk? How can
we realize our shared
goals on increasing the
quality of life and achieving sustainable development with greater certainty of success? Our
answers to these questions will redefine for us
the meaning of development.
As national and local
government leaders, we
have the moral responsibility to achieve genuine
development for the country and our communities.
Closest to the
people, local government
leaders have the privilege
to translate national policies, plans and programs
into concrete and visible
actions for the people.
Much is expected from
you by the people.
The people expect
good governance. The
people expect a better
life, a brighter future. Let
me assure you that there
is no better way to realize that aspiration than
planning rightly and pursuing development that
promotes equitable and
sustainable growth and
good care of the environment.
Delivering well in
these expectations are
legacies that you could
certainly be proud of and
for which the people will
surely appreciate and
long remember your service to them.

DA assures farmers of
fast aid after typhoons
BAYOMBONG, Nueva Vizcaya The government is hastening the provision of various assistance for victims severely affected by previous typhoons Karen and
Lawin, Department of Agriculture (DA) officials here
said.
Celerina Miranda, DA provincial chief, said they have
already completed the report of damages caused by the
two typhoons right after their landfall since last week
which includes the proposed Rehabilitation Plan for the
affected farmers.
We had an overtime of work just to submit these
report requirements to top management so that immediate release of calamity assistance will also be released on
time, she said.
Miranda said in Nueva Vizcaya alone, typhoon
Karen has damaged more than 5,000 hectares of rice
plantations while typhoon Lawin also devastated more
than 6,500 hectares of the same crop.
We only have small damages on our corn crop during Karens fury but it rose to more than 709,000 hectares
when Lawin landed, she said.
On high value crops, Miranda said typhoon Karen
destroyed more than 168.7 hectares plantations in the
province while Lawin damaged more than 200 hectares.
Typhoon Lawin devastated those remaining plantations that typhoon Karen spared. With this, we are
encouraging our farmers to report any damage on their
crops no matter how small it is, Miranda said.
She also advised farmers to closely coordinate with
their Agricultural Extension Workers (AEWs) so that their
crop damages will be fully reported and validated.
They should also contact them regularly so that
they will be updated on our programs, projects and assistance later, Miranda said. Ben Moses Ebreo

damaged by Lawin ten

to achieve a 100 percent reduction in the number of
drug users in the province
is involving the active participation of Bodong holders. In the plan is the inclusion of information and education campaigns on illegal
drug during an upcoming
Bodong Summit.
Bodong is a bilateral
peacepact between two
sub-tribes and has a key
holder of responsibility to
enforce its provisions
(pagta) including at present
the prohibition on sale and
use of illegal drugs to and
among Bodong subjects.
There are more than 100
peacepact holders in
Kalinga.
Also tapped as partners in
the campaign
against drug abuse are civil
society organizations particularly the KalingaApayao Religious Sector
Association and Shalom
Kalinga, a moral recovery
group involved in the rehabilitation of drug users.
Mayer also named the
Kalinga State University,
other colleges and the Department of Education for
the continuing advocacy
on drug laws particularly
on Republic Act 9165 to
students and adoption of
Drug Abuse Resistance
Education or DARE in the
elementary grades and high
school.

Dy lll at City Mayor Bernard Faustino Dy ng Cauayan, Isabela ang isang Executive
Order na nag-aatas sa mga kinauukulan na busisiin at pag-aralan kung nasa tamang
gamit ang mga tumatayong bodega o mga gusali.
Batay sa nilagdaang Executive Order No. 28 ni Dy, binigyan diin ng gobernador na
marapat lamang na ligtas anumang oras ang kanyang mga kababayan sa kapahamakan..
Anya bukod sa katahimikan at kaligtasan ng lahat ng citizenry, layunin ng Executive
Order No. 28 na laging ligtas sa anumang impact ng pagkasira ng kalikasan at gusot na

Tokhang at Double Barell, para hindi mauwi sa NARCO-STATE ang ating bansa.
Sa ilalim anya ng Section 465 ng Republic Act 7160 o Local Government Code of the
Philippines, nabiyayaan ng kapangyarihan ang isang Governor o local government unit
