RE: International Executive Board Appeal of Edgar Romneys decision re. Trusteeship of SEIU
Local 73

Dear President Henry and Secretary-Treasurer Hudson:

It was with great dismay that I read the decision allegedly issued by Edgar Romney with regard
to the trusteeship of SEIU Local 73. According to the email issued by Alma Henderson the
decision to approve the trusteeship was adopted by the International Executive Board in its
entirety on January 25, 2017.

I have never resigned from the International Executive Board. According to Article VI, I was
duly elected to the general International Executive Board in 2016 as part of 40 General
Executive Board members. This term lasts for four (4) years. This is in addition to your Vice
Presidents and your Executive Vice Presidents and the rest of the general International
Executive Board. I have no correspondence from you or the Secretary Treasurer or any of the
Executive Officers that I have been removed. I did not receive any notice of the meeting, and
given the actions that you have taken, this has caused me and the rest of the duly elected
Officers and Executive Board of SEIU Local 73 great harm.

When you review the trusteeship provisions under the power of the SEIU President, I have a
right to appeal the decision endorsed by Edgar Romney, yourself and your executive officers,
general vice-presidents, and the rest of the International Executive Board. I am appealing the
alleged majority decision of the IEB now and calling on you to call a special meeting of the IEB
so that I may fully present my case. I have this right under Article VIII Section 1(h) and Article
VIII Section 2 as well as Article XI Section 2 and 3.

The decision approved by International Executive Board is fraught with factual and legal errors
and is in violation of the SEIU International Constitution as well as the LMRDA. I will also note
that the emergency trusteeship imposed discriminatorily on SEIU Local 73 on August 3, 2016
utilized a different standard than what you and the leadership utilized in the cases of SEIU Local
99 and SEIU Local 1107.

I am also requesting a copy of the minutes of the IEB meeting which was held without me,
additionally violating my rights as described above. Please advise of the date and time that the
meeting that I am requesting will be held.
