Understanding the Transaction Download Report (TDR):

The TDR is based on the date on which data is posted and not on the date on which
a transaction takes place. Earnings related to a transaction are typically posted to
the TDR on the following day.
Because of reasons such as unpaid items, seller fees adjustments, partial refunds,
there may be further adjustments on the earnings initially posted. These
adjustments are posted on the TDR 7 days or 30 days after the initial posting date.
Note that all data is posted according to Mountain Time Zone, USA and the click
timestamps in the TDR are in Mountain Time Zone for all ePN publishers.
Use Case 1:
A user completes a transaction on the 17 th of August. The earnings associated with
this transaction will be posted on the TDR on the following day, which is 18 th of that
month. The entry would show Event Date as 08/17/2015, Posting Date as
08/18/2015 and the Event Type as Winning Bid (Revenue)
The transaction will not appear in their TDR if data is downloaded for the 17 th. In
order to see the details of this transaction look at the TDR after data is posted on
the 18th. Here is what the TDR would show:

Use Case 2:
If eBay refunds a small portion of the fees that was initially collected from the
seller, this will show in the TDR report as a negative adjustment.
Depending on when the adjustment took place, this may be posted to the TDR
either 7 days or 30 days after the initial posting date.
Lets assume that it was posted after 7 days. To see these entries, download the
TDR for the period between 08/18/2015 to 08/25/2015. Below is a sample what can
be seen.

Note how the Event Date and Unique Transaction ID remain the same in the
above entries.

Use Case 3: The buyer did not pay for the transaction or perhaps they paid for it
initially, but then requested to return the item for some reason. Then the
transaction ends up as an Unpaid Item (UPI) and eBay may need to refund the full
fees to the seller. If that is the case, then ePN needs to create a corresponding
negative adjustment on the publisher account.
Again depending on how quickly the UPI case is resolved, the adjustment may be
posted to the TDR either 7 days or 30 days after the initial posting date. Lets
assume that this negative adjustment got posted 30 days after the initial posting
date.
To see complete details, the TDR would be Downloaded for the period 08/18/2015
09/17/2015 and below is an example of what would be visible.

Guidelines on making cashback payments to users:

Do not pay cashback/loyalty points on transactions where their net earnings are
zero because of subsequent negative adjustments on the initial earnings posted.
This is necessary to pay users what they have earned and also not to prevent
potential fraudulent transactions.
Internal reporting guidelines
1) Identify the user associated with a transaction by using a parameter such as
Custom ID.
2) Show the net earnings from a transaction.
3) Show the proportionate cashback to be paid to their users.

-2.97

The 3 example cases given demonstrate the need to wait at least 30 days from the
date of the initial posting date to determine whether a transaction is valid.
Therefore, the recommendation is to wait at least 14 days from the date payment is
received from from ePN and then generate an internal report.

If you have any questions regarding the above, please contact your local eBay account
manager.
