Woodbine Bike Lanes Project

+ Corley Avenue and Norway Avenue


Project Update September 2016
Thank you to everyone who was able to attend the public events for this project and to all
those people who took the time to provide their comments at the events, via the online
feedback form or by email and phone.
1. Public Event and Feedback follow-up
The project team has reviewed all comments from the June 22 and June 23 public events
including the online feedback form and correspondence received before and after the public
events.
Overall the majority of support for bike lanes on Woodbine Avenue is attributed to concern for
improved safety for cyclists and all road users and requests for more cycling connections,
while the majority of opposition is concerned about increased traffic from the lane reductions
and impacts to on-street parking and driveway access.

2. Norway Avenue
At the June 22 and 23 public events, staff had proposed a contra-flow bike lane on Norway
Avenue from Woodbine Avenue to Elmer. After listening to concerns from some residents
about safety, traffic volumes and the sight lines for drivers exiting parking spaces, a revised
design option for a cycling route along Norway is being proposed.
The new design option would allow for lawful two-way cycling on Norway Avenue. Shared lane
markings "sharrows" would be installed for eastbound and westbound, instead of the original
contra-flow bike lane proposal. This design would allow for additional space for cyclists away
from parked cars and make cyclists visible to drivers pulling out of parking spaces.
Amendments to some traffic regulations are being considered to allow for lawful two-way
cycling without the removal of on-street parking. Further review of this proposal is required
before a recommended solution is brought forward. Attached is an illustration of the proposed
cross-section under consideration for Norway Avenue.

3. Next Opportunity for Input: September 27, 2016 Committee Meeting


On September 27, 2016, a staff report on the project recommendations will be presented to
the Public Works & Infrastructure Committee (PWIC). Subject to review and adoption by the
PWIC, the report will be considered by the City Council for approval. Interested members of
the public can arrange to speak with or submit comments to PWIC:

4. Final Report to Follow
If endorsed by City Council, the Citys Transportation Services Division would develop an
implementation strategy for installation of the cycling facilities on Woodbine Avenue, and
Corley Avenue. As stated above, further review is necessary for proposed changes to the
design on Norway Avenue.
Installation could begin early 2017.
