Grant takes aim at countys teacher shortage


Money available for San Mateo County school workers wishing to start career in classroom

School workers interested in transitioning to the classroom may seek financial


assistance for getting their teaching credential under a new San Mateo County grant
program.
The California Commission on Teacher
Credentialing launched a $20 million fund-

ing initiative in September thats designed


to help 1,000 classified school workers
throughout the state become certified educators.
The San Mateo County Office of
Education recently received $200,000 of
that money to be divided across 50 grants to
help pay for a credential through San
Francisco State University, with additional
funds available in coming years.

Joe Ross, San Mateo County Board of


Education president, said he is hopeful the
initiative will partially relieve the local
teaching crunch by luring classified workers such as instructional assistants, secretaries, food service workers and bus drivers
to the classroom.
This program is a really creative way to
solve the problem by using the resources at
hand, he said.

Sue Wiesner, the countys associate superintendent of Human Resources, echoed a


similar sentiment in an email.
This funding from the California
Commission on Teacher Credentialing is
invaluable as we work to address the teacher
shortage in San Mateo County, she said.

those buying or selling cars and anyone used to using their
cellphone while behind the wheel.
The Department of Motor Vehicles and California
Highway Patrol are urging motorists to learn about an array
of new regulations that could have an impact on how people
drive starting in 2017.
From enacting stricter regulations over the use cellphones while driving, to urging that more recalled vehicles
are repaired, theres an assortment of new safety and consumer protection laws slated to kick in Sunday.

Scaling start-up success


YourMechanic CEO Anthony Rodio looks to drive growth in the auto services industry

Anthony Rodio may have finally found


the perfect company to lead. The
Hillsborough resident has held leadership
roles at Amazon, Procter & Gamble,
StubHub and the Home Depot. He has managed operations and advised several other
start-ups leveraging technology to deliver
better services. He has even served as CEO
of Redbeacon, a San Mateo-based start-up
connecting homeowners with service
providers, which was acquired by Home
Depot just months after he took the reins.
Now he is at the helm of YourMechanic,
an online marketplace that connects drivers
with local mechanics who provide auto
repair and maintenance services at almost
any location. The 50-person Mountain
View-based company welcomed Rodio as
president and CEO earlier this month in a
match that seems well suited for both parties.
The last time I did the CEO thing I sold
the company relatively quickly, he said.
[This time], I want to build the business
longer. [YourMechanic] has made enough
progress where I could take it to the next
level.
For Rodio, the opportunity to build on
YourMechanics growth is one of the most
exciting aspects of his new role. Since it
was founded in 2012, the company has
developed relationships with mechanics in
over 700 cities in 31 states and works with
tens of thousands of monthly customers,
according to the company website.
Auto repair is a huge market in the U.S.,
he said. For so many, its a painful experience, and people feel like they are getting
ripped off. I felt the way that YourMechanic
was meeting this need was a better mousetrap.
Others, including key investors, have

noticed this growth as


well.
In
March,
YourMechanic raised $24
million, bringing its
total financing to $32
million and propelling it
into a building and scaling phase.
The company initially

it won TechCrunch
Disrupt S.F. in 2012 for creating a website
and application allowing drivers to compare
pricing for car services against industry
standards and other local shops before they
pay. Once customers are connected with a
mechanic, they can set up convenient
appointment times and locations at home or
work, so repairs and services can be done
without the hassle of coordinating a trip to
a shop.
Whether a company is pinpointing a
unique solution for an unmet consumer need
has been Rodios litmus test for the companies at which hes chosen to work. But figuring out exactly what role his personality
was best suited for was another story. Rodio
began his career in banking and transitioned into corporate finance after earning a
masters degree in business administration.
He was working in finance at Procter &
Gamble when he realized finance and support roles didnt excite him.
I always liked making the decisions, he
said. I found Ive always been the guy who
puts the team together.
Though Rodio was able to move into
brand management at Procter & Gamble,
one of his biggest learning experiences
came at a much smaller company. He joined
Amazon in 1999, and it wasnt long before
he was invited to Amazon CEO Jeff Bezos
home on Sunday mornings for strategy
meetings.

plus years on process, we went to classes on


how to send an email or talk to ad agency. At
Amazon, whoever was loudest and made the
best argument carried the day. It freaked me
out at first, but then I loved it, he said.
Rodios stint at Amazon would later
inspire him to pursue work at small companies focusing on technological solutions.
He looks forward to the complex challenge
that awaits him at YourMechanic, where the
solutions dont just lie in the technology.
[With start-ups], the focus used to be
about managing technology. Now, its technology plus organization excellence, he
said. Shipping a toaster is easier than getting a mechanic to show up on time.
Though hes only spent weeks as CEO,
Rodio has decided his focus in the coming
months will be operational consistency.
Like every start-up, we nail it some of
the time. For me, its really going to be
about having a fantastic experience every
single time, he said.
He is also looking to explore opportunities with other businesses to see if companies with traveling sales representatives or
in need of fleet car inspections might benefit from leveraging YourMechanics team of
experts. Between his work at YourMechanic
and volunteering with his childrens activities and sports teams, Rodio doesnt have as
much time for his road bike, which he regularly takes from Hillsborough to the coast.
Hes turning that into a personal goal for
the new year.
I want to figure how to stay in shape, he
said. But I would sacrifice my fitness for
year or two to grow this company.

Man pleads not guilty to


alleged sex assault at Mavericks

Joan Archibald
Joan Archibald, longtime resident of San
Carlos, died on Dec. 5, 2016. She is preceded in death by her youngest daughter
Sharman, parents Leo and Bea and younger
brother David. She is survived by Robert
Archibald, her husband of 63 years, daughter Cynthia and son-in-law John Bruni, six
adult grandchildren, and older brother
Thomas.
Joan was born in Waldport, Oregon, but
spent her first year of life at Shriners
Hospital for Crippled Children in Portland.
She graduated high school as valedictorian
and after two years at University of Oregon
and then went to Hollywood to study voice.
Joan graduated from UC Berkeley with her

obtained a $500,000 warrant for MendezCoronas arrest.
He was arrested at his home on the 100
block of Avenue Alhambra in El Granada
around 7:45 a.m. Thursday, Dec. 22, and
was booked into county jail, sheriffs officials said.
Mendez-Corona is scheduled to appear in
court Feb. 10 for preliminary hearing. He
remains in custody on $500,000 bail, prosecutors said.

On Aug. 25, around 10 p.m., police spotted a stolen Honda Civic parked in a
Belmont driveway and members of the San
Mateo County Vehicle Theft Task Force
responded. Just after midnight, Chelossi
got into the stolen car and task force agents
attempted to stop him, according to prosecutors.
Chelossi allegedly intentionally rammed
his car into the undercover police vehicle to
get away and then fled on foot. The stolen
car was found less than a mile away. Officers
got a good look at Chelossis face and connected him to the crime, according to prosecutors.
He faces three felonies for assault on an
officer, car theft and possession of a stolen
vehicle; in addition to the residential burglary, according to prosecutors.
He is in custody on $700,000 for both
alleged crimes and was scheduled for a pretrial conference Jan. 20, according to prosecutors.

aides Wednesday to a state panel
that has been roiled by allegations
of lax oversight and cozy dealings
with utilities.
Brown named his former adviser,
Clifford Rechtschaffen, and former
deputy legislative affairs secretary, Martha Guzman Aceves, to
the California Public Utilities
Commission.
In a statement, Brown said the
two would protect ratepayers and
ensure safe, reliable and climatefriendly energy in California.
The state utilities panel has been
under greater scrutiny since a gasline explosion killed eight people

Remote Nevada quakes could have been a disaster

RENO, Nev. A trio of significant earthquakes that struck a


remote part of western Nevada
early Wednesday were big enough
to cause as much as $1 billion in
damage if they had been centered
beneath a big city, a leading expert
said Wednesday.
The first of two magnitude-5.7
quakes that began shortly after
midnight and a third that registered
5.5 resulted in no injuries or
reports of significant damage. The
epicenter was east of the Sierra
range and the Nevada-California
line near rural Hawthorne about

100 miles southeast of Lake Tahoe


and 90 miles south of Reno.
Thankfully, its not underneath
a big city because a sequence of
5.7s could certainly do a lot of
damage, said Graham Kent, director of the University of Nevadas
Seismological Laboratory.
If you put this underneath Reno,
we are probably looking at a $1
billion event, probably with some
fatalities and many casualties, he
told the Associated Press. Its
much better to be beneath a ranch
20 miles outside of Hawthorne.

City, Wednesdays biggest temblor was felt in Las Vegas and more
than 200 miles away in San

Francisco, according to the universitys Seismological Lab in


Reno.
The first magnitude-5.7 event
struck at 12:18 a.m., followed by
another 5.7 four minutes later 18
miles southwest of Hawthorne. A
magnitude-5.5 quake hit the same
area at 1:13 a.m., the U.S.
Geological Survey said.
The biggest quakes were followed by a series of smaller aftershocks, including two in the magnitude-4 range and at least a dozen
larger than magnitude 3.
The Mineral County sheriffs
office in Hawthorne said staffers
felt the quakes, but they had no
reports of injury or damage.

sister to Eileen Shorts (1946-2012) and daughter of Joseph Baldassare, passed away peacefully
Monday, December 26, 2016 in Burlingame, California where shes lived for almost 60 years.
Judy, as she was known to all, is survived by her daughters Diane Dean and Debra DeMera, son
Mario Biancalana, her sons-in-law Gary DeMera and Robert Dean, daughter-in-law Laura
Biancalana, and the true loves of her life, her 8 grandchildren, Samantha, Ashleigh, Mario,
Dominic, Jessica, Daniella, Lucia and Joseph.
She was an employee of Our Lady of Angels school for more than 33 years, and leaves behind
countless friends and loved ones.
She was a rabid sports fan, loving her Pittsburgh Steelers and Pirates, as well as San Francisco
Giants, 49ers, and Golden State Warriors, finding particular joy in the play and class of Stephen
Curry. Those who knew her know that she was one of a kind.
A memorial mass will be held Monday, January 2, at Our Lady of Angels Church, 1721 Hillside
Drive, Burlingame, at 11:00am. The family will receive friends beginning at 10:00am in the church.

Actress Debbie Reynolds has died at 84

Reynolds, the star of the 1952 classic movie Singin in the Rain has
died one day after the death of her
daughter, actress-writer Carrie
Fisher. Reynolds was 84.
Her son, Todd Fisher, said
Reynolds died Wednesday.
Shes now with Carrie and were
all heartbroken, Fisher said from
Cedars-Sinai Medical Center, where
his mother was taken by ambulance
earlier Wednesday.
He said the stress of his sisters
death on Tuesday was too much
for Reynolds. Carrie Fisher, who
was 60, had been hospitalized since
Friday. She said, I want to be with
Carrie, her son said. And then
she was gone.
Reynolds enjoyed the very
heights of show business success
and endured the depths of personal
tragedy and betrayal. She lost one
husband to Elizabeth Taylor and
two other husbands plundered her
for millions. Fisher, who found
lasting fame as Princess Leia in
Star Wars and struggled for much
of her life with drug addiction and
mental health problems, died after
falling ill on a plane and being hospitalized.
Reynolds was a superstar early in
life. After two minor roles at Warner
Bros. and three supporting roles at
MGM, studio boss Louis B. Mayer
cast her in Singin in the Rain,

John Kerry tears into Israel over settlements

The settler agenda is defining
the future of Israel. And their stated
purpose is clear: They believe in
one state, Kerry said.
The U.S, the Palestinians and
most of the world oppose Israeli
settlement construction in the
West Bank and east Jerusalem, territories captured by Israel in 1967
and claimed by the Palestinians for
an independent state. But Israels
government argues previous construction freezes failed to advance a
peace deal and that the future of the
settlements now home to
600,000 Israelis must be
resolved in direct talks between
Israelis and Palestinians.
While Israels Arab population
has citizenship rights, the roughly
2.5 million Palestinians living in
the occupied West Bank do not.
Israel has annexed east Jerusalem,
where Palestinians have residency
rights but few have citizenship, in
a move not internationally recognized.
Kerry said a future deal would
have to ensure secure borders for
Israel and a Palestinian state
formed in territories Israel captured
in the 1967 Mideast war, with
mutually agreed, equivalent
swaps. He said both countries
must fully recognize each other,

county courthouse in downtown
Redwood City and asked a store
clerk to call 911, according to
prosecutors.
The victim had first come into
contact with Fono as he lived

down the street from his girlfriends Warwick Street home in


Redwood City. During the kidnapping, the victim also recognized
Meza as someone with whom he
attended Ralston Middle School,
according to prosecutors.
Prior to last weeks incident the
victim reportedly became suspicious of Fono and took a photo of

morning in Redwood City and his
parents Belmont home was

Mesa also faces a special allegation of using a gun, which could
add 20 years to the charges; while
Fono faces an enhancement of participating in a crime with an armed
accomplice, which could add a year
to a sentence if convicted, according to prosecutors.
Meza pleaded not guilty Tuesday
and remains in custody on
$850,000 bail. Fono pleaded not
guilty in court Wednesday and is in
custody on $875,000 bail. Both
were appointed to the private
defender program and their cases
were continued to Jan. 5 for an

Netanyahu accused the Obama
administration of a biased bid to
blame Israel for failure to reach a
peace deal.
In a farewell speech, Kerry laid
out a two-state vision for peace
that he wont be in office to implement, but that the U.S. hoped
might be heeded even after
President Barack Obamas term
ends. He defended Obamas move
last week to allow the U.N.
Security Council to declare Israeli
settlements illegal, the spark that
set off an extraordinary and deepening diplomatic spat between the
U.S. and its closest Mideast ally.
If the choice is one state, Israel
can either be Jewish or democratic,
it cannot be both, and it wont ever
really be at peace, Kerry said in a
speech that ran more than an hour,
a comprehensive airing of grievances that have built up in the
Obama administration over eight
years but were rarely, until this
month, discussed publicly.
Netanyahu pushed back in a
hastily arranged televised statement in which he suggested he was
done with the Obama administration and ready to deal with
President-elect Donald Trump, who
has sided squarely with Israel. The
Israeli leader faulted Kerry for
obsessing over settlements while
paying mere lip service to
Palestinian attacks and incitement
of violence.
Israelis do not need to be lectured about the importance of peace
by foreign leaders, Netanyahu
said from Jerusalem.
The dueling recriminations
marked a low point for U.S.-Israel
relations, and a bitter end to eight
years of frustrated ties between
Obama and Netanyahu, who quarreled repeatedly over settlements,
the peace process and Obamas

merely needs to hang on until he
takes over, told reporters that

MOSUL, Iraq Iraqi forces stalled for


weeks on the edges of Mosul have been bolstered by reinforcements and are now ready,
along with elite special forces, to launch a
stepped up, three-pronged assault against
Islamic State group militants in the citys
eastern sector, ending a two-week lull in
fighting, a top Iraqi general told the
Associated Press.
The planned assault aims in part to overcome stiff resistance by the militants that
has slowed advances in the more than 2month-old offensive to recapture the northern city, the last main bastion of the Islamic
State group in Iraq.
In an attempt to isolate militants in the
eastern sector from those in the western half
of Mosul, warplanes from the U.S.-led coalition destroyed the last remaining bridge over
the Tigris River, which runs through city center.
So far in the Mosul offensive, Iraqs counterterrorism forces, which are by far the militarys most battle seasoned unit, have done
most of the fighting, pushing in from the
east. But regular army troops on the citys
southeast and northern edges, as well as federal police farther west, have not moved in
weeks, unable to penetrate the city either
because they are not equipped or trained to
fight on the streets or because of inadequate
resources.

Mosul, said in an interview Tuesday night
that units of the federal police have joined
units from the militarys 9th Division southeast of Mosul, while troops have taken positions alongside units from the armys 16th

Al-Saadi would not say when the advance
would begin. But it appeared likely within
days, weather permitting. He would not give
details on the size of the reinforcements.
The new reinforcements suggest that original plans to penetrate the citys western side
have been abandoned and that the plan was
now for all forces to push on in the eastern
sector.
The bridge hit this week was the last
remaining of five bridges across the Tigris
between the western and eastern halves.
Activists inside Mosul published photos
Tuesday night showing the twisted girders of
the bridge in the water as boats ferried residents back and forth. The Old Bridge, as it is
known, was built in the 1930s and is considered one of the citys iconic landmarks.
The damage is expected to further complicate life inside Mosul. A resident said people
waiting by the banks to be ferried across ran

Turkey, Russia discuss Syria cease-fire

BEIRUT Turkey and Russia are discussing a broader Syrian cease-fire after brokering the deal that evacuated rebel-held
eastern Aleppo, Syrian opposition factions
said Wednesday, but a number of rebel groups
say they wont agree to anything until they
get more details.
All previous attempts at enforcing a
nationwide cease-fire in Syria have failed.
The recent warming of ties between Russia
and Turkey, who provide crucial support to
opposing sides of the war, may prove to be a
game changer, but the challenges are
immense.
The foreign ministers of Turkey, Russia
and Iran met in Moscow last week for talks
on Syria that pointedly included no Syrians,
indicating they prefer to pursue a grand bargain among great powers with stakes in the
conflict rather than a domestic settlement
between the government and the opposition.

An official with one of the factions confirmed to the Associated Press that Russian
and Turkish officials were debating a ceasefire proposal that would encompass the
whole of Syria. He spoke on condition of
anonymity because the talks were ongoing.
Rebels have opposed previous proposals
that would allow the government to continue
its offensives around the outskirts of the
capital, Damascus.
Russias Foreign Ministry said later
Wednesday that its embassy in the Syrian
capital was hit by mortar fire, blaming the
attack on extremists opposed to a peaceful
settlement. It said a mortar round landed in
the embassy courtyard without exploding,
and another fell in the vicinity.
Turkeys Anadolu Agency said Wednesday
morning that Ankara and Moscow had
reached an agreement, and Turkish media
reports quoted Foreign Minister Mevlut
Cavusoglu as saying that a lasting cease-fire
and political solution in Syria are close.
But no details were announced, and there was
no confirmation from state officials.

BERLIN German prosecutors said


Wednesday that they have detained a
Tunisian man they think may have been
involved in last weeks truck attack on a
Christmas market in Berlin.
The 40-year-old, who wasnt identified,
was detained in Berlin during a search of his
home and business, federal prosecutors
said.
The mans telephone number was saved in
the cellphone of Anis Amri, a fellow
Tunisian believed to have driven a truck
into the market on Dec. 19. Amri, 24, was
killed in a shootout with Italian police in a
suburb of Milan early Friday.
Of the new suspect, prosecutors said in a
statement that further investigations indicate that he may have been involved in the
attack.
Twelve people died and dozens more were
injured in the truck attack. The Islamic State
group has claimed responsibility.

Prosecutors have until Thursday evening


to determine whether the case against the
40-year-old is strong enough for them to
seek a formal arrest warrant. That would
allow them to keep him in custody pending
possible charges.
Investigators are trying to determine
whether Amri had a support network in
planning and carrying out the attack, and in
fleeing Berlin. Theyre also trying to piece
together the route he took from Berlin to
Milan.
Italian police have said Amri traveled
through France, and French authorities said
on Tuesday that he made a stop in the eastern French city of Lyon.
On Wednesday, Dutch authorities said it
appeared Amri first had fled through the
Netherlands, Germanys western neighbor.
Jirko Patist, a spokesman for the Dutch
national prosecutors office, said highly
likely that Amri had been in Nijmegen, in
the eastern Netherlands, during his journey
from Berlin to Milan.

Indexes fall as afternoon slide accelerates

wiped out gains from the day
before.
After an early upward turn, the
stock market veered into the red
by midmorning, the losses accelerating as the day wore on. Basic
materials companies, industrials,
utilities and energy stocks were
among the biggest decliners.
Trading was light ahead of the
New Years Day holiday. Two
stocks fell for every one that rose
on the New York Stock Exchange.
Volume is pretty weak, so
theres no aggressive selling taking place, said Bob Doll, chief
equity strategist at Nuveen Asset
Management. Its more sellers
locking in some better gains than
they thought they were going to
get this year. Its been a really
good year, so letting a little go is
just fine.
The Dow Jones industrial average fell 111.36 points, or 0.6 percent, to 19,833.68. The Standard
& Poors 500 index lost 18.96
points, or 0. 8 percent, to
2,249.92. The Nasdaq composite,
which set a record high close the
day before, slid 48.89 points, or
0.9 percent, to 5,438.56.

The slowdown marks a reversal
for the housing market, as sales
growth has been solid for the past
year. Homebuilder stocks closed
mostly lower, with William Lyon
Homes losing the most. It fell 64
cents, or 3.2 percent, to $19.33.
Nvidia was the biggest decliner
in the S&P 500 index, sliding 6.9
percent after short seller Citron
Research said it expects the chipmakers shares, which have
tripled in value this year, to fall
substantially. The stock lost

$8.07 to $109.25.
Shares in oil and natural gas
drilling companies also declined.
Chesapeake Energy lost 36
cents, or 4.7 percent, to $7.23.
Murphy Oil shed 78 cents, or 2.4
percent, to $32.03. Helmerich &
Payne fell $1.57, or 2 percent, to
$78.39.
Freds dropped 4.8 percent on a
published report indicating that
the regional drugstore chain has
adopted a poison pill to discourage an activist investor from

Markets overseas were mostly

In Europe, Germanys DAX and
Frances CAC 40 each ended
essentially flat. Britains FTSE
100 posted a record-high close of
7,106.08, a gain of 0.5 percent.
In Asia, Japans Nikkei 225 was
flat. Australias S&P ASX 200
gained 1 percent. Hong Kongs

Benchmark U.S. crude rose 16
cents to close at $54.06 a barrel in
New York. It rose 88 cents on

Stocks headed for big gains in 2016 despite early stumble

In a year with no shortage of surprises and stomach-churning turns


in the market, stock investors can
feel pretty good about 2016.
Wall Street repeatedly bounced
back from steep slumps, including
the worst start to any year for
stocks, the second correction for
the market in five months and
investor fears of a global slowdown. It also weathered plummeting oil prices and the surprising
outcomes of Britains vote to leave
the European Union and Donald
Trumps U.S. presidential election
win.
A turnaround in company earn-

ings growth, more stable oil


prices, a steadily improving U.S.
economy and job market all helped
keep the market on an upward trajectory. More recently, investor
optimism that the Republican
election sweep will usher in a bevy
of business-friendly policies
spurred the market to new heights.
Its been the year of the unlikely happening, but the crazy thing
about the unlikely happening is
you would expect that to lead to
big sell-offs, and we experienced
the exact opposite, said J.J.
Kinahan, TD Ameritrades chief
strategist. The more things happened that were unlikely, the more
we seemed to rally.
As of Tuesdays close, the

Standard & Poors 500 index, the


broadest measure of the stock market, was on track to end the year
with a gain of 11 percent after an
essentially flat finish in 2015.
Including dividends, the total
return was 13.4 percent. That
means if you invested $1,000 in
an S&P 500 index fund at the
beginning of the year youd wind
up with $1,134 at the end of the
year.
Other major market indexes were
also on course to post solid gains.
The Dow Jones industrial average
was headed for a gain of 14.5 percent, a surge that had the 30-company average flirting with crossing the 20,000 mark. The Nasdaq
composite was on track for an 9.6

percent gain.
Small-company stocks trounced
the rest of the market, however,
especially since the election. The
Russell 2000 index soared more
than 21 percent in 2016.
Investors anticipate that smaller
companies will benefit more from
an improving U.S. economy than
their larger rivals because they
tend to do far more of their business domestically. They also have
fewer ways to dodge taxes through
overseas subsidiaries, so theyll
have more to gain if corporate
taxes go down, and theyll also
have less to lose if trade frictions
flare up.
For the most part, markets overseas also fared better than in 2015.

In Europe, Britains market was


headed for a 13.2 percent gain,
despite jitters that rocked the market following the summers
Brexit vote to leave European
Union. Indexes in Germany and
France were on their way to gains
of 6.8 percent and 4.6 percent,
respectively. Japans Nikkei was
on track to eke out a gain of 1.8
percent, and Hong Kongs benchmark index was down 1.5 percent.
Few anticipated the kinds of
gains for U.S. stocks this year in
January, when the market kicked of
the year in a deep slump that
knocked the Dow, Nasdaq and S&P
500 into a correction, or a drop of
10 percent or more from their
recent peaks.

Alexa a witness to murder?


Prosecutors seek Echo data

LITTLE ROCK, Ark. Authorities investigating the death of an Arkansas man


whose body was found in a hot tub want to
expand the probe to include a new kind of
evidence: any comments overheard by the
suspects Amazon Echo smart speaker.
Amazon said it objects to overbroad
requests as a matter of practice, but prosecutors insist their idea is rooted in a legal
precedent thats as old as Methuselah.
The issue emerged in the slaying of Victor
Collins, who was found floating face-up last
year in the hot tub at a friends home in
Bentonville, about 150 miles northwest of
Little Rock. The friend, James Andrew
Bates, was later charged with murder.
Prosecutors have asked the court to force
Amazon to provide data from the Echo that
could reveal more clues about the night of
Nov. 22, 2015, when Collins was apparently strangled and drowned.
Benton County Prosecuting Attorney
Nathan Smith said Wednesday that he has no
idea if the device recorded anything related
to the death. But looking for clues is simply
a question of law enforcement doing their
due diligence.

Like any investigation, law enforcement


has an obligation to try to obtain evidence
of the crime, Smith said.
The device is a cylinder-shaped speaker
with internet-connected microphones that
debuted in late 2014. Similar to other gadgets, it listens for a users voice and responds
to commands to play music, read the
morning headlines or add an upcoming
event to a calendar, for instance. The Echo
can speak back to the user in a female voice
known as Alexa.
The search warrant, signed by a judge in
August, requests all audio recordings, transcribed records, text records and other data
from Bates Echo speaker.
So far, authorities have obtained only
basic subscriber and account information.
Smith said Wednesday that his office has had
discussions with Amazon, but that the bulk
of the request remains unfulfilled.
The prosecutions request was first reported this week by The Information, a news site
that covers the technology industry.
Amazon spokeswoman Kinley Pearsall
declined to comment specifically on the
Arkansas case but said in a statement that
the company will not release customer
information without a valid and binding
legal demand.

The year 2016 produced plenty of games
like that contests in which the action
was the best when everything was on the
line.
The Cubs and Indians, the Warriors and
Cavs, the Tar Heels and Wildcats all saved
their best for when it was win or go home.
A look at some of the best games of 2016:

The Duel II

End of the curse


You wanted drama? Well, leave it to the
Cubs to give you drama . After trailing 3
games to 1 to Cleveland in the World Series,
the Cubs drew even, and then it came down
to a single game to see if the championship
drought that dated to 1908 would come to an
end. In Game 7, the Cubs led 5-1 in the fifth
inning and 6-3 in the eighth. But the
Indians were also trying to break a drought;
they hadnt won a title since 1948, and they
werent about to quit. Rajai Davis hit a
game-tying home run in the eighth. With
the game tied after nine innings, a rain
shower came and halted the action prolonging the drama for an extra 17 minutes.
When they resumed, the Cubs scored twice
in the top of the 10th. Cleveland got one of
those runs back in the bottom of the
inning, but Chicago held on. First baseman
Anthony Rizzo of the Cubs recorded the
final out at 12:47 a.m., stuck that historymaking ball in his back pocket, then ran to
the mound to celebrate.

Through six games of the NBA finals, the
Warriors and Cavaliers were dead even. Not
just at three games apiece, but they had
scored the exact same number of points: 610.
A good series? Hardly. None of the first six
games was decided by single digits. The average margin of victory: 19.6 points. All was
forgiven after Game 7. The highlight of the
NBA season came with 1:50 left, with the
score tied at 89, when LeBron James ran the
length of the court to block Andre Igoudalas
attempt at a go-ahead layup. The Cavaliers
went on to win 93-89 . James brought the
title back to his hometown and his block
now has its own T-shirt(s) and Wikipedia

page . Said James: I was just like, Do not


give up on the play. If you got an opportunity, just try to make this play.

One good shot deserves another


Had the game gone into overtime, and had
North Carolina pulled out the win, then
Marcus Paiges game-tying, double-clutch
3-pointer with 4.7 seconds left in regulation would have gone down as one of the
greatest in NCAA history. Instead,
Villanova called timeout, coach Jay Wright
called the play Wildcat Kris Jenkins
took an underhanded flip from Ryan
Arcidiacono and calmly spotted up and
swished the game-winning 3 at the buzzer.

Mickelson and Henrik Stenson put on a show
reminiscent of the Duel in the Sun that
Jack Nicklaus and Tom Watson waged a generation earlier . Mickelson shot a bogey-free
round of 65 and it wasnt enough. Stenson
shot 8-under 63 to beat Mickelson by three
and win his first major. No other player was
within 10 shots. Afterward, the two put their
arms around each others shoulders much the
same as Nicklaus and Watson did in 1977,
when they finished their two-man show at
Turnberry. Watson won that one by a shot,
and nobody else was within 10.

Juan Martin del Potro


Nobody made Olympic tennis more worth
watching than Argentinas Juan Martin del
Potro. The 2009 U.S. Open champion, mostly injured and sunk deep in the rankings for
years, opened his Olympic quest with a
thrilling 7-6 (4), 7-6 (2) victory over topranked Novak Djokovic that left the Serb in
tears. Later that week, an equally thrilling
match for del Potro: a 5-7, 6-4, 7-6 (5) victory over Rafael Nadal in the semifinals.Del
Potro lost a three-setter to Andy Murray in
the final, but hard to argue who the star of the
Rio Games really was.

Brown a building block going forward

SANTA CLARA It took just two NFL


seasons for Trent Brown to go from questionable prospect to a building block.
The 49ers tackle has earned praise for
becoming one of the teams brightest
young players during an otherwise miserable season that featured the longest losing
streak in franchise history.
Hes a monster of a guy and I think hes
going to be a fantastic player as he continues to grow, Seahawks coach Pete Carroll
said on a conference call. I mean, hes
already a problem.
Brown is a massive problem for opponents literally. Hes listed at 6-foot-8 and
355 pounds.
Those traits normally lead to players
being high draft picks, but questions about
his work ethic and weight issues dropped
the Florida alum to the seventh round.
As he gains experience, I think hell be
one of the really good players in the
league, Carroll said.
The 23-year-old will have his hands full
this weekend when the Seahawks (9-5-1)
travel to play San Francisco (2-13), which
lost the past six matchups between the NFC
West rivals.
Seattle has already clinched the division
title, but needs a win to help lock up a firstround bye in the playoffs as the second seed.
Brown started the final two games of his
rookie season before winning the full-time

camp last August.
He played well enough
to unseat former firstround pick Anthony
Davis, who started at
right tackle for five seasons before retiring in
2015 because of conTrent Brown cerns relating to a head
injury.
Davis came back to the 49ers last summer
after missing the season. He was moved to
right guard when Chip Kelly and his staff
determined Brown was one of the teams five
best linemen as the right tackle.
Davis wound up retiring again in
September, following another head injury,
solidifying Brown as the teams starter.
During his ascent, Brown has received
high praise from notable figures. Denvers
Von Miller, last seasons Super Bowl MVP,
said Brown was already one of the better
tackles in the NFL during joint practices in
August after Brown had just two starts.
The 49ers longest-tenured player Joe
Staley, who plays left tackle, compared
Brown to Ravens Hall of Fame lineman
Jonathan Ogden.
Theres more out there for me, Brown
said. Im pretty pleased with my performances this year, it being my first full season
as a starter. Next year, I know even more
what to be prepared for. I know how to take
care of my body better. ... I feel like it will

be a big year for me.


Brown switched from the right side to the
left last week while Staley missed his third
straight game with a hamstring injury. It
was the first time Brown played left tackle
in the NFL.
He helped the 49ers get their second win
of the season against the Rams 22-21.
Hes a little bit rawer on the left side than
he is the right side, Kelly said. That transition isnt as easy I think maybe as some
people think. He did a decent job against
Los Angeles. Well see how the rest of the
week goes with Joe if Trent goes back over
or if Trent stays on the right side.
Staley, 32, said he expects to play in the
season finale, shifting Brown back to right
tackle. The five-time Pro Bowler has kept a
close eye on Brown from the sideline, helping him adjust to the nuances of the pro
game.
Brown said his biggest area of improvement has come with his footwork as a run
blocker. His long arms and athleticism have
made him a quick study in pass protection.

ALAMEDA Plenty has changed around


the Oakland Raiders between starts at quarterbacks by Matt McGloin.
When McGloin last got the chance to start
a game late in 2013, the Raiders were wrapping up a four-win season with a roster
severely lacking in talent.
When McGloin takes the field Sunday in
Denver in place of the injured Derek Carr, he
will have three Pro Bowl linemen protecting
him, a pair of big-play receivers on the outside in Pro Bowler Amari Cooper and Michael
Crabtree and a running game that has been
one of the leagues best in recent weeks.
Hell also have far more at stake than he had
in any of those six starts he made three years
ago. With a win over the Broncos (8-7), the
Raiders (12-3) will be AFC West champions
and get a first-round bye in the playoffs.
A loss coupled with a Kansas City win in
San Diego will leave Oakland as a wild-card
team traveling to play AFC South champion
Houston on the opening weekend of the
playoffs.

Indi ana: Allens debut started off well
when Kyle Fulks fumbled the opening
kickoff for Utah and Indiana turned that
into a touchdown on a 7-yard pass from
Lagow to Mitchell Paige. But the Hoosiers

struggled on offense after that. Lagow went


14 for 39 for 188 yards and an interception. The receivers didnt help with several
drops but Lagow was often off-target or had
passes batted down at the line of scrimmage.
Utah: The Utes took advantage of the
bowl game to get a good look at freshman
quarterback Huntley, who could compete
with Troy Williams for the starting job
next season. Huntley completed a 36-yard
pass to Kyle Fulks on his only throw but
was used much more in the running game.
He finished with 23 yards on eight carries
with the touchdown.

Up next
Indi ana: Allen viewed the preparation
and bowl game as the start of his first full
season in 2017. The Hoosiers will jump
right into it, hosting Ohio State in the season opener on Aug. 31.
Utah: The Utes will have a far easier
opener, getting FCS-level North Dakota at
home on Aug. 31.

Womens soccer
Players depart from union counsel
Players for the U.S. womens national
team have announced that attorney Rich
Nichols will no longer serve as the unions
counsel in contract negotiations with the
U.S. Soccer Federation.
The players contract is set to expire
Sunday. Nichols had represented U. S.
Womens National Soccer Team Players
Association in negotiations for a new collective bargaining agreement, which had
become more frequent this month as the
deadline approached.
Nichols became executive director of the
USWNTPA in late 2014.
We are focused on productive conversations with U. S. Soccer regarding our
future, The statement said. We are also
grateful for the tremendous ongoing support for womens soccer from all of our
beloved fans worldwide, and look forward to
seeing everyone over the course of the
NWSL season, as well as at the 2017

the 116 pound title and Aragons
Angela Bonanni added to the
PALs gold-medal haul with the

Serra and Half Moon Bay, two
of the better boys wrestling program on the Peninsula, each
claimed a boys wrestling title.
Dominick Christmas took home
the 195 title for the Padres, while
Emilio Bautista claimed the 120pound crown for the Cougars.

Ill be the first to admit badminton doesnt get a lot of love,
but in my defense, we do choose a
Badminton Player of the Year after
every season. CCS holds a championship tournament for the
sports, so it is legit. Besides,
Ive watched a little badminton in
my time and know enough to say
its a lot more intense than you
think it is.
Anyway, South Citys Lin sisters Jakin and Raeka repped
the county by taking home the
CCS girls doubles championship.
And in a surprising development,

then joined Haley Arrington, Kate
Denend and Sophie Murff to
anchor the Bears to the 400 free
relay title.
Woodsides Karl Arvidsson took
home the countys only boys
crown, winning the 100 breast.

And these were just the champions. There were dozens of other
local athletes and teams who had
runner-up finishes or title game
appearances. Those who finished
in the top 10, top 20 of the golf
CCS boys or girls tournament,
or won a match in the tennis tournament. Countless others who set
personal bests this season, scored
a career high or simply moved
into the starting lineup for the
first time. Those are all worthy
achievements and Im sure everyone has their own personal Best
of 2016 list.

taking on Amanda Nunes for the
bantamweight title at UFC 207.
Just dont expect to hear about it
from Rousey.
The once-dominant champion
has largely declined to promote
her comeback bout, skipping
nearly every traditional pre-fight
media responsibility. Rouseys
silence leaves Nunes and the other
fighters on the card in the awkward
position of doing all the dirty
work to sell the UFCs end-of-theyear, pay-per-view event in Las
Vegas.
I really dont know whats
going on with Ronda right now,
Nunes said recently. This whole
thing, I really dont know. ... I
think the UFC is doing it for her. I

think the UFC has been doing all


the promos for her. I think she can
do whatever she wants.
Rousey is the most marketable
name in the game and perhaps the
biggest mainstream star in MMA
history, and her return from last
years shocking knockout loss to
Holly Holm should be one of the
biggest sports events of the holiday period. Rousey (12-1) largely
vanished from public after her
defeat, but agreed to return for a
title shot at Nunes (13-4), who
won the belt in July.
Rouseys decision to limit herself to a few talk-show appearances and a fleeting interview or
two has forced Nunes who has a
tiny fraction of Rouseys fame
to carry the promotional weight
along with talkative mens bantamweight champion Dominick
Cruz, who takes on unbeaten Cody
Garbrandt in the co-main event at
T-Mobile Arena.

Chickens can be helpful, and challenging, for gardeners

Raising small flocks of backyard chickens has been a trend among city dwellers for
a decade or so, and putting the birds to work
can be a boon to gardens. You can use them
for tilling, grubbing for worms and for their
manure, which makes excellent free fertilizer.
But raising chickens does bring challenges, especially if you give them the run
of the yard.
These free-ranging chickens will eat
large amounts of insects, grasses and
seeds, said James Hermes, an extension
poultry specialist with Oregon State
University. They will also eat ornamental
and vegetable plant gardens in their search
for insects.
Hermes suggests keeping a few of the
birds in chicken tractors or coops that can
be wheeled around the yard and placed where
convenient say, between the wide rows
of a vegetable garden.
Chickens put nutrients (manure) in the
soil and remove some of the small weeds,
he said. And they will eat insects. If there
are bugs on the plants they will get them,
too.
But they also will get the small tender
plants, like tomatoes. Corn stalks a month
or so old they wont damage those.

Keep chickens out of the garden in the summer or until youre ready to share it with them. Use

In the spring, I have them out there eating bugs, she said. They also stir up the

The birds eat whatever is left over after
the harvest, she said. During the winter, I

use their manure for fertilizer and compost.


Chicken manure is nitrogen-rich, so let it
mature for a while four to six months
before applying it around plants, or it may
burn them.
Many people design their gardens in part
to attract butterflies, hummingbirds and
other pollinators. Steele designs gardens in
part for her chickens.
She uses a variety of plants mostly
herbs for boosting egg production (fennel, marjoram, parsley), changing egg yolk
colors to orange (carrots, marigolds, watermelon), as feed supplements (chervil, dill,
oregano, sage), for healthier baby chicks
(basil, dandelion, tarragon) and to boost
immune systems (blue cornflowers, rosemary, thyme).
Steele writes that she hasnt found any
research to prove herbs specific benefits,
but she finds that overall they augment her
chickens immune systems and keep them
healthy naturally.
I put fresh herbs in the nesting boxes to
calm setting hens, repel insects and
rodents, and add an aromatic scent to the
chicken coop, she said.
Allow the chickens access to the kitchen
compost when it needs turning and they will
spread it around for you, she said. As a
bonus, they provide plenty of nitrogen-rich
green material in the form of poop as they
work the soil with their feet, searching for
seeds, bugs and other goodies to eat.

enthusiasm for the grant since it was
announced, as more than 150 people have
submitted applications. The deadline to
apply is Tuesday, Jan. 31.
His hope is it will combat the local teaching shortage by enticing those who are
already working in the local education
industry to move up in their career.
We dont have to convince these 50 people to move here. Theyve already made that
decision, so now they can become teachers
and weve gone some of the way toward
addressing the problem, he said.
The problem Ross refers to is the struggle
school districts up and down the Peninsula
have had in attracting and retaining teachers, due primarily to the escalating cost of
living locally.
Even though many of the San Mateo
County school systems offer higher salaries
than the rest of the state, Ross noted local
districts are unable to keep rates competitive with pay available in the private sector, and particularly the booming tech
industry.

areas, including special education.
Ross said his optimism is fueled through
studies indicating those who already work
on school campuses and regularly interact
with students have high success rates once
they become teachers.
Part of what is exciting to me about this
grant program is there is research showing
that paraprofessionals and other school
staff are more effective because of their
experience in the environment and knowing what it is like in the classroom, he
said.
Those who enter the credential program
offered through the grant will be trained at
their home campus, which Ross said will
better allow prospective teachers to hone
their skills on their home turf.
The best way to prepare a teacher is to do
it in a job-embedded environment, rather
than shipping them off to an ivory tower,

require, said Shasta Addessi, the vice
president of Clinical Service for the
medical center operated by Sutter
Health.
Once the deck is open for operations,
Addessi expects the addition of helicopter transport to be most beneficial
in enhancing service for patients experiencing a heart attack, stroke or other
medical emergencies in which time is
crucial to improving survival rates.
When minutes matter, its another
option for transport for patients, she
said.
A previous helipad was closed and
demolished in 2011 when the medical
center was rebuilt. The new deck, which
cost about $2.6 million to construct, is
located adjacent to the ambulance dock
in the parking lot nearest the emergency patient intake area.

As a result, educators are often forced to


commute to the Peninsula from far reaching
corners of the Bay Area, resulting in a high
attrition and turnover rates.
A lot of districts offer a higher pay scale,
but they cannot keep pace with the cost of
housing and the cost of living, said Ross.
So a lot of districts are wrestling with this
because if you cant afford to live here, you
cant consider a job.
Though the struggle is severe in San
Mateo County, it is not unique. School districts throughout California are scrambling
to find teachers and the California Teachers
Association has estimated 100,000 new
teachers will be needed over the next decade.
Much of the general need for teachers is
fed through a previous generation of educators beginning to retire, with the numbers
to expected to increase in coming years.
With fewer college students enrolling in
credential programs, the two trends stand to
present an even more challenging hurdle for
state schools to clear in coming years.

as the Teacher Corps, said Ross, who noted
the parallels between the past initiative
offered under President Lyndon Johnson and
the current county grant program.
Locally, school districts have pursued
innovative methods of combatting the
shortage by working to lessen the affordability burden on their staff through considering building workforce housing.
The San Mateo County Community
College District has successfully erected
developments on two campuses and work is
underway to build a third. District officials
have said the developments are a useful
recruiting tool, and have shared their
expertise with colleagues in the San Mateo
Union High, South San Francisco Unified
and San Mateo-Foster City Elementary
school districts who are considering similar
initiatives.
In the context of the variety of ongoing
efforts, Ross said he believed the grant program could be one useful step toward fighting against the struggle to find quality local
teachers.
I think it is really exciting to do this,
he said.

Peninsula. There is a deck for helicopters at the Stanford Medical Center serving trauma patients, which the center in
Burlingame does not accommodate. The
helideck at Mills-Peninsula is open to
all Sutter and non-Sutter hospitals.
The opportunity to offer helicopter
transport will also enhance the centers
ability to care for patients in far reaching parts of its service area which may
be otherwise be difficult to reach with
an ambulance, said Addessi.
A helicopter opens up the capacity
for patients that are further away and
dont have access to the high level clinical services that we have here, she
said.
As traffic congestion worsens along
many of the Peninsulas main thoroughfares, with little relief likely on
the horizon, Addessi noted helicopter
service can avoid many of the commute
struggles faced by ground transport.
The helideck will allow us to bypass
any variability with traffic, she said.
In the case of an earthquake, tsunami
or other natural disaster that wipes out
the ability to access patients with an
ambulance, Addessi said aerial service
could also prove invaluable.
If the freeway and bridges are
unavailable, we will be able to accept
patients via helicopter, she said.
Though the deck stands to be a poten-

tially valuable resource for the medical


center, Addessi said she did not expect it
would be used with a high rate of frequency, but that could change according
to demand.
Bob De Mann, project manager for
Sutter Health who oversaw construction
of the deck, said as helicopter service
returns to Mills-Peninsula, flight paths
could impact development plans around
the medical center.
Most notably, he said the proposed
office and residential project planned
by the Mills-Peninsula Health Care
District on land adjacent to the medical
center could be influenced by flight
path regulations.
He said health care district officials
have worked closely with those at the
medical center to assure project design
does not conflict with helicopter flight
requirements.
They have accommodated this and
will continue to do that, De Mann said.
Ultimately, Addessi said she believes
once the deck is up and running,
patients needing immediate care will be
well served through aerial transport
returning to the Peninsula.
We are really excited about this, she
said. Its a unique resource to have in
this community, so we are grateful for
having it.

Fun and fulfilling alternatives to golf carts

Powering up the hills is worth it for the


high-speed barrels down the other side too,
particularly if youre rolling down the pristine grass of a golf course fairway.
Unlike the Golfboard, the Golf Bike has
its own bag on the back, so youll have to
switch clubs out and bring whatever else
you need with you.
The Golf Bike was created by Todd May, a
mountain-bike rider and golf product
designer, with the first prototype in 2010.
The Golf Bike was in the Inventors
Spotlight at the 2013 PGA Show and is
available at nearly three dozen courses
across the country.
People grew up riding bicycles, so its
really easy for them, Dickens said. But it
definitely is a fitness activity, so if you go
out and ride the bike and play 18 holes
youre definitely going to feel it.

the ball and walk to find it, sometimes up to
5 miles during an 18-hole round.
The advent of motorized golf carts has
limited the amount of exertion mainly to
the two or three seconds it takes to swing
on each shot. There are a few die-hards who
still like to walk some with pull carts
but the modern version of the game has
turned into hit the ball, drive and find it.
That trend has started to change in recent
years as golf courses have diversified the
way golfers get around, adding an element
of fitness and fun to their rounds with snowboard-like carts, mountain bikes and
Segways.
Why go to a gym and run on a treadmill
or ride a stationary bike when you can come
out to a beautiful golf course and ride a
Golfboard or mountain bike? said Nancy
Dickens, director of golf at Westin Kierland
Golf Club, which offers Golfboards, Golf
Bikes and Segway golf carts. Golf should
be about fitness, not just riding around in a
cart.
A few of the alternatives to traditional

The most fun youll ever have playing a
round of golf outside of a hole-in-one.
Riding a Golfboard is like carving waves
of green fairway between shots.
The board is similar to a snowboard, surfboard or skateboard, only attached to four,

decent workout for core muscles with the
leaning, twisting and turning to get the
board to turn.

up and down the hills. Its still a workout,
particularly on hilly golf courses, and riders
can burn up to 2,000 calories during an 18hole round, according to the Golf Bike website.

Because the two-wheeled Segway is balance-based and has an unfamiliar feel to


most people, it takes a little more training
up to an hour at Kierland.
Though riders may have to zigzag up
steeper hills, the Segway can take them
pretty much anywhere on the course with
ease and with a greater sense of freedom
than a cart. It also can help with pace of
play; riders go to their individual balls
instead of driving together in a cart.
The Segway X2 Golf has turf-friendly
tires that impact the course much less than a
cart. A bag stand is attached to the side for
easy access to your clubs. The workout is
similar to the Golfboard, with riders engaging their core muscles to maneuver the
Segway around the course.
The Segway X2 Golf has become available at high-end golf courses around the
world since being introduced in 2006.

said DMV Public Information Officer
Artemio Armenta. This impacts
everyone ... drivers, motorcyclists and
pedestrians alike. And we really want
to make sure the public understands
these changes.
One of the most significant changes
drivers are warned of is that electronic
wireless devices such as cellphones
or tablets arent to be used except
under limited circumstances. Those
who were used to shuffling through
music, texting or dialing a phone number will be prohibited from doing so
once the clock strikes midnight Jan.
1, 2017.
The bill aims to strengthen distracted driver laws by prohibiting people
from physically holding their phones
while driving.
We definitely think its a good
idea, said CHP Public Information
Officer Art Montiel. One of the things
weve really worried about lately is
distracted driving. Were definitely
going to be enforcing [the new law].
Assemblyman Bill Quirk, DHayward, authored the bill that prohibits anyone driving from using cellphones unless its done with a voiceoperated feature that can be activated
with only a single swipe or tap of the
phone. The phone must either be
mounted on a cars dashboard or drivers can use Bluetooth features enabled
on their cars. That means activities
like texting, calling or looking up
directions on a map will be heavily
restricted.
I think the message here is clear, we
all need to pull over if were going to
make a call or use our phones,
Armenta said.

Safety and
consumer protections
There are number of other safetyrelated laws such as requiring children
2 years old or younger to be secured in
a rear-facing car seat, unless theyre
more than 40 pounds or 40 inches tall.
A new bill also makes it explicitly
legal for motorcyclists to lane split
and the CHP will develop educational
guidelines to make sure motorcyclists

driving between cars are doing so safely, according to the DMV.


Consumer protection laws drafted by
San Mateo County representatives are
going
into
effect
as
well.
Assemblyman Kevin Mullin, D-South
San Francisco, authored a bill instituting stricter penalties for anyone who
sells, installs or distributes counterfeit
or nonfunctioning airbags.
The goal here is to keep the motoring public as safe as possible and to
deal more effectively with this sort of
underground market, Mullin said.
Former assemblyman Rich Gordon,
D-Menlo Park, was termed out this
year but will have a lasting affect on
how the state handles vehicles that
were issued safety recalls. Car dealers
as well as rental or leasing companies
are prohibited from selling or renting
cars with outstanding manufacturer
recalls unless the rental company
has a fleet of 34 or fewer cars.
Gordons law also requires the DMV to
include a general advisory about
recalls when drivers renew their vehicle registration.
It adds a layer of consumer protections, Armenta said, adding Mullins
airbag rule is to keep drivers and
everyone safe and to make sure we
arent in a vehicle that hasnt had
repairs done following the law.
Other rules kicking in during 2017
include requiring transportation network companies to conduct comprehensive background checks of their
drivers; increasing the threshold for
reporting an accident to the DMV from
$750 in property damage to $1,000;
and allowing those who own a car built
between 1970 and 1980 to use vintage
blue-and-yellow license plates on their
cars, according to the DMV.
Two budgetary changes include vehicle registration fees increasing from
$43 to $53 starting April 1, as well as
increasing costs of personalized
license plates. The issuance price of
vanity plates will increase from $43 to
$53 beginning July 1, and the ongoing cost to keep it will increase from
$38 to $43 as of Jan. 1, according to
the DMV.

Down the road


Local legislators were also successful in creating two laws that were
approved in 2016 but that wont go
into full effect in 2019.
Mullin created a temporary license
plate system that will require all cars to
be equipped with an identifying num-

ber. The bill aims to prevent criminals


from escaping detection by driving
vehicles without license plates and
keeping people from skirting tollbooths. The law is expected to generate $19 million by preventing drivers
from avoiding bridge or tollbooth
fees, according to Mullins office.
Anyone buying a new or used car will
be charged a fee and immediately
issued a temporary license plate that
has a number registered with the DMV.
Drivers caught without license plates
can be ticketed and the law has provisions for those who dont receive their
permanent plates through no fault of
their own.
State Sen. Jerry Hill, D-San Mateo,
was also successful in creating a
statewide program requiring those convicted of drunk driving to install ignition interlock devices. A current fourcounty pilot program will be expanded
to drivers across California beginning
Jan. 1, 2019. Those who have multiple drunk driving convictions or firsttime offenders who cause injury will be
required to install the breathalyzer
thats hooked up to the ignition. The
law allows first-time offenders to
chose whether they want to install the
device in exchange for having driving
privileges reinstated, and the length of
time the device must be installed
increases based on the number of
offenses.
Hill said he anticipates the new law
could save hundreds of lives.
Its just a critical piece of legislation, Hill said. We lose 1,000 lives a
year to drunk drivers and the part that
was so powerful, was when you look at
every state that has implemented this
policy and this law, they have reduced
deaths by drunk driving by 30 to 40
percent consistently.
He agreed some of the new laws, such
as prohibiting cellphone uses, will be
a significant change and urged those
who choose to get behind the wheel,
do so safely.
Drivers need to be aware of their
