General :
These rules are applicable for admission to second year of four year degree courses in Engineering /
Technology in
All Government Engineering Colleges in Maharashtra State
All Government Aided Engineering Colleges in Maharashtra State (except VNIT Nagpur)
All Govt. Aided and Unaided University Managed Engineering Colleges in Maharashtra State
(including Dr. Babasaheb Ambedkar Technological University, Lonere & Laxminarayan Institute
of Technology, Nagpur)
University Departments of Chemical Technology in Amravati & Jalgaon Universities in
Maharashtra State (except UICT, Mumbai and UDCT Aurangabad)
All Unaided Engineering Colleges in Maharashtra State.
except Autonomous Institutes viz. Veermata Jijabai Technological Institute (VJTI), Mumbai, Pune
Institute of Engineering & Technology (PIET), Pune (Formerly Govt. College of Engineering,
Pune) , University Institute of Chemical Technology (UICT), Mumbai & Shri. Guru Gobind
Singhji Institute of Engineering & Technology (SGGSIE&T), Nanded. Admission process for these
institutes will be separately carried out by the competent authority appointed by these institutes.
There will be separate Information Brochure specifying the rules of admission for the above
mentioned Autonomous institutions.
These rules also incorporate the guidelines for direct second year degree courses in Engineering /
Technology admissions to be carried out by the Unaided institutes for the seats remaining vacant
after the completion of centralised allotment process. (Ref. Annexure-I).

The candidate should have passed in first class /first class with condonation, post SSC or post HSC
diploma course in Engineering/Technology

of application form at ARC

Candidate Passing SSC (Std. X)/ HSC (Std. XII) / any other equivalent examination and /or
Diploma Examination as specified in rule 2.1 from a recognized institution from outside
Maharashtra State.
AND
not satisfying any of the conditions stated in Sr. No. 2, 3, 4 (i.e. Type B,C,D) above as regards to
their parents status are not eligible for admission through CAP and also in Govt./Govt. aided /
Govt. aided University managed institutes / University Departments for any subsequent
institute level rounds.
Female candidates are not eligible for admission to Mining Engineering course, and the male
candidates seeking admission for this course must be free from color blindness, defective
vision and * vision requiring correction with spectacles above power three dopters.
Only female candidates shall be admitted in Engineering colleges and Institutes reserved for
women/girls.
If the University has prescribed any additional conditions for eligibility of First Class Diploma
Holders to Degree course in Engineering or Technology, the same also shall be applicable for
admission to a college affiliated to that University.
Admission of any candidate made at the institution shall be provisional, subject to the final
eligibility certification from the concerned University and the final approval to the admitted
candidates of second year Degree Engg. course by the Director of Technical Education,
Maharashtra State, Mumbai. If candidate fails to get eligibility, his admission may be cancelled at
any stage.

If the results of First year Degree Courses in Engineering / Technology of the Institute are not
declared at the time of communicating the vacancies to the DTE, then only Lateral entry capacity
i.e. 1/6th of the sanctioned intake will be considered for the Centralised Allotment Process.
3.1.1
Seats remaining vacant after CAP Round : After the centralised allotment process is completed, if
any vacancies remain from amongst the total number of seats available for direct Second year
admissions either due to nonallotment, cancellations or due to non reporting of candidates and if
these vacancies are within the New class strength as calculated above for the course, such seats will
be permitted to be filled by the respective institute at institute level.

Note :
(a) 100% seats in Government, Government Aided Engineering Colleges & Unaided institutions
except minority colleges shall be filled through CAP.
(b) 50% of the seats available for direct Second year admission in minority colleges shall be filled
through CAP & remaining 50% of the seats shall be filled from minority candidates by the
managements of the respective institutes.
3.2
Allocation of seats : The available seats in subgroup shall be divided in the ratio of eligible
applications received from the candidates passing diploma in (a) Annual pattern, and in (b) Semester
pattern using normal rules of rounding off. However, minimum of one seat will be reserved for
either. If there are no applications from eligible Diploma holders either from Annual pattern or from
Semester pattern, all the seats available for distribution will be allotted to the candidates from which
applications are available.

Reservation of seats : There will not be any seats reserved for Backward Class category candidates or
any other categories such as Physically handicapped, Defence, Girls etc. for direct admission to
second year.

Information brochure along with specimen Application cum Option forms will be available for
sale at all the ARCs mentioned in Annexure-III for the aspiring candidates.
All the information printed in the brochure will also be available on the website
www.dte.org.in/dse.
Price of the information brochure along with specimen Application cum Option form is
Rs. 400/- in cash for all the candidates.
Though all the information printed in the brochure will also be available on the website for
browsing, downloading and printing, it is mandatory for the candidates to procure the
information brochure along with specimen Application cum Option form
Aspiring candidates are expected to read the admission rules & information brochure
thoroughly.
The candidate shall fill up the Specimen Application cum Option Form as mentioned in
Annexure VI of the Information Brochure.
Aspiring candidates are required to fill the same information as on Specimen Application cum
Option Form in the web based Online Application cum Option Form for Admission to Direct
Second Year Engg/Technology through the web site www.dte.org.in/dse at any of the ARCs as
mentioned in Annexure - III.
The candidates can also fill the Online Application cum Option Form for Admission to Direct Second
Year Engg/Technology through any computer connected to Internet, either from home or cyber caf
and take the printout of the Online submitted Application form for confirmation at the ARC
Application sent by post/courier will be rejected.
The web based software of submission of Online Application cum Option Form for Admission
to Direct Second Year Engg/Technology will validate the information filled in by the candidate
and generate his/her unique Application ID. The candidate must note down the Application ID
& password for further process. Using this Application ID, candidates will be able to login to the
online admission system to check status of processing of his/her application form, check position
in the merit list etc.
Candidates must note the Application ID on the reverse side of the Diploma mark sheet for
confirmation of submission of the application form at the ARC and any future reference to the
information filled in by the candidates on the website.
After online submission of Application cum Option form, candidates are required to take the
printout of the same. The candidate should check the information submitted and should correct
the same, if required, himself/herself before confirmation at ARC.
The candidate should submit only one form in his group only. If it is found that the candidate has
submitted multiple forms, his/her candidature shall be cancelled.
Stage III Confirmation of Submission of Online Application cum Option Form at ARC
All the candidates who have submitted Online Application cum Option Form for Admission to
Direct Second Year Engg / Technology are required to confirm the submission of application
form at any convenient ARCs by producing the duly signed copy of the online Application cum
Option Form along with the attested Xerox copies (or Xerox copies with originals) of the
required supporting documents enlisted in the online form.
ARC officer will do the technical and administrative scrutiny of the online submitted Application
cum Option form along with the required documents. Officer will confirm whether the candidate
has correctly filled the online application form and attached the required documents or not. If the
ARC officer finds that the supporting documents are not enough to claim for a valid candidature
then the submitted application form will not be accepted for any further processing. If ARC

officer finds any correction in the submitted application form then the candidate has to correct it
only through his/her login then it will be confirmed by ARC Officer. The candidate shall be
responsible for his/her particulars.
ARC officer shall confirm the Online Application cum Option Form for Admission to Direct
Second Year Engg/Technology and will print 2 copies of the Receipt-cum-acknowledgement
letter. The candidate and ARC officer shall sign on both the copies of the Receipt-cumacknowledgement letter and ARC Officer shall issue one copy to the candidates.
The facility to view the group wise merit list shall also be available at ARC.

The candidate will report at the institute where the seat is allotted along with the necessary
documents and fees as prescribed by the Shikshan Shulka Samiti.
6.0
Candidates will confirm the admission at the institute where the seat is allotted by producing
the necessary documents and fees as prescribed by the Shikshan Shulka Samiti as per the
schedule notified.
The respective institute will update the confirmation of the candidates admission on DTE
website through their institute login as per the schedule notified.
It is the responsibility of the respective principal of the institute to verify the necessary
supporting documents of the candidates and accordingly do the confirmation of the
candidates admission on DTE web site. It is essential to produce the required supporting
documents (as entered on DTE web site) of these candidates at the time of merit list approval.
Documents required to be submitted at the time of confirmation of Application cum Option form
at the ARC :
All Candidates are required to submit the attested xerox copies of the following documents at the
time of confirmation of Application cum Option form at the ARC.
(a) Institute leaving certificate
(b) Statement of marks obtained at the qualifying examination (diploma) for each attempt.
(c) Statement of marks obtained at SSC or its equivalent examination
Candidate claiming admission under Rule 2.3 (2), (3) & (4) of table are also required to produce the
additional documents mentioned below as per their claims
For candidates seeking. admission under Rule 2.3 (Type C and Type D)
Attested Xerox copy of Transfer order showing the date of transfer of candidates parent, along
with joining certificate from the Head of the office.

All these documents are required to be verified with the original documents by the admission
authority when the candidate reports to the institute for confirmation of admission after obtaining the
allotment. No admission will be confirmed unless all the original documents are submitted for
verification.
7.0
7.1
Merit number :
7.2
The admission shall be offered strictly on the basis of inter se merit of the candidates.
Inter se merit shall be determined on the basis of marks obtained at the final year or final semester
/ semesters of diploma examination on the basis of which the first class has been awarded by the
examining authority. In case of grades, index, credits etc. a certified copy of the method for
conversion into equivalent marks declared by the relevant examination authority should be
attached with the application.
(a) A candidate passing the SSC ( Std. X ) examination with higher percentage of aggregate
marks.
(b) A candidate passing the SSC ( Std. X ) examination with higher marks in Mathematics.
(c) A candidate passing the SSC ( Std. X ) examination with higher marks in Science .
(d) An older candidate shall be preferred over a younger candidate.
The merit list shall be published as per schedule showing the state level general merit number,
Annual/Semester Pattern state level general merit number , Sub Group / Main Group / Special Group
general merit number , Sub Group / Main Group / Special Group Annual/Semester Pattern merit number.
8.0
Admission Rounds :
Admission rounds as shown below shall be carried out.
8.1
Centralised Direct Allotment Round for all the seats available for CAP. (ref. 8.1)
Admission Round at the respective Institute level by counselling for the seats remaining vacant
after CAP round in Govt., Govt. aided, Govt. Aided University managed Institute/ Departments.

Admission Round at the respective Institute level for the seats remaining vacant after CAP
round in Unaided Institutes. (ref. 8.3)
Allotment will be carried out as per the inter se Merit, options given by the candidate in the
Option form and No. of seats available at that point of time in the respective Stage.
All the candidates eligible for a particular stage of allotment will be considered for allotment of
seat in that stage even if they have allotted / not allotted a seat in a particular stage.
During the allotment of any stage the candidate may get upward shift in the allotment with
reference to the options given by the candidates in the option form and according to availability
of seats at that point of time.

8.1.1
Due to upward Shift, the seats falling vacant shall be considered for allotment in further
iterations of the same stage as per the provisions of the stage of allotment and as per inter se
Merit.
Allotment against the first available option in the order of options mentioned in the option form
is retained as final allotment.
The allotment will be displayed on Internet at the web site http://www.dte.org.in/dse. The
allotment list shows the seat secured by the candidate in the final allotment.
Allotment for Semester and Annual pattern seats in subgroup and group is carried out by
allotment logic as explained below.
Logic for allotment of Subgroup and Group courses for Semester and Annual Pattern :
As per the calculation of seats given by rules 3.1 and 3.2, vacancies will be calculated for annual and
semester pattern separately and allotment of seats for subgroups and special groups will be done as
per inter se merit as shown below.
Stage-I (Sub-group Round with separate merit list of Semester and Annual pattern)
Stage-1A Allotment of seat for annual pattern will be done by operating annual pattern merit
list for the respective subgroups and options given by the candidate.
Stage-1B Allotment of seat for semester pattern will be done by operating semester pattern
merit list for respective subgroups and options given by the candidate.
Stage-II (Sub-group Round with combined merit list of Semester and Annual pattern)
On completion of Stage-I, allotment of courses in the subgroup will be made to the candidate for
available seats after Stage I strictly according to the combined merit list of the annual and semester
pattern sub-group candidates and options given by the candidate.
Stage III (Group Round with separate merit list of Semester and Annual pattern)
On completion of Stage II, the seats remaining vacant in the respective Group will be allotted to the
candidates strictly according to their inter se merit and by operating annual and semester pattern
Group merit list separately i.e. as per the division of the seats between annual pattern and semester
pattern and options given by the candidate.
Stage IV (Group Round with combined merit list of Semester and Annual pattern)
The seats remaining vacant after Stage III will be allotted to the candidates strictly according to the
combined merit list of the annual and semester pattern for the entire Group and options given by the
candidate. As mentioned in Stage III, the vacancies created due to upward shifts will also be
considered dynamically for the allotment during this stage.
8.1.2
After the display of allotment list, the candidate should report to the respective Institutes where they
have been allotted a seat within number of days as specified in the schedule from the date of display
of allotment list.
Candidates should report to the concerned institute with all original certificates needed to
substantiate the claims made in the application form regarding eligibility.
If a candidate fails to substantiate the claims made at the time of submitting the application form by
submitting the necessary original documents within the reporting time, the candidate forfeits the
claim on the allotted seat.

head of the institution where he/she has already taken admission indicating that he/she has been
admitted to a particular course in that institution on a particular date and hence original certificates
have been retained in that institution. The candidate shall produce the attested copies of the
certificates duly attested by the Head of the concerned institution. Such candidates shall be required
to pay the fees immediately at the time of admission and such candidates shall be permitted to
submit the required original certificates within 4 working days after the date of payment of fees.
8.2
After scrutiny of original documents, the candidate will have to pay prescribed fees immediately in
the form as prescribed by the concerned institute and secure the admission offered.
If candidate fails to pay the prescribed fees within the reporting time, the candidate forfeits the claim
on the allotted seat immediately.
If a candidate is offered admission, his or her original Institute Leaving Certificate (after qualifying
examination) will be retained by the concerned Institute. This original certificates will not be returned
to any candidate once admitted to a course at the institute unless the candidate cancels his/her
admission. All other certificates will be verified by the Institute at the time of admission & returned to
the candidate.
Admission Round at the Institute level by counselling for seats remaining vacant after CAP
Round in Govt., Govt. aided, Govt. aided University managed Institutes and University
Departments:
The seats in only Govt., Govt. aided, Govt. aided University managed Institutes and University
Departments remaining vacant after the allotment round of CAP will be filled by the Principal
/Director of the respective institutes at the Institute level. This round will be conducted by
counseling for the candidates in the group merit list (Semester and Annual pattern combined).
Eligible candidates : All the candidates as per entire merged group merit list for semester and annual
pattern as per their inter se merit.
The eligible candidate has to approach to the Principals of the respective institutions for the
admission.
Seats available: The seats within sanctioned intake available for this admission round are the seats
remaining vacant at the end of allotment round due to :
Non allotment
Non reporting of allotted candidates
Cancellation of admission by allotted and reported candidates before the start of this
admission round.
General notes:
8.3
The vacancy position and the detailed schedule will be available at the respective institutes.
Any seat from that institute (to which a candidate may have been admitted in earlier rounds)
falling vacant due to change in admission i.e. admission to a different seat in the current round,
shall be made available to the next candidate in merit.
Candidates admitted in the Govt. / Govt. Aided / Govt. Aided University managed colleges /
University Departments through direct allotment round are not required to pay the fees on
securing admissions in this round. Such candidates have to produce original fees receipt of
Allotment Round admission.
For the candidate who has secured admission in Unaided Institution in the direct allotment
round and gets admission to the Govt. / Govt. Aided / Govt. Aided University managed
colleges / University Departments in this round has to confirm the admission by paying
requisite fees. Candidate has to cancel his/ her earlier admission at his/ her own risk and cost.

The fee structure for unaided Engineering colleges after approval by the Shikshan Shulka Samiti
will be made available on http://www.dte.org.in/dse
Candidates claiming for fee concession under reservation category shall produce the Caste
Certificate from Executive Magistrate. Candidates claiming for fee concession under OBC, NT-2
and NT-3 category shall also produce Non creamy layer certificate issued after 1st April 2004.
No additional fees other than the University Fees as specified by the University and Hostel
Fees in case of candidates opting for hostel accommodation shall be charged at institute level
from the candidates.

Caution Money : Caution money deposits will be forfeited to Government and Government aided
institutions and will be transferred to Students welfare funds, if it is not claimed in writing within
three financial years after the student actually leaves the institution or within three financial years
after the date of successful completion of the course, whichever is earlier.

Admission can be cancelled by filling the prescribed form. ( Annexure II ) Refund as applicable shall
be made in due course. The application for refund shall be considered only when admission is
secured as per Rule 8.1.2 by paying fees.
Refund of Tuition, Development and Other fees for cancellation of admissions secured under
Rule 8.2 and 8.3 :
The Period and amount of cancellation charges as specified in the above table will be applicable from
the date of admission instead of last date of reporting for CAP Round for cancellation of admission
secured under Rule No. 8.2.
For the admissions in unaided institutes, which are secured through the seats remaining vacant after CAP ( as
per rule 8.3), refund rules of the respective institutes will be applicable for cancellation of such admissions.
Institutes are required to specify their rules of refund on their Notice board as well as on their institute website
before the start of round. Institutes are required to take the undertaking from the candidates stating that the
refund rules of Institute for cancellation of admission secured for the vacant seats at the institute level are
accepted. Unaided Institutes are required to publish their refund rules in their prospectus / information
brochure and communicate the same to DTE well before the admission.
10.0
Miscellaneous :
(a) The medium of instruction is English.
(b) Candidates admitted to a course in Engineering / Technology will have to produce the
Eligibility Certificate from the University to which the College is affiliated. If candidate fails to
produce eligibility certificate his / her admission will be cancelled at any stage.
(c) Candidate once admitted directly to the second year of a course in any college shall not be
eligible for transfer to any other institution during the same academic year.
(d) Head of the institution may refer the candidate to the appropriate medical authority for
ascertaining the physical fitness of the candidate to undergo the requirements of the course.
(e) Head of the institution may verify the antecedents of the candidate through the appropriate
police authority.
(f) Any other matter not specifically covered by these rules shall be decided by the Director of
Technical Education and his decision will be final.

Hostel accommodation :
Accommodation in hostels is not guaranteed. Candidates are advised to verify personally whether
the hostel accommodation is available or not by contacting Principals of concerned colleges. Hostel
fees should also be ascertained by the candidates from the Principals before taking admission.

colleges.
Students while studying in any Engineering college, if found indulging in antinational activities
contrary to the provisions of Acts and Laws enforced by Government, any activity contrary to
the rules of discipline will be liable to be expelled from the college without any notice by the
Principal of the concerned college.
If any of the statement made in application form or any information supplied by the candidate in
connection with his / her admission is later on, at any time, found to be false or incorrect,
his/her admission will be cancelled, fee forfeited and he / she may be expelled from the college
by the principal or / and prosecuted, if deemed necessary. An appeal against the order of
expulsion, however, may be preferred within 8 days from the date of letter of expulsion, to the
Director of Technical Education whose decision in such cases will be final.

AnnexureI
Guidelines for the Admission Process to be carried out by Unaided Institutes

The principals of the respective Un aided Engineering Colleges shall invite applications for
all the vacant seats available by giving publicity at least in one of the leading newspapers
clearly mentioning the course wise vacancies. Institutes are required to mention the name of
newspaper in which vacancy position will be notified in their prospectus/brochure.
Vacancies are also to be displayed on the notice board of the Institute. Detailed schedule of
the admission process is also to be displayed.
b. Aspiring candidates fulfilling the eligibility criteria shall apply directly to the Principal of the
respective colleges for admissions. These admissions will be made in a transparent manner
and strictly as per the merit of the candidates who have applied to the institute.
c.
Candidates not eligible for admission under Rule 2.3 shall also be considered for admission
against the vacant seats, if any. Such candidates will be considered only after all the
applicants eligible under rules 2.3 have been offered admission.
d. At the end of admission process, the principal of the institute has to submit the branch wise
list of admitted candidates to the Joint Director of respective region within 7 calendar days
from the last date for completion of admission process for the academic year 2005-06 as per
the schedule.
e.
The regional office of the Joint Director of Technical Education verifies the supporting
documents and forwards the admitted candidate list to the Director, Technical Education
with the Remarks of Joint Director for final approval
f.
The DTE accords the final approval to the list of admitted candidates. It is binding on all the
Universities to grant enrollment only for the students on approved list.
