The Board of Directors of National Transmission & Despatch Company Limited jn ils 1 14th
meetang held on 06-08-2016 against agenda item No. 12 has approved the adoption of the
above mentioned Office Memorandums for NTDCL Employees w.e.f. 0i.07.2016.
Part-1 (Pav & Allowances)

The Basic Pay Scales-2016 shall replace the Basic Pay Scales-2015 with effect from
01.07.2016 as contained in the Annexure to this Notification.

i)
The basic pay of an employee in service on 30.06.2016 shall be fixed in the Basic Pay
sclaes-2o16 on point to point basis i.e. at the stage corresponding to that occupied by
him/her above the minimum of Basic Pay Scales-2O'15.
ii)
ln case of Personal Pay being drawn by an employee as part of his/her basic pay beyond
the maximum of his/her pay scale on 30.06.2016, he /she shall continue to draw such pay
in the Basic Pay Scales-2O16 at the revised rates.

ln cases of promotion from a lower to higher posts/scale before introduction of these scales,
the pay of the employees concerned in the revised pay scale may be fixed and so enhanced
that it would not be less than the pay that would have been admissible to him, if his promotion
to the higher post/scale had taken place after the introduction of these scales.

i)
The Ad-hoc Allowance-2010 @ 50% of the basic pay of Basic Pay Scales-2008 (where
admissible to the NTDCL Employees) shall continue to stand frozen at the level of its
admissibility/drawn as on 30-06-2016;
ii)
All the new entrants shall be allowed Ad-hoc Allowance-2O10 @ 50o/o oi the minimum of
relevant Basic Pay Scales-2008(if admissible) on notional basis with effect from 01-072016, till further orders, and shall sand frozen at the same level:
i)
An Ad-hoc Relief Allowance-2016 @ 10% of the running basic pay of BpS-2016 to the
NTDCL employees including contingent paid staff and contract employees employed
against Basic Pay Scales on standard terms and conditions of contract appointment shall
be allowed with effect from 0'l-07-2016 till further orders;
ii)
iii) The Ad-hoc Relief Allowance will be admissible during leave and entire period of LpR
except during extra ordinary leave;
iv) The Ad-hoc Relief Allowance will not be treated as part of emoluments for the purpose of
calculation of Pension/Gratuity and recovery of House Rent;
v)
The Ad-hoc Relief Allowance will not be admissibte to the employees during the tenure of
their posting/deputation abroad;
vi) The Ad-hoc Relief Allowance will be admissible to the employees on their repatriation from
posting/deputation abroad at the rate and amount which would have been admissible to
them, had they not been posted abroad;
vii) The Ad-hoc Relief Allowance will be admissible during the period of suspension.

viii)The term "Basic Pay" will also include the amount of Personal Pay granted on account of
annual increment(s) beyond the maximum of the existing pay scales.

Option
All the employees shall exercise their option in writing within 30 days commencing from the date
of issue of this Notification and communicate it to the concerned Accounts Ofiice/DDO, as the
case may be, either to continue to draw salary in the scheme of Basic Pay Scales-2o15 or in the
Scheme of Basic Pay Scales-2016 as specified in this Notification. Option once exercised shall
be considered final.
An existing employee, as aforesaid, who does not exercise and communicate his/her option
within the specified time limit, shall be deemed to have opted for the Scheme of Basic Pay
Scales-2016.

17- Grant of M.Phil Allowance @ Rs.2.500/- per month.
All those who acquire/possess the degree of M.Phil recognized by the H.E.C shall be allowed
M. Phil Allowance @ 25o/o of the existing amount of Ph.D Allowance (i.e. Rs.2,500/- per month)
with effect from 1'r July, 20,l6 subject to the following conditions:
a)
M.Phil allowance will not be admissible to those who are getting Ph.D Allowance @
Rs.1 0,000L per month;
M.Phil Allowance will not be admissible to those who have already got the benefit of
advance increments possessing on/acquiring M, Phil degree prior to 01-12-2001 under
Finance Division's O.M.No.F.1/lmp/83, dated 18-08-1983;
b)

18- Grant
Special Conveyance Allowance will be admissible to NTDCL disabled employees @ 10001 per
month in addition to normal conveyance allowance, with effect from lsrJuly 2016 subject to
following terms and conditions:-
a)
lt will be allowed to those NTDCL employees who have been appointed against "disabled
employees" quota, or they have been declared/certified as disabled by an authorized
Medical Board thereafter during service;
b)
lt will not be admissible during leave of any kind, except medical leave upto one month or
casual leave.
Part{ (Pension)
19- Grant
i)
An increase @ 10ok of net pension with effect from 1'r July, 2016 has been ordered until
further orders to all NTDCL pensions.
ii)
However, all NTDC pensioners, who are 85 years old or more, shall be allowed
instead of 10% increase in their net pension w.e.f. 01 .07 .2016.
iii)
10% increase in pension as allowed vide Finance Division's O.M. No.4(1) Reg.6/2013
and 10o/o increase in pension as allowed by Finance Division's O.M. No. 4('1)-Reg.6.2014,
dated 16.07.2013 and dated 07.07.2014 respectively shall be discontinued for those who
would retire on or after 01 .07.2016.

Reg.6/2015-697, dated 07.07.2015 shall be admissible to the pensioners who would retire
on or after 01 .07.2016.
v)
10% increase in pension as mentioned at Para-1 above will also be admissible to the
pensioners who would retire on or after 01.07.2016.
vi)
For the purpose of admissibility of increase in pension sanctioned in this Notification the
term "Nel Pension" means "Pension being drawn" minus "Medical Allowance".
vii) The increase will also be admissible on family pension granted under the Pension-cumGratuity Scheme-1954, Liberalized Pension Rules-1977, on pension sanctioned under the
Central Civil Services (Extra Ordinary Pension) Rules as well as on the Compassionate
Allowance under CSR-353.
viii)
lf the gross pension sanctioned by the Federal Government and adopted by NTDCL is
shared with any Government in accordance with the rules laid down in Part-lV of
Appendix-lll to the Accounts Code, Volume-1, the amount of the increase in pension will
be apportioned between the Federal GovernmenUNTDCL and the other Government
concerned on proportionate basis.
ix) The increase in pension sanctioned in this Notification will not be admissible on Special
Additional Pension allowed in lieu of pre-retirement orderly allowance and monetized
value of a driver or an orderly.
