PROJECT INFORMATION

2.1

PROJECT DESCRIPTION

2.1.1

General
PETRONAS Gas Berhad (hereinafter referred to as PGB) intends to modify the
existing gas blowdown stack available at Segamat Compressor Station,
Segamat, Johor Darul Takzim.
The WORK involves engineering, design, procurement, construction, testing,
completion and commissioning of a permanent gas blowdown stack come with
silencers including its accessories.

Gas Supply Specifications


The gas supply comes directly from the GPPs in Kerteh, Terengganu through the
main PGU Gas transmission Pipeline.
CONTRACTOR is to verify gas supply specifications during engineering design.

Basis of Design

2.1.5.1

Existing Facilities
Existing facilities consist of one unit Blowdown Stack equipped with
silencer used to vent all gas from station piping 5 minutes. The silencer is
design to control the noise created by the blowdown process to reach 85
dBA at the stations fence (120 meters) away from the stack.
The stack was unfit for operation after the internal parts of the silencers
being blow off during a planned blowdown in March 2003. The stack was
removed from site and replaced with a temporary blowdown stack without
having the silencer in placed.

2.1.5.2

New Facilities
The new facilities shall consist of one unit of blowdown stack equipped
with silencer to fit the purpose of venting the gas as per original design.
However, certain design parameters have to be improved especially on
the materials and corrosion control.

SCOPE OF WORK

3.1

GENERAL

3.1.1

Scope of Work by PGB


In completing the project, PGB will assist the CONTRACTOR on the following:
PGB will provide the site for the PROJECT.
PGB shall give timely notice of all approvals or disapprovals to CONTRACTOR
required from PGB.
PGB shall assist to obtain all necessary licenses, permits, and authorizations
required that must be secured by law solely in the name of PGB that is needed
for the construction and operation of the gas pipeline system.

3.1.2

Scope of Work by CONTRACTOR


CONTRACTOR shall provide the design, specifications and drawings; procure
and ship equipment, materials, spare part and supplies; transport equipment,
materials, spare parts and supplies; construct, test and commission, all as
detailed in this ITB and perform any other operations necessary to build a
complete, safe and operable natural gas blowdown system for Segamat
Compressor Station.
The Gas blowdown system intended in this ITB shall be inclusive of but not be
limited to the following :(i)

One complete unit of blowdown stack equipped with silencer. The


specification of the blowdown stack is as per Section 4 of this ITB.

(ii)

One unit of concrete platform to support the blowdown stack


mentioned above.

(iii)

One unit of 20 inches pipe spool to connect the blowdown stack to the
existing blowdown valve (YV 5050)

(iv)

Concrete pipe supports for the spool connecting the stack to the
blowdown valve.

CONTRACTOR shall also remove the temporary blowdown stack at Segamat


Compressor Station from site and place the stack at the specific location
specified by PGB.
CONTRACTOR shall provide engineering designs for the gas blowdown
system in accordance with existing Compressor Station and PGU-SYSTEM
facilities and the governing codes, and in compliance with the Malaysian
regulations in force.

CONTRACTOR shall also carry out the soil study at the proposed location for
the erection of the blowdown stack and perform the related earthwork
including clearing, pilling, etc.
CONTRACTOR shall review all drawings and data provided in this ITB and
assume full responsibility for the adequacy and accuracy of such drawings
and data.
In the event that there is any materials, equipment or work required not
specifically mentioned in the specifications or drawings but is necessary to
ensure operability and safety of the pipeline, CONTRACTOR shall notify PGB
accordingly and supply such material, equipment and perform such work at
no cost to PGB as if the same had been originally included in such
specifications or drawings.
CONTRACTOR shall liase and obtain permit from PGB Transmission
Operation for any WORK, such as tie-in to existing facilities, commissioning,
etc., to be performed on existing PGB facility and property. CONTRACTOR
shall submit all procedures, method statements and Job Safety Analysis
(JSA) to be approved by PGB before commencing any WORK.
CONTRACTOR shall provide PGB with documentation at least two (2)
weeks in advance to enable PGB to review, make comments, approve, and
take action in timely fashion, with respect to all drawings, documents and
other necessary information.
CONTRACTOR shall procure and supply all materials and equipment
required for the construction of the project. All material and equipment shall
be the equivalent of those which have been in demonstrated commercial
operations for at least five (5) years. The procurement functions will include
the securing of proposals from approved vendors, issuing of purchase orders,
expediting, handling and shipping, receiving, unloading, transportation to the
work site and warehousing of materials and equipment.

3.3

BASIC ENGINEERING DESIGN

3.3.1

General
Based on the Project Implementation Manual approved by PGB, CONTRACTOR
shall perform basic engineering design of the PROJECT.
All basic engineering design activities shall be carried out in Malaysia.
CONTRACTOR shall perform basic engineering design which shall include, but
not limited to the following :-

Blowdown Stack c/w Silencers and Its Associated Facilities


a)

Prepare basis of design for the PROJECT.

b)

Obtain approval from relevant Local Authorities for design, construction


and operation permit for PROJECT.

Drawing and Data Sheets:In supporting the description of the design, CONTRACTOR shall provide a list of
drawings and data sheet which include, but not limited to the following:a)

Plot Plan and Site Plan for FACILITIES

b)

Flow and Pressure Profile Diagrams

c)

Process and Instrumentation Diagrams

d)

Material Balance Sheets

e)

Noise Calculation Sheets

f)

Process and Equipment Data Sheets.

All drawings must be done in computer format preferably AUTOCAD.


3.3.4

Equipment Identification
CONTRACROR shall produce listing of itemized equipment and non-itemised
equipment which correspond to the Drawing and data sheets. Equipment
Identification shall follow PGB numbering and tagging.

3.3.5

Submission of Basic Engineering Design


CONTRACTOR shall submit to PGB for approval the Basic Engineering Design
which includes all the above topic. The contents which have been completes may
be submitted periodically in order to carry out detail engineering immediately. The
final submission shall contain all the contents of topic of the Basic Engineering
Design.

3.4

DETAIL ENGINEERING DESIGN

3.4.1

Engineering Specification
CONTRACTOR shall be responsible to provide the total detail design
specifications and drawing necessary for PGBs approval to build the complete
facilities for the PROJECT. CONTRACTOR shall also provide engineering design
for the PROJECT in a accordance with existing COMPRESSOR STATION
facilities and the governing codes in compliance with the Malaysian regulations in
force.

3.4.2

Preparation of Detail Engineering Design


Based on the approved Basis Engineering Design of the PROJECT,
CONTRACTOR shall perform detail engineering design which shall include but
not limited to the following engineering disciplines :-

It is CONTRACTORs responsibility to ensure the integrity of the


interfacing and functionality of the control system.

3.4.2.7

Erosion Control
CONTRACTOR shall a submit proposal in the Engineering Plan on
erosion and measures to control erosion.
The proposal shall detail the measures that CONTRACTOR intends to
take during construction to prevent erosion of the disturbed areas of the
right-of-way.
The proposal shall address the need for dissipation of energy of runoff
from steep slopes.
The proposal shall be subject to PGB approval. No construction activities
shall commence until the proposal has been accepted by PGB.
