Ladies and gentlemen, guests, visitors, fellow Pantukenyo, it
is a privileged to introduce our guest speaker today!
This respectable man is familiar to us, is considered as one
of the known names in the region in the field of politics and
public service who in various ways brought honor to our
place in the national scene by holding various positions in
the national government.
However, more than that we know him because of his
humble beginning. He was born on January 10, 1958 in Brgy.
Tambongon to parents Mr. Eliseo Tatay Lili and Mrs. Nicolas
Nang Colasa Diaz Alvarez. He spent his childhood days in
Tambongon, studied at Matiao Elementary School and
graduated as valedictorian.
High School:
In 1978, he obtained a bachelor of arts degree from Far
Eastern University, majoring in political science. He
graduated from the Ateneo de Manila Law School in 1983.
After passing the prestigious bar exam he was in private law
practice from 1984 to 1986.
From 1987 to 1992, he was a member of the staff of former
Senator Wigberto Taada.
His career in the government continued when became an
action officer at the Manila International Airport Authority
(MIAA). From action officer, he rose through the ranks,
becoming senior assistant manager and chief operating
officer of MIAA in March 1995, a position he held until
September 1997.
In 1998, he was elected congressman from Davao del
Norte's First District. He served as vice-chairperson of the
House Committee on Transportation and Communication and
was a member of nine other congressional committees.
In January 2001, during the administration of President Gloria
Macapagal Arroyo he was appointed as acting Secretary of
Transportation and Communications, where he served until

July 2002. Among his achievements were the adoption of the


light railway expansion program, improvement of the
Philippine National Railway, and computerization of the
department and attached agencies. He also spearheaded the
slogan "OKS na OKS sa DOTC" which means "Organisado,
Kalinisan at Seguridad"
After his stint as congressman in 2001, he was not involved
in politics for the last 15 years. We also learned through his
interview with the PDI last June 14, 2016 he said Hindi ko
naman sinasadyang maging congressman ulit dahil ayaw ko
in the first place. In fact he only filed his certificate of
candidacy 30 minutes before deadline. His only plan was to
help then Mayor Rody Duterte in his campaign for the
Presidency who like him was also a reluctant candidate and
then attend to his maliit ko na farm sa Davao, negosyo
konti. And then, mag-retire to a simple and laidback life.
But fate has led him somewhere, and the rest is history for
he was elected as Representative of the 1st Congressional
District in Davao del Norte in the 2016 elections and later
elected as Speaker of the House of Representative. One in
direction with President Dutertes development agenda,
known as a good friend of our President, but at the same
time maintaining his independence as member of the
legislative department, his top 3 legislative priorities include:
Federalism, restoring death penalty and amendment of
Juvenile Justice and Welfare Act of 2006.
Ladies and Gentlemen please join me in welcoming our
guest speaker, a lawyer, a public servant, Congressman of
the 1st District of Davao del Norte, and currently the Speaker
of the House of Representatives, 17th Congress, our very
own, Hon. Pantaleon Bebot Alvarez.
