A. About The Nuclear Researchers Exchange Program


Background
The Nuclear Researchers Exchange Program welcomes nuclear researchers from
neighboring Asian countries to Japan and dispatches Japanese experts to those countries.
This program was established in 1985, in conjunction with the Japanese policy of
promoting cooperation with neighboring countries, and was based on the decision of the
Atomic Energy Commission in December 1984.
There are Research Institute Course started in JFY1985 and University Course newly
started in JFY2006, both enables Asian researchers to obtain the state-of-the-art technical
knowledge and to perform high grade research activities in Japan, for contributing to build up
and to strengthen nuclear base and nuclear safety in each Asian country.
This Program is linked to the frame of FNCA/ ANTEP (*) (Attachment 3-1).

Basic Concept
In this program, Japanese research institutes accept Asian researchers studying and
working in the field for the peaceful use of nuclear energy.
Also, these institutes dispatch Japanese nuclear experts to Asian countries.

B. Invitation of Asian Researchers


(1) FNCA Special Invitation Course (New Course)
Length of Assignment
Asian researchers on FNCA Special Invitation Course will serve a term of 3 months to
maximum 12 months.

The research categories in this Course are as follow

1. Qualification of Applicant
All applicants are required to:
(1) Be a researcher of a governmental or public research, educational or medical institute
including a university engaged in research and development for the peaceful use of
nuclear energy;
(A Student and a professor are not qualified.)
(2) Be a researcher who has graduated from a university or college and who is involved in
research activities at the time of application;
(3) Be a nuclear researcher who could contribute to build up/strengthen nuclear
base/nuclear safety in each country after returning to his/her country;
(4) Have sufficient skills in English and/or Japanese in both speaking and writing;
(5) In principle, be less than 50 years of age;
(6) Be in physically and mentally good health to perform research activities in Japan;
(7) Be not accompanied by his/her family.

2. Research Subject
Applicants choose one research theme from the research theme list of FNCA Special
Invitation Course (Attachment 2-1).

3. Length of Assignment
The length of assignment is basically as follows.
3 months to maximum 12 months
MEXT and the host organizations will decide the actual term.
The term might be shortened due to the circumstances in Japan during the research
period.

4. Number of Acceptance
About 20(*) researchers, including Research Institute Course and University Course.
(*) Number of acceptance may be subject to change under 2010FY budget by the Government of
Japan.

Host Organization
In Japanese JFY 2010, the host organizations include as follow.

Length of Assignment
Asian researchers on Research Institute Course will serve a term of 3 months to maximum
12 months.

Applicants choose one category (Y1 to Y3) and propose a detailed research/ training
plan (Attachment 2-3).
Y1: Radiation Control/Monitoring of Nuclear Facilities, Radiation Protection,
Environmental Monitoring, etc.
Y2: Low Level Radioactive Waste Management, RI Waste Management
Y3: Safety Analysis
(3) Z Type: Returnee Type
Applicants who were invited to Japan in the past on this program and wish to come
back to Japan to deepen his/her research propose a detailed research plan.
Z) Z Course

3. Term

XR/ YR/ Z: 6 to maximum 12 months
XT/ YT : 3 to 6 months
MEXT and the host organizations will decide the actual term.
The term might be shortened due to the circumstances in Japan during the research

2. Research Course and Type


Applicants choose one research subject from the research theme list of UR Research
Course (Attachment 2-4).
UR Fellows will be a member of a laboratory organized by a host professor(s) at the host
university(s), AND perform research activities under the guidance of the host professor.

3. Term
The length of assignment is basically as follow.
3 months to maximum 12 months
MEXT and the host organizations will decide the actual term.
The term might be shortened due to the circumstances in Japan during the research
period.

4. Number of Acceptance
About 20(*) researchers, including FNCA Special Invitation Course and Research Institute
Course

C. Application Procedure, Notification of Results


and Allowances
1. Application Procedure
(1) Completing Application Form
Applicants must complete the attached Application Form and submit it to their home
organizations. Each home organization checks the application forms and submits them
with 2 pieces of your photos (4cm X 3cm) to the designated organization in each
country (Reference Table 2).
We advise each home organization to send the application forms earlier enough for the
designated organization to organize the applications before sending to NSRA, Japan.
Notice of completing Application Form
1) A copy of one recent paper written by each applicant on the relevant theme
should be attached to his/her application.
2) Official Statement of Home Organization by an applicant's direct supervisor or
the equivalent person should be attached.
(2) Sending Application Form to Japan
The designated organization and FNCA HRD Project Leader (for FNCA member
countries: Reference Table 3) in each country is requested to select the nominees by
checking all the applications, and the contact person of the designated organization is
requested to send the original application forms of selected nominees and Letter of
Recommendation signed by the FNCA Coordinator of the country or the Chairman of
Atomic Energy Authority/Commission (for non-FNCA member countries) to Nuclear
Safety Research Association (NSRA) by airmail no later than February 28, 2010.
(Punctuality is strongly recommended!)

The implementing organization in 2010FY Program may be subject to change.

2. Notification of the results


(1) MEXT/NSRA selection committee organized by the experts group and each host
organization in Japan will carefully select applicants to be invited to Japan based on the
research plan. In the decision of the final selection, other information (balance of
numbers of accepted researchers from each country, balance among research category,
age, and experience of participating in this Program and/or the other MEXT programs)
will be considered. Preference will be given to younger applicants, applicants who have
not any experience or have only a few experiences in participating in MEXT programs
(except the applicants for Z type (Returnee) Course).

(2) A preliminary announcement of list of the applicants in a final stage to the each
designated organization will be made by the beginning of April 2010.
The results of selection will be notified from MEXT to the each designated organization
by the beginning of June 2010.
(3) Each successful applicant to be invited to Japan will be notified, at the same time as
each designated organization will be informed, of the invitation details, including the
term and the date of entry to Japan.
(4) Those who received the notice of acceptance must not cancel the nomination except
for by the accidental reasons etc.

3. Transportation, Allowance and Accommodation, etc


The following will be borne by MEXT.
(1) Transportation
- Economy class round-trip air ticket (from the international airport for Japan)
- Round-trip travel expenses between the arrival airport and the host organization in
Japan
(2) Allowance
- Daily allowances of about JPY 5,000 from the arrival date in Japan to the departure
date from Japan.
(3) Accommodation
- Furnished single room (The fellow must not be accompanied by his/her family)
(4) Overseas Travel Accident Insurance
- Door to door overseas travel accident insurance

4. Personal Agreement
The home organization of each research fellow and the fellow himself/herself are to
conclude an agreement covering obligations and responsibilities of the fellow with each host
organization.
