IMPLEMENTATION OF DRUGS PREVENTION ERADICATION ABUSE AND

ILLICIT TRAFFICKING (P4GN) POLICY
(Study in National Narcotics Agency (BNN) of Lampung Province)

This research aims to describe how the implementation of Drugs Prevention

Eradication Abuse and Illicit Trafficking Policy (P4GN) in Lampung Province.
Background of this research is problem of drugs abuse and illicit trafficking which never
end, but increasing every year.
This research is used Marile S. Grindles approach of implementation model which
consist to 2 variables, both are content of policy and context of implementation. The
method used in this research is descriptive qualitative. Data collection techniques used in
this research were interviews, observations and documentations. Furthermore, to see the
utilization of the regulation, the research applies triangulation technique.
The result of this research show that implementation of P4GN Policy in Lampung
Province not going well, because in the implementation of this policy hasnt shown a
decrease in drug abuse in Lampung Province. By using the approach of Grindle, then can
be analyzed that the implementation of P4GN Policy in Lampung Province not running
as established, although some indicators are accordance with the situation in the field.
The recommendations can researcher give to National Narcotics Agency (BNN) of
Lampung Province are: (1) should to be holding a socialization of the policy massively to
citizens; (2) should to increase the resources both human and financial; (3) should to add
the District Level of BNN in each district; (4) should to make a firmer rule more related
to drugs abuse.
