Scope of Services

Program Management
Atlas Project Support is Southern Californias public agency program management
specialists. From city of San Diego Job Order Contracting to county of San Diego energy and
water conservation program management to the state of California Department of General
Services Solar Power Purchase Program, the Atlas Management team has led the way into
creating efficiencies and reducing program costs.
Atlas will provide guidance to identify contracting practices that will help the City of Los
Angeles save money on construction and A&E contracts, improve their review of change
order pricing to help ensure project funds are well spent and reduce project costs by using
innovative practices.
Atlas will guide the City of Los Angeles and its partners in leading practices regarding change
order process in two main areas:

Establishing in the original contract how change order pricing will be handled.

Reviewing the pricing for all change orders to ensure it reflects contract terms,
invoices, market conditions or typical industry rates and prices

Establish a basis for reasonable and typical


prices and rates for labor, materials, equipment
and markups.

Require contractors to submit detailed changeorder proposals so prices and rates can be
evaluated and compared to established prices
and rates.

Scrutinize change orders so that local


governments do not pay more than established
prices and rates.

The genesis of our focus on highly specialized cost analysis is a direct result of client
feedback. Every project requires reliable and often highly specialized costing solutions.
Atlas offers cost standardization for facility owners, architects, and construction managers.
Managers of construction programs with a portfolio of vertical or horizontal construction
projects either in a campus environment or across regions of the U.S., apply Atlas models
and databases for uniform construction design and agency-wide construction budgeting.
Cost modeling is useful for third party validation, negotiating contractor's bids, and
monitoring as-built costs. Cost modeling drives the life cycle decision process in the early
design phase.
Atlas creates custom client models from actual client schematics and building plans that

For many projects, obtaining an independent cost estimating is a mandated procedure. Atlas
Project Support has taken this process of independent cost estimating to new heights by
expanding the value of this costing technique by expanding its functionality and application.
For owner liability reporting, contractor price checking, and change management, APS
independent cost estimating services bring tangible value to architects, engineers, building
owners, and public agencies.
This methodology ensures work is completed as soon as possible, with turnaround times
that are forecasted and negotiated. APS independent cost estimating includes: an estimate
review metrics report that summarizes and compares several key benchmark ratios and
factors versus historical (and sometimes estimated) values from similar projects; cost
targets for the company; and/or benchmarks from external sources.

Energy Conservation Estimating


In this estimating practice, APS combines highly customizable cost estimating techniques
including range of magnitude, detailed, and parametric costing with expertise in energy data
analysis. Our energy efficiency estimating expertise covers energy program management
initiatives, renewable energy systems and energy efficiency measure decision-making
examination. APS clearly defines risk, cost, and makes recommendations in order to best
achieve our clients energy goals. Generated reports demonstrate cost/energy savings as
well as life cycle cost analysis and financial pro forma.
This unique blend of energy-centric cost analysis is derived from a deep understanding of
the economics of energy-related projects. From the design, implementation, or reporting of
energy-related activities, Atlas Project Support guides clients in the most efficient and
fiscally responsible action to move their energy projects forward. The APS techniques for
this service are highly proprietary and based on years of involvement with many types of
Cleantech projects. The use of energy modeling software, traditional take-offs, and historical

Conceptual Estimating
Conceptual (parametric) estimating refers to a technique, which utilizes the statistical
relationship that exists between historical data and a particular delineated list of variables.
Examples of these variables can include square footage in a construction project, building
type, and other variables. This information is then used for the purposes of calculating and
demonstrating a reliable estimate for the project at hand. Accuracy levels of this method
are, of course, dependent on the quality of the original data that is provided.
Atlas long history of estimating a plethora of construction projects has provided a blueprint
to guide other projects still in preliminary design. Our seasoned estimators can bring
exceptional value by knowing what concepts to introduce into pricing as the design phases
progress forward. Owners and architects can rely on Atlas documented history of being
involved as active participants every step during the design phase. This long-standing
practice of Atlas is now an individual service being provided as a specialization by its APS
staff.
There are two key steps in this service:

The identification step addresses project scope and development process at a


conceptual level to include asset solution alternatives

The feasibility step addresses schedule planning and development, cost estimating,
resource planning, value analysis/engineering and risk management again, at a

A 3.3MW DC ground mounted single-axis tracking systems across 18 acres. 1.1MW was installed
per every six acres. Each system was comprised of 4,044 SunTech 280W modules, 2 SatCon
Equinox 500kW inverters mounted directly to a skid, Array technologies single-axis tracker and
a custom data acquisition system. Each photovoltaic system was interconnected at 35kV.

Irvine Unified School District Phase I

A 27,000 SF design-build parking lot photovoltaic canopy project at the School's District
Administrative Offices. The project required full DSA approval and was the School District's
first project of this kind.

Irvine Unified School District Phase II

Phase II was a design-build project totaling 2.7 MW across six school sites. 60 solar canopies
covering 192,581 SF were erected in the parking lots. The canopies are supported on 242
reinforced concrete caissons with embedment depths of 9 to 13-6 below grade. The design
utilized almost 9,000 solar panels varying from 285W to 315W each.

Patton State Hospital

Wattage: 1.2 MW
4,104 Chaori 275W modules were installed on a single-axis tracking system, supported on 941
W6x9 and W6x15 H-piles driven approximately 7 - 9 below grade. The modules were
terminated into 28 combiner boxes transitioning into three re-combiners. Three Advanced
Energy 333kW bi-polar inverters were used to interconnect into the grid at 4.160kV. A soil
stabilizer was installed upon completion to reduce dust and erosion.

SDG&E Energy Innovation Center


Location: San Diego
Owner: Envision Solar
Engineer: Tanner Consulting
Wattage: 75 kW
A 74.88kW dc photovoltaic generation system consisting of six individual solar canopies with
52 modules per canopy. This project also included flatwork, landscaping, and site electrical
upgrades to the private and public parking lot areas surrounding the recently completed
Energy Innovation Center.
