On September 8, 2015, this Regional Office received a notice of meeting
from David C. Suarez, Governor, Quezon Province the Quezon regarding the 3 rd
Quarterly Meeting of the Provincial Council for the Protection of Children which
was held on October 2, 2015 at the Queen Margarette Hotel Downtown, Lucena
City.
The PCPC quarterly meeting was attended by representatives from
different provincial and national government agencies like the DepEd, DOLE,
DILG, DSWD, GAD, PNP, NBI, from the 202 Brigade, PA, DENR, DAR, NCIP,
NAPC, TESDA and the League of Municipalities. From the NGOs,
representatives from the Child Fund, Phils., Inc,Yakap sa Kaunlaran ng mga
Bata, Inc., Federation of Children Association in Southern Tagalog and the World
Vision.
The DOLE through its OIC Mr. Edwin Hernandez reported on the plight of
the workers especially the children mostly from San Andres and San NArciso,
Quezon who were rescued in a sugarcane plantation in Batangas Province
through the joint rescue operation of the DSWD, DOLE and the PNP. The DOLE
report stated that the family of the rescued children were extended livelihood
assistance while the children who were earlier housed at the Bahay Tuluyan in
San Antonio, Quezon were later on turned over to their parents. These children
were also provided educational assistance by the DSWD so they will be obliged
to go back to school rather than engage in some ways to earn for a living to help
their family meet their needs.
During the meeting Mrs Sonia Leyson of the PSWDO stated that the
PCPC is requesting the members of the Sangguniang Panlalawigan to pass as
ordinance directing all municipalities to organize the Barangay Childrens
Association. This will serve as a mechanism in promoting childs right to
participation in local governance, in their own protection and development.
Another project being proposed by the PCPC is the construction of a
crisis center in Quezon which will cater children in need. Board Member Dorothy
Tan also expressed her support and promised to call for a committee meeting for
this purpose. She further stated that she already talked to the Dept of Budget and
Management regarding this project and she is determined to make this a
realization. The DBM already asked her to submit legal documents and if this will

materialize she wants to name the crisis center as Kanlungan ng Kabataan with
an estimated cost of P40million.
Another topic discussed was the Search for the Most Child Friendly LGU
2015 wherein some municipalities won in the competition. Those who got a rating
of 91% up will qualify for the Presidential Search for Most Child Friendly LGU.
The top three winning municipalities were Lucban (94%), Pagbilao (91%), and
San Antonio (91%). This competition is in line with DILGs Seal of Good
Governance, giving recognition and credits to the LGUs who have rendered
remarkable services to the community.
It was also stated that the celebration for the Childrens Month was
moved to November from the usual October celebration. A Childrens Festival
awaits November 2015 and this will be a big celebration. Special participation will
be given to children who have disabilities (PWD), IPs and children housed in
crisis centers and the child laborers. The Committee members were encouraged
to suggest more activities for the children.
