The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the
third Monday of the month, in accordance with the By-Laws of the Association. President Guy Balok called the
November 21, 2016, regular meeting of the Board of Directors to order at 7:40 p.m.

The Community Social will be having their Gingerbread
Decorating Party on December 10th at the clubhouse
starting at 1 p.m. The Bell Choir will be December 2nd
at the clubhouse at 7 p.m., and the Adult Christmas Party
will be on December 3rd at the clubhouse at 7 p.m.
Co-Owners Forum:
A resident is concerned about the amount of bird feed and
feeders her neighbor has out on her patio area. This is an
ongoing issue that has been causing many problems. She
is also trapping and killing chipmunks on her own. Joe
has already spoken to her and when told to clean up the
area she does so but eventually ends up going back to her
ways. Other residents throughout Highland Lakes have
bird feeders so she should also be allowed to have one
bird feeder. The Board agrees that she should be allowed
to have one feeder and any more will be confiscated.
A resident has a neighbor who had a new patio installed.
The patio has a slope to it which is causing water to drain
towards her patio which she believes is causing the bricks
on her own patio to heave. The maintenance staff has
found that based on the engineering guidelines the way
it is sloping is not in violation of the guidelines and if the
owner installs a proper drainage system he will not need to
tear out the whole patio. The Association is waiting for the
owner to let them know the work is done and to schedule
an inspection with our maintenance staff. One of the
maintenance inspectors did say that he does not believe
that the water draining from the patio is close enough to
the bricks to cause the heaving. The resident stated that

1. Civic Concern Collection. Cheryl Huizing was thanked for coordinating this event. Although fewer items were collected
than expected, it was a significant donation and much appreciated by Northville Civic Concern.
2. Holiday Decorating. Everyone is encouraged to join the Clubhouse and Community Social Committees from 1:00 to 5:00
p.m., Saturday, November 26, to decorate the Clubhouse for the holidays and share pizza afterward.
3. Take-Down Party. Decorations will be taken down and packed for storage from 1:00 to 5:00 p.m., Saturday, January 7,
2017.
4. Decorating Purchases. Members will purchase a new 9 - foot tree for the Library and LED lights.
5. Library Maintenance. Members will meet at 10:00 a.m., Saturday, December 10, to shelve books.
6. Clubhouse Renovations Update. Rob Berlin and Ilio Alessandri presented an overview of proposed plans for improvements to the Clubhouse which will be implemented in three phases. It is anticipated that the first phase will include ADA
compliance and flooring for some areas.
SUBJECTS DISCUSSED:
1. Joel started the meeting by asking for observations on how the trash carts are working in the corrals. The carts are being
returned to different locations inside and even outside the corral. Sometimes the lid is out of reach. Consensus was that
the return position should be consistent. Perhaps an X could be painted on the floor of the corral to identify where the cart
should be returned. Residents are still confused about trash pickup days which are now Tuesdays and Fridays instead of
Mondays and Thursdays. A separate truck comes by for yard waste.
2. A brief discussion ensued about items that are placed outside the corrals. Most agreed that this is okay because outside
people/groups drive through our complex and pickup items that can still be used.
3. Electronic and toxic items should be discarded appropriately, not in or outside our trash corrals. Hazardous Waste drop off
dates are scheduled throughout the year. The most recent one was in September at the Northville DPW yard. Northville
Township residents are part of this multi-community service.
4. Joel announced that the Ecology committee has scheduled a buckthorn removal date for Saturday, November 5th @ 11:00
a.m. Originally, volunteers were going to meet to spray mark the buckthorn for Davey Tree Co. who has been contracted to
remove buckthorn in one section of our woods by the beach. However, the plan for Saturday has been extended to start into
another section not designated for Davey Tree with the help of volunteers. Joel will forward Liz Gannons email to court
liaisons.
5. The excellent pruning by our own maintenance crew has impressed everyone as it improves the appearance of the entire
Highland Lakes area.
6. Stan asked if we still had a security person. This provision may have been extended into October but is discontinued now.
7. The excitement of the Chicago Cubs winning the World Series was shared briefly before the meeting was adjourned at 7:40
p.m.
SUBJECTS DISCUSSED:
1. Marty Tupper has resigned from the committee. Joel Lutz will assume chairmanship for the time being.
2. All of this year's annuals have been pulled, Earl Smith.
3. Recommend that the re-landscaping plan for the front of the clubhouse foundation be extended to include the area south of
the entrance walkway.
4. Recommend that the Plymouth Nursery plan submitted for the front of the clubhouse foundation area be approved with
implementation contingent upon completion of upgrades to the clubhouse building.

SUBJECTS DISCUSSED:
1. Jeff Fidge is the horticulture co-chair for Ecology Committee.
2. Discussed the eco-grass test plots.
3. Trash receptacle lids and monofilament containers will be installed.
4. Thanks to all volunteers who helped with buckthorn removal on a Saturday afternoon, we removed some buckthorn in a
small area in the woods and from the cement circle on Valiant Court.
5. We will have another volunteer invasive species day in place of our December meeting. It will be on December 11th at 11
a.m. The location is the common area between Aqueduct Court and Dearborn Court. In this area there are three abandoned
planting areas that need to be cleaned out.
6. A buckthorn removal form will be added to the shrub removal form and will be removed throughout the year.
7. Davey Tree has finished clearing out the area along the path near Curtis Lake, opening views to the lake and areas to plant
with meadow and forest plants.

Ingredients:
1 (5 lb) bone-in beef pot roast
salt and pepper to taste
1 tbsp all-purpose flour, or as needed
2 tbsps vegetable oil
8 oz. sliced mushrooms
1 medium onion, chopped
2 cloves garlic, minced
1 tbsp butter
Preparation:
1. Generously season both sides of roast with salt and pepper. Sprinkle flour over the top until
well coated, and pat it into the meat. Shake off any access.
2. Heat vegetable oil in a large skillet over medium-high heat until hot. Sear the roast on both
sides for 5-6 minutes each, until well browned. Remove from the skillet and set aside.
3. Reduce the heat to medium and stir in mushrooms and butter; cook 3-4 minutes.
4. Stir in onion; cook for 5 minutes, until onions are translucent and begin to brown. Add garlic,
stir for about a minute.
5. Stir in 1 tbsps flour; cook and stir for about 1 minute. Add tomato paste, and cook for another minute.
6. Slowly add chicken stock, stir to combine, and return to a simmer. Remove skillet from the
heat.
7. Place carrots and celery in the slow cooker. Place roast over the vegetables and pour in any accumulated juices. Add rosemary and thyme.
8. Pour onion and mushroom mixture over the top of the roast. Cover slow cooker, turn to
high and cook the roast for 5-6 hours, until the meat is fork tender.
9. Skim off any fat from the surface and remove the bones. Season with salt and pepper to
taste.

SNOW EMERGENCIES/BLIZZARDS:
More than 10 inches - Efforts will be focused on keeping main roads, trafc lanes and main sidewalks open to emergency
trafc only. Once those elements are clear, work may begin on approach sidewalks and courts. Maintenance will work
up to 14 hours per day, until the roads, courts and walks are clear. Contractors may be called in if necessary. The priority
treatment of the handicapped list will be suspended during these events. Exceptions for emergencies will be handled
on a case basis.
** Handicap list will be suspended during blizzards and large snow events.

PARKING SPACES: After the primary snow removal efforts are completed, maintenance will begin clearing parking spaces if cars are out of
the court. Management encourages Court Captains to facilitate the removal of cars and contact the Clubhouse to advise when their court is
clear and management will then contact maintenance to begin plowing the parking spaces within that court. If maintenance is ready to plow
a court, the Association may also contact the court captains to facilitate the movement of parked vehicles.
5.
OVERALL GOAL: The Association shall have the sidewalks, courts (not parking spots), and roads, clear within 48 hours
of the cessation of a snow event.
6.
HAZARDOUS CONDITIONS: During the winter, the weather conditions favor the potential for slippery
sidewalks, porches and roads. Please use due care and caution during this time of the year and
keep a supply of ice-melter, which is available at the Clubhouse, at your home for your use.
