2 Overview

Overview

2.1 Introduction
Insufficient downlink power resources affect user experience on highly loaded networks. When
downlink power resources become insufficient on networks, the Differentiated Service Based
on Resource Reservation feature limits the amount of downlink resources consumed by lowpriority users to reserve more power for high-priority users. In this way, high-priority users
experience improved service.
The Differentiated Service Based on Resource Reservation feature prioritizes users by the
Scheduling Priority Indicator (SPI). This feature also defines resource groups to manage multiple
users in a cell and sorts users into different resource groups based on the SPI. In applications,
each cell supports four resource groups.
Operators can configure the maximum HSDPA power ratio for each resource group. Figure
2-1 illustrates how power resources are reserved.

In the packet switched (PS) service setup procedure, the SPI helps determine the specified
resource group that an HSDPA user belongs to. Also it is assumed that the maximum HSDPA
power ratio for each resource group has been configured. During air interface scheduling, the
NodeB periodically calculates the total downlink power consumption of each resource group in
a cell. This is then compared to the configured power ratio.
In a cell where power resources are insufficient, if the total downlink power consumption of a
resource group exceeds the configured power ratio for the resource group, the amount of

downlink power resources is limited. In a cell where power resources are sufficient, if the total
downlink power consumption of a resource group exceeds the configured power ratio for the
resource group, users in the resource group can still use the remaining downlink power resources
(if any). This fully utilizes the downlink power resources.

2.2 Benefits
The Differentiated Service Based on Resource Reservation feature limits the downlink HSDPA
power resources consumed by low-priority users and reserves more downlink resources for highpriority users, thereby improving the experience of high-priority users. At the same time,
however, this feature prevents high-priority users from totally monopolizing resources so a basic
quality of service (QoS) to other users is ensured.

3 Resource Group Management

Resource Group Management

A resource group contains specific users. The users in a resource group share part of radio
resources on a radio access network.
This feature prioritizes users based on the SPI(BSC6900,BSC6910). The SPI
(BSC6900,BSC6910) can be determined based on the mapping relationships with the traffic
class, allocation retention priority (ARP), and traffic handling priority (THP).
Figure 3-1 lists the mapping between the SPI(BSC6900,BSC6910) and the traffic class, ARP,
and THP. The mapping can be configured by running RNC MML commands.

If the WRFD-020806 Differentiated Service Based on SPI Weight feature has been activated,
SPIs are already configured.
If the WRFD-020806 Differentiated Service Based on SPI Weight feature has not been activated,
SPIs are determined based on the mapping relationships with the traffic class, ARP, and THP.
For descriptions of the traffic class, ARP, and THP, see Differentiated HSPA Service Feature
Parameter Description.
Run the RNC MML command ADD UUSERGRPSPIMAP to define the resource group that
users belong to when the user priorities are identified by SPIs. Table 3-1 provides a configuration
example of the mapping between SPIs and resource groups. In the example,

NOTE

Recourse group management in this document is applicable only to PS interactive services and PS
background services of HSDPA users.

With the WRFD-150204 Platinum User Prioritizing feature, platinum users are not grouped into
any resource groups based on SPIs, and therefore platinum users can consume resources beyond
the limitations set by the maximum HSDPA power ratio.

Run the RNC MML command ADD UCELLRESGRP to configure the maximum HSDPA
power ratio for each resource group in a cell.
Table 3-2 describes an example for configuring the maximum HSDPA power ratio for resource
groups on the BSC6900. When the Differentiated Service Based on Resource Reservation
feature is activated, ResGMatchSwitch(BSC6900,BSC6910) is set to SPI.
l

If the maximum HSDPA power ratio for resource group 0 needs to be equal to or lower
than 20% of the total maximum downlink power for the cell during power congestion,
ResG0DpaMaxPwrRatio(BSC6900,BSC6910) is set to 20.

If the maximum HSDPA power ratio for resource group 1 and that for resource group 2
need to be equal to or lower than 60% of the total maximum downlink power for the cell
during power congestion, ResG1DpaMaxPwrRatio(BSC6900,BSC6910) and
ResG2DpaMaxPwrRatio(BSC6900,BSC6910) are set to 60.

If the maximum power consumption limitation does not apply to users in resource group
3, ResG3DpaMaxPwrRatio(BSC6900,BSC6910) is set to 100.

NOTE

The maximum HSDPA power ratio for a resource group indicates the percentage of the HSDPA transmit
power consumed by all users in the resource group on the HS-SCCH and HS-PDSCH to the maximum cell
transmit power. Non-HSDPA channels such as pilot channels also consume a part of downlink transmit
power resources. Therefore, the power resources available to HSDPA channels account for 75% or less of
the maximum cell transmit power. If the maximum HSDPA power ratio for a resource group is greater
than 75%, the parameter settings do not take effect.

4 Limitations on HSDPA Power Consumption for Users in


Resource Groups

Limitations on HSDPA Power Consumption


for Users in Resource Groups
During HSDPA air interface scheduling, the NodeB periodically calculates the downlink power
consumption of users in resource groups in a cell over the HS-SCCH and HS-PDSCH.
If the total amount of power resources consumed over the HS-SCCH and HS-PDSCH exceeds
the configured maximum HSDPA power ratio for the resource group, the RNC lowers the
scheduling priorities of users in the resource group. This allows users in other resource groups
or not in resource groups to preferentially use these power resources. If there are remaining
power resources after users in other resource groups or not in resource groups are scheduled,
users in the resource group can use the remaining power even though consumption reaches the
configured maximum.
In highly loaded cells, the amount of power for a resource group is limited to the configured
maximum HSDPA power ratio. In slightly loaded cells, the users in the resource group can use
the remaining power even though the total power consumption exceeds the maximum. This fully
utilizes the downlink power resources.

WRFD-020806 Differentiated Service Based on SPI Weight


Differentiated Service Based on SPI Weight provides differentiated services by adjusting
SPI weights based on user priorities. However, Differentiated Service Based on Resource
Reservation limits the amount of power resources available to users based on user priorities
during busy hours. If Differentiated Service Based on Resource Reservation is used with
Differentiated Service Based on SPI Weight, the maximum HSDPA power ratio configured
in the former feature affects user differences in the latter feature when downlink power
resources are insufficient.

The above three features introduce the differentiated service management function. If these
features are used with the Differentiated Service Based on Resource Reservation feature,
service differentiation becomes less obvious.

Platinum users are not grouped into any resource group based on SPIs, and therefore
limitations on HSDPA power consumption do not apply to them. The Differentiated Service
Based on Resource Reservation feature is also not applicable to platinum users.

6 Network Impact

Network Impact

6.1 System Capacity


Cell capacity changes if the following conditions are met:
l

When users in both resource groups A and B need to transmit data and users in A have
better signal quality than users in B, the amount of downlink power resources available to
group A is limited if the downlink power consumed by A reaches the configured ratio. Then
downlink power resources are allocated to users in resource group B, decreasing the cell
throughput.

When users in both resource groups A and B need to transmit data and users in B have
better signal quality than users in A, the amount of downlink power resources available to
group A is limited if the downlink power consumed by A reaches the configured ratio. Then
downlink power resources are allocated to users in resource group B, increasing the cell
throughput.

6.2 Network Performance


In the scenarios of insufficient downlink power resources, the data rates of users in a resource
group may be lower than the guaranteed bit rate (GBR) if the resource group contains excessive
users or the configured maximum HSDPA power ratio for the resource group is low. In severe
conditions, low-priority users in the resource group may experience call drops because they are
not scheduled for a long period of time.

7.1 When to Use WRFD-150233 Differentiated Service Based


on Resource Reservation
It is recommended that Differentiated Service Based on Resource Reservation be deployed if
operators expect to provide differentiated power resource services for users of different priorities
when downlink power resources are insufficient.

7.2 Required Information


l

Insufficiency of downlink power resources in a cell

Information about downlink power resource insufficiency helps determine whether this feature
can yield expected gains.
Obtain values of the RNC counters VS.MeanTCP.NonHS and VS.MeanTCP, and the maximum
transmit power (MaxTxPower(BSC6900,BSC6910)) of a cell based on RNC data
configurations.
l

VS.MeanTCP.NonHS, mean downlink Transmitted Carrier Power (TCP) for non-HSDPA


services in a cell during busy hours, is indicated as VS.MeanTCP.NonHS(W) in the unit
of W.

VS.MeanTCP, mean TCP in a cell during busy hours, is indicated as VS.MeanTCP(W) in


the unit of W.

MaxTxPower(BSC6900,BSC6910), maximum transmit power of a cell, is indicated as


Configured PA Capacity (W) in the unit of W.

Based on the above information, non-HSDPA TCP usage and total TCP usage are calculated by
using the following formulas:
Non-HSDPA TCP usage = VS.MeanTCP.NonHS(W)/Configured PA Capacity (W) 100%

If non-HSDPA TCP usage exceeds 70% or total TCP usage exceeds 80% during busy hours,
downlink power resources are considered to be insufficient. In this case, this feature can yield
expected gains.

Differentiated configurations of users


Collect license data and data configurations of the RNC. Check whether the WRFD-020806
Differentiated Service Based on SPI Weight feature has been activated. Run the RNC MML
command LST USCHEDULEPRIOMAP or LST UOPERSCHEDULEPRIOMAP to
check SPI configurations, and run the RNC MML command LST
UUSERGRPSPIMAP to obtain the mapping between SPIs and user groups. All
information mentioned above provides a basis for feature activation.

7.4 Deployment
7.4.1 Requirements
l

NodeB hardware
The BTS3812E, BTS3812A, and BTS3812AE must be configured with the EBBI,
EBOI, EDLP, EULP, or EULPd board.
The DBS3800 series base stations must be configured with the EBBC, EBBM, or
EBBCd board.
The 3900 series base stations including the BTS3900, DBS3900 and BTS3900C must
be configured with the WBBPb, WBBPd, or WBBPf board.

License
The operator has purchased and activated the license for the feature listed in the following
table. For details about how to activate a license, see License Management Feature
Parameter Description.

7.4.3 Activation (Using MML Commands)


Step 1 (Optional) Configure SPIs for users.
l If the WRFD-020806 Differentiated Service Based on SPI Weight feature has been activated,
SPIs are already configured. Therefore, SPIs do not need to be configured again.
l If this feature has not been activated, perform the following steps to configure SPIs based on
mapping relationships with the traffic class, ARP, and THP:

Run the RNC MML command SET UTHPCLASS with User Class of Traffic
Handling Priority 1 through User Class of Traffic Handling Priority 15 set to
configure the THP classes for PS interactive services.

Run the RNC MML command SET USCHEDULEPRIOMAP with Traffic Class,
User Priority, Traffic Handling Priority Class, and Scheduling Priority Indicator
set.

Step 2 Specify the resource group that SPI users belong to.
Run the RNC MML command LST UUSERGRPSPIMAP to check whether the mapping
between SPIs and user groups exists.
l If the mapping between SPIs and user groups does not exist, QoS management based on
service awareness is not enabled. In this case, perform the following steps:
1.

Run the RNC MML command ADD UUSERGROUP with User Group ID and
Description set to create a user group.

2.

7.4.8 Deactivation (Using MML Commands)


Temporary Deactivation
Run the RNC MML command MOD UCELLRESGRP with Cell ID specified, and Resource
Group Matching Algorithm Switch set to OFF to temporarily deactivate the resource
reservation function for a cell. After the resource reservation function is deactivated, the
Differentiated Service Based on Resource Reservation feature does not take effect in the cell.

Permanent Deactivation
To permanently deactivate the resource reservation function for a cell, perform the following
steps:
Step 1 Run the RNC MML command RMV UCELLRESGRP with Cell ID specified to delete
resource groups configured in a cell.
Step 2 Delete resource groups that SPI users belong to in the RNC.
Run the RNC MML command LST UIPSERVICEQOS to query user group configurations
before deleting resource groups that SPI users belong to in the RNC.
l If the command output does not contain user group information, the QoS user group
management function is not enabled.
In this case, run the RNC MML command RMV UUSERGRPSPIMAP with Scheduling
Priority Indicator set to delete resource groups that SPI users belong to.
l If the command output contains user group information, the QoS user group management
function is enabled.
In this case, run the RNC MML command MOD USERGRPSPIMAP with Scheduling
Priority Indicator, and User Group ID set, and with Resource Group ID changed to ResGNone
(ResGNone).
Step 3 Run the RNC MML command SET LICENSE to deactivate the license for the Differentiated
Service Based on Resource Reservation feature. In this step, set Set Object License to
UMTS, Operator Type to PRIM(Primary Operator) or SEC(Secondary Operator), and
Differentiated Service based on Resource Reservation-kbps to 0.

Users In Resource Group 3

If the average transmit power ratio for HSDPA users in a resource group exceeds the
configured maximum HSDPA power ratio for the cell, the possible causes are as follows:
Power resources are sufficient and all users in the cell can use power resources on
demand.
Power resources are insufficient but users in other resource groups use only a few power
resources.

If the average transmit power ratio for HSDPA users in a resource group is far lower than
the configured maximum HSDPA power ratio for the cell, the possible causes are as
follows:
users need to transmit a small amount of data or the number of users is small in the cell.
Power resources are insufficient but non-HSDPA R99 services and control channels
consume most of the power resources, causing available power for users in the resource
group to be lower than the configured ratio.

7.6 Parameter Optimization


Generally, the same resource group parameters are configured for cells in the RNC. The
maximum HSDPA power ratio for a resource group can be configured based on the proportions
of traffic volume of users, gains, and the number of users. Assume that the traffic volume of
users whose SPI is 2 accounts for about 80% of the total but the revenue yielded from these users
accounts for only 10% of the total. Therefore, the maximum HSDPA power ratio for the resource
group that these users belong to can be configured as 20% to balance power resource
consumption and revenue.
