Safety net hospitals need equitable funding to

continue providing quality care to New York
State's most vulnerable patients

In our cities, communities of color, immigrants and other working families still struggle to access highquality health care. In our rural communities, patients are anxious that the only hospital around for
miles may close. Our safety net hospitals have never been more needed by more patients, but these
institutions are not getting the funding they so desperately need.
Currently, 149 out of 187 hospitals in New York State, or nearly eighty percent, qualify as safety net
hospitals and thus are eligible for DSRIP funding.
The 2015-16 legislative session ended with a huge victory for New York State's safety net hospitals.
The Enhanced Safety Net Hospital bill (A.9476A/S.6948-A) passed unanimously! It now awaits
Governor Cuomo's signature.
For the first time, this bill would provide a more targeted definition for our most vulnerable hospitals,
allowing us to create the opportunity for increased federal matching funds and to prioritize state and
federal aid to those hospitals that truly treat the largest number of uninsured patients and working
families on Medicaid. These "enhanced safety net hospitals" are the backbone of New York State's
health care system. Millions of patients depend on them.
If signed, this legislation will:
o Create a more equal state funding formula for rural and urban safety-net hospitals;
o Create a new, dedicated funding category called "enhanced safety-net hospital";
o Enable public hospitals; critical access and sole community rural hospitals; and
private hospitals that care for a high number of uninsured and Medicaid patients to
receive higher reimbursement to make up for their uncompensated costs.

The financial health of the safety-net hospital system is not just important for the communities and
patients these hospitals serve. If our safety-net system collapses, it will cause a financial and patient
care crisis that will ripple across New York State.
