RULES, AND PROCESSES GOVERNING MOTORELA OPERATIONS

Introduction and Declaration of Policy


The RTA is tasked in implementing traffic rules and regulation; hence, it is
motivated in making the City streets and roads not only to have a smooth traffic flow but
also in making it better and safer in accordance to its mission statement. The office
believes that it can only be accomplished if the City will have more responsible drivers
and roadworthy vehicles.
This policy is in accordance with Article X of City Ordinances No. 10895-2008,
therefore this office hereby declared that all Motorela Drivers and Operators shall
undergo and obey this policy prior their registration and re-registration.
Chapter 1
MANDATORY SEMNARS ON MOTORELA DRIVERS AND OPERATORS
In its effort of achieving these goals, the RTA shall conduct mandatory seminars
to be attended by the drivers and seminars. This is to give them adequate knowledge
regarding their duties and responsibilities.
Purpose of the Seminar
The mandatory seminar program is aimed to educate all Motorela Drivers and
Operators to equip them with knowledge and information that would ensure the safety
of both passengers and pedestrians.
The seminar is also intended to create more dependable Drivers and Operators.
In addition it will lessen the traffic violators.

Schedule and numbers of participants

The RTA education section shall conduct a seminar on Motorela Drivers and
Operator, from January to September; every second Tuesday, Wednesday, and
Thursday of the month. Only a maximum of one hundred fifty participants (150) per
seminar shall be allowed to attend.
There shall be no special seminar; any seminar conducted by the Education
Section of the Roads and traffic Administration not in accordance with the schedule
mentioned herein is invalid unless ratified by the Advisory Committee.
Requirements
No Driver or Operator shall be allowed to join the monthly seminar without the
following:
1. Appointment slip
The appointment slip shall be issued by the Licensing office. It shall be presented to
the duly authorized person of the Education Section and would serve as proof of the
participants attendance.
Attendance of Driver and Operator
It is mandatory that the driver shall personally attend the seminar. A mere
drivers representative or proxy is not allowed.
The Operator may at his own discretion allow a third person as his duly
authorized representative to attend on his behalf.
Topics
The topics that shall be discussed during the seminar will depend on the needs of
the participants and to be determined by the Education Section Head.
In the selection of topics the following shall be considered and included, but not limited
to:
1. Duties and responsibilities of the driver
1.1 Importance of the drivers license
1.2 Types of drivers License
1.3 Road Courtesy
1.4 Dangerous Driving Practices
1.5 Defensive Elements Driving

2. Ability to analyzed traffic situation


2.1 Condition Affecting Driving
2.2 Where and how to look
2.3 Habits and techniques of a good driver
3. Speed Limits
4. Traffic Control
4.1 Traffic Light
4.2 Types of Traffic Signs
4.3 Pavements and Markings
Issuance of certificate and period of validity
Upon the completion of the eight hour seminar, the Driver or Operator must
present the appointment slip for the second time to the duly authorized person of the
Education Section in order to claim his Certificate of Completion.
The Certificate shall be valid for one year.
After completing this seminar the Drivers shall furnish a RTA clearance in the
Ecucstion Section in which process is provided in the next chapter.

Chapter 2
PROCESS OF PROCURING RTA CLEARANCE BY MOTORELA DRIVERS

Purpose

This process is created to regulate the issuance of RTA clearance to motorela


drivers to make sure that they have no pending records and violations involving traffic
rules and regulation before they will be allowed to renew its registration and continue
its operations.
Requirements
No Motorela shall be issued an RTA clearance without obtaining the following
requirements, thus, to wit:
1. Examination slip issued by the Impounding section
2. Take the Exam conducted or given in the education section
3. Pass the exam
The composition of the exam
The exam is composed of twenty questions devided in two parts, the part one is
composed of ten questions where the examinees will be given a pictures of ten most
common traffic signs where he shall identify and should write his answer on a different
answer sheets provided theirein.
The second part is composed of another ten questions relating traffic rules and
regulation that is answerable by yes or no.
The passing rate of the exam is seventy five percent (75%) which is a total of fifth
ten (15) correct answers out of the twenty (20) questions.
The examinees is only allowed to take three times in one day and after his third
attempt yet still fail the examiner shall advice the former to come back another day so that
he can review for the said exam.

The process after examination

The examinees after passing the exam shall be advice to proceed to the Record
Section where such office will check if the driver has pending records. If the driver has no

pending records and the person in charge shall sign the exam slip that the clients has no
pending records.
When the clients has a pending records the person in charge shall not sign the
exam slip and ask the client to photocopy of the index card where the pending violations
are written, after, the client shall proceed to the casher for payments, before the client
should pay the casher shall call the RTA stationed in the City Finance Office for the
verifications whether the clients has an unsettle TCT, if there is none the casher shall
calculate the payable amount and ask for the collection. If there is an unsettled TCT the
casher shall add the amount payable of the said TCT in the Finance office with the amount
payable in the Records Section. Thereafter, the client shall present the official receipt to
the Records Section and the person in charge after checking shall sign the exam slip.
The client after completing the process in the Records Section shall now proceed
to the Warrant and Special Services Section to check if he has a pending warrant of arrest.
The warrant section shall receive the exam slip and verify whether the client has a
pending record, if there is none the person in charge shall sign the exam slip and proceed
to the casher for payment of RTA clearance and the casher shall issue the said clearance.
If the there is a pending warrant of arrest, the person in charge shall call the police and
escort the client going to court.
Chapter 3
INSPECTION FOR MOTORELA UNIT
This is the last part of the process for Motorela Drivers and Operators that wishes
to register their Motorela Units or renew their registration under the office of the Roads
and Traffic Administration wherein, the impounding and the engineering section shall
conduct a mandatory inspection to every unit.
Purpose
The mandatory inspection shall be conducted to assure the roadworthiness and
other safety measures of every Motorela Units to secure the safety of its passenger and
avoid or lessen road accidents that would impaired not only the smooth flow of the
traffic but, also the safety of the passengers and the pedestrians .
Requirements
No Motorela Unit shall be subject to inspection without the securing a the
following forms from the City Hall, thus, to wit:
1. Certificate of Inspection
2. Provisional Authority
The impounding section after checking the forms shall advice the the Driver or
Operator to proceed to the Engineering section for inspection.

Inspection in the Engineerings section


The Driver or Operator shall present the form to the person in charge in the
engineering section, the person in charge shall immediately conduct the stencil
procedure to get the engine and chassis number of the motorcycle, after recording the
numbers the person in charge shall sign the form and advice the Driver or Operator to
report back to the Impounding Section for accessories and other necessary inspection.
Inspection in the Impounding Section
The Impounding Section shall be responsible to inspect the following but not limited to.

The Driver and Operator shall present the form to the person in charge in the
said section and shall start to inspect the things mentioned above.
The person who conducted the inspection if satisfied shall put a marked OK
which indicate the roadworthiness of the Motorela and shall sign the form presented, in
case the unit shall fail the said inspection the driver should fix the same within the time
given to him by the person who conducted the inspection.
The Motorela Driver or Operator after this process shall proceed to the next step
or process of registration as maybe provided by the City Ordinance Number ________.
