LOS SANTOS CITY GOVERNMENT

PROPOSAL
to introduce the role of ‘Commissioner’ in place of the role of ‘Trustee’

The current situation:

‘Trustees’ are part of the rank hierarchy. They were introduced as a replacement for
the Government Advisors, on the grounds that the previous role seemed to portray
that the Advisors were called in on an ad-hoc basis to advise the Mayor; this was not
the case.

The case for change:

• The new Government is seeking to portray itself as fresh and revitalised, and it
has been suggested informally that the rank of Trustee will change as a part of
these reforms.
• Whilst it may be an accepted US legal term, outside of the US the term
Trustee generally refers to someone involved with a charitable or not-for-
profit trust, and not with Government.
• Commissioner is a clearer term, which will be clearly understandable by the
public. It also carries an air of authority, which makes it better suited to
running large-scale operations and projects.

The way to change:

• It has been suggested that the new Government will be formed of a number of
Departments, each charged with responsibility over certain key roles (for
example: transport, crime, welfare).
• These departments would be known as Commissions, and would be headed (or
in some cases, solely run by, a Comissioner). Their powers and responsibilities
would be established by an Act published by Mayoral prerogative.
• Commissioners would have the power to hire staff according to limits set by
the Mayor by Commission. The Commissions might be responsible for co-
ordinating funds to services and companies – for example the Commission
charged with transport might issue funds to a newly formed transport company
in order to help it operate routes. These funds would be sourced from the
Mayor, who would also have to approve them.
Some practical points
Some ideas for commissions would include (abbreviations which could be used are in
brackets):
- Crime, Policing, and Justice (POLCOM? LOSPOL?)
This would be responsible for reducing crime, working to improve LSPD
practices and the court system (although not in a judicial role, to ensure correct
separation of powers). This role may be filled by the Mayor for the foreseeable
future, in which case perhaps a Justice and Rehabilitation Commission would
be created instead.
- Travel and Transport Commission (TRAVCOM? LOSTRANS?)
This would be responsible for overseeing the transport services of Los Santos,
including Aviation/Buses/Taxis.
- Social and health care
This would be responsible for liasing with health and social care providers. It
would possibly seek to find an operator for, or if necessary directly operate the
“Los Santos Crisis Centre” which has been discussed.

There would almost certainly be further commissions, and those above are
simply proposed for the sake of illustration and argument, and do not form
the foundations of this proposal.

The position of Commissioners


The Commissioner would be branded as a slightly more potent role than Trustees
currently are, in order to inspire the confidence of organisation leaders (such as
company leaders, and police chiefs). The Commissioners would effectively form an
informal Cabinet, and it would therefore be suggested that they would fit directly
below Mayor and Deputy Mayor in the City Government hierarchy.
