Ms. Melissa Orsen
Chief Executive Officer
NJ Economie Development Authority
36 West State Street
Trenton, NJ 08625
Dear Ms, Orsen,
Be on notice that should the New Jersey Economie Development Authority (EDA) issue bonds
for the $300 mil. financing of the State House renovation, the offering must include a statement
that the Office of Atomey General has advised the New Jersey Building Authority (NJBA) that
this project must be approved by a Concurrent Resolution of the Legislature.
The architecture and engineering plans for the project were procured and developed up to date by
the NJBA. The end around attempt by Governor Christie for the NJEDA to finance the project
will not withstand judicial scrutiny
Governor Christie has tried an end around the law with the financing of the Pulaski Skyway and
failed with disastrous results. The Port Authority was fined by the SEC $400,000 and had to take
$1.8 bil. from its capital budget to pay off the bonds because the project wasn’t approved by the
legislature.
The $300 mil. renovation project must get public serutiny as required by law.
Sincerely,
Senator Raymond J. Lesniak
