Concept for Whole of Government


What: SA16 Whole of Government Seminar and Table Top
Exercise (TTX)
When: 1-10 August 2016
SA16 will include a Seminar and Table Top Exercise that
will focus on the linkage between military forces
(specifically the Malawian Defence Force) and civilian relief
agencies (specifically Malawian Civil Relief) focused on
Disaster Relief in a UN/AU mandated operation in DRC.

USARAF and MDF will set the conditions by coordinating


with both the United Nations and US and Malawian military
and civilian agencies to develop objectives and tasks that
can be identified, validated, and incorporated into the TTX.
The culmination of the event will be the linkage to the SA16
Command Post Exercise that will provide a realistic
problem set allowing the TTX participants to conduct
critical decision making in an academic environment.
The exercise will begin with an Opening Ceremony and
proceed into a seminar focused on the establishment of
military and civilian agencies in response to a natural or
man-made disaster. The seminar may include Roles and
Responsibilities, Authorities, Establishment of an
Operations Center and Liaison, etc. This will be followed
by a TTX linked to the CPX that allows the participants to
conduct a Practical Exercise of the discussed subjects
Upon completion of the seminar, a series of discussions
and After Action Reviews will be held to capture Lessons
Learned and best practices to be further applied to future
military and civilian agency engagements.
