ABSTRACT
Mathematics is among the subject that is most important for the development of human capital of the 21st
century. In parallel, the transition in mathematics education from an emphasis on cognitive skills algorithm
to higher order thinking skills (HOTS) has affected the implementation of the teaching and learning of
mathematics. The role of teachers are crucial in determining the success of this aspiration. However,
higher-order thinking among teachers in Malaysia is still very low and the teaching and learning of
mathematics is still procedural in nature emphasizing algorithms. Therefore, this study aimed to analyze
the needs of teachers to integrate HOTS in teaching and learning of mathematics. This needs analysis which
aims to determine the readiness of teachers, problems and needs of teachers in the teaching of mathematics
through HOTS integration in primary schools. This study used a qualitative approach with case study
design. Data were collected using the interview method involving four teachers who taught mathematics at
the two primary schools. The results showed that the readiness of teachers in the aspect of implementation
and knowledge is not enough. Basic knowledge of pupils, student difficulty in understanding the higher
level questions and the teacher difficulty in constructing higher order question are the problems identified
faced by teachers. Teachers need HOTS courses that are specific to mathematics, module, concrete
materials and resources..
